Ahmedabad: The Guja-
rat government has told
the Supreme Court that
it had so far sanctioned
the compensation of
Rs50,000 each to 68,370
claimsfiledbythekinof
patients who died due to
COVID-19 in the state.
This information
about processing such
claims was given in the
affidavitfiledbythestate
government in the apex
court on January 14, an
official said on Tuesday
.
According to the
state health depart-
ment, the death toll due
to COVID-19 in Gujarat
stood at 10,164 as of
Monday (January 17).
The state govern-
ment had already clari-
fied the discrepancy in
the COVID-19 death
toll, saying the number
of fatalities went up af-
ter the apex court
amended the definition
of deaths due to COV-
ID-19 last year.
The Gujarat govern-
ment has prepared a
compliance report dat-
ed January 16, 2022, on
the pleas (of various
states) being heard by
the Supreme Court on
the payment of the ex-
gratia assistance to
family members of
COVID-19 victims.

Mumbai: In a setback to Anil Deshmukh, a special
PMLA court on Tuesday rejected the former Maha-
rashtra Home Minister’s plea to be granted default
bail in connection with a money laundering case
registered against him by the Enforcement Direc-
torate (ED). Deshmukh has argued in his plea that
though the agency had filed a charge-sheet against
him, the court had not taken cognisance of it, and,
therefore, he should be granted default bail.

ministry has written to
the states and union ter-
ritories highlighting
there has been a decline
in Covid-19 testing. It
has reminded the states

isolation and care.
The letter to the
states by Centre said:

and crucial component
of the framework. How-
ever, it is seen from the
data available on the
ICMR portal that test-
ing has declined in

The Centre on Tuesday released fresh clinical guide-
lines for COVID-19 treatment advising doctors to avoid
prescribing steroids. Citing the possible increase in
risks of secondary infections such as the black fungus,
the Health Ministry urged doctors to limit the use of
steroids in the early stages of clinical treatment. The
latest guidelines for the management also recommend
testing for tuberculosis and other conditions if the
cough persists for more than two to three weeks.

supply of an additional
1 million-acre feet of
Narmada water to the
borderdistrictof Kutch.
A total of four links
with pipelines of a total
of 337.98km length have
been planned, keeping
in view the present op-
eration of the Kutch
branch canal-- which is
a part of the Narmada
main canal, the Chief
Minister’s Office (CMO)
said in a release.
“Chief Minister Bhu-
pendra Patel has sanc-
tioned projects worth Rs
4,369 crore for phase-I
works for the use of addi-
tional one million acre-
feetof Narmadawaterfor
the border district of
Kutchinthestate,”itsaid.
The river water will
be diverted to 38 small
and medium irrigation
schemes through a pro-
posed337.98-kmpipeline
to irrigate around 2.81
lakh acres of land, cov-
ering 77 villages in six
talukas of the Kutch dis-
trict, as per the release.
About 77 villages in
the six talukas, namely,
Mundra, Anjar, Mand-
vi, Rapar, Bhuj and Na-
khatrana will get irri-
gation facilities due to
this work. About
2,81,000 acres of land
can be irrigated with
this Narmada water.

government.

joined proceedings
on the Gujarat High
Court’s instruction,
when division bench
comprising CJ Ku-
mar and Justice
Ashutosh Shastri
told the chief secre-
tary that court orders
pertaining to con-
tempt of court peti-
tions were not being
abided or followed.
They directed him
to convene a meeting
of alldepartmentalof-
ficers facing court
contempt charges.
“The chief secretary
shouldworkoutshort,
immediate and/or
long-term plans so
that the court can
clear pending cases,”
stated the bench.
CS Kumar then as-
sured the court that
he will call a meeting
and chart out plans to
assist the court to
clear pending cases
soon. The court sug-
gested that he engage
theaidof government
pleaders for the same.
The court was
hearing a petition
filed by around 400
employees of grant-
in-aid schools who
had secured a court
order in 2019 for the
benefit of a higher
pay scale. The court
had then directed the
government to grant
the petitioners a
higher pay scale with
interest. As the state
had not complied
with its order, it had
scheduled a hearing.

months, after a re-
view meeting headed
by Commissioner
Banchhanidhi Pani
on Tuesday
.
The draft budget
for 2020-21 had set
aside Rs1,979 crore
for capital projects
which have not been
fully used yet, offi-
cials said, adding
that no new work will
be undertaken until
older projects are
completed.
Meanwhile, the
SMC has also decided
to provide a filled
sample alongside all
online forms, to make
it easier for city resi-
dents to access civic
services.
Surat Mayor He-
mali Boghawala said,
“We have made ar-
rangements to fill up
102 different types of
online forms,” add-
ing, “The corpora-
tion has been work-
ing hard from the
beginning to move
towards e-govern-
ance and make ser-
vices paperless. Peo-
ple were getting com-
plaints that there
were some difficul-
ties in the process of
filling up the online
form. With this in
mind, from Wednes-
daywehavelaunched
this special add-on.
From now on, the
corporation will
place a second filled
form next to each on-
line form so that no
one will have any dif-
ficulty in filling up
online forms. They
will be able to apply
easily and will get all
the documents—in-
cluding birth and
death certificates
and marriage certifi-
cates—easily
.”

ly elected president of
Gujarat Youth Congress
Vishwanathsinh Vaghe-
la is all set to hit the
ground running for the
upcoming state assem-
bly election this month
with a team of nearly 8
lakh workers. Vaghela,
who has been associat-
ed with the Congress
party since 2004, told
media persons that he
wanted to be active in
politics for social justice
and to make a tangible
difference in the society
.
For the Youth Con-
gress presidency, he un-
derwent an election
‘test’ which included a
membership drive. “I
have received 1.49 lakh
votes and more than
8.70 lakh votes were
taken into considera-
tion for the entire pro-
cess, some of which
were not even counted.
The members who vot-
ed were dedicated Con-
gress workers. The vot-
ing system did not con-
sist of merely casting a
vote; each supporter
had to post a video giv-
ing many details,” in-
formed Vaghela.
Elaborating on the
voting, the new presi-
dent said, “Votes were
across Gujarat were
castbycommittedwork-
ers. And, in 10 days’
time, the youth will be-
gin campaigning for the
upcoming election.”
After my appoint-

take a week or 10 days to

the Pandit Deendayal
Energy University
(PDEU), Congress
Chief Spokesperson
Manish Doshi on Tues-
day said that the univer-
sity submitted forged
data to national as well
as regional ranking in-
stitutions. He claimed
that false submissions
were made to National
Institute Ranking
Framework (NIRF), All
India Council for Tech-
nical Education (AI-
CTE), National Bureau
of Accreditation, Guja-
rat State Institutional
Ranking Framework,
among others.
According to Doshi,
over 100 administrative
staffers were named as-
sistant professors in the
files. Fear looms over
faculties and staff for
possible disciplinary
action by the NIRF and
other institutions
against PDEU. It could
also impact their ad-
missions next year as
PDEU depends on stu-
dents’ tuition fees.
“To earn ranking
points, PDEU showed
higher research funds
by including funds of
GERMI, which is an au-
tonomous research
trust. They similarly
showed several internal
research projects as ex-
ternal and sponsored
research projects to in-
crease funding. PDEU
also claimed that they
invented a ventilator
during the COVID-19
pandemic. But the same
ventilator is being sold
by a Chennai-based
company called Hild De-
fense and Aerospace Pvt
Ltd/Eagle Pvt Ltd on
Indiamart.com for Rs5.5
lakh. The brochure says
‘technically evaluated
by PDEU,” he said.
Questioning the in-
stitution’s actions,
Doshi asked, “How can
the PDEU validate a
medical device when it
does not have the exper-
tise in life sciences? It is
a clear case of misuse
of the PDEU’s name for
financial gains.”

for personal reasons and

I am leaving the party due
to my limitations. I do not
wish to get involved in
politics right now and am
adamant about my deci-

Gandhinagar: Guja-
rat on Tuesday re-
corded 17,119 new
coronavirus infec-
tions, its highest sin-
gle-day tally so far,
which took the case-
load to 9,56,112, while
10 patients suc-
cumbed to the infec-
tion, the health de-
partment said.
The state’s previous
one-day high was 14,605
cases, recorded on April
30 last year, before drop-
ping to a single-digit
(eight) on September 19.
The number of COV-
ID-19 cases surged to
17,119 from 12,753 on
Monday, a rise of 4,366.
Also, 7,883 patients
were discharged during
the day, which pushed
the number of recov-
ered cases to 8,66,338,
according to a health
department release.
With this, the state’s
tally of active cases
rose sharply to 79,600
with the condition of

the body of the fisher-
man, said Fisheries Of-

“The mortal remains

Sutrapada,” said Gohel.
After learning about
Solanki's death from
the Indian Embassy in
Pakistan, the Central
government asked the
Gujarat Fisheries De-
partment to carry out
the further procedure,
he said.
“Although Solanki
was a native of Vanak-
bara (in the Union Ter-
ritory of Diu and Da-
man and Dadra and Na-
gar Haveli), he was liv-
ing with his family and
in-laws at Sutrapada for
the last many years. He
was languishing in a Pa-
kistani jail for the last
one year following his
apprehension. While he
died a few weeks back,
we received the infor-
mation only on Sunday

Gavit and her sister
Renuka Shinde were
accused of killing 43 children be-
tween 1990 and 1996. After kid-
napping, they forced them into
beggary and later killed them.
The police was able to prove the
murder of 13 children. The Kol-
hapur court sentenced them to
be hanged till death in 2001. After
the Supreme Court upheld the
death sentence in 2006 their exe-
cution was almost certain. On
Tuesday
, the Bombay High Court
commuted their death sentence
into life imprisonment. The re-
prieve was not because the court
found loopholes in the prosecu-
tion case but because of the
state’s“casualapproach,amercy
petitionwasnotdecidedfornear-
ly seven months and 10 months”.
It is a sad commentary on the
country’scriminaljusticesystem
as the “unexplained” delay failed
“theinnocentvictims”of thehei-
nous crimes. Having “spent” 25
years in jail, the “menace to soci-
ety”,astheSupremeCourtcalled
them, may now walk free.

here’s a row be-
tween the Centre
and three opposi-
tion-ruled states--
-WB, TN and Ker-
ala---over the exclusion of
their tableaux from the Re-
public Day parade. This is
the second time after 2020
that Kerala and Bengal’s tab-
leaux are not a part of the
parade. CM Mamata Baner-
jee is miffed over the exclu-
sion. In a letter to PM Naren-
dra Modi she said, “I am pro-
foundly shocked and hurt by
the decision of the Govern-
ment of India to abruptly
exclude the proposed tableau
of the Government of Ben-
gal from the ensuing Repub-
lic Day Parade. It is even
more baffling for us that the
tableau was rejected without
assigning any reasons or jus-
tification.” The tableau was
designed to commemorate
Netaji Subhas Chandra
Bose’s 125th birth anniv.
Replying to Mamata, De-
fence Minister Rajnath Sin-
gh said that the rejection of
Bengal’s tableau had noth-
ing to do with politics and
that “PM Modi-led govern-
ment respects” Netaji “in
high regard”.
Kerala’s tableau carried
figure of “anti-caste crusad-
er Narayan Guru” instead of
Adi Shankara’s as wanted by
Centre. TN CM MK Stalin
also questioned exclusion of
his state’s tableau.
Even if CMs of 3 states are
peeved at their tableaux be-
ing sidelined, Centre has its
reasons for dropping them.
First, the selection is made
by an expert committee. And
two, as FM Nirmala Sithara-
man said, GoI and received 56
proposals from states, minis-
tries and PSUs out of which
only 21 were selected. Ra-
jnath Singh explained that
out of 29 design proposals
only 12 were approved. Heart-
burn is unavoidable.

ously sparked controversy

And quick to take the
“mass” media route, which is
today in the form of Twitter,
FB, Instagram, Youtube…
people, netas (obviously a
juicy fodder for them), and
civil society commentators
have come out against this
rejection vehemently and
notwithstanding the fact,
everyone has a theory
.
The tableaux of the state,
in general, is supposed to be
a visual representation of
personalities, people, events,
culture, etc. deeply rooted
and associated with the
state(s) concerned.
And in an obvious move…
the Chief Ministers of Kera-
la, West Bengal, and Tamil
Nadu have written to the
Centre against the rejection
of their state’s tableaux.
And this became a news
peg for channels and the me-
dia for some time.
The Centre, meanwhile,
has criticized the states’ reac-
tion over the rejection and in
its defense said the decisions
were taken after “thorough
deliberation” by an expert
committee. It also accused
the chief ministers of Kera-
la, Tamil Nadu, and West
Bengal of “spreading misin-
formation” about Republic
Day tableaux.
Having said that… let’s see
how the tableaux are ordered
and what is the process of
selection and rejection.
UNDERSTANDING THE
SELECTION PROCESS…
The tableaux aren’t decid-
ed by the Centre. The Defence
Ministry appoints an expert
committee comprising emi-
nent personalities from vari-
ous fields like culture, art,
painting, music, sculpture,
dance, architecture, etc. to
study these artworks and
take a call.
Before drawing up a final
list… the committee vigor-
ously discusses the idea, con-
cept, topic, design, and visual
impact of these. It must be
remembered that only a few
suggestions can be cleared
due to the restriction of the
time factor. Out of the 56 pro-
posals received from states
andcentralministriesin2022,
twenty-one were selected.
It is not correct to say that
West Bengal, Kerala, and Ta-
mil Nadu are being rudely
treated or rather unfairly as
the same Central govern-
ment led by Narendra Modi
had approved Kerala’s tab-
leau proposals in 2018 and
2021. Similarly, Tamil Nadu’s
tableaux were approved in
2016, 2017, 2019, 2020, and 2021
and West Bengal’s were given
the green signal in 2016, 2017,
2019, and 2021.
We need to know the fact
correctly and study the issue
closely. Even as Mamata Ba-
nerjee accused the Centre of
disrespecting Netaji Subhas
Chandra Bose by rejecting
West Bengal’s tableau, it
must be noted that this year’s
tableau of the Central Public
Works Department, which
falls within the ambit of the
Centre, actually incorporates
Netaji as a topic. As a result,
accusing the Centre of disre-
specting the great freedom
fighter by West Bengal does
not hold water.
Also, it was reported in a
section of the media that this
year’s Republic Day festivi-
ties will be initiated from
January 23… the birth anni-
versary of Netaji Subhas
Chandra Bose.
In the first phase of selec-
tion, the sketch and design of
the proposals are closely ex-
amined and suggestions for
changes, if required, are in-
formed to the concerned
states. Once okayed by the
expert panel, the participat-
ing states are required to pre-
sent a three-dimensional
model of their proposal once
again to the committee. The
experts again examine the
same and look at the changes
asked for to take a final call.
The final selection of a tab-
leau is based on a combina-
tion of issues or rather fac-
tors like the visual appeal,
impact it will have on people
especially of the state and on
the wide spectrum of people
witnessing the same virtual-
ly, concept, the minute detail-
ing that has gone into the
making of the artwork and
also the music composed to
accompany the same.
The Subject Expert Com-
mittee which rejected the
proposals of Kerala, West
Bengal, and Tamil Nadu did
so after marathon delibera-
tions and a due process that
is followed every year.
They also said it is quite
natural for more proposals to
be rejected than those ap-
proved given the time con-
straints.
According to the experts’
panel, the outcry by states

Delhi, for the first time in the country, a drone show consisting of 1,000 drones

year, said an official from the Ministry of Defence on Tuesday. After China, Russia
and UK, India will be the fourth country to perform drone show. The official also

were not vaccinated. In

on December 24, Delhi
CM Arvind Kejriwal an-
nounced that 100% of
the adult population of
Delhi has received the
first dose of the vac-
cine. He informed that
148.33 crore people have
got the first dose for
which, he saluted the
doctors, ANMs, ASHA
workers and frontline
workers.
A day later, PM Modi
announced that adoles-
cents in the age group
of 15 to 18 years would
also be vaccinated from
January 3. Adolescents
in this age group are
not yet 100% vaccinat-
ed. If all the people
above 18 years of age
have been vaccinated,
then how are unvacci-
nated adults being
found, who are getting
infected by corona re-
sulting in their deaths?
Are these people from
other cities of NCR or
other states instead of
Delhi? If it is not so,
then there is something
wrong with either of
the two figures of 100%
immunized or 75% un-
vaccinated deaths.

Patna: Facing criticism over poor implementation of
the liquor ban, the Nitish Kumar govt in Bihar is likely
to give some relaxation to the violators. According to a
top official of the JDU, the state government is ready to
review this issue and a proposal is likely to be put on ta-
ble in the upcoming budget session of the Bihar Vidhan
Sabha. As per the proposal, the violators who are caught
in drunken state can be let off after paying penalty on
the spot. Though, it is not applicable on repeat offend-
ers. A person repeatedly violating the norms of liquor
prohibition law would be liable to face jail term. Such a
relaxation would allow liquor consumption at home and
would also promote the home delivery concept, which is
already popular among habitual drinkers in Bihar.

Mumbai: Three naval personnel died of injuries
caused by an explosion on board Indian Navy’s
destroyer ship INS Ranvir. “In an unfortunate
incident today at Naval Dockyard Mumbai, three
naval personnel succumbed to injuries caused by
an explosion in an internal compartment onboard
INS Ranvir,” a Defence Ministry release said.
No major material damage has been reported,
it added.Sources say the explosion had nothing
to do with weapons or ammunition explosion. A
board of inquiry has been ordered to investigate
the cause. “The ship’s crew responded immediately
and quickly brought the situation under control,”
the release said. INS Ranvir was on cross-coast
operational deployment from the Eastern Naval
Command since November 2021 and was due to
return to base port shortly.

Patna, the capital of Bihar, are to be
believed, then the month of March
is going to be very important for
the politics of Bihar. The results of
the assembly elections in UP will be out
on March 10. If SP wins the election and
Akhilesh Yadav becomes the CM, then
the equation of power in Bihar will also
change. One-line rhetoric is going on right
now in Bihar that if Akhilesh becomes the
CM, Tejashwi will also reach that echelon
and this will happen based on two NDA
allies. NDA’s two constituents - Jitan Ram
Manjhi’s HUM and Mukesh Sahni’s VIP -
have seven MLAs. A seat is vacant
due to the death of an MLA from
Sahni’s party. Both these parties
have been keeping distance
from both BJP and JDU for
some time now and Sahni is
especially angry because of not
getting a place in UP.
On the other hand, RJD is the
single largest party in
Bihar with 75 MLAs.
Left Front has 16
MLAs with it. Thus
its alliance is of
91 members. At
the time of the by-elections for two seats,
although there was disharmony from the
Congress, 19 Congress MLAs will remain
with the alliance and five MLAs of Asadud-
din Owaisi will also support it. So, the
alliance’s strength would be 115 members.
On the other hand, BJP has 74 MLAs
and JD(U) 45. That is, their number
becomes 119. If MLAs of HUM and VIP
switch sides, then the number of RJD
alliances will increase to 122, which means
the alliance will reach the majority figure.
If this equation is made, then independent
MLA Sumit Singh, who is supporting the
government, can also change his side. If
these cards are played right then BJP will
not interfere in it as it will serve its
purpose of destroying JDU by weak-
ening it. Nitish Kumar understands
this, so he is also keeping an eye on
the election results. It is generally
believed that if he had taken the
initiative in the current clime, then
perhaps the RJD would have con-
sidered him as a leader, but if
he takes the initiative after
the elections, then the
chances of him be-
coming a ‘leader’
are negligible.

New Delhi: Honda Motorcycle and Scooter India
(HMSI) on Tuesday said its 125cc bike Shine has
touched the cumulative sales milestone of one
crore units. Launched in India in 2006, the model
crossed 10 lakh cumulative sales in 2010, 30 lakh
in 2014. In 2017, it reached the 50 lakh unit sales
milestone and the following year, it touched the
70 lakh unit sales mark. In 2020, the Shine range
touched cumulative sales of 90 lakh units, it add-
ed. HMSI Director Yadvinder Singh Guleria said,

New Delhi: Notwith-
standing the pandemic,
India’s workforce is op-
timistic about the fu-
ture of work, and a sig-
nificant percentage of
professionals are con-
sidering changing their
jobs this year, accord-
ing to a report.
LinkedIn on Tuesday
launched new job-seek-
er research, which re-
vealed that 82% of pro-
fessionals in India are
considering a job
change in 2022.
Based on the respons-
es of 1,111 professionals
in India, the survey
showed that profession-
als are leaving their
current jobs due to poor
work-life balance, not
enough money
, or great-
er career ambitions.
When looking for
new roles in the new
year, professionals in
India said flexible work-
ing arrangements will
be the top priority
.
The professionals in
India are confident
about their job roles, ca-
reers, and overall job
availability getting bet-
ter in 2022.

New Delhi: Gems and
Jewellery Export Promo-
tion Council (GJEPC) has
urged the government to
reduce import duty on gold
to 4% from 7.5% and a special
package for the sector in the forthcoming Budget
to boost shipments. The council has also sug-

polished diamonds; cut and polished precious
and semi-precious gemstones from 7.5% to

tinguisher refilling
workshop in Rajkot,
killing one employee
and injuring another
on Tuesday, officials
said.
While the cause for
the blast is still not
known for sure, a
working theory is that
the container being
filled was over-pres-
surized.
The Rajkot Fire De-
partment has launched
an investigation, even
as the Gandhigram po-
lice also registered a

(FIR).
Piyush Mirani, the
owner of Shiv Fire En-
gineers where the inci-
dent occurred, said
that he has been in the
business of refilling
fire extinguishers for
more than two dec-
ades. “We were doing
routine refilling when,
around 12.30 pm, a cyl-
inder exploded, and a
piece of it hit employ-

on the head, fracturing
his skull and killing
him on the spot,” he
said, adding that an-
other worker was in-
jured.
This shop is collec-

we tend to get so caught up
in wanting to make our
point supreme, that we im-
mediately become off-put-
ting to the person we are
communicating with. Be-
ing persuasive therefore
requires a person to be po-
lite, civil and democratic
in one’s approach to any
conversation or debate.
One must listen, only then
will one be able to re-
act specifically to
what is being
stated or con-
tended.
EMPATHY AND
PERSONALIZATION
As a natural corollary to
the ‘listening’ point, one
must also come across as
someonewhounderstands
(even if one disagrees) the
other person’s point of
view. The humility to ac-
cept multiple standpoints
on issues in itself renders
the person likability
. We
must at least show that we
appreciate the other per-
son’s viewpoint in a de-
bate. Second, when we re-
tort, we must try our best
to make our examples, our
proof, our substantiation,
personal, by using inci-
dents from our own lives
so that we humanize our
argument and make it
more palatable and believ-
able to our listeners.
KNOW YOUR ADVERSARY
The final tip for being per-
suasive that I’d like to
share is to try and have an
insightintothepersonone
istalkingto.Why?Because
that will help you fashion
yourlanguage,tone,exam-
ples, in a manner that is
best suited, and most read-
ily understood and accept-
ed by the listener. For in-
stance, if one is trying to
solicit permission for a
field trip from the school’s
principal,thinkfromtheir
pointof view,andstresson
points that will find favour
with that person – such as
safety precautions, link
with academics and so on.
By knowing that person,
we automatically make
our content more relevant
and give ourselves a much
better chance of being per-
suasive.
Of course, these five
points need to be bol-
stered with more widely
known aspects of persua-
sive talking such as slow
yet clear delivery
, positive
body language and so on.
But above and beyond all
that, and from a strategic
point of view, students
will give themselves the
best foundation for being
persuasive if they follow
my aforementioned tips.

Chief Secretary Pankaj Kumar had joined proceedings on the Gujarat High Court’s instruction, when division bench comprising CJ Ku- mar and Justice Ashutosh Shastri told the chief secre- tary that court orders pertaining to con- tempt of court peti- tions were not being abided or followed. They directed him to convene a meeting of alldepartmentalof- ficers facing court contempt charges. “The chief secretary shouldworkoutshort, immediate and/or long-term plans so that the court can clear pending cases,” stated the bench. CS Kumar then as- sured the court that he will call a meeting and chart out plans to assist the court to clear pending cases soon. The court sug- gested that he engage theaidof government pleaders for the same. The court was hearing a petition filed by around 400 employees of grant- in-aid schools who had secured a court order in 2019 for the benefit of a higher pay scale. He claimed that false submissions were made to National Institute Ranking Framework (NIRF), All India Council for Tech- nical Education (AI- CTE), National Bureau of Accreditation, Guja- rat State Institutional Ranking Framework, among others. According to Doshi, over 100 administrative staffers were named as- sistant professors in the files. Fear looms over faculties and staff for possible disciplinary action by the NIRF and other institutions against PDEU. It could also impact their ad- missions next year as PDEU depends on stu- dents’ tuition fees. “To earn ranking points, PDEU showed higher research funds by including funds of GERMI, which is an au- tonomous research trust. They similarly showed several internal research projects as ex- ternal and sponsored research projects to in- crease funding. The state’s previous one-day high was 14,605 cases, recorded on April 30 last year, before drop- ping to a single-digit (eight) on September 19. The number of COV- ID-19 cases surged to 17,119 from 12,753 on Monday, a rise of 4,366. Also, 7,883 patients were discharged during the day, which pushed the number of recov- ered cases to 8,66,338, according to a health department release. With this, the state’s tally of active cases rose sharply to 79,600 with the condition of 113 patients being criti- cal, it said. Gujarat also reported a sharp rise in deaths with 10 patients suc- cumbing in the last 24 hours, raising the total fatalities to 10,174, the release said. On Monday, the state had reported five deaths linked to the infection. Surat district report- ed five new fatalities, followed by Ahmedabad three, Bhavnagar and Valsad one each. Four districts— Ahmedabad, Surat, Va- dodara and Rajkot— alone contributed 77% of the total new cases. In a letter to PM Naren- dra Modi she said, “I am pro- foundly shocked and hurt by the decision of the Govern- ment of India to abruptly exclude the proposed tableau of the Government of Ben- gal from the ensuing Repub- lic Day Parade. It is even more baffling for us that the tableau was rejected without assigning any reasons or jus- tification.” The tableau was designed to commemorate Netaji Subhas Chandra Bose’s 125th birth anniv. Replying to Mamata, De- fence Minister Rajnath Sin- gh said that the rejection of Bengal’s tableau had noth- ing to do with politics and that “PM Modi-led govern- ment respects” Netaji “in high regard”. The tableaux of the state, in general, is supposed to be a visual representation of personalities, people, events, culture, etc. deeply rooted and associated with the state(s) concerned. And in an obvious move… the Chief Ministers of Kera- la, West Bengal, and Tamil Nadu have written to the Centre against the rejection of their state’s tableaux. And this became a news peg for channels and the me- dia for some time. The Centre, meanwhile, has criticized the states’ reac- tion over the rejection and in its defense said the decisions were taken after “thorough deliberation” by an expert committee. It also accused the chief ministers of Kera- la, Tamil Nadu, and West Bengal of “spreading misin- formation” about Republic Day tableaux. Having said that… let’s see how the tableaux are ordered and what is the process of selection and rejection. UNDERSTANDING THE SELECTION PROCESS… The tableaux aren’t decid- ed by the Centre. The Defence Ministry appoints an expert committee comprising emi- nent personalities from vari- ous fields like culture, art, painting, music, sculpture, dance, architecture, etc. to study these artworks and take a call. Before drawing up a final list… the committee vigor- ously discusses the idea, con- cept, topic, design, and visual impact of these. It must be remembered that only a few suggestions can be cleared due to the restriction of the time factor. Out of the 56 pro- posals received from states andcentralministriesin2022, twenty-one were selected. It is not correct to say that West Bengal, Kerala, and Ta- mil Nadu are being rudely treated or rather unfairly as the same Central govern- ment led by Narendra Modi had approved Kerala’s tab- leau proposals in 2018 and 2021. Similarly, Tamil Nadu’s tableaux were approved in 2016, 2017, 2019, 2020, and 2021 and West Bengal’s were given the green signal in 2016, 2017, 2019, and 2021. We need to know the fact correctly and study the issue closely. Even as Mamata Ba- nerjee accused the Centre of disrespecting Netaji Subhas Chandra Bose by rejecting West Bengal’s tableau, it must be noted that this year’s tableau of the Central Public Works Department, which falls within the ambit of the Centre, actually incorporates Netaji as a topic. As a result, accusing the Centre of disre- specting the great freedom fighter by West Bengal does not hold water. Also, it was reported in a section of the media that this year’s Republic Day festivi- ties will be initiated from January 23… the birth anni- versary of Netaji Subhas Chandra Bose. In the first phase of selec- tion, the sketch and design of the proposals are closely ex- amined and suggestions for changes, if required, are in- formed to the concerned states. Once okayed by the expert panel, the participat- ing states are required to pre- sent a three-dimensional model of their proposal once again to the committee. The experts again examine the same and look at the changes asked for to take a final call. The final selection of a tab- leau is based on a combina- tion of issues or rather fac- tors like the visual appeal, impact it will have on people especially of the state and on the wide spectrum of people witnessing the same virtual- ly, concept, the minute detail- ing that has gone into the making of the artwork and also the music composed to accompany the same. The Subject Expert Com- mittee which rejected the proposals of Kerala, West Bengal, and Tamil Nadu did so after marathon delibera- tions and a due process that is followed every year. They also said it is quite natural for more proposals to be rejected than those ap- proved given the time con- straints. According to the experts’ panel, the outcry by states and lambasting the Centre over the rejection of tab- leaux sets out a wrong prec- edent as chief ministers try to politicize the matter and portray the outcome of an “objective” process as a flashpoint between the states and the Centre. No major material damage has been reported, it added.Sources say the explosion had nothing to do with weapons or ammunition explosion. A board of inquiry has been ordered to investigate the cause. “The ship’s crew responded immediately and quickly brought the situation under control,” the release said. INS Ranvir was on cross-coast operational deployment from the Eastern Naval Command since November 2021 and was due to return to base port shortly. At a press confer- ence, she said the gov- ernment is now fight- ing in every court to save taxpayers’ money that would otherwise go towards paying for arbitration awards that Devas has won against the cancellation of the 2005 deal. She said the Supreme Court on January 17 has comprehensively upheld liquidation of Devas Multimedia on grounds that it was in- corporated with fraud- ulent intentions. Her comments came as Devas shareholders pursue Indian assets abroad to recover USD 1.29 billion that inter- national arbitration tribunals awarded over a cancelled satellite contract. They have got a French court order for freezing Indian properties in Paris and are seeking Air India funds in Canada. The results of the assembly elections in UP will be out on March 10. If SP wins the election and Akhilesh Yadav becomes the CM, then the equation of power in Bihar will also change. One-line rhetoric is going on right now in Bihar that if Akhilesh becomes the CM, Tejashwi will also reach that echelon and this will happen based on two NDA allies. NDA’s two constituents - Jitan Ram Manjhi’s HUM and Mukesh Sahni’s VIP - have seven MLAs. A seat is vacant due to the death of an MLA from Sahni’s party. Both these parties have been keeping distance from both BJP and JDU for some time now and Sahni is especially angry because of not getting a place in UP. On the other hand, RJD is the single largest party in Bihar with 75 MLAs. Left Front has 16 MLAs with it. Thus its alliance is of 91 members. At the time of the by-elections for two seats, although there was disharmony from the Congress, 19 Congress MLAs will remain with the alliance and five MLAs of Asadud- din Owaisi will also support it. So, the alliance’s strength would be 115 members. On the other hand, BJP has 74 MLAs and JD(U) 45. That is, their number becomes 119. If MLAs of HUM and VIP switch sides, then the number of RJD alliances will increase to 122, which means the alliance will reach the majority figure. If this equation is made, then independent MLA Sumit Singh, who is supporting the government, can also change his side. If these cards are played right then BJP will not interfere in it as it will serve its purpose of destroying JDU by weak- ening it. Nitish Kumar understands this, so he is also keeping an eye on the election results. It is generally believed that if he had taken the initiative in the current clime, then perhaps the RJD would have con- sidered him as a leader, but if he takes the initiative after the elections, then the chances of him be- coming a ‘leader’ are negligible. The state revenue department said that a total of 68,370 claims have been “sanc- tioned” (58,840 set- tled) by the Gujarat government around that date. 4,234 claims were rejected while other claims are pend- ing. A senior official of the state revenue de- partment, which had filed the affidavit in the apex court on Jan- uary 14, confirmed the figures and said that they continue to rise. “This (receiving and settling of claims) is a continuous pro- cess. There is pro- gress (in processing the claims) in the last two-three days (since the filing of the affi- davit on January 14),” said P Swaroop, ex- officio secretary, Rev- enue Department. On the discrepancy in the number of COVID-19 fatalities in Gujarat, state Reve- nue Minister Rajen- dra Trivedi had told reporters on Decem- ber 15 that the toll had risen after the apex court made changes in the defini- tion of COVID-19 deaths by including all those who died within 30 days of test- ing positive as cases of COVID-19 deaths. Stressing on the need to protect both lives and livelihoods, he said public health action in India and across the world must be continu- ally guided by evidence from four key ques- tions -- how transmis- sible is the variant, se- verity of the disease it causes, how well vac- cines and prior SARS- CoV-2 infection protect and how common peo- ple perceive risk and follow control meas- ures. “WHO does not recommend a blanket t r av e l b a n , n o r com- plete r e - stric- tion of people’s m o v e - ment. In many ways, such blanket approaches can be counterproduc- tive. India with its di- versity in population distribution and geo- graphic spread, the risk-based approach remains the wiser pub- lic health practice to counter a pandemic,” Ofrin said. While the cause for the blast is still not known for sure, a working theory is that the container being filled was over-pres- surized. Young people, in order to differen- tiate themselves, tostandoutfromthescores of others with equally im- pressiveachievementsand records, need to be persua- sive. The good news is, this is an ability that can be de- veloped. The even better news is, contrary to popu- lar belief, it is my firm be- lief that being persuasive DOES NOT mean one has to scream, be rude, or be overbearing. Here are my top tips on how students can be more persuasive. KNOW YOUR FACTS Thebiggestprerequisiteof being confident and com- ing across as persuasive is to know your facts. Know- ing your facts is where the mindderivesitsconviction from. Let’s take a small ex- ample. A student is partici- patinginadebateonSocial Media.Littleornoresearch has been done. That stu- dent can’t possibly be con- vincing, because he or she willsimplynotbeinaposi- tiontospeakonthesubject withauthority .Thissimple fact extends to almost any situation in life. He will simply not be able to make any meaningful conversation, let alone be persuasive. Facts, there- fore, are key , and the first prerequisite to forming a foundation of being per- suasive. AWARENESS A somewhat related point to the first one is aware- ness. While the first point referred to specific facts about a particular person, event, situation; aware- ness points at a general knowledge of the goings- on – the world over, in the state, in the country , in the city and in society . Engag- ing and effective conversa- tionalists can ONLY be persuasive if they are in a position to EXEMPLIFY theirarguments.Sayastu- dentisinadiscussionwith someone about the econo- my . He wants to say that the economy is in sham- bles. If he is simply not aware of the general eco- nomic climate that is prev- alentatthetimeorhasany historical perspective on the subject, how can he possibly substantiate his opinion or claims? That can only happen with awareness, and by supply- ing proof, which requires reading, listening, watch- ing the news and other de- velopments constantly . LISTENING The ability and openness to listen are just as vital as making one’s own point. People are notoriously un- mindful of what the other person is saying because we tend to get so caught up in wanting to make our point supreme, that we im- mediately become off-put- ting to the person we are communicating with. Be- ing persuasive therefore requires a person to be po- lite, civil and democratic in one’s approach to any conversation or debate. One must listen, only then will one be able to re- act specifically to what is being stated or con- tended. EMPATHY AND PERSONALIZATION As a natural corollary to the ‘listening’ point, one must also come across as someonewhounderstands (even if one disagrees) the other person’s point of view. The humility to ac- cept multiple standpoints on issues in itself renders the person likability . We must at least show that we appreciate the other per- son’s viewpoint in a de- bate. Second, when we re- tort, we must try our best to make our examples, our proof, our substantiation, personal, by using inci- dents from our own lives so that we humanize our argument and make it more palatable and believ- able to our listeners. KNOW YOUR ADVERSARY The final tip for being per- suasive that I’d like to share is to try and have an insightintothepersonone istalkingto.Why?Because that will help you fashion yourlanguage,tone,exam- ples, in a manner that is best suited, and most read- ily understood and accept- ed by the listener. For in- stance, if one is trying to solicit permission for a field trip from the school’s principal,thinkfromtheir pointof view,andstresson points that will find favour with that person – such as safety precautions, link with academics and so on. By knowing that person, we automatically make our content more relevant and give ourselves a much better chance of being per- suasive. Of course, these five points need to be bol- stered with more widely known aspects of persua- sive talking such as slow yet clear delivery , positive body language and so on. But above and beyond all that, and from a strategic point of view, students will give themselves the best foundation for being persuasive if they follow my aforementioned tips.
