Even as he claimed the state was being run by Deputy CM Fad-
navis, Raut admittedthe new (Shinde-Fadnavis) government had
taken some good decisions, especially regarding housing for the
poor, giving more rights to the Maharashtra Housing and Area
Development Authority (MHADA). There is a new government
in Maharashtra and it has taken a few good decisions. I welcome
that. We will not oppose for the sake of opposition. Whatever is
good for the country should be welcomed, he said.

I haven’t heard what Raut said, so I will not
comment. If we want to end this bitterness in
politics, then we all will have to do something
about it. Politicians should end this culture of staying
silent. Court has given him a bail and now ED has gone
to higher court. Let’s see what the court rules.

of the Congress in Gu-

laterally,” he told media
after returning from
tour of both the states.

Raut dealing with ‘unaccounted money’ can’t be termed ‘proceeds of crime’

ey” to buy plots at Ki-
him near Alibaug in
Raigad district, a spe-
cial court here said
that it cannot be
“thrown in the stock
of proceeds of crime
(POC) under the pro-
visions of the Preven-
tion of Money Laun-
dering Act (PMLA)”.
Special PMLA court
judge MG Deshpande
made this observation
on Wednesday while
granting bail to Raut,
veteran Shiv Sena lead-
er and a Rajya Sabha
member, in a money
laundering case related
to the Patra Chawl rede-
velopment project. Raut
was arrested in the case
by the Enforcement Di-
rectorate (ED) on Au-
gust 01.
The court said that
possessing and dealing
with unaccounted mon-
ey may have different
consequences under the
different penal laws, but
the same cannot be
termed “proceeds of
crime” under the provi-
sions of the PMLA.
Though Sanjay Raut
received some money—
as “alleged in prosecu-
tion’s complaint”—
from co-accused Pravin
Raut, there is absolutely
nothing to show that it
is “a proceeds of crime
with knowledge there-
of” to the Shiv Sena
leader, the court said.
“Therefore, some un-
accounted money (that)
had been dealt with by
Sanjay Raut at the rele-
vant time during 2007-
11 or any other period
thereafter…cannot be
thrown in the stock of
POC,” the court stated.
“Unaccounted money
without explanation…
or any activity relating
to scheduled offence
cannot be capitalised as
done by the ED herein,”
the court ruled.
The ED contended
that Sanjay Raut and
his family went on for-
eign trips from the ill-
gotten money arranged
by co-accused Pravin
Raut.
Dismissing the claim,
the court said: “Merely
(because) Pravin Raut
could not give the ac-
count of money relat-
ing to travel tickets, for
want of remembrance,
can it be straightaway
connected with POC or
the criminal activity re-
lating to a Scheduled
Offence?”

Mumbai: The state
government has ap-
proved a proposal of
the Mumbai civic
body to upgrade 92
primary schools to
secondary education-
al institutions for stu-
dents of the economi-
cally weaker sections
(EWS), on the condi-
tion that the upgraded
schools would receive
no financial assis-
tance or subsidy for
their functioning.
There are more than
200 secondary schools
(impartingeducationtill
Class X) in the city
, run
by the Brihanmumbai
Municipal Corporation,
all of which are affiliat-
ed to the Maharashtra
state secondary educa-
tion board, headquar-
tered in Pune.
A government order
(GR) issued on Wednes-
day said, “The Maha-
rashtra government has
approved the BMC’s pro-
posal of upgrading 92
primaryschools,toopen
secondary classes from
the new academic year
of 2022-23.”
The GR said the de-
mand to upgrade the ex-
isting 92 primary
schools to secondary
schools was made from
time to time by parents,
school management
committees, local corpo-
rators and legislators.
“It would be manda-
tory for these new
schools to provide all
the facilities including
physical and academic
as well as sufficient
number of rooms as per
the current policy and
criteria of the state gov-
ernment. These schools
will have to adhere to
the standards laid down
by the state from time to
time,” the order said.

Mumbai: After the
outbreak of measles
in slum areas of Mum-
bai, the Brihanmum-
bai Municipal Corpo-
ration has started a
vaccination drive in
F/North, H/East, L,
M/East and P/North
wards in the city
.
The vaccination ses-
sions are being conduct-
edinParel,BandraEast,
Santacruz East, Kurla,
Govandi, Chembur and
Malad West areas due to
a rise in measles, and
rubella cases among
children aged between
zero to five years.
The civic body has
also appealed to the par-
ents to complete mea-
sles and rubella vacci-
nation for their nine-
month-old and
16-month-old children.
A BMC official said
that three children were
suspected to have died
due to measles and 90
otherscontractedthedis-
ease in the city this year.
According to Execu-
tive Health Officer of
the BMC Mangala
Gomare, measles cases
were found in wards F-
North, H-East, L, M-
East, and P-South since
January
. The highest 23
infections were report-
ed from the Govandi
area. The three
deaths—two brothers
aged 3 and 5 years and
their cousin aged 5
years—were also re-
ported in the same area.
A civic doctor in-
formed that the BMC
has set up a special
ward at Kasturba Hos-
pital at Chinchpokli for
the treatment of chil-
dren infected with mea-
sles, and some 35 pa-
tients were undergoing
treatment there.
Meanwhile, the Un-
ion Health Ministry has
deputed a high-level
multi-disciplinary team
in the city to take stock
of the upsurge of cases.
The Ministry on
Wednesday said the
team will assist the
state health authorities

of drones, remote-
controlled micro light
aircraft, paragliders,
private helicopters
and hot air balloons
from November 13 to
December 12 to pre-
vent their possible
use for terrorist ac-
tivities, an official
said on Thursday.
No activities of the
above-mentioned pri-
vate flying objects will
be allowed in the Bri-
hanmumbai Police
Commissionerate lim-
its, except aerial sur-
veillance by city police
or by specific permis-
sion in writing by the
deputy commissioner
of police (operations),
as per the order issued
on Monday
.
The city police issued
the order under Section
144 of the Criminal Pro-
cedure Code (CrPC) and
said any person contra-
vening it shall be pun-
ishable under Indian
Penal Code Section 188
(disobedience to an or-
der lawfully promulgat-
ed by public servant).
“It is likely that ter-
rorists, anti-national
elements might use
drones, remote-con-
trolled micro light air-
craft, paragliders, etc.,
in attacks, endangering
the life of public at
large, destroy public
property and cause dis-
turbance to law and or-
der,” the order said.
Hence, it is necessary
to put certain restric-
tions on the activities
of such elements in the
jurisdiction of Brihan-
mumbai Police Com-
missionerate to prevent
any probable sabotage
by the use of these fly-
ing objects.

the Wrestling Federa-
tion of India (WFI) to
dissolve the elected ex-
ecutive committee of
Maharashtra State
Wrestling Association
(MSWA), led by Na-
tionalist Congress
Party (NCP) chief
Sharad Pawar.
A single-judge bench
of Justice Sandeep K
Shinde said the WFI de-
cision was not taken in
“sporting spirit”.
Holding the WFI’s
June 30 decision of the
WFI “unreasonable and
unenforceable,” the
court quashed and set
asidetheJuly31election
held by the ad-hoc com-
mittee of the MSWA as
being “illegal”.
It said the elected
bodyof theMSWAhead-
ed by Pawar “shall hold
the office till its tenure
comes to an end and
carry on its day-to-day
functions in accordance
with its Constitution.”
The MSWA had said
that the committee was
controlled by Pawar for
nearly four decades.
However, in a June 30
meeting of the WFI’s
national executive, the
national body, headed
by BJP MP from Uttar
Pradesh Brijbhushan
Sharan Singh, decided
to dissolve the said com-
mittee, citing the state
body’s failure to con-
duct certain tourna-
ments. The MSWA said
that such a decision
was taken in an “arbi-
trary” manner.
The MSWA had said
that as per news reports,
the state body’s control
was being handed over
to Ramdas Tadas, BJP
MP from the Wardha
constituency
.
The petitioner said
thecommitteeheadedby
Pawar was elected in
2019 for five years and its
tenure was to end in
2023. The association
had challenged a July 4
WFI communication
through which the com-
mittee’s general secre-
tary BS Landge was in-
formed that their panel
had been dissolved and
an ad hoc committee ap-
pointed for the function-
ing of the association.
The court asked the Pawar-led
elected body of the MSWA to hold
office until its tenure ends in 2023

Before superseding and/or dissolv-
ing the elected body of petitioner
MSWA, neither the association was
heard, nor its elected governing council
members apprised of the allegations-cum-
charges, which forced WFI to dissolve the
state body, although tenure of the council
members is yet to come to an end. Therefore,
the decision of the executive committee of
WFI was, not only in breach of principles of
natural justice, but taken behind their back.

Mumbai: The state is planning a new separate
welfare department to implement schemes worth
Rs1,130 crore for persons with disabilities, Chief
Minister Eknath Shinde announced. During a meet-
ing on the welfare of persons with disabilities, the
CM Shinde told officials to prepare a detailed pro-
posal covering required human and other resources
to manage the new department, an official said. The
proposal will be discussed in the cabinet before it
gets approval, he added.. Divyang Welfare Commis-
sioner Omprakash Deshmukh was among those who

The police initially

The accused had dis-
appeared when the vic-
tim was being taken to
hospital, he said.
Efforts were on to
trace the accused, the
official said, adding
that the reason behind
the killing was as yet

Winning the toss, England
captain, Jos Buttler, chose to
field first. It was cited that
the ball might come on the
bat better in the second half
of the contest, although In-
dian Captain, Rohit Sharma
said that his preference was

but it was a sedate start to the
proceedings as India lost KL
Rahul inside the first couple
of overs, fending a rising de-

keeper. As Kohli joined Rohit
in the middle, the run scor-
ing became difficult against
a steady attack and India
could accumulate only 38
runs in the powerplay. India
needed to up the tempo but

did 63 off 33 balls. Kohli
played second fiddle to keep
the innings intact, reaching
his half century too. India
scored 58 runs in the last 5
overs of which Hardik scored
50, helping the team’s total to
168 runs. On a pitch that
looked slightly slower and
where the spinners were able
to turn the ball, the score
looked above par and it was
now the turn of Indian bowl-
ers to hold their nerves and
push the team into the final.
But that wasn’t to be so.
The blistering knock by Pan-
dya did nothing to swing the
momentum India’s way as
Jos Buttler too came out fir-
ing and hit Bhuvneshwar
Kumar for 3 boundaries in
the very first over. The tone
of the English innings was
set then itself. Indian swing
bowling had no effect as both
Buttler and Alex Hales used
the crease to good perfection,
targeting the smallish
square boundaries. The re-
sult was that they cruised to
63 for no wicket in the first
powerplay and even the in-
terjection of spin did noth-
ing to stop the carnage. Such
was their dominance that the
English openers hit 10 sixes
between themselves, finish-
ing the match in just 16 overs
without losing a wicket!
As India heads home,
there are questions galore for
them. After the defeat in the
last World T20, India talked
about setting a new template
of aggressive cricket but it
was the same old story in the
semifinals with the team
showing nerves and playing
well its potential. After the
match, Rohit Sharma admit-
ted that the bowlers did not
begin well and the game was
taken away from them pretty
quickly
. India’s ageing team,
bowlers who can bowl over
140 kms/h consistently and
fearless opening batters have
to be the most needed chang-
es staring at the Indian Team
management.
The hopes of a dream final
between India-Pakistan are
over and fans have been left
utterly disappointed in the
manner that their team
bowed out. It’s now the best
time to rebuild as the next
T20 World Cup is 2 years
away because the best stories
are written not of those who
continue to win but of those
who rise like a phoenix from
the ashes!

COIMBATORE BLAST: NIA CARRIES OUT

Chennai: The searches were made in connection to a case
pertaining to a bomb blast in a car laden with explosives
in front of Kottai Eswaran Temple of Coimbatore district
on Oct 23 this year. These searches were conducted in
eight districts of Tamil Nadu namely Chennai, Coimbatore,
Thiruvallur, Thiruppur, Nilgiris, Chengalpatu, Kanchipuram
and Nagapattinam. One location had also been carried out
in the Palakkad district of Kerala, reads NIA statement.

New Delhi (PTI): The
country’s FMCG industry
continued to witness con-
sumption slowdown in the
September quarter, with
rural markets registering a
higher decline in volumes
compared to the three
months ended June, says a
report.
Also, consumers contin-
ued to prefer purchasing
smaller packets amid com-
panies hiking prices in re-
sponse to broader inflation-
ary pressures, according to
the report released by data
analytics firm NielsenIQ.
The FMCG industry wit-
nessed an overall volume
decline of 0.9% in the Sep-
tember quarter in compar-
ison to the preceding three
months. This was the
fourth consecutive quarter
with negative volume
growth for the industry
and is “attributed to the
double-digit price growth
for the past six consecutive
quarters,” the quarterly
FMCG report said.

New Delhi (FIB): Gold
rallied by `135 to
`51,898 per 10 gram in
the national capital on
Thursday amid a rise in
price of the metal in inter-
national market, accord-
ing to HDFC Securities. In
the previous trade, the
yellow metal had settled
at `51,763 per 10 gram.
Silver, however, dropped
by `250 to `61,618 per
kg. In the international
market, gold was trading
in the green at $1,709 per
ounce while silver was
flat at $21.05 per ounce.

after the company report-
ed a net loss of `898
crore for the second

The stock declined 4.80%

volume terms, 11.83 lakh
shares were traded on the
BSE and over 2.62 crore

the day. Tata Motors on

Finance Corporation (PFC)
on Thursday posted its
highest ever quarterly
profit after tax of
`5,229.33 crore for Sep-
tember quarter 2022-23
mainly due to higher reve-
nues. The consolidated
profit is 4% higher as
compared to the year-ago
period when it logged a
profit of `5,023.42 crore,
it said in a BSE filing. To-
tal income rose to
`19,344.39 crore from
`19,282.60 crore in the
same period a year ago.

of Baroda said in a regu-

Mumbai (FIB): States’ debt will stay elevated at 30-31% of their
gross domestic products this fiscal as they have been borrowing
from the markets much beyond their
means amid modest revenue growth,
a report said on Thursday. The ag-
gregate indebtedness of states, as
measured by debt to gross state do-
mestic product (GSDP), is expected
to remain elevated at 30-31% this
fiscal, almost similar to 31.5% seen
in fiscal 2021-22, Crisil said in a report. States’ indebtedness had
risen to a decadal high of 34% in the Covid-hit fiscal 2020-21.

23. Chairman of Tea Board
Saurav Pahari said that in the
budget submitted to the Union
Commerce ministry, focus
has been on handholding the
small tea growers (STGs). “We
have sought an assistance of
Rs 1,000 crore in the budget
submitted to the ministry for
a period of five years starting
2022-23”, Pahari said.
Mumbai (PTI): The rupee
depreciated by 30 paise to close
at 81.77 (provisional) against
the US dollar on Thursday, as
participants remained cautious
ahead of the release of the US
inflation data. Forex traders said
a weak trend domestic equities
also weighed on investor senti-
ments. At the interbank foreign
exchange market, the local unit
opened at 81.61 and witnessed a
high of 81.54 and a low of 81.92.
It finally settled at 81.77 against
the American currency, register-
ing a fall of 30 paise over its last
close of 81.47.

sensus of 3.5%, citing ris-

Exchange rate is the ma-
jor contributor to software
exports growth and 40% of
its variation is explained
by exchange rates. “If we
translated these numbers
in actual terms, every Re 1
fall against the dollar leads
to an increase in software
exports by $250 million”.
This, along with an ex-
pected $5 billion-forex re-
serve accrual by way of
swap transactions and
higher remittances, will
cap CAD at 3% of GDP as
against the average lowest
level projected for the year
at 3.5%, Ghosh said.
The strong remittances
and software exports have
lowered CAD by 60 bps in
the June quarter, adding
that if this trends contin-
ued in the September quar-
ter, then CAD would be be-
low 3.5% in the second
quarter and at 3% in the
full fiscal.
According to Ghosh, fo-
rex reserves, which have
declined from $642 billion
in September 2021 to just
about $531 billion last
week, are expected to rise
by $5 billion as swap trans-
actions reverse.

to further strengthen eco-
nomic ties between the two
countries. It was chaired
jointly by Commerce and
Industry Minister Piyush
Goyal and Gina Raimondo,
US Secy of Commerce.
In the meeting, Goyal
highlighted the significant
growth of the India-US eco-
nomic relations, driven by
the common interest of
promoting sustainability,
emerging technologies,
globally resilient supply
chains and small business-
es.
“The forum continues to
be an effective platform for
dialogue across key secto-
ral themes and to identify
areas for closer collabora-
tion for the mutual benefit

commerce ministry said in

GST fraud of `55,575 crore
over the last two years and
arrested over 700 persons
for causing loss to the ex-
chequer, an official said on
Thursday
.
Over 22,300 fake GST
identification numbers
(GSTIN) were detected by
the officers of the Directo-
rate General of GST Intel-
ligence (DGGI).
The government on No-
vember 9, 2020, launched a
nationwide special drive
against unscrupulous enti-
ties for availing and pass-
ing on Input Tax Credit
(ITC) fraudulently by issu-
ing fake/bogus invoices,
thereby evading Goods and
Services Tax (GST).
“In the two years of the
special drive, GST/ITC
fraud worth `55,575 crore
has been detected. 719 per-
sons have been arrested,
which include 20 CA/CS
professionals,” the offi-
cial said.Voluntary depos-
its of Goods and Services
Tax (GST) worth `3,050
crore have been made dur-
ing the period.

Indian companies that they
are getting a boost in their
core profitability from ru-
pee depreciation.
“Much of our rated India
corporate portfolio has siz-
able US-dollar linked reve-

tion. This encompasses en-
tities in the IT, metals, and
chemicals sectors. About
half of the firms we rate
are getting an EBITDA
boost from currency weak-
ening,” the US-based rating
agency said in a report.

to the Bombay High
Court that the pro-
ceedings of acquisi-
tion of its land in
Mumbai initiated by
the Maharashtra gov-
ernment for the
Ahmedabad-Mumbai
bullet train project
were “illegal and bad
in law”.
The company also re-
futed allegations lev-
elled against it by the
state government and
the National High Speed
Rail Corp. Ltd (NHSR-
CL) that it was causing
unnecessary hurdles
and impediment in the
land acquisition pro-
cess, thus delaying the
project.
Of the total 508.17km
railtrackbetweenMum-
bai and Ahmedabad,
21km is planned to be
underground. One of
the entry points to the
underground tunnel
falls on the land in sub-
urban Vikhroli (owned
by Godrej).
The company and the
government have been
embroiled in a legal dis-
pute over the acquisi-
tion of the company-
owned land in Vikhroli
for the bullet train pro-
ject since 2019.
In its rejoinder affida-
vit submitted on Thurs-
dayinreplytotheaffida-
vits of the government
andNHSRCL,GBchal-
lenged an order of Sep-
tember 15, passed by the
Maharashtra govern-
ment awarding compen-
sation to it for land ac-
quisition for the bullet
train project.
It said the final com-
pensation amount of
Rs264 crore was a frac-
tion of the initial Rs572
crore offered to the com-
pany for the acquisition
of the land.
Earlier, the state gov-
ernment had in its affi-
davit emphasised on the

day” after the Satara
district administra-
tion demolished
unauthorized struc-
tures that stood on
government land
around the tomb of
Afzal Khan, a general
of the Adil Shahi dy-
nasty of Bijapur.
Khan was killed by
Chhatrapati Shivaji Ma-
haraj at the foot of
Pratapgad Fort in the
district in 1659—the an-
niversary of which is
marked as “Shivpratap
Din” by some organiza-
tions in Maharashtra on
November 10.
Satara collector
Ruchesh Jaiwanshi said
thatunauthorizedstruc-
tures had mushroomed
over an area of 15-20
gunthas (1 guntha =
1,089 sq ft) of land
around Khan’s tomb,
which was later built in
the spot where he died.
Some portion of the
land belongs to the for-
est department while
some parcels belong to
the revenue depart-
ment, Jaiwanshi added.
The action started in
the early hours of
Thursday amid heavy
police security and was
still going on late into
the evening, officials
said.

staged protests, cases were registered against

Case against businessman:
No role found of any ED
official,Maha ACB tells HC

Mumbai: The state
Anti Corruption Bu-
reau (ACB) on Thurs-
day told the Bombay
High Court its inquiry
into the alleged cor-
ruption case involving
businessman Jitendra
Navlani did not reveal
the involvement of
any officer from the
Enforcement Directo-
rate (ED).
In an affidavit sub-
mitted before a division
bench of Justices Re-
vati Mohite Dere and
RN Laddha, the ACB
said its investigation
has ruled out the in-
volvement of any ED
officer in the corrup-
tion case.
“The apprehension
there will be coercive
action is nothing but an
imagination of peti-
tioner (agency),” the
ACB said in its affida-
vit, adding, “Resultant-
ly, there is no occasion
for the investigating
agency to treat any of-
ficer of the ED as sus-
pect or accused.”
Thereafter, the ED
withdrew its petition
filed in the high court
seeking protection for
its officers from coer-
cive action.
The ACB had lodged
a case against Navlani
after he allegedly ex-
torted Rs58 crore from
private companies be-
tween 2015 and 2021.
The ACB registered
its ’First Information
Report when the Maha
Vikas Aghadi govern-
ment was in power. Af-
ter its fall in June, the
ED was apprehensive
that coercive steps may
be taken against its of-
ficers following certain
remarks made by politi-
cal leaders, even though
no ED officer was
named in the case.
The ED, in its peti-
tion, said there was a
clear attempt by the
state machinery to
thwart various investi-
gations initiated
against ministers “sev-
eral of whom are
closely connected with
the ruling dispensation
in the state”, and
sought that the HC
transfer the case to an
impartial agency like
the Central Bureau of
Investigation.

certain remarks
made by political
leaders led the ED
to worry about
coercive steps
against its
officers, even
though none was
named in the case

rashtra government
has approached the
Centre to get back a
sword of Chhatra-
pati Shivaji Maha-
raj, which is in a
museum in the
United Kingdom,
state culture minis-
ter Sudhir Mungan-
tiwar said on Thurs-
day.
The state govern-
ment will also try to
reach out to UK
Prime Minister Rishi
Sunak in this regard,
he told reporters
here.
“In 2024 we will cel-
ebrate 350th anniver-
sary of Shivaji Maha-
raj’s coronation. We
wish to bring back
his ‘Jagdamba sword’
from the UK. It has
been touched by
Shivaji Maharaj so it
is extremely valuable
for us,” the minister
said.
“We have started
communication with
the Union govern-
ment to bring back
the sword from the
UK,” he said, adding
that Rishi Sunak—an
Indian-origin lead-
er—has now become
the prime minister of
that country.
“We will try to have
dialogue with the UK
prime minister Rishi
Sunak. If the UK
hands over the sword,
it would help us a lot
as we are organizing
a series of events for
the special day in
2024,” Mungantiwar
said.

ous that we want the

Taloja jail, located in
Navi Mumbai, during

“The Supreme Court
has given 48 hours (for
implementing the or-
der). There is a lot of pa-
perwork to be done in-
cluding furnishing local
surety as directed by the
apex court and also the
deposit amount,” Hu-
sain said.
Shehadexpressedher
happiness over the Su-
preme Court order al-
lowing the 70-year-old
activist to be placed un-
der house arrest for one
month. “The order says
he will have to be in
Mumbai. We have seen
certain places...but we
are yet to zero in. We
have to make arrange-
ments now,” she said,
referring to where Nav-
lakha would stay
.
The activist has been
lodged in the Taloja pris-
onsincehisarrestinAu-
gust 2018.
Allowing Navlakha’s
request for house arrest,
the Supreme Court on
Thursday said that pri-
ma facie there was no
reason to reject his med-
ical report. A bench of
Justices K M Joseph and
HrishikeshRoyalsosaid
the house arrest order
should be implemented
within 48 hours.
The apex court also
directed Navlakha to de-
posit Rs2.4 lakh, the esti-
mated expense of police
deployment outside his
house as per the Nation-
al Investigation Agency
.

of access to the same.
Besides seeking medi-
cal treatment, the ac-
cused in the case have
time and again ap-
proached courts for per-
mission to get books,
chairs, drinking straw,
spectacles and mosquito
nets inside the prison.
In November 2020, ac-
cused Stan Swamy had
filed an application be-
fore a special court here

at the Taloja jail. In his
plea, Swamy had said
the National Investiga-
tionAgency(NIA)seized
it from him and he was
unable to lift a glass due
to Parkinson’s disease.
The NIA, in its reply

however, said it had not
seizedanystrawandsip-
per glass from Swamy

Later, jail authorities
provided him with a
straw and sipper.
In December 2020,
Navlakha’s partner Sah-
ba Husain said the for-
mer’s spectacles were
stolen in jail and when
his family sent him a
new pair, the jail author-
ities refused to accept
them. The high court
later criticized the jail
authorities and said all
these are human consid-

Sir Peter Paul Rubens
was a Flemish artist
most well-known for his
ecclesiastical and myth-
ological work
in the Flemish Baroque

Europe in the 1600s and
his masterworks high-
lighted movement, col-
our, and debauchery
that had royalty and no-
bility beseeching for

a year, he hauled on to
work with Adam van
Noort for four years. He

Special PMLA court judge MG Deshpande made this observation on Wednesday while granting bail to Raut, veteran Shiv Sena lead- er and a Rajya Sabha member, in a money laundering case related to the Patra Chawl rede- velopment project. Raut was arrested in the case by the Enforcement Di- rectorate (ED) on Au- gust 01. The court said that possessing and dealing with unaccounted mon- ey may have different consequences under the different penal laws, but the same cannot be termed “proceeds of crime” under the provi- sions of the PMLA. Though Sanjay Raut received some money— as “alleged in prosecu- tion’s complaint”— from co-accused Pravin Raut, there is absolutely nothing to show that it is “a proceeds of crime with knowledge there- of” to the Shiv Sena leader, the court said. “Therefore, some un- accounted money (that) had been dealt with by Sanjay Raut at the rele- vant time during 2007- 11 or any other period thereafter…cannot be thrown in the stock of POC,” the court stated. “Unaccounted money without explanation… or any activity relating to scheduled offence cannot be capitalised as done by the ED herein,” the court ruled. The ED contended that Sanjay Raut and his family went on for- eign trips from the ill- gotten money arranged by co-accused Pravin Raut. There are more than 200 secondary schools (impartingeducationtill Class X) in the city , run by the Brihanmumbai Municipal Corporation, all of which are affiliat- ed to the Maharashtra state secondary educa- tion board, headquar- tered in Pune. A government order (GR) issued on Wednes- day said, “The Maha- rashtra government has approved the BMC’s pro- posal of upgrading 92 primaryschools,toopen secondary classes from the new academic year of 2022-23.” The GR said the de- mand to upgrade the ex- isting 92 primary schools to secondary schools was made from time to time by parents, school management committees, local corpo- rators and legislators. “It would be manda- tory for these new schools to provide all the facilities including physical and academic as well as sufficient number of rooms as per the current policy and criteria of the state gov- ernment. These schools will have to adhere to the standards laid down by the state from time to time,” the order said. First India Bureau Mumbai: After the outbreak of measles in slum areas of Mum- bai, the Brihanmum- bai Municipal Corpo- ration has started a vaccination drive in F/North, H/East, L, M/East and P/North wards in the city . The vaccination ses- sions are being conduct- edinParel,BandraEast, Santacruz East, Kurla, Govandi, Chembur and Malad West areas due to a rise in measles, and rubella cases among children aged between zero to five years. The civic body has also appealed to the par- ents to complete mea- sles and rubella vacci- nation for their nine- month-old and 16-month-old children. A BMC official said that three children were suspected to have died due to measles and 90 otherscontractedthedis- ease in the city this year. According to Execu- tive Health Officer of the BMC Mangala Gomare, measles cases were found in wards F- North, H-East, L, M- East, and P-South since January . The highest 23 infections were report- ed from the Govandi area. The three deaths—two brothers aged 3 and 5 years and their cousin aged 5 years—were also re- ported in the same area. A civic doctor in- formed that the BMC has set up a special ward at Kasturba Hos- pital at Chinchpokli for the treatment of chil- dren infected with mea- sles, and some 35 pa- tients were undergoing treatment there. Meanwhile, the Un- ion Health Ministry has deputed a high-level multi-disciplinary team in the city to take stock of the upsurge of cases. The Ministry on Wednesday said the team will assist the state health authorities in instituting public health measures and fa- cilitate the operation- alization of requisite control and contain- ment measures. According to the Min- istry, the team will un- dertake field visits to investigate the out- break and assist the state health depart- ments in terms of pub- lic health measures, management guide- lines, and protocols to manage the increasing cases of measles being reported in Mumbai. Mumbai (PTI): The Mumbai police have prohibited the flying of drones, remote- controlled micro light aircraft, paragliders, private helicopters and hot air balloons from November 13 to December 12 to pre- vent their possible use for terrorist ac- tivities, an official said on Thursday. No activities of the above-mentioned pri- vate flying objects will be allowed in the Bri- hanmumbai Police Commissionerate lim- its, except aerial sur- veillance by city police or by specific permis- sion in writing by the deputy commissioner of police (operations), as per the order issued on Monday . The city police issued the order under Section 144 of the Criminal Pro- cedure Code (CrPC) and said any person contra- vening it shall be pun- ishable under Indian Penal Code Section 188 (disobedience to an or- der lawfully promulgat- ed by public servant). “It is likely that ter- rorists, anti-national elements might use drones, remote-con- trolled micro light air- craft, paragliders, etc., in attacks, endangering the life of public at large, destroy public property and cause dis- turbance to law and or- der,” the order said. Hence, it is necessary to put certain restric- tions on the activities of such elements in the jurisdiction of Brihan- mumbai Police Com- missionerate to prevent any probable sabotage by the use of these fly- ing objects. Dissolution of Maha wrestling association committee ‘illegal’: HC NOT IN ‘SPORTING SPIRIT’ First India Bureau Mumbai: The Bombay HighCourtonWednes- day held the June 30 decision “illegal” of the Wrestling Federa- tion of India (WFI) to dissolve the elected ex- ecutive committee of Maharashtra State Wrestling Association (MSWA), led by Na- tionalist Congress Party (NCP) chief Sharad Pawar. A single-judge bench of Justice Sandeep K Shinde said the WFI de- cision was not taken in “sporting spirit”. Holding the WFI’s June 30 decision of the WFI “unreasonable and unenforceable,” the court quashed and set asidetheJuly31election held by the ad-hoc com- mittee of the MSWA as being “illegal”. It said the elected bodyof theMSWAhead- ed by Pawar “shall hold the office till its tenure comes to an end and carry on its day-to-day functions in accordance with its Constitution.” The MSWA had said that the committee was controlled by Pawar for nearly four decades. However, in a June 30 meeting of the WFI’s national executive, the national body, headed by BJP MP from Uttar Pradesh Brijbhushan Sharan Singh, decided to dissolve the said com- mittee, citing the state body’s failure to con- duct certain tourna- ments. The MSWA said that such a decision was taken in an “arbi- trary” manner. The MSWA had said that as per news reports, the state body’s control was being handed over to Ramdas Tadas, BJP MP from the Wardha constituency . The petitioner said thecommitteeheadedby Pawar was elected in 2019 for five years and its tenure was to end in 2023. The association had challenged a July 4 WFI communication through which the com- mittee’s general secre- tary BS Landge was in- formed that their panel had been dissolved and an ad hoc committee ap- pointed for the function- ing of the association. PFC LOGS HIGHEST EVER QUARTERLY PROFIT OF `5,229 CR New Delhi (PTI): State- owned Bank of Baroda on Thursday said it has in- creased its marginal cost of funds based lending rate by up to 15 bps across tenors. The lender has approved the revision in marginal cost of funds based lending rate (MCLR) with effect from November 12, 2022, Bank of Baroda said in a regu- latory filing. The bench- mark one-year tenor MCLR has been raised by 10 basis points to 8.05%. It is the rate at which most of the consumer loans such as personal, auto home are tied to. CAD has a counter cycli- cal shock absorber, he said in a report on Thursday . Exchange rate is the ma- jor contributor to software exports growth and 40% of its variation is explained by exchange rates. “If we translated these numbers in actual terms, every Re 1 fall against the dollar leads to an increase in software exports by $250 million”. This, along with an ex- pected $5 billion-forex re- serve accrual by way of swap transactions and higher remittances, will cap CAD at 3% of GDP as against the average lowest level projected for the year at 3.5%, Ghosh said. The strong remittances and software exports have lowered CAD by 60 bps in the June quarter, adding that if this trends contin- ued in the September quar- ter, then CAD would be be- low 3.5% in the second quarter and at 3% in the full fiscal. According to Ghosh, fo- rex reserves, which have declined from $642 billion in September 2021 to just about $531 billion last week, are expected to rise by $5 billion as swap trans- actions reverse. In an affidavit sub- mitted before a division bench of Justices Re- vati Mohite Dere and RN Laddha, the ACB said its investigation has ruled out the in- volvement of any ED officer in the corrup- tion case. “The apprehension there will be coercive action is nothing but an imagination of peti- tioner (agency),” the ACB said in its affida- vit, adding, “Resultant- ly, there is no occasion for the investigating agency to treat any of- ficer of the ED as sus- pect or accused.” Thereafter, the ED withdrew its petition filed in the high court seeking protection for its officers from coer- cive action. The ACB had lodged a case against Navlani after he allegedly ex- torted Rs58 crore from private companies be- tween 2015 and 2021. The ACB registered its ’First Information Report when the Maha Vikas Aghadi govern- ment was in power. Af- ter its fall in June, the ED was apprehensive that coercive steps may be taken against its of- ficers following certain remarks made by politi- cal leaders, even though no ED officer was named in the case.
