will launch a nation-
wide yatra “Kanyaku-
mari to Kashmir
Bharat Jodo” begin-
ning on October 2, said
the party’s interim
president Sonia Gan-
dhi on Sunday. Speak-
ing at the concluding
day of the three-day
brainstorming ses-
sion, Chintan Shivir,
in Udaipur, Sonia Gan-
dhi said, “We will
launch a national Kan-
yakumari to Kashmir
Bharat Jodo Yatra be-
ginning on Gandhi
Jayanti this year. All
of us will participate
in it. The Yatra is to
strengthen the bonds
of social harmony that

Committee (CWC) gave
its approval to the or-
ganisational reforms,
Congress leader Rahul
Gandhi on Sunday as-
serted that ‘one family,
one ticket’ rule must be
enforced in the party.
Addressing the con-
cluding session of the
‘Nav Sankalp Shivir’
held in Udaipur, Rahul
Gandhi said, “We must
ensure the idea that
one person per family
should get a ticket (to
contest elections). I
also recommend the in-
clusion of the youth in
the Congress party.
Also, only one member
of a family should be
given a ticket.”
The Udaipur Nav
Sankalp Shivir declara-
tion has been adopted
by the CWC at its meet-
ing presided over by
party chief Sonia Gan-
dhi. “It is very impor-
tant that we limit the
number of family
members that are in-
volved in our organiza-
tion, and let them work,
develop and let them
join the organization.
But we must not have a
situation where 5-7
members of a family
are in the organiza-
tion,” said Rahul, add-
ing, “The formula will
not be applied if the
second member from a
family is actively work-
ing for the party for at
least five years.”

New Delhi (PTI): The
owner of a building in
outer Delhi’s Mundka
where a massive fire led
to the death of 27 people
was arrested on Sunday,
two days after the inci-
dent, police said here.
“We received infor-
mation that Manish
Lakra was going to-
wards Haridwar in Utt-
arakhand. We laid a
trap and nabbed him
from Ghevra Mod,” Sa-
meer Sharma, Deputy
Commissioner of Po-
lice (Outer), said.
Lakra used to live on
the fourth floor of the
commercial building,
and he managed to es-
cape to the adjacent
building along with his
family members when
the fire broke out, the
police said.
The police have re-
covered 27 bodies and
identified 14 of them as
women and six as men
so far, they said.
A motivational pro-
gramme underway on
the second floor of the
building when the fire
broke out. A father-son
duo from Australia
were conducting the
session, the police said.
Lakra was on the run
since the fire incident,
the DCP said, adding
that raids were con-
ducted in Delhi and
Haryana to nab him.
According to the po-
lice, the building be-
longed to Lakra’s father,
who died in 2015, leav-
ing it to him.
The CCTV camera
and router manufactur-
ing and assembling
company, in whose of-
fice the fire is suspected
to have started, had
been on the premises
since 2017. Its owners
have already been ar-
rested.

in which Lakra was
seen with some BJP
leaders, including for-
mer mayor of the
NDMC.
“Lakra is a BJP
man. That’s why MCD
gave him protection
and illegal industrial
activities continued in
the building,” Pathak
charged, adding “BJP
and its leaders are re-
sponsible for the death
of 27peopleinthetrag-
ic incident of fire in
the building. They
wereallhandinglove”.
The AAP leader de-
manded that a thor-
ough probe be con-
ducted into the case
and the strictest ac-
tion be taken against
all those responsible
for the incident, in-
cluding those from
the BJP who gave pro-
tection to Lakra and
let the illegal activi-
ties continue in the
building in violation
of rules.

New Delhi (ANI): After
hours of struggle, the
fire at Narela’s plastic
granulation factory in
Delhi has been brought
‘under complete con-
trol’, the Delhi fire De-
partment confirmed on
Sunday.
The factory had
caught fire on Saturday
night. “The fire was
caused due to the short
circuit. Here, no casual-
ties and reports of in-
jury have been report-
ed,” confirmed Station
Officer of Delhi Fire
Department.
“We received a call at
9.10 PM on Saturday
and we medium the call
on the spot where 20 fire
tenders were already
working. We relieved
them at 3 AM. This
time, eight fire tenders
were available here,” he
added.
According to
Prakash, the fire was
caused due to short cir-
cuit and other potential
causes of the fire are
yet to be ascertained.
Earlier in the day,
the fire that was de-
clared to fall under the
“medium category”
did not douse off com-
pletely as the water
could not reach “small
pockets” of the factory
and it caught the fire
again.
The officials had also
reported that the prob-
lems in the operation
arose due to the small
pockets and high depth
of the building.
Notably, 22 fire ten-
ders rushed to the spot
initially at night after
the fire broke out.

poor people, and Con-
gress workers will keep
protesting till it is
stopped,” Parvez Alam,
vice-chairman of com-
munications of the Del-
hi Congress, said.
Former Congress MP
Ramesh Kumar and for-
mer councillor Anil Mit-
tar, along with many
otherpartyworkers,par-
ticipated in the protest.
The protesters al-
leged that the munici-
palities were targeting
and demolishing hous-
es and shops of the poor
in the garb of anti-en-
croachment drives.
“The BJP-ruled
MCDs are not removing
encroachments but are
demolishing houses
and establishments of
the poor. It is not right.
Where were they when
this so-called encroach-
ment was being done?
This harassment of the
poor has to stop,” a pro-
testor said.
CNG price
hiked by `
2/kg in NCR

in Gurugram.
Meanwhile, IGL

gas prices in other

CNG is retailing at
`84.07 per kg;

Delhi govt gives nod for formation
of dental surgeons’ cadre
New Delhi (PTI): Delhi
government has ap-
proved the formation of
a cadre of dental sur-
geons through which
doctors, who had been
providing services in
various hospitals in the
city on a temporary ba-
sis, will now be regular-
ised, officials said.
This cadre of dental
surgeons is the first of
its kind in the country,
the health minister's
office claimed in a
statement.
“In an extension of its
efforts to strengthen the
overall health infra-
structure in Delhi, the
Kejriwal Government
has given approval for
the formation of a cadre
for the Dental Surgeon
Service Rules,” it said.
“With the introduc-
tion of this cadre, the
doctors who had been
providing their servic-
es in various hospitals
in Delhi on a temporary
basis will now be regu-
larised. This will also
facilitate the recruit-
ment of new doctors
regularly,” it added.
Delhi Health Minis-
ter Satyendar Jain said
that the Kejriwal gov-
ernment recently ap-
proved the formation of
a cadre for Dental Sur-
geon Service Rules.
Gurugram (PTI): Po-
lice here booked a man
for allegedly sexually
harassing a 16-year-old
girl and then posting
her pictures on social
media. According to po-
lice, a Pataudi resident
had alleged that their
neighbour committed
the crime.
Following the com-
plaint lodged by the
girl’s mother, an FIR
was registered under
the POCSO Act.
The accused is cur-
rently absconding and
police are conducting
raids to nab him, police
said. According to the
complaint, Safikul
pressed her daughter
for marriage and often
misbehaved with her.
“Five days ago, when
my daughter persistent-
ly refused the accused,
Safikul clicked her pic-
tures and posted them
on Facebook,” the com-
plaint said.

along with her boy-
friend Mohanpal alias
Shantun for the murder
of her husband in
southeast district of
Delhi. During the
course of investigation-
after being cross ques-
tioned, she confessed

South Delhi Municipal
Corporation (SDMC)
has set up 125 libraries
and 73 reading corners
in its schools to incul-
cate a habit of reading
among students, the
civic body said on Sun-
day.
The SDMC runs 539
primary schools under
its jurisdiction.
“The civic body has
been establishing well-
equipped libraries in-
side the school premis-
es. In collaboration
with NGOs Angelica
Foundation, Room to
Read and Katha, the
SDMC's education de-
partment has set up
well-equipped and
reader-friendly librar-
ies in as many as 125
schools,” it said in an
official statement.
SDMC Commission-
er Gyanesh Bharti said
setting up of “excel-
lent” libraries will
bring about a positive
change in the lives of
children by motivating
them to read good and
inspirational books.
In these libraries,
books are available for
students of all ages
studying in the SDMC
schools, the commis-
sioner said in the state-
ment.
The education de-
partment of the SDMC
has set up 56 libraries
in schools in its central
zone, 39 in schools in
south zone and 30 in
schools in the west
zone. Efforts are being
made to open similar
libraries in Najafgarh
zone schools as well,
the statement said.
Prominent places
where libraries have
been made operational
in corporation schools
are Tughlakabad Ex-
tension, Kalkaji, Prem-
nagar, Ashram in Cen-
tral Zone.

Bengali television ac-
tor Pallavi Dey was
found dead in her rent-
ed flat in Kolkata’s
Garfa on Sunday, the
police said, adding that
prima facie it appeared
to be a case of suicide.
Dey’s family, however,
raised the suspicion
that she may have been
murdered.
“She was rushed to
Bangur Hospital where
she was declared
dead,” an officer said.
The police are now in-
vestigating the circum-
stances that led to her
death. The actor’s body
has been sent for post-
mortem.
Dey was reportedly
in a live-in relation-
ship with her boy-
friend, officers said,
adding that he was be-
ing questioned at Garfa
police station.

was playing the female
lead in the series ‘Mon
Mane Na’ – was first se-
lected for a lead role in

an issue and stood on it

mon people of the coun-
try and the government
also took notice and the
government accepted
their point and with-
drew the law. Therefore,
consistency is most im-
portant for the success
of any agenda or issue.
If the Congress party
decides any program
for the next two years in
Udaipur’s Chintan Shi-
vir, then first of all it
should ensure that that
programme will run
continuously. Initially,
it may not get success,
but due to continuous
running of the pro-
gramme, people’s atten-

turn on the party and
they will notice what

saulting a minor boy

In a recent order, Jus-
tice Anuja Prabhudes-
sai granted bail to the
man, arrested last year
following a police com-
plaint filed by the
14-year-old boy’s father.
As per the FIR, the
boy’s father found
some money missing
from their cupboard.
The boy told him that
he had given the mon-
ey to the accused per-
son. The minor said he
used to visit the ac-
cused person’s shop at
a suburb in Mumbai
for recharging an on-
line game, ‘Ola Party,’
which he used to play.
One day, when he
wenttogettherecharge,
the accused kissed him
on the lips and touched
his private parts, the
boy alleged.
Following this, the
boy’s father approached
the police who regis-
tered an FIR against the
accused under relevant
sections of the Preven-
tion of Children from
Sexual Offences (POC-
SO) Act and under In-
dian Penal Code (IPC)
Section 377, which
makes carnal inter-
course against the or-
der of nature a punish-

Bhopal: A month after communal clashes broke
out in Madhya Pradesh’s Khargone, the state
administration has transferred
the district collector, Super-
intendent of Police (SP) and
Additional Superintendent
of Police (ASP). The major
reshuffle came late Saturday.
The collector, Anugraha P
has been transferred as an officer on special duty
(OSD) at the Madhya Pradesh Bhawan in Delhi.
Guwahati (Agencies): loods and landslides have
killed three persons and affected more than 56,000
people across eight districts of Assam since May 14.
Three others were reported missing. Flash floods
and landslips damaged the hill railway section in
Dima Hasao district at 26 locations, leaving more
than 2,000 passengers stranded for more than 24
hours before some of them could be airlifted to
safety. Officials of the Assam State Disaster Man-
agement Authority (ASDMA) said three persons,
including a woman, were killed in a landslide in Dima
Hasao district on Saturday. Three others, including
a child, have gone missing in the adjoining Cachar
district after heavy rainfall and floods. Locals of
Hokai Pungchi, a village 6 km from Dima Hasao
district headquarters Haflong, had sought the help
of defence personnel after a landslide flattened many
houses. The bodies of three persons were later
retrieved from the debris.

was taken after projections
showed lower output than es-

projections showed a record
111.3 million tonnes of pro-

ered to 98 million tonnes. The
government also argued that
the measure was meant to en-
sure wheat availability in the
domestic market where the
cereal’s prices are facing an
upsurge after Russia’s inva-
sion of Ukraine which pro-
duces 7 percent of the world’s
wheat.
The ban has not been taken
well by G7 nations who have
questioned the decision. Ger-
many’s agriculture minister
Cern said, “If everyone starts
to impose export restrictions
or to close markets, that
would worsen the crisis.”

ercise your Mantra shakti
and Utsah Shakti – because if
you don’t, someone else will.
If you’re not in a position to
render advise to the political
leadership, someone else will
step in, and in this day and
age of IT – there is no mo-
nopoly over knowledge, and
the past precedent is not the
only source.
HOW DOES ONE
LOOK AT POWER?
Do we see it as static – or do
we take a more dynamic view
of its multiple manifesta-
tions. It is true that as indus-
trial areas, education com-
plexes, tourism destinations
and production clusters, and
agribusinesses value chains
take root in the district, there
would be many more power
centres – but this also makes
the task of managing dis-
tricts more meaningful and
interesting for the DM. What
it also means is that the focus
will shift from livelihoods for
survival to skillsets for up-
ward mobility. Internal mi-
gration within the country
has been going on for over a
decade- but after Covid, dis-
tricts have started tracking
where the residents are – to
ensure that they get their en-
titlements – from a PDS card
to health facilities. Do we
view IT as a tool of empower-
ment, or do we see it as cut-
ting down our discretion?
FROM RULES TO ROLES
As the Prime Minister said in
his keynote address on the
Mission Karamyogi – we
have to move from a Rule-
based approach to one in
which the Role becomes the
driving factor. Thus, if you
take a dynamic view of pow-
er – you will find that the Am-
rit Kaal of India’s century
offers a billion opportunities
to do good, and to excel. If
you are governance profes-
sionals – which I believe you
are – then you must view
your role in that light. Study
the ground reality. observe
the rules that are not in sync
with the zeitgeist (spirt of
the time) and change them
(where you can) and ask for
them to be changed when the
authority lies elsewhere. And
one can be at the bottom of
the administrative pyramid
to initiate change.
Now that I am a senior
citizen, I am entitled to tell
some stories and blow my
trumpet. In the fifth year of
my service, I was the CEO of
the Himalayan Milk Union
where our profitability was
affected because as per the
extant norms of PFA, toned
milk had to have a minimum
of 3% fat. The norms for milk
had been made for the city of
Bombay- and the main source
of procurement was buffalo
milk – which naturally had a
higher fat content. These
norms were applied, without
adequate thought – across
the country, including the
municipalities in Darjeeling.
Now you can visualise the
difference between the desi
cows of the hills with the
sturdy buffaloes of Maha-
rashtra and Gujarat. The in-
tent was to prevent adultera-
tion –but for Himul, it meant
that we had to add WMP to
increase the fat content of
the naturally ‘lean milk’ of
the cows.
Let me also take this op-
portunity to address the ele-
phant in the room: I know
that many readers have been
concerned about comments
of Mr D Subba Rao, an ex-
governor of RBI about rele-
vance of IAS. He blames dis-
regard of merit and the ‘au-
tomatic promotion’ policy as
main reason for so-called de-
cline in the fabric of civil ser-
vices. Are we going to accept
the proposition of Mr D Sub-
ba Rao and others of his ilk
who believe in writing the
epitaph of the IAS (and by
implication – the other con-
stituted services). To this my
response is an emphatic NO.
For if we accept that India
has done well in most param-
eters of governance the cred-
it should be shared equally
by the political executive and
ourselves. We handled the
Covid crisis admirably – in
all the states and UTs – even
when they were under differ-
ent political dispensations.
As such, while it is impor-
tant to acknowledge our fail-
ures, it is equally, if not more
important to acknowledge
our successes and celebrate
them.

of fire, a civilian, iden-

New Delhi (PTI): The
Reserve Bank of India
is not “behind the
curve” in hiking inter-
est rate to tackle rising
inflation, Monetary
Policy Committee
(MPC) member Ashi-
ma Goyal said on Sun-
day and asserted that it
is never wise to overre-
act to shocks when the
economic recovery is
shaky post the corona-
virus pandemic.
While acknowledg-
ing that India is “espe-
cially vulnerable” to
the combination of
food and crude oil in-
flation unleashed by
the Russia-Ukraine
war, Goyal, also an em-
inent economist, said
rate hikes should be
aligned with the eco-
nomic recovery
.
Her comments come
days after the MPC, the
central bank’s rate-set-
ting panel, surprised
the markets with a 40
basis points hike in
repo rate in an off-cycle
policy meeting this
month. It was also the
first rate hike after Au-
gust 2018, amid spiral-
ling inflation.
“RBI started rebal-
ancing liquidity last
year, while the US Fed-
eral Reserve is yet to
start contracting its
balance sheet, with in-
flation far in excess of
its target,” she said.
While noting that In-
flation has just exceed-
ed RBI’s tolerance
band due to the pro-
tracted Ukraine-Rus-
sia war, Goyal said In-
dian demand and wag-
es are ‘soft’.
“In the US, there was
over-stimulus due to
large government
spending. Labour mar-
kets are tight. The Fed
may be behind the
curve, the RBI is not.
The Indian inflation
trajectory differs from
that of the US,” she
stressed.
Goyal was respond-
ing to a question on
why RBI did not raise
interest rate much ear-
lier despite rising infla-
tion and whether the
central bank will fall a
little behind the curve
compared to the US Fed
in this regard.
Earlier this month,
the US Fed hiked the
benchmark lending
rate by 50 basis points.
On the domestic
front, retail inflation
surged to an eight-year
high of 7.79% in April
this year and RBI is
likely to further tight-
en the monetary policy
.
Inflation galloped for
the seventh straight
monthinApril.RBIhas
been mandated by the
government to ensure
that inflation remains
at 4% with a margin of
2% on either side.
According to Goyal,
making sure the real
interest rates do not
deviate too far from
equilibrium levels and
avoiding undue volatil-
ity in rates would help
to maintain a balance
between growth and
inflation.
She also pointed out
that after the global fi-
nancial crisis, real in-
terest rates were high-
ly negative creating
overheating and in the
2010s they swung to
large positive num-
bers aggravating the
slowdown.
“The rate rise
should be aligned to
the recovery. In this
way the growth sacri-
fice required to
moderate inflation
under persistent sup-
ply shocks can be min-
imised,” she said.
“It is never wise to
overreact to a first-
round shock, even if it
follows a series of ear-
lier shocks, especially
when the country is in
a shaky recovery from
a pandemic,” she said,
adding that long-term
price pressures have
materialised in India
only after the Ukraine
war started on Febru-
ary 24. Noting that
markets overreact to
fears and had already
priced in large rate
hikes, Goyal said.

Amazon India on
Sunday said it has
cumulatively created
more than 11.6 lakh
direct and indirect
jobs, enabled nearly
$5 billion in cumu-
lative exports and
digitised over 40 lakh
MSMEs in the country
till date.
In January 2020, at
the first edition of its
annual event Amazon
Smbhav, the company
had pledged to digitise
1 crore MSMEs
(Micro Small and
Medium Enterprises),
enable $10 billion in
cumulative exports
and create 20 lakh
jobs in India by 2025.
“Amazon India
today shared updates
on its key pledges for
India and announced
that it has cumulative-
ly created more than
11.6 lakh direct and
indirect jobs, enabled
nearly $5 billion in cu-
mulative exports and
digitised over 40 lakh
MSMEs in India till
date,” the company
said in a statement.
Kolkata (PTI): In one
of the largest expan-
sions in the labour mar-
ket since the beginning
of the pandemic, 8.8
million people joined
the country’s workforce
in April, as per data pro-
vided by the Centre for
Monitoring Indian
Economy (CMIE).
However, the jobs
that became available
were inadequate com-
pared to the demand, it
said.
India’s labour force
increased by 8.8 million
to 437.2 million in April,
one of the largest
monthly increases
since the beginning of
the pandemic, CMIE
Managing Director and
CEO Mahesh Vyas said.
The country’s labour
market was at 428.4 mil-
lion in March, he added.
In 2021-22, the aver-
age monthly increase in
the country’s labour
force was 0.2 million, as
per the data.
The report said that
an 8.8 million increase
in labour force partici-
pation was only possi-
ble if some working-age
people who were out of
jobs joined the working
population in April.
This is because the
working-age population
cannot grow by more
than two million per
month and any rise be-
yond that implies that
those who were out of
jobs returned to the
workforce, the report
said.
It may be useful to
note that the 8.8 million
increase in April comes
after a 12 million fall
during the preceding
three months, it said.
The increase in em-
ployment in April was
in industry and in ser-
vices. Industry added
5.5 million jobs and ser-
vices added another 6.7
million jobs, as per the
data. Within industry, 3
million jobs were gener-
ated in manufacturing,
while construction add-
ed nearly 4 million op-
portunities. Employ-
ment in the agricultur-
al sector fell by 5.2 mil-
lion,CMIEdatashowed.

investors continued, as

as its extended two-year term con-
cluded last month.

phin safari’ in a bid to
boost eco-tourism and
promote conservation
of the national aquatic
animal of the country, a
forest department offi-
cial said on Sunday
.
The proposed stretch-
es at Singhidalan in Ra-
jmahal and Ojhatoli in
Sahibganj are likely to
be declared as “dolphin
tourism sites”, he said.
The Union Ministry
of Environment, Forest
and Climate Change has
recently sought propos-
als for two places - Sa-
hibganj and Rajmahal -
for the eco-tourism pro-
ject from the state gov-
ernment, Sahibganj di-
visional forest officer
(DFO) Manish Tiwary
told PTI.
The state forest de-
partment has submitted
its proposal to the Cen-
tre last month, he said.
“As per the Centre’s
demand, we identified
two sites at Singhidalan
in Rajmahal and Ojha-
toli in Sahibganj for the
project. The distance
between the two sites is
around 40 km. We sub-
mitted our plan by the
end of April. Now, we
are waiting for its ap-
proval,” Tiwary, who
played a key role in
drafting the proposal,
told PTI. The presence
of dolphin and econom-
ic and tourism possibili-
ties were considered
while selecting the sites,
the official said.
“The proposed sites
will help better monitor-
ing and patrolling of the
species and will boost
local employment
through tourism,” he
said. The two sites may
be connected to the Cen-
tre’s ‘Dolphin Jalaj Sa-
fari’ project, the official
said. National Mission
for Clean Ganga
(NMCG) had, in October

The survey, which
was stalled last week
amid objections by the
mosque management
committee, which
claimed that the advo-
cate commissioner ap-
pointed by the court for
the survey did not have
the mandate to film in-
side the premises, will
continue on Monday.
The mosque is locat-
ed close to the iconic
Kashi Vishwanath tem-
ple and the local court
is hearing a plea by a
group of women seek-
ing permission for dai-
ly prayers before the
idols on its outer
walls.
The survey was car-
ried out from 8 am to 12
noon amid tight secu-
rity. Elaborating fur-
ther on the survey and
day’s development,
Varanasi’s District
Magistrate Kaushal
Raj Sharma told PTI,
“In the presence of
three court commis-
sioners along with all
the parties, the court
commission started its
work at 8 am, and it
continued till noon. All
the parties followed the
court orders.
The court commis-
sion, after completing
Sunday’s work, decid-
ed that work will con-
tinue on Monday as
well.” The district
magistrate added that
Monday’s work will
begin at 8 am and all
the parties have been
directed to remain
present.
Sharma said as per
the directions of the
court commission, ad-
equate facilities includ-
ing resources to pro-

Referring to the secu-
rity set-up, he said,
“Tight security ar-

made. The devotees at

Temple were given en-

Raj Ganesh and Ganga
Nadi ‘dwaar’, while
gate number 4 was
closed for the common
people for four
hours.”
“About 65 per cent of
the survey work has
been completed today.
The survey will con-
tinue on Monday as
well.
This is completely an
archaeological survey
work, Since the advo-
cates were not familiar
with the survey work,
the work took some
time (today),” Madan
Mohan Yadav, the coun-
sel for the Hindu side
in the case, said.

capital on Saturday
may have been termed
as a part of the organ-
ization's activities,
but it is being consid-
ered as part of a deft
move to corner Om-
prakash Rajbhar. Po-
litical experts believe
that due to the disen-
chantment of a large
chunk of Rajbhar vot-
ers in the recently
concluded assembly
elections, the BJP suf-
fered heavy losses in
many seats. Due to the
imbalance in the caste
equations, BJP's po-
litical ground weak-
ened in Azamgarh,
Mau, Ambedkar Na-
gar and Ghazipur dis-
tricts, while the SP al-
liance got an electoral
edge in these areas.
It is noteworthy that
according to the report
of the Social Justice
Committee, Rajbhar
community is around 3
percent of the total pop-
ulation of UP. But in
more than a hundred
seats from Purvanchal
to Awadh belt, their
population has a sig-
nificant impact.

day said a latest trend
of cybercrime has
come to the fore in
which cyber fraud-
sters have started
duping people in the
name of unpaid elec-
tricity bills.
“They send text
messages pretending
to be from trusted
sources to get the tar-
gets to click on links
that install malware
to steal personal and
banking details. We
are constantly trying
to help the
people by advising
them to refrain from
falling into the trap
of such scammers,”
he said.

a “child rights crisis”
where education is un-
der attack, nearly 100
youngsters have been
killed in just the last
month, and millions
more have been forced
to flee their homes, the
UN children’s agency
has said.
Omar Abdi, deputy
executive director of
UNICEF
, told the UN Se-
curity Council that chil-
dren are paying “an un-
conscionably high
price” in the war, with
239confirmedkilledand
355 wounded since Rus-

the actual numbers are
much higher. “These at-
tacks must stop,” he
said. “Ultimately
, chil-
dren need an end to this

Abdi said the school
year came to a stand-
still after Russia invad-
ed its smaller neigh-
bour, and as of last
week, at least 15 of 89
UNICEF-supported
schools in the coun-
try’s east had been
damaged or destroyed
in the fighting.
“Hundreds of
schools across the
country are reported to
have been hit by heavy
artillery
, airstrikes and
other explosive weap-
ons in populated areas,
while other schools are
being used as informa-
tion centres, shelters,
supply hubs or for mil-
itary purposes — with
long-term impact on
children’s return to
education,” Abdi said.
In mid-March, over
15,000 schools resumed
education in Ukraine,
mostly through remote
learning or in-person
hybrid options, he said.
“It is estimated that 3.7
million (37 lakh) chil-
dren in Ukraine and
abroad are using on-
line and distance learn-
ing options,” he said.
But, Abdi said “enor-
mous obstacles” to edu-
cation remain, includ-
ing school availability,
resources, language
barriers and move-
ment of children and
their families. Less
than five per cent of
refugee pre-school chil-
dren are estimated to
be enrolled in public
kindergartens, he said.
Abdi and many
council members
spoke about what he
called a “horrifying at-
tack” on a school in the
eastern Ukrainian
town of Bilohorivka
last weekend, when a
bomb hit while women
and children sheltered
in the building.
US deputy ambassa-
dor Richard Mills said
the blast killed as many
as 60 people, many of
them children. “And
reliable reports indi-
cate that when first re-
sponders arrived at the
school to assist victims
of the bombing, Rus-
sia’s forces opened fire
on them,” he added.

Peshawar (PTI): Two
people belonging to the
Sikh community were
shot dead by unidenti-
fied gunmen in the Sar-
band area in Peshawar
on Sunday
, a suburban
locality situated in Pa-
kistan’s restive Khyber
Pakhtunkhwa region.
The two men killed
were shopkeepers who
sold spices in Bata Tal
bazaar in Sarband, po-
lice said. The victims,
identified as Ranjit Sin-
gh (42) and Kuljeet Sin-
gh (38), died on the spot.
Police have encir-
cled the area to arrest
the culprits. No one
has immediately
claimed responsibility
for the attack. About
15,000 Sikhs live in Pe-
shawar, mostly in the
Jogan Shah neigh-
bourhood of the pro-
vincial capital. Most of

Sikh community in Pe-

business, while some
also run pharmacies.

. The State of
Rajasthan will get its
fifth tiger reserve in the
form of Kumbhalgarh.
The reserve will be ex-
panded roughly in four
districts of Rajasthan
namely Udaipur, Pali,
Sirohi and Rajsamand.
The confidential re-
port has been sent to
the environment min-
istry. According to the
report, the reserve will
be formed in a 2,053 sq
km area.
In early 2022, a Na-
tional Tiger Conserva-
tion Authority (NTCA)
report ruled out the
possibility of declaring
Rajasthan's Kumbhal-
garh wildlife sanctuar-
ies as a tiger reserve
because of some vital
reasons. Firstly, a deci-
sion has been formed to
relieve congestion of
the Ranthambore Tiger
Reserve. It is pertinent
to mention that Ranth-
ambore had 79 tigers in
July 2021 when the state
forest department con-
ducted the last estima-
tion. Secondly, Kumb-
halgarh had tigers ex-
istence till the 1970s
and hence, the land-
scaping of Kumbhal-
garh is appropriate for
tigers here.
After conducting a
survey of the area, a
four-member commit-
tee has also given its
nod to making Kumb-
halgarh a tiger reserve.
Vinod Kumar Rai, Dep-
uty Conservator of For-
est, Wildlife Rajsamand
in an interview with me
stated that the state gov-
ernment of Rajasthan
with the forest depart-
ment are working to fill
up the prerequisites
like the number of prey
base, staff and wildlife
vehicles, etc mentioned
by the NTCA for devel-
oping the area as a Ti-
ger Reserve. Once these
criteria will be followed
completely the team of
NTCA will again review
after three years in 2024
and then the decision
would be taken to de-
clare the Kumbhalgarh
as the fifth tiger reserve
of Rajasthan or not.
The tiger reserve will
be formed in two phas-
es. The width of the
Kumbhalgarh Sanctu-
ary is narrow i.e.
around 9 to 10 km.
Hence, it is planned that
more land would be ac-
quired to broaden or for
the expansion of that
area. During the first
phase of the project
1150 sq km of land fall-
ing under the revenue
department of Udaipur,
Pali, Sirohi and Rajsa-
mand districts will be
transferred to wildlife.
From four districts 526
sq km of forest area
will be transferred to
the wildlife. Similarly,
624 sq km of revenue
wasteland will also be
transferred and devel-
oped as the buffer zone
of the Kumbhalgarh
reserve. In the second
phase of the project, as
per the planning of the
state government of
Rajasthan by NTCA ti-
ger reintroduction plan
will be generated in the
year 2024-25. After that,
the tigers will be relo-
cated and released into
the reserve. Initially, at
least one pair will be
released. And the en-
tire budget will be giv-
en by the central gov-
ernment.
Thewildlifeof Kumb-
halgarh includes the
Indian wolf, Indian
leopard, sloth bear,
striped hyena, Golden
jackal, jungle cat, samb-
har, nilgai, chausingha
(the four-horned ante-
lope), chinkara and In-
dian hare. The leopard
is the apex predator in
the sanctuary and
therefore, Kumbhal-
garh is more appropri-
ate for leopards. Ac-
cording to a wildlife
census, between 300 to
400 leopards are found
in and around the
Kumbhalgarh and in
the entire Rajsamand
district. For this project
as an apt move to devel-
op the area as a tiger
reserve, three villages
have to be relocated and
at large 18 villages will
be shifted. In the pe-
riphery, there is a total
of 20 small villages and
a plan to relocate these
villages needs to be
formed. According to
Vinod Kumar Rai, “The
decision of relocating
these villages have
been taken as 10 villag-
es among these total
number of 18 are
already forest villages.
Three other villages
willingly want to relo-
cate and need compen-
sation.”
He further stated that
planning to develop
around four to five
thousand hectares of
grassland should be de-
veloped. Also, a pre-
base survey will be con-
ducted by the team of
the Wildlife Institute of
India to know the actu-
al number of prey here
for tigers. It is also rec-
ommended that
through big enclosures,
breeding centres will be
designed for cheetals,
chinkaras, nilgai and
sambhars so that later
these animals will be
released into the forest.
In February 2022
around 25 Chinkara,
Nilgai and Sambhar
were being raised from
Jalore into a soft enclo-
sure with the intent to
release their offspring
in the Kumbhalgarh
wildlife sanctuary
.
The members of the
NTCA and MP Diya
Kumari criticized the
state government for
dragging its feet to de-
clare the sanctuary as
a tiger reserve. GV Red-
dy, who retired as the
Chief Wildlife Warden
of Rajasthan about a
year ago, said that this
region is known for the
striped hyena and the
wolf, which too are en-
dangered instead of
more tiger sanctuaries,
what the state needs
are sanctuaries that ca-
ter to the less well-
known species that
face threats from ram-
pant stone mining and
alterations in their
habitats.

We laid a trap and nabbed him from Ghevra Mod,” Sa- meer Sharma, Deputy Commissioner of Po- lice (Outer), said. Lakra used to live on the fourth floor of the commercial building, and he managed to es- cape to the adjacent building along with his family members when the fire broke out, the police said. The police have re- covered 27 bodies and identified 14 of them as women and six as men so far, they said. A motivational pro- gramme underway on the second floor of the building when the fire broke out. A father-son duo from Australia were conducting the session, the police said. Lakra was on the run since the fire incident, the DCP said, adding that raids were con- ducted in Delhi and Haryana to nab him. According to the po- lice, the building be- longed to Lakra’s father, who died in 2015, leav- ing it to him. The CCTV camera and router manufactur- ing and assembling company, in whose of- fice the fire is suspected to have started, had been on the premises since 2017. Its owners have already been ar- rested. Manish Lakra had protection from BJP leaders, alleges AAP New Delhi (PTI): The AAP on Sunday held the BJP responsi- ble for the death of 27 people in Mundka fire incident, alleging that the “illegal industrial activities” were going on in the building as its owner Manish Lakra enjoyed protec- tion from the saffron party leaders. Lakra was arrested on Sunday in connec- tion with the massive fire, two days after the incident. Senior AAP leader Durgesh Pathak also showed some pictures in which Lakra was seen with some BJP leaders, including for- mer mayor of the NDMC. “Lakra is a BJP man. That’s why MCD gave him protection and illegal industrial activities continued in the building,” Pathak charged, adding “BJP and its leaders are re- sponsible for the death of 27peopleinthetrag- ic incident of fire in the building. The factory had caught fire on Saturday night. “The fire was caused due to the short circuit. Here, no casual- ties and reports of in- jury have been report- ed,” confirmed Station Officer of Delhi Fire Department. “We received a call at 9.10 PM on Saturday and we medium the call on the spot where 20 fire tenders were already working. We relieved them at 3 AM. This time, eight fire tenders were available here,” he added. According to Prakash, the fire was caused due to short cir- cuit and other potential causes of the fire are yet to be ascertained. Earlier in the day, the fire that was de- clared to fall under the “medium category” did not douse off com- pletely as the water could not reach “small pockets” of the factory and it caught the fire again. The officials had also reported that the prob- lems in the operation arose due to the small pockets and high depth of the building. Notably, 22 fire ten- ders rushed to the spot initially at night after the fire broke out. New Delhi (PTI): Delhi Congress leaders and workers staged a pro- test near the BJP head- quarters on the DDU Marg here on Sunday against “demolition” drives conducted by the saffron party-ruled mu- nicipal corporations in the city . Raising slogans against the BJP and the Narendra Modi govern- ment, the protesters marched towards the BJP headquarters and were stopped at barri- cades put up by police. “BJP-ruled munici- pal corporations in Del- hi are conducting these drives to demolish houses and shops of poor people, and Con- gress workers will keep protesting till it is stopped,” Parvez Alam, vice-chairman of com- munications of the Del- hi Congress, said. Former Congress MP Ramesh Kumar and for- mer councillor Anil Mit- tar, along with many otherpartyworkers,par- ticipated in the protest. The protesters al- leged that the munici- palities were targeting and demolishing hous- es and shops of the poor in the garb of anti-en- croachment drives. “The BJP-ruled MCDs are not removing encroachments but are demolishing houses and establishments of the poor. It is not right. Where were they when this so-called encroach- ment was being done? This harassment of the poor has to stop,” a pro- testor said. CNG price hiked by ` 2/kg in NCR New Delhi (ANI): The Indraprastha Gas Limited (IGL) has hiked the price of Compressed NaturalGas(CNG) by `2 per kg in Del- hi-NCR,witheffect from Sunday at 6 am. With the latest hike, CNG is now priced at `73.61 per kg in Delhi, `76.17 per kg in Noida, and `81.94 in Gurugram. Meanwhile, IGL has also increased gas prices in other parts of the coun- try. In Rewari, CNG is retailing at `84.07 per kg; `82.27 per kg in Karnal and Kaithal; `85.40 in Kanpur, Hamir- pur and Fatehpur and `83.88 in Ajmer, Pali and Rajsamand after the increase. Delhi govt gives nod for formation of dental surgeons’ cadre New Delhi (PTI): Delhi government has ap- proved the formation of a cadre of dental sur- geons through which doctors, who had been providing services in various hospitals in the city on a temporary ba- sis, will now be regular- ised, officials said. This cadre of dental surgeons is the first of its kind in the country, the health minister's office claimed in a statement. “In an extension of its efforts to strengthen the overall health infra- structure in Delhi, the Kejriwal Government has given approval for the formation of a cadre for the Dental Surgeon Service Rules,” it said. “With the introduc- tion of this cadre, the doctors who had been providing their servic- es in various hospitals in Delhi on a temporary basis will now be regu- larised. This will also facilitate the recruit- ment of new doctors regularly,” it added. Delhi Health Minis- ter Satyendar Jain said that the Kejriwal gov- ernment recently ap- proved the formation of a cadre for Dental Sur- geon Service Rules. Gurugram (PTI): Po- lice here booked a man for allegedly sexually harassing a 16-year-old girl and then posting her pictures on social media. According to po- lice, a Pataudi resident had alleged that their neighbour committed the crime. Following the com- plaint lodged by the girl’s mother, an FIR was registered under the POCSO Act. The accused is cur- rently absconding and police are conducting raids to nab him, police said. According to the complaint, Safikul pressed her daughter for marriage and often misbehaved with her. “Five days ago, when my daughter persistent- ly refused the accused, Safikul clicked her pic- tures and posted them on Facebook,” the com- plaint said. New Delhi (ANI): Del- hi Police arrested a lady named Swarnali Ghosh along with her boy- friend Mohanpal alias Shantun for the murder of her husband in southeast district of Delhi. New Delhi (PTI): The South Delhi Municipal Corporation (SDMC) has set up 125 libraries and 73 reading corners in its schools to incul- cate a habit of reading among students, the civic body said on Sun- day. The SDMC runs 539 primary schools under its jurisdiction. “The civic body has been establishing well- equipped libraries in- side the school premis- es. In collaboration with NGOs Angelica Foundation, Room to Read and Katha, the SDMC's education de- partment has set up well-equipped and reader-friendly librar- ies in as many as 125 schools,” it said in an official statement. SDMC Commission- er Gyanesh Bharti said setting up of “excel- lent” libraries will bring about a positive change in the lives of children by motivating them to read good and inspirational books. In these libraries, books are available for students of all ages studying in the SDMC schools, the commis- sioner said in the state- ment. The education de- partment of the SDMC has set up 56 libraries in schools in its central zone, 39 in schools in south zone and 30 in schools in the west zone. Efforts are being made to open similar libraries in Najafgarh zone schools as well, the statement said. In a recent order, Jus- tice Anuja Prabhudes- sai granted bail to the man, arrested last year following a police com- plaint filed by the 14-year-old boy’s father. As per the FIR, the boy’s father found some money missing from their cupboard. The boy told him that he had given the mon- ey to the accused per- son. The minor said he used to visit the ac- cused person’s shop at a suburb in Mumbai for recharging an on- line game, ‘Ola Party,’ which he used to play. One day, when he wenttogettherecharge, the accused kissed him on the lips and touched his private parts, the boy alleged. She was charged with culpable homicidenotamounting to murder. Police said that the culprit would be apprehended soon. The tragedy occurred on Friday at the mar- riage hall in Gummidi- poondi in Tiruvallur dis- trict when the lift in the three-storey building crashed killing the girl, Sheethal, who had reachedthehalltoattend a marriage function. Guwahati (Agencies): loods and landslides have killed three persons and affected more than 56,000 people across eight districts of Assam since May 14. Three others were reported missing. Flash floods and landslips damaged the hill railway section in Dima Hasao district at 26 locations, leaving more than 2,000 passengers stranded for more than 24 hours before some of them could be airlifted to safety. Officials of the Assam State Disaster Man- agement Authority (ASDMA) said three persons, including a woman, were killed in a landslide in Dima Hasao district on Saturday. Three others, including a child, have gone missing in the adjoining Cachar district after heavy rainfall and floods. The government also argued that the measure was meant to en- sure wheat availability in the domestic market where the cereal’s prices are facing an upsurge after Russia’s inva- sion of Ukraine which pro- duces 7 percent of the world’s wheat. The ban has not been taken well by G7 nations who have questioned the decision. Ger- many’s agriculture minister Cern said, “If everyone starts to impose export restrictions or to close markets, that would worsen the crisis.” A QUESTIONABLE MOVE ON WHEAT All of a sudden India decided to ban exports, adding to the global supply crisis. It is true that as indus- trial areas, education com- plexes, tourism destinations and production clusters, and agribusinesses value chains take root in the district, there would be many more power centres – but this also makes the task of managing dis- tricts more meaningful and interesting for the DM. What it also means is that the focus will shift from livelihoods for survival to skillsets for up- ward mobility. Internal mi- gration within the country has been going on for over a decade- but after Covid, dis- tricts have started tracking where the residents are – to ensure that they get their en- titlements – from a PDS card to health facilities. Do we view IT as a tool of empower- ment, or do we see it as cut- ting down our discretion? While acknowledg- ing that India is “espe- cially vulnerable” to the combination of food and crude oil in- flation unleashed by the Russia-Ukraine war, Goyal, also an em- inent economist, said rate hikes should be aligned with the eco- nomic recovery . Her comments come days after the MPC, the central bank’s rate-set- ting panel, surprised the markets with a 40 basis points hike in repo rate in an off-cycle policy meeting this month. It was also the first rate hike after Au- gust 2018, amid spiral- ling inflation. “RBI started rebal- ancing liquidity last year, while the US Fed- eral Reserve is yet to start contracting its balance sheet, with in- flation far in excess of its target,” she said. While noting that In- flation has just exceed- ed RBI’s tolerance band due to the pro- tracted Ukraine-Rus- sia war, Goyal said In- dian demand and wag- es are ‘soft’. “In the US, there was over-stimulus due to large government spending. Labour mar- kets are tight. The Fed may be behind the curve, the RBI is not. The Indian inflation trajectory differs from that of the US,” she stressed. Goyal was respond- ing to a question on why RBI did not raise interest rate much ear- lier despite rising infla- tion and whether the central bank will fall a little behind the curve compared to the US Fed in this regard. Earlier this month, the US Fed hiked the benchmark lending rate by 50 basis points. On the domestic front, retail inflation surged to an eight-year high of 7.79% in April this year and RBI is likely to further tight- en the monetary policy . Inflation galloped for the seventh straight monthinApril.RBIhas been mandated by the government to ensure that inflation remains at 4% with a margin of 2% on either side. According to Goyal, making sure the real interest rates do not deviate too far from equilibrium levels and avoiding undue volatil- ity in rates would help to maintain a balance between growth and inflation. She also pointed out that after the global fi- nancial crisis, real in- terest rates were high- ly negative creating overheating and in the 2010s they swung to large positive num- bers aggravating the slowdown. “The rate rise should be aligned to the recovery. In this way the growth sacri- fice required to moderate inflation under persistent sup- ply shocks can be min- imised,” she said. “It is never wise to overreact to a first- round shock, even if it follows a series of ear- lier shocks, especially when the country is in a shaky recovery from a pandemic,” she said, adding that long-term price pressures have materialised in India only after the Ukraine war started on Febru- ary 24. Noting that markets overreact to fears and had already priced in large rate hikes, Goyal said. New Delhi (PTI): E-commerce major Amazon India on Sunday said it has cumulatively created more than 11.6 lakh direct and indirect jobs, enabled nearly $5 billion in cumu- lative exports and digitised over 40 lakh MSMEs in the country till date. In January 2020, at the first edition of its annual event Amazon Smbhav, the company had pledged to digitise 1 crore MSMEs (Micro Small and Medium Enterprises), enable $10 billion in cumulative exports and create 20 lakh jobs in India by 2025. “Amazon India today shared updates on its key pledges for India and announced that it has cumulative- ly created more than 11.6 lakh direct and indirect jobs, enabled nearly $5 billion in cu- mulative exports and digitised over 40 lakh MSMEs in India till date,” the company said in a statement. Kolkata (PTI): In one of the largest expan- sions in the labour mar- ket since the beginning of the pandemic, 8.8 million people joined the country’s workforce in April, as per data pro- vided by the Centre for Monitoring Indian Economy (CMIE). However, the jobs that became available were inadequate com- pared to the demand, it said. India’s labour force increased by 8.8 million to 437.2 million in April, one of the largest monthly increases since the beginning of the pandemic, CMIE Managing Director and CEO Mahesh Vyas said. The country’s labour market was at 428.4 mil- lion in March, he added. In 2021-22, the aver- age monthly increase in the country’s labour force was 0.2 million, as per the data. The report said that an 8.8 million increase in labour force partici- pation was only possi- ble if some working-age people who were out of jobs joined the working population in April. This is because the working-age population cannot grow by more than two million per month and any rise be- yond that implies that those who were out of jobs returned to the workforce, the report said. It may be useful to note that the 8.8 million increase in April comes after a 12 million fall during the preceding three months, it said. The increase in em- ployment in April was in industry and in ser- vices. Industry added 5.5 million jobs and ser- vices added another 6.7 million jobs, as per the data. Within industry, 3 million jobs were gener- ated in manufacturing, while construction add- ed nearly 4 million op- portunities. Employ- ment in the agricultur- al sector fell by 5.2 mil- lion,CMIEdatashowed. Besides these, investors are worried about growth expectations while inflation remains elevated globally. Hence, we believe FPIs flows are likely to re- main volatile in the near-term,” Shrikant Chouhan, Head - Equity Research (Retail), Ko- tak Securities, said. FPIs remained net sellers for seven months to April 2022, withdrawing a massive net amount of over `1.65 lakh crore from equities. Going ahead, FPIs selling will con- tinue in the coming weeks as heat waves in the market and outside will make investors sweat a bit more, Vijay Singhania of TradeSmart, said, add- ing that the selling has resulted in FPI’s stake in Indian companies falling to 19.5%. FPIs pull out ` 25,200 cr from equity market Kolkata (PTI): Steel sector players are fac- ing some heat owing to high input commodity prices as finished steel products have begun to decline since April after the Russia-Ukraine war broke out. Prices in the long products segment have declined on an average of 10-15% to Rs 57,000 per tonne in Kolkata market from a high of Rs 65,000 a tonne. Coal which is a key raw ma- terial for the secondary steel producers has turned out to be the ma- jor pain point, officials said. Steel prices from leading players were higher at Rs 75,000- 76,000 per tonne at its peak. “Steel products, be it construction like TMT bars and structurals have come down be- tween 10 and 15% due to sluggish demand and are expected to ease a little more before it set- tles. While our costs have soared,” Steel Roll- ing Mills Association chairmanVivekAdukia said. “Our costs have in- creased by 50% despite a compromise on qual- ity of inputs, secondary steel producers using DRI require high quali- ty thermal coal to make sponge iron. Maruti lines up `5,000 crore capex for fiscal New Delhi (PTI): The government would soon finalise the restructur- ing of Banks Board Bureau (BBB) as its extended two-year term con- cluded last month. The extended term for the BBB, the headhunter for top manage- ment of state-run banks and finan- cial institutions, ended on April 10. The Appointments Committee of the Cabinet would take a call on the restructuring of BBB soon. BBB since April 2018, has been headed by former Secretary in the Department of Personnel and Training B P Sharma. Govt to approve recast of BBB New Delhi (PTI): IT services company HCL Tech plans to double its headcount in nearshore locations over the next 3-5 years, CEO C Vijayakumar said. HCL Tech employs about 10,000 people in all its nearshore locations, globally. “We expect that number to double over the next 3-5 years,” Vijayakumar said. The company oper- ates from 20 nearshore locations including Mexico, Toronto, Van- couver, Costa Rica and Romania. HCL Tech’s top honcho said the company will continue to expand in these locations. New Delhi (PTI): Realty firm Godrej Properties Ltd has added seven housing projects since April 2021, for future development with sales potential of over `9,500 crore and aims to expand its portfolio in a big way this fiscal. The Union Ministry of Environment, Forest and Climate Change has recently sought propos- als for two places - Sa- hibganj and Rajmahal - for the eco-tourism pro- ject from the state gov- ernment, Sahibganj di- visional forest officer (DFO) Manish Tiwary told PTI. The state forest de- partment has submitted its proposal to the Cen- tre last month, he said. “As per the Centre’s demand, we identified two sites at Singhidalan in Rajmahal and Ojha- toli in Sahibganj for the project. The distance between the two sites is around 40 km. We sub- mitted our plan by the end of April. Now, we are waiting for its ap- proval,” Tiwary, who played a key role in drafting the proposal, told PTI. The presence of dolphin and econom- ic and tourism possibili- ties were considered while selecting the sites, the official said. “The proposed sites will help better monitor- ing and patrolling of the species and will boost local employment through tourism,” he said. YOUR DAY Horoscope by Saurabbh Sachdeva here are four ti- ger reserves in Rajasthan such as Ranthambore Tiger Reserve, Sariska Wildlife Sanctuary, Mu- kandra Hills Tiger Re- serve and Ramgarh Vishdhari Wildlife Sanctuary . The State of Rajasthan will get its fifth tiger reserve in the form of Kumbhalgarh. The reserve will be ex- panded roughly in four districts of Rajasthan namely Udaipur, Pali, Sirohi and Rajsamand. The confidential re- port has been sent to the environment min- istry. According to the report, the reserve will be formed in a 2,053 sq km area. In early 2022, a Na- tional Tiger Conserva- tion Authority (NTCA) report ruled out the possibility of declaring Rajasthan's Kumbhal- garh wildlife sanctuar- ies as a tiger reserve because of some vital reasons. Firstly, a deci- sion has been formed to relieve congestion of the Ranthambore Tiger Reserve. It is pertinent to mention that Ranth- ambore had 79 tigers in July 2021 when the state forest department con- ducted the last estima- tion. Secondly, Kumb- halgarh had tigers ex- istence till the 1970s and hence, the land- scaping of Kumbhal- garh is appropriate for tigers here. After conducting a survey of the area, a four-member commit- tee has also given its nod to making Kumb- halgarh a tiger reserve. Vinod Kumar Rai, Dep- uty Conservator of For- est, Wildlife Rajsamand in an interview with me stated that the state gov- ernment of Rajasthan with the forest depart- ment are working to fill up the prerequisites like the number of prey base, staff and wildlife vehicles, etc mentioned by the NTCA for devel- oping the area as a Ti- ger Reserve. Once these criteria will be followed completely the team of NTCA will again review after three years in 2024 and then the decision would be taken to de- clare the Kumbhalgarh as the fifth tiger reserve of Rajasthan or not. The tiger reserve will be formed in two phas- es. The width of the Kumbhalgarh Sanctu- ary is narrow i.e. around 9 to 10 km. Hence, it is planned that more land would be ac- quired to broaden or for the expansion of that area. During the first phase of the project 1150 sq km of land fall- ing under the revenue department of Udaipur, Pali, Sirohi and Rajsa- mand districts will be transferred to wildlife. From four districts 526 sq km of forest area will be transferred to the wildlife. Similarly, 624 sq km of revenue wasteland will also be transferred and devel- oped as the buffer zone of the Kumbhalgarh reserve. In the second phase of the project, as per the planning of the state government of Rajasthan by NTCA ti- ger reintroduction plan will be generated in the year 2024-25. After that, the tigers will be relo- cated and released into the reserve. Initially, at least one pair will be released. And the en- tire budget will be giv- en by the central gov- ernment. Thewildlifeof Kumb- halgarh includes the Indian wolf, Indian leopard, sloth bear, striped hyena, Golden jackal, jungle cat, samb- har, nilgai, chausingha (the four-horned ante- lope), chinkara and In- dian hare. The leopard is the apex predator in the sanctuary and therefore, Kumbhal- garh is more appropri- ate for leopards. Ac- cording to a wildlife census, between 300 to 400 leopards are found in and around the Kumbhalgarh and in the entire Rajsamand district. For this project as an apt move to devel- op the area as a tiger reserve, three villages have to be relocated and at large 18 villages will be shifted. In the pe- riphery, there is a total of 20 small villages and a plan to relocate these villages needs to be formed. According to Vinod Kumar Rai, “The decision of relocating these villages have been taken as 10 villag- es among these total number of 18 are already forest villages. Three other villages willingly want to relo- cate and need compen- sation.” He further stated that planning to develop around four to five thousand hectares of grassland should be de- veloped. Also, a pre- base survey will be con- ducted by the team of the Wildlife Institute of India to know the actu- al number of prey here for tigers. It is also rec- ommended that through big enclosures, breeding centres will be designed for cheetals, chinkaras, nilgai and sambhars so that later these animals will be released into the forest. In February 2022 around 25 Chinkara, Nilgai and Sambhar were being raised from Jalore into a soft enclo- sure with the intent to release their offspring in the Kumbhalgarh wildlife sanctuary . The members of the NTCA and MP Diya Kumari criticized the state government for dragging its feet to de- clare the sanctuary as a tiger reserve. GV Red- dy, who retired as the Chief Wildlife Warden of Rajasthan about a year ago, said that this region is known for the striped hyena and the wolf, which too are en- dangered instead of more tiger sanctuaries, what the state needs are sanctuaries that ca- ter to the less well- known species that face threats from ram- pant stone mining and alterations in their habitats.
