Arson, vandalism, clashes in 17 UP districts
Lucknow (PTI): The
Bharatiya Janata Party
here on Friday held a
meeting of party’s MPs
to discuss party-related
issues and ways to take
to public the party’s
achievements during
its eight years’ rule at
the centre.
“Discussions were
held about various gov-
ernment schemes
which are to be taken to
the general public to
mark eight years of
Modi Government,”
said Ashwini Tyagi,
party’s general secre-
tary for UP.
Tyagi said that
around 70 senior mem-
bers of the party in-
cluding MPs and party
office bearers partici-
pated in the meeting.
BJP Rajya Sabha MP
Baburam Nishad who
participated in the
meeting said, “It was
decided to take the
achievements of the
eight years of Modi
Government to the pub-
lic, among other is-
sues.” The party mem-
bers also chalked out a
plan to organise yoga
events across the state
on the upcoming Inter-
national Yoga Day on
June 21.

Lucknow: Young men
vandalised trains,
damaged buses and
torched a police out-
post on Friday as they
protested against the
Agnipath scheme in 17
districts across the
state, including Ballia,
Aligarh, Firozabad,
Amethi, Varanasi, Un-
nao and Deoria.
In Ballia, agitated
young men torched one
bogie of a train and
vandalised a special
train from Mumbai to
Ballia. They also van-
dalised several state
transport buses. Police
lobbed teargas shells
and took 100 persons
into custody
.
In Aligarh district,
youngsters torched sev-
eral state transport
buses and the Jattari
police outpost was van-
dalised and set on fire.
Police used tear gun at
several places to control
the situation but faced
difficulty at several
places due to large num-
ber of agitators.
In Prayagraj, hun-
dreds of youth protest-
ed near the Sahson by-
pass. Senior police of-
ficials with heavy force
reached the spot and
tried to pacify the situ-
ation. In Meerut dis-
trict, an agitated crowd
choked the Commis-
sionery crossing and
clashed with police. Po-
lice used mild force to
disperse the crowd.
It was reported that
in Tappal area of Ali-
garh district agitators
attacked a PAC jawan
near the Yamuna Ex-
pressway and damaged
government property
there. Also, the vehicle
of the SDM was van-
dalised in Jattari area.
In Ahmadgarh area
of Bulandshahr dis-
trict, agitated young-
sters hurled stones on
buses and several buses
were vandalised. Police
had taken six miscre-
ants into custody from
Shikarpur area last
night and vehicle of the
SP was targeted in Gu-
lavathi area.

BJP TRIES TO DEFEND
AGNIPATH SCHEME
Facing countrywide pro-
tests over the Agnipath
scheme, the ruling BJP on
Friday rallied its leaders to
put up a stout defence of the
new recruitment initiative for
the armed forces, with its
senior leader and Defence
Minister Rajnath Singh term-
ing it as a “golden opportu-
nity” for the youth to serve
the country.
CONGRESS DEMANDS
ROLLBACK OF AGNIPATH
The Congress on Friday de-
manded immediate rollback
of the Agnipath scheme, saying
it is neither in the interest of
country nor its security. Party’s
Rajya Sabha MP Deepinder
Hooda said the scheme should
be taken back immediately and
a 3-year age relaxation be an-
nounced for youths who could
not join the armed forces due
to delays in recruitment.

the Narnaul Mahendragarh
district on Friday. Police had
to chase away the agitators
and detain a few of them.
The protestors vandalised
the police barricades, which

Section 144 was clamped in
the area.
2ND BJP OFFICE SET ON
FIRE IN MADHEPURA
Bihar continued to be tense
as violent protests over
the Agnipath scheme con-
tinue on second consecutive
day and second BJP office
was set afire in Madhepura.
On Thursday, a BJP office
was set ablaze in Nawada.
Violent protests in Bihar
left vehicles vandalised and
trains burnt on Thursday and
Friday.
OVER 340 TRAINS AFFECTED ACROSS
THE COUNTRY DUE TO VIOLENT PROTESTS
As many as 340 train services were affected on Friday
due to youth’s agitation against the Agnipath recruitment
scheme. As per the latest reports by the Railways Minis-
try, 94 Mail Express and 140 Passenger Trains have been
cancelled, whereas 65 Mail Express and 30 Passenger Trains
have been partially cancelled to run in the country. Bihar re-
mained the most affected state due to protest as the agitation
continued for the second day on Friday.

Army Chief Gen Manoj Pande said, “The recruit-
ment process is going to begin soon. Within
next 2 days, notification will be
issued on joinindianarmy.nic.in.
After that, our Army recruitment
organisations will declare a de-
tailed schedule of registration
and rally...” “the training of first
agniveers will begin this December (in 2022) at the
centres,” the Army Chief told ANI.
The three chiefs of Indian Defence services on Fri-
day hailed the decision of the Central government
to approve the Agnipath Scheme, a recruitment pro-
cess for Indian youth to serve in the Armed Forces.
Agnipath Scheme, approved by the Union cabinet on
June 14, was launched in an effort to bring a change
in the recruitment process of the Armed Forces. With
the new military recruitment scheme facing criti-
cism, the Centre has decided to bring a change in
the upper age limit for recruiting Agniveers.

MAN ARRESTED FOR THREAT TO BOMB
AYODHYA COURT
Ayodhya: Police have arrested a man for threatening
to bomb the district court here and it has been estab-
lished that it was he who wrote the threat letter in the
name of his relative to implicate him, over a monetary
dispute. The threat letter was received in the office of
the district judge on June 2. The letter was sent in the
name of Rashid Ali. After investigation it was found
that the letter had been sent by Mohammad Waleem,
the assistant of a lawyer in the Ayodhya district court.

the state, the Yogi Adi-
tynanath government
and the BJP organisa-
tion have reached out to
agitating youth to not
be misled by propagan-
da of the Opposition
parties in the state.
The CM said it was a
golden scheme and
youth not to get mislead
by misleading propa-
ganda. Yogi countering
the opposition charges
said that “scheme
would lay golden foun-
dation for their future
and give a new dimen-
sion to their lives.
Yogi said the scheme
was yet another histor-
ic step to strengthen
India’s defence forces,
adding that it would
prepare the youths for
serving the national
and society
.
Yogi has also assured
the youth that UP gov-
ernment would give
them priority in re-
cruitment in police and
other services after
their 4-year stint in
army
.
The Union Agricul-
ture Minister Narendra
Singh Tomar said that
it was historic decision
providing opportunity
to the youth in the coun-
try. He said the scheme
would pave way for
bright future of youth
force.

long farmers agitation
against three contro-
versial farm laws, when
the agriculturists had
disrupted normal life in
West UP last year, the
demonstration by youth
is spread over in all the
state.

The Class 10 Board
exams were conducted
from March 24 to April
13 and Class 12 Board
exams were conducted
from March 24 to April
13 in the state. A total
of 51,92,689 students
had registered but
only 47,75,749 students
out of them had final-
ly appeared in the ex-
ams. A total of 27.8
lakh students had ap-
peared for Class 10 and
24.1 lakh candidates
appeared for Class 12
board exams.
The Board complet-
ed the evaluation pro-
cess of more than 2.25
crore Class 10, 12 an-
swer sheets in the
month of May. UPMSP
has directed the chief
head examiners and
examiners to award
equal marks to all the
examinees for ques-
tions asked outside
the curriculum in
around a dozen sub-
jects of Class 12 and
seven core subjects of
Class 10, this year.
A total of 5192689 can-
didates were regis-
tered for the board
examination of high
school and intermedi-
ate this year. Of these
4775749 appeared in
the examination and
416940 remained ab-
sent.
Out of total 2781654
registered candidates
in high school, 2525007
were present and
256647 were absent.
Similarly, out of total
2411035 registered
candidates in Inter-
mediate, 2250742 were
present and 160293
were absent.

Lucknow: New areas
are being brought un-
der e-governance and
Digital India Mission in
Uttar Pradesh, and the
National Informatics
Centre (NIC) is putting
in efforts to make it pos-
sible very soon.
In the coming days,
the Protocol Portal will
be launched to take care
of all protocol related
issues. These include
approval of the tours of
all dignitaries coming
to UP, their transport,
security arrangements,
boarding and lodging
arrangements etc. all
related documents and
bills etc will also be up-
loaded online for quick
disposal.
In addition, it is also
proposed to connect
citizens to the E-Cabi-
net portal.
Remarkably, the Jan-
sunwai Portal (IGRS)
has been hugely suc-
cessful in the state. So
far, 3 crore 54 lakh 37
thousand 467 com-
plaints have been regis-
tered on it, out of which
3 crore 48 lakh 87 thou-
sand 377 have been dis-
posed. It also has the
provision that citizens
can register their appli-
cation, monitor its pro-
gress, send reminder
and send suggestions.
Yogi govt forms TCP cell to provide
better placements to ITI students

Lucknow: The state
government has taken a
big step toward making
the youth of the state
self-reliant and con-
necting the youth pow-
er with employment,
self-employment and
entrepreneurship. It
was decided to consti-
tute TCP Cell (Training,
Counseling and Place-
ment) with a view to
prepare the youth of
the state by giving them
skill training according
to the demand of the
market and to provide
them with a proper plat-
form for placement by
establishing contact
with companies.
The constitution of
TCP cells will be differ-
ent at the state and dis-
trict level. The main
objective of the Yogi
government behind
this is to provide a plat-
form, for skilled youth
who are interested in
employment or self-em-
ployment in any field,
through career counsel-
ling, campus place-
ment, apprenticeship
fair, and employment
fair. So that after get-
ting vocational training
in ITI, they can contrib-
ute to the sustainable
economic development
of the state and the
country by becoming
self-reliant.
State-level TCP cell
will be headed by Prin-
cipal Secretary, Voca-
tional Education and
Skill Development and
Vice-chairman/Special
Secretary, Vocational
Education and Skill De-
velopment.
At the same time, the
District Level Cell will
be headed by the Dis-
trict Magistrate and the
Chief Development Of-
ficer as the Vice-Chair-
man.
It will be the respon-
sibility of the TCP cell
to prepare for the place-
ment day in ITI every
month and upload the
details of the candi-
dates on the departmen-
tal website.
Along with this, in
coordination with the
companies, their infor-
mation and human re-
source demand should
also be put on the web-
site.

Ghaziabad (PTI): Con-
troversial priest Yati
Narsinghanand Saras-
wati of the Dasna Devi
temple here was put un-
der “house arrest” for a
day on Friday, days af-
ter he declared to visit
the Delhi’s Jama Mas-
jid.
The priest had said
he would go to the
mosque on June 17 and
give a presentation on
the Quran.
On his detention,
SDM (Sadar) Vinay Ku-
mar Singh told PTI,
“The step was taken to
maintain law and order
in the district.” He said
the priest will be kept
under strict watch till
midnight.
Meanwhile, a pur-
ported video clip of the
priest surfaced on so-
cial media.
“Muslims are wander-
ing on the road without
any fear. Violence is
spreading day by day in
the country and Mus-
lim leaders are releasng
‘fatwa’ for beheading
the Hindus,” he said in
the video.
“In the British peri-
od, our saints used to
visit the Jama Masjid
under the security of
the British to discuss
scriptures. Present day
rulers will not provide
security to Hindus and
are suppressing their
genuine demands,” he
alleged.
The priest had
said he would
go to the

the national interests
but will harm the secu-
rity and sovereignty of
the country

“We always stand
with farmers and
youths of the country

The Rashtriya Kisan
Manch will not allow
any injustice to happen.
The way the Centre had
tried to cheat the farm-
ers, it is trying to do the
same with the youth.
They have not even
spared the Army,” al-
leged Shekhar Dixit,
the president of the
farmers’ outfit, in a
tweet.
In another tweet, he
said, “Agnipath nahi
jumlaa hai, yuvaao ke
bhavishya per hamlaa
hai (Agnipath is a rhet-
oric and an attack on
the future of the
youth).”
CPI(M) state secre-
tary Hiralal Yadav, in a
statement, claimed the
Agnipath scheme will
not serve any national
interest.
“This scheme will af-
fect the quality of the
armed forces because
pension won’t be avail-
able. There was no reg-
ular recruitment in the
Army in the last two
years. Lakhs of posts
are lying vacant which
shouldbefilledimmedi-
ately
,” he said.
He added the Ag-
nipath scheme should
be immediately abol-
ished in view of the
spontaneous protests
across the country
.
CPI state secretary
Girish alleged that the
Agnipath recruitment
scheme will “harm the
security and sovereign-
ty of the country”.
“The CPI demands
that the ‘Agnipath’
scheme be abolished
immediately and the ex-
isting vacancies should
be filled through the ex-
isting process,” he said
in a statement.

ing from the railway sta-
tion, tried to break the
window pane of an emp-
ty train and also set on
fire a bogey
. RPF and
police brought the fire
under control,” he said.
Unnao/Varanasi(PTI):
In Unnao, youths
staged a demonstration
in Safipur area near
Mahatma Gandhi Inter
College. Later, they
handed over a memo to
sub-divisional magis-
trate addressed to the
defence minister.
They also took out a
bike rally and shouted
slogans against Ag-
nipath.
SSP Shashi Shekhar
said, the protesters
were sent back after ex-
plaining them the new
recruitment scheme.
In Deoria, too, youths
staged a demonstration.

blackmailing a girl.
The police said Ashish
Meena of Sawai Madho-
pur in Rajasthan was

manager in Prathama UP
Grameen Bank. He was

in 2019 when he came in
contact of a girl there.
It was alleged that Ash-
ish Meena raped that girl
on pretext of marriage
and made video of the
crime. He raped the vic-
tim for long time after
threating her to make the
objectionable videos vi-
ral. Ashish was trans-
ferredtoJhansiandwhen
the victim was getting
married, he sent the ob-
jectionable photos and
videos to her fiancé.
Ashish was blackmail-
ing the girl and extorted
Rs 50,000 for the videos.
When her marriage was
broken the victim faced
severe depression and
was under medical treat-
ment. Police have regis-
tered the case against
Ashish and further inves-
tigations were underway
.
It was also alleged that
Ashish was threatening
the victim to cancel the
marriage and trying to
contact her family mem-
bers to defame her.

Lucknow: Additional Chief Secretary (MSME) Navneet
Sehgal on Friday said that the state government is taking
rapid steps towards providing a global market to the
traditional artisans of Uttar Pradesh and that efforts are
being taken to connect ‘ODOPmart.com’ on the Open Net-
work for Digital Commerce (ONDC) platform of the Union
Ministry of Commerce. He added that this will help all the
artisans registered on the portal to display their products
on all e-commerce sites and apps which will be linked to
ONDC. He further added that such a step will eliminate
role of middlemen in the selling and buying of traditional
products. The ACS commenting on the integration said
UP will be the first state in the country to join ONDC.

Noida: Protests against the Centre’s Agnipath
scheme continued on Friday as scores of young-
sters descended on Yamuna Expressway and
blocked traffic movement briefly, officials said.
The movement through Jewar toll plaza between
Greater Noida and Mathura-Agra was blocked for
around an hour from 12 pm, the officials said.

the Swiss bank having touched

unprecedented crisis of poverty

about it, a tongue in cheek re-
mark on the social divide. De-
tails of funds having been
shared with India, tax officials
can always investigate.

gnipath, the radi-
cal recruitment
scheme for armed
forces, is already
meeting with vio-
lent resistance from the
youth for whom it is meant.
Arson and stone pelting by
those who were ready for en-
trance tests before they were
cancelled and by those wor-
ried about their future after
four years continued for the
second day across several
states. Not just the chiefs of
the three services but also
chief ministers of Uttar
Pradesh, Madhya Pradesh
and Haryana have promised
to absorb these youth after
they have served their term
in para-military forces, police
and state government’s jobs.
The government also agreed
to raise the upper age limit.
But the angry young men
are not convinced. Those in
Haryana point to the unem-
ployment rate of 34.5 per-
cent, as per CMIE data, which
is highest in the country to
assert that post army stint
their prospects won’t be as
rosy as is being made out. In
states like MP and UP where
governments have been suc-
cessful in bringing down un-
employment rates convinc-
ing these job aspirants will
be relatively easy
.
The Central government
has defended Agnipath argu-
ing that schemes such as
these exist in several coun-
tries. It also denied that the
scheme would weaken the ef-
fectiveness of the forces.
These were not the main
concerns of aspirants. Many
of them were angry that they
had already applied against
earlier recruitment adver-
tisements when the govern-
ment decided to introduce a
new policy which does not
offer pension and gratuity
benefits as money was need-
ed to buy military hardware.
The government should
stay firm and convince pro-
spective Agniveers of the
scheme’s benefit.
FUTURE AGNIVEERS

citizens. The expenditure on
defence should never be con-
sidered as extravagance.
Those who do not agree, can
have a look at Ukraine war.
Citizens of Ukraine are sub-
jected to devastation, misery
and humiliation, though be-
ing a developed nation with
luxurious lifestyle. This hap-
pened because they did not
pay attention to defence pre-
paredness and thought some-
one else will do that for them.
Hon’able Raksha Mantri,
flanked by the three Service
Chiefs, addressed a press
conference on June 14, 2022,
introducing ‘Agneepath’ con-
cept for entry into Armed
Forces. Agneepath is about
a 04 years tenure with de-
fence forces, as soldier/ air
warrior/ sea warrior. More
than 46,000 Agniveers will be
inducted to armed forces this
year. Only 25% of these, if
found suitable will be ab-
sorbed, permanently. The
youth and defence aspirants
have expressed their anguish
by riots, protests and disrup-
tions. Sensing an opportuni-
ty to create chaos, they are
well supported by opposition
parties. I am sure 90% of the
protestors don’t even know
the details of Agnipath or
what they are protesting
against. Situation is akin to
the ‘Kisan Andolan’.
CHALLENGES
	
z Soldiering is a serious
profession and short term
Agniveers will destroy the
core competencies of the
Army and make the nation’s
combat readiness weaker.
	
z Defence forces have always
maintained exacting selec-
tion criteria. By Agnipath
entry, we are agreeing
to dilute our standards of
intake and training. In Army
career, first 03 years are very
crucial for having a strong
foundation. Absence of long
term competence and skill en-
hancement will not be good.
	
z My other fear is that as the
scheme becomes old, dull
and lackluster, demand for
more and more privileges
and concessions like op-
tions for permanent service/
extensions/ ex-servicemen
status/ECHS/ CSD facilities
will be raised.
	
z The Agniveers will also be
looking at these four years
for enhancement of his
qualifications, getting awards
for trophy display sake and
focusing on post defence ca-
reer options. Soldiering will
certainly take a back seat.
	
z A large number of physically
fit and weapon trained ex
Agniveers will be available
in the society. Not finding
a suitable vocation after
Defence tenure, they will be
tempted to join terrorists,
naxals, dacoits and other
anti-national elements.
BETTER SUGGESTIONS
	
z Optimizing Defence Budget.
Approx 40% of the defence
pension budget goes to civil-
ian defence employees which
are about 22% compared to
approx 78% military pension-
ers. It’s interesting to know
that there are 5.85 lakh civil-
ian-defence employees, who
are paid from defence budget.
Need for civilian support in
the ratio of 1:4 needs intro-
spection. Additionally, Rs
1000 crore annually goes on
attached MoF personnel.
	
z Induction into CAPF through
Defence. The most simple
method of optimizing defence
expenditure is to have induc-
tion into CAPF and PMF via
defence forces, after a tenure
of 04 years. After 04 years,
75% of Agniveers , who do
not make it to permanent
cadre in defence should be
absorbed directly into CAPF
and state police forces. Du-
plicity of training by Defence
and CAPF will be avoided,
reducing the training cost.
This will resolves all the likely
challenges of Agniveers.
DON’T EXPERIMENT
WITH DEFENCE
In war, there are no runners
up. Either you are a winner
or you are not there. For that
moment of reckoning, we se-
lect the best man and ma-
chine for war fighting. It’s
the man behind the machine
that matters the most. They
lead from the front setting
personal example of bravery,
courage, perseverance and
competence. Professional-
ism, Leadership, camarade-
rie, regimentation and battle
experience are developed
over a period of time. In Ag-
nipath, , these battle winning
factors will certainly be com-
promised. Such experiments
tinkering with established
norms of Defence Forces are
better avoided.
CONCLUSION
Expenditure on defence
should be taken as insurance
on growth and prosperity or
a premium to be paid for un-
hindered growth. In the
Army
, we are preparing hard-
core, battle-worthy and
time-tested soldiers, where
no compromise is made with
the safety and security of
the Nation. Four years, with
truncated training will be too
short a time to mould them
into passionate fearless sol-
diers, ready for combat
against trained terrorists
and battle-worthy enemy sol-
diers. Adventures to experi-
ment with the DNA of the
Armed Forces and it’s opera-
tional readiness, in the name
of ‘economy of resources’
should be best avoided.

a piecemeal way. High Court has already decided
what we had asked them to,” the bench said.

pant in the region after

marks of BJP leader
Nupur Sharma.
On seeing citizens
coming in for the Fri-
day prayers, policemen
handed out roses to
them as a gesture of
goodwill and peace.
During the previous
Friday prayers which
took place on June 10,
there were violent dem-
onstrations in Praya-
graj, Saharanpur, and
some other districts af-
ter the prayers. Close to
13 policemen were in-
jured and UP Police
have arrested around
357 miscreants involved
in stone-pelting and vio-
lence.
The policemen led by

Rajya Sabha elections
of Maharashtra as
there is no threat to the
Uddhav Thackeray gov-

quired for a majority.
The main opposition
party BJP may have
been successful in get-
ting the cross voting
done in the Rajya Sab-
ha elections but even
the MLAs who have
done cross voting will
not support the BJP in

know that switching
sides will not lead to

ment and if instability
occurs, leading to mid-
term elections, it will

New Delhi: A 22-year-old man was arrested in Delhi
for trying to break an ATM in a bid to steal money from
it, an official said on Friday. Sanjay, an Agra resident,
was not carrying any equipment that could be used
to breach the ATM machine. DCP Benita Mary Jaiker
said a PCR call was received at 2.38 a.m. on Thursday
about the entry of a thief into an ICICI Bank ATM at
C Block, Tigri Colony in South Delhi. The cops went
to the scene after receiving information and caught
the accused red-handed. During questioning, it was
discovered that the accused worked as a confectioner
and came to Delhi for work. “He tried to break the ATM
machine because he ran out of money,” the DCP said,
adding that the culprit was discovered drunk.

Mohammad Akhlaq’s daughter as
she could not depose before it
due to lack of security. Akhlaq
was lynched by a mob in 2015
allegedly over suspicion that he
had stored beef in his house. His
daughter could not depose before
Justice Anil Kumar Singh at the
District and Sessions Court on
Friday in Surajpur due to lack of
police security for her, said Yusuf
Saifi, who is representing
Akhlaq’s family in the case. He
said police officials were engaged
in law and order duty on Friday.
“Shaista had recorded her
statement on June 14. She had to
continue the recording of her
statement today. However, due to
unavailability of proper security
she could not visit the court after
which the court fixed Monday as
the next date,” Saifi told PTI. The
52-year-old Akhlaq, a resident of
Bisada village in Dadri area of
Gautam Buddh Nagar, was
lynched on September 28, 2015
by a mob allegedly over
suspicion that he had stored beef
in his house. Once the
statements of all witnesses are
recorded, the hearing in the
seven-year-old case will move to

A45-year-old woman was
stabbed to death and her
teenage daughter injured by the
girl’s tuition teacher here on
Friday, police said. The accused,
Dawosod, barged into the girl’s
house at the Puttu Lal crossing
under Ramchandra Mission
police station here when she and
her mother were offering
prayers. He attacked them with a
sharp-edged weapon, they said.
Dawood, who used to teach the
girl Urdu and Arabic, is on the
run, the police said. Circle Officer
(City) Akhand Pratap Singh told
PTI that police immediately
reached the spot and rushed the
girl and her mother to the
medical college hospital where
the latter was declared dead. The
girl’s condition is stated to be
very critical. Efforts are being
made to arrest the accused, the
police said. The girl’s father told
reporters that Dawood often
asked his daughter to call him on
his phone but she did not oblige.

gandaki river in Palpa
district on Thursday

Pilibhit (PTI): Three people were killed and as many
injured when a speeding car allegedly rammed into a
tractor-trolley on Lucknow Highway here on Friday,
police said. The accident took place in area under Seh-
ramau Police Station, station in-charge Kamlesh Mishra
said. The deceased, Mangulal (50), his son Arvind (24),
and a contractor Dinesh Kumar (28), were unloading
goods from the tractor when the incident took place,
police said. The injured — a couple and a labourer —
were rushed to a hospital, police said.
Amethi (PTI): A man was killed and 3 others were
injured in a head-on collision of trucks in Jais area of
the district on Friday, police said. The deceased was
identified as Asaram (32), they said. Station House
Officer Rakesh Kumar Singh said one of the trucks
lost balance when its tyre burst and it collided with
the other truck coming from the opposite direction.
The injured have been admitted to the community
health centre in Jais for treatment, he added.

on Thursday opposed
the Centre’s ‘Agnipath’
scheme for recruit-
ment to the armed forc-
es, saying a country-
wide movement is
needed to stall it.
On farmers’ issues,
Tikait said the country
now needs another big
movement. “Till now,
the youth were getting
at least 15 years’ ser-
vice in the armed forc-
es and a pension
post-retirement but af-
ter the implementation
of this scheme, when
they retire from the
services of the armed
forces, they will return
home without pen-
sion,” Tikait said.
“Going by this logic,
there should be a simi-
lar law for MLAs and
MPs contesting the
elections,” he said
stressing that a coun-
trywide stir is required
to stall it.
“MLAs and MPs can
contest elections up to
the age of 90 years and
can also avail pension.
But imposing retire-
ment on the youth just
after four years of ser-
vice is unfair. We won’t
let it happen,” said the
BKU leader who was in
the forefront of the ag-
itation against the Cen-
tre’s now-withdrawn
agriculture laws.
The BKU will agi-
tate against the Ag-
nipath scheme, he
said. On the withdraw-
al of the farm laws, he
said, “Farmers have
seen the way to Delhi
and four lakh tractors
are ready. There is a
need for a big agita-
tion on the issue in the
country.”

As per bank’s guide-
lines, customers are

smooth verification
process and avoid
cheque returns.
As per the Positive

Corporationof India,a
customer issuing the
high-value cheque has
to reconfirm some es-
sential details like
cheque number,
cheque alpha, cheque
amount, date, benefi-
ciary name, which are
cross-checked while

ment.
RBI had issued the
guidelines to provide

Pay System for the

Arson, vandalism, clashes in 17 UP districts Lucknow (PTI): The Bharatiya Janata Party here on Friday held a meeting of party’s MPs to discuss party-related issues and ways to take to public the party’s achievements during its eight years’ rule at the centre. “Discussions were held about various gov- ernment schemes which are to be taken to the general public to mark eight years of Modi Government,” said Ashwini Tyagi, party’s general secre- tary for UP. Tyagi said that around 70 senior mem- bers of the party in- cluding MPs and party office bearers partici- pated in the meeting. BJP Rajya Sabha MP Baburam Nishad who participated in the meeting said, “It was decided to take the achievements of the eight years of Modi Government to the pub- lic, among other is- sues.” The party mem- bers also chalked out a plan to organise yoga events across the state on the upcoming Inter- national Yoga Day on June 21. UP BJP leaders meet to promote Centre’s schemes PM Narendra Modi and Home Min Amit Shah. —FILE PHOTO Janardan Misra Lucknow: Young men vandalised trains, damaged buses and torched a police out- post on Friday as they protested against the Agnipath scheme in 17 districts across the state, including Ballia, Aligarh, Firozabad, Amethi, Varanasi, Un- nao and Deoria. In Ballia, agitated young men torched one bogie of a train and vandalised a special train from Mumbai to Ballia. They also van- dalised several state transport buses. Police lobbed teargas shells and took 100 persons into custody . In Aligarh district, youngsters torched sev- eral state transport buses and the Jattari police outpost was van- dalised and set on fire. Police used tear gun at several places to control the situation but faced difficulty at several places due to large num- ber of agitators. In Prayagraj, hun- dreds of youth protest- ed near the Sahson by- pass. Senior police of- ficials with heavy force reached the spot and tried to pacify the situ- ation. In Meerut dis- trict, an agitated crowd choked the Commis- sionery crossing and clashed with police. Po- lice used mild force to disperse the crowd. It was reported that in Tappal area of Ali- garh district agitators attacked a PAC jawan near the Yamuna Ex- pressway and damaged government property there. Also, the vehicle of the SDM was van- dalised in Jattari area. In Ahmadgarh area of Bulandshahr dis- trict, agitated young- sters hurled stones on buses and several buses were vandalised. Police had taken six miscre- ants into custody from Shikarpur area last night and vehicle of the SP was targeted in Gu- lavathi area. BJP TRIES TO DEFEND AGNIPATH SCHEME Facing countrywide pro- tests over the Agnipath scheme, the ruling BJP on Friday rallied its leaders to put up a stout defence of the new recruitment initiative for the armed forces, with its senior leader and Defence Minister Rajnath Singh term- ing it as a “golden opportu- nity” for the youth to serve the country. CONGRESS DEMANDS ROLLBACK OF AGNIPATH The Congress on Friday de- manded immediate rollback of the Agnipath scheme, saying it is neither in the interest of country nor its security. Party’s Rajya Sabha MP Deepinder Hooda said the scheme should be taken back immediately and a 3-year age relaxation be an- nounced for youths who could not join the armed forces due to delays in recruitment. SECTION 144 IN HRY DISTS; INTERNET OFF In Haryana protests erupted at Hero Honda Chowk in the Narnaul Mahendragarh district on Friday. Police had to chase away the agitators and detain a few of them. The protestors vandalised the police barricades, which had been put on the roads of Narnaul, following which Section 144 was clamped in the area. 2ND BJP OFFICE SET ON FIRE IN MADHEPURA Bihar continued to be tense as violent protests over the Agnipath scheme con- tinue on second consecutive day and second BJP office was set afire in Madhepura. On Thursday, a BJP office was set ablaze in Nawada. Violent protests in Bihar left vehicles vandalised and trains burnt on Thursday and Friday. OVER 340 TRAINS AFFECTED ACROSS THE COUNTRY DUE TO VIOLENT PROTESTS As many as 340 train services were affected on Friday due to youth’s agitation against the Agnipath recruitment scheme. As per the latest reports by the Railways Minis- try, 94 Mail Express and 140 Passenger Trains have been cancelled, whereas 65 Mail Express and 30 Passenger Trains have been partially cancelled to run in the country. Bihar re- mained the most affected state due to protest as the agitation continued for the second day on Friday. The three chiefs of Indian Defence services on Fri- day hailed the decision of the Central government to approve the Agnipath Scheme, a recruitment pro- cess for Indian youth to serve in the Armed Forces. Agnipath Scheme, approved by the Union cabinet on June 14, was launched in an effort to bring a change in the recruitment process of the Armed Forces. With the new military recruitment scheme facing criti- cism, the Centre has decided to bring a change in the upper age limit for recruiting Agniveers. —PHOTO BY PTI MAN ARRESTED FOR THREAT TO BOMB AYODHYA COURT Ayodhya: Police have arrested a man for threatening to bomb the district court here and it has been estab- lished that it was he who wrote the threat letter in the name of his relative to implicate him, over a monetary dispute. The threat letter was received in the office of the district judge on June 2. The letter was sent in the name of Rashid Ali. After investigation it was found that the letter had been sent by Mohammad Waleem, the assistant of a lawyer in the Ayodhya district court.

The CM said it was a golden scheme and youth not to get mislead by misleading propa- ganda. Yogi countering the opposition charges said that “scheme would lay golden foun- dation for their future and give a new dimen- sion to their lives. Yogi said the scheme was yet another histor- ic step to strengthen India’s defence forces, adding that it would prepare the youths for serving the national and society . The Union Agricul- ture Minister Narendra Singh Tomar said that it was historic decision providing opportunity to the youth in the coun- try. Reminiscent of year- long farmers agitation against three contro- versial farm laws, when the agriculturists had disrupted normal life in West UP last year, the demonstration by youth is spread over in all the state. The UPM- SP high school, inter results will be availa- ble for candidates to check on upresults.nic. in and also on official website of UPMSP on upmsp.edu.in. The Class 10 Board exams were conducted from March 24 to April 13 and Class 12 Board exams were conducted from March 24 to April 13 in the state. A total of 51,92,689 students had registered but only 47,75,749 students out of them had final- ly appeared in the ex- ams. A total of 27.8 lakh students had ap- peared for Class 10 and 24.1 lakh candidates appeared for Class 12 board exams. The Board complet- ed the evaluation pro- cess of more than 2.25 crore Class 10, 12 an- swer sheets in the month of May. UPMSP has directed the chief head examiners and examiners to award equal marks to all the examinees for ques- tions asked outside the curriculum in around a dozen sub- jects of Class 12 and seven core subjects of Class 10, this year. A total of 5192689 can- didates were regis- tered for the board examination of high school and intermedi- ate this year. Of these 4775749 appeared in the examination and 416940 remained ab- sent. Out of total 2781654 registered candidates in high school, 2525007 were present and 256647 were absent. Similarly, out of total 2411035 registered candidates in Inter- mediate, 2250742 were present and 160293 were absent. It also has the provision that citizens can register their appli- cation, monitor its pro- gress, send reminder and send suggestions. Yogi govt forms TCP cell to provide better placements to ITI students First India Bureau Lucknow: The state government has taken a big step toward making the youth of the state self-reliant and con- necting the youth pow- er with employment, self-employment and entrepreneurship. It was decided to consti- tute TCP Cell (Training, Counseling and Place- ment) with a view to prepare the youth of the state by giving them skill training according to the demand of the market and to provide them with a proper plat- form for placement by establishing contact with companies. The constitution of TCP cells will be differ- ent at the state and dis- trict level. The main objective of the Yogi government behind this is to provide a plat- form, for skilled youth who are interested in employment or self-em- ployment in any field, through career counsel- ling, campus place- ment, apprenticeship fair, and employment fair. So that after get- ting vocational training in ITI, they can contrib- ute to the sustainable economic development of the state and the country by becoming self-reliant. State-level TCP cell will be headed by Prin- cipal Secretary, Voca- tional Education and Skill Development and Vice-chairman/Special Secretary, Vocational Education and Skill De- velopment. At the same time, the District Level Cell will be headed by the Dis- trict Magistrate and the Chief Development Of- ficer as the Vice-Chair- man. It will be the respon- sibility of the TCP cell to prepare for the place- ment day in ITI every month and upload the details of the candi- dates on the departmen- tal website. The priest had said he would go to the mosque on June 17 and give a presentation on the Quran. Meanwhile, a pur- ported video clip of the priest surfaced on so- cial media. “Muslims are wander- ing on the road without any fear. Violence is spreading day by day in the country and Mus- lim leaders are releasng ‘fatwa’ for beheading the Hindus,” he said in the video. “In the British peri- od, our saints used to visit the Jama Masjid under the security of the British to discuss scriptures. Present day rulers will not provide security to Hindus and are suppressing their genuine demands,” he alleged. They have not even spared the Army,” al- leged Shekhar Dixit, the president of the farmers’ outfit, in a tweet. In another tweet, he said, “Agnipath nahi jumlaa hai, yuvaao ke bhavishya per hamlaa hai (Agnipath is a rhet- oric and an attack on the future of the youth).” CPI(M) state secre- tary Hiralal Yadav, in a statement, claimed the Agnipath scheme will not serve any national interest. “This scheme will af- fect the quality of the armed forces because pension won’t be avail- able. There was no reg- ular recruitment in the Army in the last two years. Lakhs of posts are lying vacant which shouldbefilledimmedi- ately ,” he said. He added the Ag- nipath scheme should be immediately abol- ished in view of the spontaneous protests across the country . CPI state secretary Girish alleged that the Agnipath recruitment scheme will “harm the security and sovereign- ty of the country”. “The CPI demands that the ‘Agnipath’ scheme be abolished immediately and the ex- isting vacancies should be filled through the ex- isting process,” he said in a statement. Ballia(PTI): Raising slogans of ‘Bharat Mata ki Jai’ and ‘ Agnipath Va- pas Lo’, youths vandal- isedtrainsandtorcheda railway coach in Ballia and damaged buses at other places as protests erupted again in UP on Friday over the Ag- nipath defence recruit- ment scheme. Police wielded lathis, lobbed teargas shells and took 100 people in custody in Ballia. Officials said pro- tests over the recently announced scheme took place at 17 places across the state, includ- ing Firozabad, Amethi, Varanasi, Unnao and Deoria. A bus was set afire on theYamunaExpressway near Tappal in Aligarh and at least two others damaged. Four buses were damaged in stone pelting on Agra-Luc- know Expressway in Firozabad. Protesters also targeted buses in Varanasi and Ballia. Several trains were cancelled or held back to prevent damage. ADG (Law and Order) Prashant Kumar said arsonwasreportedfrom Ballia and Aligarh. “In Ballia, youths set a bogie of a spare coach on fire. RPF and police brought the fire under control,” he said. Unnao/Varanasi(PTI): In Unnao, youths staged a demonstration in Safipur area near Mahatma Gandhi Inter College. Later, they handed over a memo to sub-divisional magis- trate addressed to the defence minister. They also took out a bike rally and shouted slogans against Ag- nipath. SSP Shashi Shekhar said, the protesters were sent back after ex- plaining them the new recruitment scheme. In Deoria, too, youths staged a demonstration. Firozabad SP (rural) Akhilesh Narayan said the protesters in Matse- na police station area setup barriers around 7 am and stopped buses on the Agra-Lucknow Expressway. Around four buses were van- dalised. The unruly elements are from nearby villag- es and they are being identified, the SP said. In Varanasi, youths raised anti-government slogans at the Canton- ment Railway Station and damaged buses and carts outside. As the police force chased them, they ran towards the Mahatma Gandhi Kashi Vidyap- eeth and pelted stones, officials said. The youths also damaged buses outside the DRM office in the Lahartara area of the city. Varanasi Police Commissioner A Satish Ganesh said an appeal has been made to those trying to take law into their own hands. In Amethi, too, youths staged a protest and blocked the Ame- thi-Durgapur and Ame- thi-Pratapgarh road. First India Bureau Jhansi: Police have ar- rested assistant manager of a bank for raping and blackmailing a girl. The police said Ashish Meena of Sawai Madho- pur in Rajasthan was posted as assistant bank manager in Prathama UP Grameen Bank. He was posted in Deoria branch in 2019 when he came in contact of a girl there. It was alleged that Ash- ish Meena raped that girl on pretext of marriage and made video of the crime. He raped the vic- tim for long time after threating her to make the objectionable videos vi- ral. Ashish was trans- ferredtoJhansiandwhen the victim was getting married, he sent the ob- jectionable photos and videos to her fiancé. Ashish was blackmail- ing the girl and extorted Rs 50,000 for the videos. When her marriage was broken the victim faced severe depression and was under medical treat- ment. Police have regis- tered the case against Ashish and further inves- tigations were underway . It was also alleged that Ashish was threatening the victim to cancel the marriage and trying to contact her family mem- bers to defame her. The movement through Jewar toll plaza between Greater Noida and Mathura-Agra was blocked for around an hour from 12 pm, the officials said. “Police per- sonnel in large num- bers were rushed to the protest spot in view of the law and order situation,” a police official said. A traffic police official said movement was briefly disrupted at the Jewar toll plaza due to the protests and several vehicles were diverted from Pari Chowk. “Normal traffic movement was restored on the Yamuna Expressway in Jewar around 1.30 pm,” the traffic official told PTI. C gnipath, the radi- cal recruitment scheme for armed forces, is already meeting with vio- lent resistance from the youth for whom it is meant. Arson and stone pelting by those who were ready for en- trance tests before they were cancelled and by those wor- ried about their future after four years continued for the second day across several states. Not just the chiefs of the three services but also chief ministers of Uttar Pradesh, Madhya Pradesh and Haryana have promised to absorb these youth after they have served their term in para-military forces, police and state government’s jobs. The government also agreed to raise the upper age limit. But the angry young men are not convinced. Those in Haryana point to the unem- ployment rate of 34.5 per- cent, as per CMIE data, which is highest in the country to assert that post army stint their prospects won’t be as rosy as is being made out. In states like MP and UP where governments have been suc- cessful in bringing down un- employment rates convinc- ing these job aspirants will be relatively easy . The Central government has defended Agnipath argu- ing that schemes such as these exist in several coun- tries. It also denied that the scheme would weaken the ef- fectiveness of the forces. These were not the main concerns of aspirants. Many of them were angry that they had already applied against earlier recruitment adver- tisements when the govern- ment decided to introduce a new policy which does not offer pension and gratuity benefits as money was need- ed to buy military hardware. The government should stay firm and convince pro- spective Agniveers of the scheme’s benefit. FUTURE AGNIVEERS ON WARPATH Many of them were angry that they had already applied against earlier recruitment advts when the government decided to introduce a new policy which doesn’t offer pension & gratuity benefits as money was needed to buy military hardware A hose who do not learn from history are doomed to repeat it’. Defence Forces are a ‘force of deterrence’ and a price that nation state pays for unhindered peaceful growth and prosperity of it’s citizens. The expenditure on defence should never be con- sidered as extravagance. Those who do not agree, can have a look at Ukraine war. Citizens of Ukraine are sub- jected to devastation, misery and humiliation, though be- ing a developed nation with luxurious lifestyle. This hap- pened because they did not pay attention to defence pre- paredness and thought some- one else will do that for them. Hon’able Raksha Mantri, flanked by the three Service Chiefs, addressed a press conference on June 14, 2022, introducing ‘Agneepath’ con- cept for entry into Armed Forces. Agneepath is about a 04 years tenure with de- fence forces, as soldier/ air warrior/ sea warrior. More than 46,000 Agniveers will be inducted to armed forces this year. Only 25% of these, if found suitable will be ab- sorbed, permanently. The youth and defence aspirants have expressed their anguish by riots, protests and disrup- tions. Sensing an opportuni- ty to create chaos, they are well supported by opposition parties. I am sure 90% of the protestors don’t even know the details of Agnipath or what they are protesting against. Situation is akin to the ‘Kisan Andolan’. CHALLENGES z Soldiering is a serious profession and short term Agniveers will destroy the core competencies of the Army and make the nation’s combat readiness weaker. z Defence forces have always maintained exacting selec- tion criteria. By Agnipath entry, we are agreeing to dilute our standards of intake and training. In Army career, first 03 years are very crucial for having a strong foundation. Absence of long term competence and skill en- hancement will not be good. z My other fear is that as the scheme becomes old, dull and lackluster, demand for more and more privileges and concessions like op- tions for permanent service/ extensions/ ex-servicemen status/ECHS/ CSD facilities will be raised. z The Agniveers will also be looking at these four years for enhancement of his qualifications, getting awards for trophy display sake and focusing on post defence ca- reer options. Soldiering will certainly take a back seat. z A large number of physically fit and weapon trained ex Agniveers will be available in the society. Not finding a suitable vocation after Defence tenure, they will be tempted to join terrorists, naxals, dacoits and other anti-national elements. BETTER SUGGESTIONS z Optimizing Defence Budget. Approx 40% of the defence pension budget goes to civil- ian defence employees which are about 22% compared to approx 78% military pension- ers. It’s interesting to know that there are 5.85 lakh civil- ian-defence employees, who are paid from defence budget. Need for civilian support in the ratio of 1:4 needs intro- spection. Additionally, Rs 1000 crore annually goes on attached MoF personnel. z Induction into CAPF through Defence. The most simple method of optimizing defence expenditure is to have induc- tion into CAPF and PMF via defence forces, after a tenure of 04 years. After 04 years, 75% of Agniveers , who do not make it to permanent cadre in defence should be absorbed directly into CAPF and state police forces. Du- plicity of training by Defence and CAPF will be avoided, reducing the training cost. This will resolves all the likely challenges of Agniveers. DON’T EXPERIMENT WITH DEFENCE In war, there are no runners up. Either you are a winner or you are not there. For that moment of reckoning, we se- lect the best man and ma- chine for war fighting. It’s the man behind the machine that matters the most. They lead from the front setting personal example of bravery, courage, perseverance and competence. Professional- ism, Leadership, camarade- rie, regimentation and battle experience are developed over a period of time. In Ag- nipath, , these battle winning factors will certainly be com- promised. Such experiments tinkering with established norms of Defence Forces are better avoided. CONCLUSION Expenditure on defence should be taken as insurance on growth and prosperity or a premium to be paid for un- hindered growth. In the Army , we are preparing hard- core, battle-worthy and time-tested soldiers, where no compromise is made with the safety and security of the Nation. Four years, with truncated training will be too short a time to mould them into passionate fearless sol- diers, ready for combat against trained terrorists and battle-worthy enemy sol- diers. Adventures to experi- ment with the DNA of the Armed Forces and it’s opera- tional readiness, in the name of ‘economy of resources’ should be best avoided. The main opposition party BJP may have been successful in get- ting the cross voting done in the Rajya Sab- ha elections but even the MLAs who have done cross voting will not support the BJP in the task of toppling the government. They know that switching sides will not lead to the fall of the govern- ment and if instability occurs, leading to mid- term elections, it will be a problem for them. DCP Benita Mary Jaiker said a PCR call was received at 2.38 a.m. on Thursday about the entry of a thief into an ICICI Bank ATM at C Block, Tigri Colony in South Delhi. The cops went to the scene after receiving information and caught the accused red-handed. During questioning, it was discovered that the accused worked as a confectioner and came to Delhi for work. “He tried to break the ATM machine because he ran out of money,” the DCP said, adding that the culprit was discovered drunk. Akhlaq was lynched by a mob in 2015 allegedly over suspicion that he had stored beef in his house. His daughter could not depose before Justice Anil Kumar Singh at the District and Sessions Court on Friday in Surajpur due to lack of police security for her, said Yusuf Saifi, who is representing Akhlaq’s family in the case. He said police officials were engaged in law and order duty on Friday. “Shaista had recorded her statement on June 14. She had to continue the recording of her statement today. However, due to unavailability of proper security she could not visit the court after which the court fixed Monday as the next date,” Saifi told PTI. The 52-year-old Akhlaq, a resident of Bisada village in Dadri area of Gautam Buddh Nagar, was lynched on September 28, 2015 by a mob allegedly over suspicion that he had stored beef in his house. The accused, Dawosod, barged into the girl’s house at the Puttu Lal crossing under Ramchandra Mission police station here when she and her mother were offering prayers. He attacked them with a sharp-edged weapon, they said. Dawood, who used to teach the girl Urdu and Arabic, is on the run, the police said. Circle Officer (City) Akhand Pratap Singh told PTI that police immediately reached the spot and rushed the girl and her mother to the medical college hospital where the latter was declared dead. The tourists went missing near the Rani Mahal area of Palpa and were rescued with the help of local people within 45 minutes of the incident, according to the Chief District Offic- er of Palpa Jagganath Panta. The CDO added that people have been advised not to go boat- ing in the Kaligandaki river as the monsoon season has began and the rivers in the country were flowing with a strong current. Haridwar (PTI): Bhartiya Kisan Union leader Rakesh Tikait on Thursday opposed the Centre’s ‘Agnipath’ scheme for recruit- ment to the armed forc- es, saying a country- wide movement is needed to stall it. On farmers’ issues, Tikait said the country now needs another big movement. “Till now, the youth were getting at least 15 years’ ser- vice in the armed forc- es and a pension post-retirement but af- ter the implementation of this scheme, when they retire from the services of the armed forces, they will return home without pen- sion,” Tikait said. “Going by this logic, there should be a simi- lar law for MLAs and MPs contesting the elections,” he said stressing that a coun- trywide stir is required to stall it. “MLAs and MPs can contest elections up to the age of 90 years and can also avail pension. But imposing retire- ment on the youth just after four years of ser- vice is unfair. We won’t let it happen,” said the BKU leader who was in the forefront of the ag- itation against the Cen- tre’s now-withdrawn agriculture laws.
