Lucknow: Chief Minis-
ter Yogi Adityanath on
Sunday chaired a meet-
ing to review the COV-
ID situation, wherein it
was decided that in
view of the surge in
COVID-19 cases, all
schools and colleges
will remain closed till
January 23.
On January 5, the Ut-
tar Pradesh govern-
ment had ordered to
close all government
and private schools for
students up to Class 10
till January 16.
Later in the day, CM
Yogi inspected arrange-
ments related to COV-
ID-19 management at
King George’s Medical
University (KGMU) in
Lucknow. After the in-
spection, CM Yogi spoke
to reporters and in-
formed that the state
has about 1.03 lakh ac-
tive cases. “Lucknow
has reported 2,300 posi-
tive cases today, active
cases stand at 16,300.
Less than 1 percent pa-
tients are admitted to
hospital,” he said of the
patients in Lucknow.
“Vaccination drive
has been so well done
that the third wave
hasn’t impacted us as
much.

recent defections to

Pradesh, the party
seems to have adopt-
ed a ‘Hindu First’ ap-
proach to contain the
damage and mount a
counter offensive.
The policy of
‘Hindu First’ is
in line with the
theory first
propounded by
the late Kalyan Singh. It
aims at blurring caste
lines and bringing all
Hindus — particularly,
OBCs and Dalits — un-
der one umbrella.
The first list of 107
candidates released by
the BJP on Saturday
clearly indicates that
the party is trying to
project an inclusive im-
age and blunt Samajwa-
di Party president Akh-
ilesh Yadav’s efforts to
gather OBCs on his

NO LITIGANTS ALLOWED IN COURT PREMISES
PRAYAGRAJ: The Registrar General in a letter addressing
district judges and presiding tribunal officers on Sunday
directed that from January 17, till further orders, all
district judges and presiding officers of tribunals will
ensure that only 50 percent of judicial officers attend the
court at a time, on rotation basis. Further, pregnant lady
judicial officers and staff were exempted from attending
court. Litigants or other representatives will be strictly
prohibited in court premises. However, in urgent cases,
with the prior permission of district judges, the litigants
may be allowed to enter court premises.

ministry said 156.76
crore vaccines have
been administered
and more 92 per cent
of the adult popula-
tion have received at
least one dose. Over 68
per cent of them have
been fully vaccinated,
the ministry officials
added. The drive be-
gan on January 16
last year with

India reported
2,71,202 fresh Covid-19
cases in the last 24
hours, marginally
higher than Satur-
day’s infections, data
updated by the Union
Ministry of Health
showed on Sunday
morning. The positiv-
ity rate was also lower
at 16.28 per cent from
16.66 per cent.

of candidates released
for the assembly elec-
tions.
Launching a blister-
ing attack on the Sama-
jwadi Party he said that
this time SP has joined
hands with RLD but has
again readied the script
of anarchy, hooligan-
ism and mafias for the
public. Samajwadi Par-
ty has once again dis-
tributed tickets to crim-
inals and rioters in the
upcoming assembly
elections after terrify-
ing Uttar Pradesh with
rioters, criminals,
which shows the dual
character of the Sama-
jwadi Party and the
politics of hate, he un-

He further said that
the people responsible
for the Kairana exodus,
are being given tickets
and also on the list are

CM Yogi further said

nata Party released the
first list of its candi-
dates on Saturday and

The mafia and crimi-
nals once again domi-
nate the Samajwadi
Party’s election list, the
chief minister pointed
out. Madan Bhaiya,
who got a ticket from
Loni Vidhan Sabha, is
counted as a dreaded
Mafiosi but both Akh-
ilesh Yadav and Jayant
Chaudhary seem to
have conveniently for-
gotten this. There are 31
cases registered against
Madan Bhaiya from
1982 to 2021, including
murder, he informed.
Yogi said while add-

ets to such people, SP is
ready to throw western
Uttar Pradesh into the
communal fire once

Lucknow: Some politi-
cians in Uttar Pradesh
are making much of the
number 7 in the seven-
phase assembly elec-
tions, saying the “auspi-
cious” numeral will
help them win.
From invoking the
Saptarishi’ (Ursa Ma-
jor) constellation, seven
basic notes of Indian
classical music to saat
phere’ (seven circum-
ambulations) -- parties
give different reasons
and logic to claim that
they will emerge victo-
rious in the polls.
While the BJP hopes to
score a hat-trick, the op-
position Samajwadi
Party and the Congress
feel that luck will smile
on them in the upcom-
ing elections.
The Election Com-
mission had recently
announced the poll
schedule in the state.
Counting of votes will
take place on March 10.
The state will go to
polls on February 10,
February 14, February
20, February 23, Febru-
ary 27, March 3 and
March 7.

Sanjay Seth said num-
ber seven is considered
auspicious.
“There is ‘Saptarishi’

tion. A rainbow has
seven colours, and there
are seven basic notes in
Indian classical music.
The 2017 state assembly

held in seven phases,
and the BJP registered

which will also be held

BJP will win more than

Giving another rea-
son for the possible vic-
tory of the saffron par-
ty, UP BJP spokesper-
son Manish Shukla said
since the election phas-
es will be moving from
western to eastern UP,
the BJP will repeat its
splendid performance
as it had done in the
2017 and 2019 elections.
UP leader Ashok Sin-
gh, however, accused
the BJP of indulging in
politics of cheating.
“In the elections held
in the state since 2014,
the BJP has only in-
dulged in the politics of
cheating. The people of
the state are no longer
going to be lured by
‘saat rang ke sapne’
( s e v e n - c o l o u r e d
dreams) of the BJP.
They have made up
their minds to throw
the BJP beyond ‘saat sa-
mundar’ (seven seas),
he said.
The Congress spokes-
man added that the par-
ty will “easily sail
through the seven seas”
in the polls.
Intensifying his at-
tack on the BJP, Singh
said, “BJP leaders are
in the habit of speaking
lies all seven days a
week, and they will not
be in a position to draw
any positive energy
from the seven horses
of the chariot of Sun
God.”
He claimed that the
‘Saptarishis’ (seven re-
vered Hindu sages) are
going to bless the Con-

fielded 44 OBCs on

Among the OBCs, the
party has given the
largest representation
to Jats with 16 seats.
The move is an attempt
to assuage Jat feelings
in the wake of the
farmers’ agitation.
Gurjars have been giv-
en 7 and Lodhs have got
six seats. Saini, Kashy-
ap, Kushwaha, Praja-
pati and Kurmi candi-
dates have also been
included.
Among the 19 Dalits,
the BJP has given 13
tickets to Jatavs who
constitute Mayawati’s
loyal voter base. Other
sub castes like Valmiki,
Dhobi, Khatik, Pai and
Banjara have also been
accommodated.
Apparently, the BJP
is striking at the BSP
vote base since
Mayawati has been in-
active so far and
her party cadre is
demoralised.
Interestingly, among
the upper castes, it is
Thakurs who have got
the lion’s share with 18
seats while Brahmins
lag behind with 10, and
Vaishyas even further
behind with 8 seats.
The BJP is obviously
not going overboard to
please the Brahmin
voters this time.

joining the social media
platform much later
than former CM Akh-
ilesh Yadav, enjoys sub-
stantial lead over him.

of Samajwadi Party
leader Akhilesh Yadav,
who has 15.4 million fol-
lowers. Yogi account on
Twitter was created ap-
proximately six years
and four months ago in
September, 2015, where-
as Akhilesh Yadav

back in July, 2009,
around 12 years and six
months back.
It is worth mention-
ing here that all the fol-
lowers of CM Yogi are
organic followers, who
are following him by
choice, and not a single
penny has been spent to
buy them.

where he was report-
edly fasting at Sarba-

ing the release of

covid-19 vaccine shots.

first state to administer
over 23,04,43,754 doses
since the rollout of the

Stepping up preven-

state has suspended
physical education in all
education institutions
(schools, colleges, uni-
versities, technical edu-
cational institutions
etc.) till January 23.
In the light of the
emergenceof ‘omicron’,
the government has ex-
pedited its vaccination
coverage. According to
the latest figures, UP has
administered14,33,14,725
firstdosesof thevaccine
and over 8.67 crore sec-
ond doses so far.
The vaccination for
those aged 15-18 also
kicked off in the state

Noida: The Aam Aadmi Party (AAP) on Sunday an-
nounced Pankaj Awana, a former employee of tech
giant Apple, as its candidate from Noida for the Uttar
Pradesh assembly elections. The AAP also fielded
Poonam Singh and Sanjay Chechi from the Jewar and
Dadri assembly seats, respectively, as it released its
first list of 150 candidates for the polls in the politically
crucial state. The party had in September last year only
announced names of Awana and Singh as ‘probable
candidates’ from their respective seats.
Noida: Bharatiya Janata Party (BJP) Uttar Pradesh unit
vice president and Noida MLA Pankaj Singh tested
positive for COVID-19 on Sunday. “I have tested posi-
tive for Covid 19 today with mild symptoms. Also, I
request all those who have come in contact with me
to isolate themselves and get tested,” said Singh in a
tweet. Notably, Singh is a BJP candidate from Noida,
where he is the incumbent MLA, for the upcoming
elections in Uttar Pradesh which will be held in seven
phases from February 10 to March 7.

his is how the unsa-
voury saga of Novak
Djokovic was bound
to end. The world
number one invited
the strong disciplinary move
from the Australian government
for flouting the Covid-19 protocol
to enter the country which had
suffered heavily during the pan-
demic. The unvaccinated Djoko-
vic entered Australia on Janu-
ary 6 and his visa was immedi-
ately cancelled and he was de-
tained by immigration officials.
His first challenge was upheld
by a lower court but the Austral-
ian government wasn’t ready to
allow an un-inoculated person to
flout the country’s rules. Djoko-
vic moved a superior court
where the judges unanimously
dismissed his petition. The Aus-
tralian government said the ten-
nis star, who has won the Aus-
tralian Open titles nine times,
was a public health hazard.
It is strange that a tennis play-
er of his stature would so fer-
vently insist on flouting Covid
norms. Of course Tennis Aus-
tralia also has to share some of
the blame. When it comes to
public health issues, stature and
titles should not count.

ic Forum’s “Glob-
al Risk Report
2022” has a few
warnings for In-
dia. The report cites “frac-
ture in interstate relations,
debt crises, widespread youth
disillusionment, failure of
technology governance and
digital inequality” as top
risks for the country
. The re-
port is on WEF’s Executive
Opinion Survey
. While unem-
ployment among youth is a
huge issue facing the govern-
ment, the debt burden is a
bigger problem. The Interna-
tional Monetary Fund in its
Fiscal Monitor Report of 2021
said that India’s debt in-
creased from 68.9 percent of
its GDP in 2016 to 89.6 percent
in 2020. It was projected to
rise to 90.6 percent in 2021. By
March-end it had increased
by 21.1 percent. The IMF pre-
dicted its decline to 88.8 per-
cent in 2022 to finally settle at
85.2 percent in 2026. This rise
in external debt adds to the
debt liability of every citizen
of the country
.
The disillusionment of
youth is linked to their being
without jobs. The unemploy-
ment rate in the country rose
to 7.9 percent at the end of
December 2021. The CMIE
data showed that on January
14, 2022 it was marginally
lower at 7.6 percent. Manag-
ing the youth will be a chal-
lenge that the government
must tackle in 2022. It can be
done through investments in
the MSME sector. The MSME
sector has its wish list ready
for the Budget. Prime Minis-
ter Narendra Modi has un-
derlined the sector’s impor-
tance from time to time. He
recently inaugurated the
MSME Ministry’s Technolo-
gy Centre in Puducherry a
few days’ back. The centre
will train 20,000 youth and
incubate 200 start-ups.

ave you had the experience of
looking at some product on-
line and then seeing ads for it
all over your social media
feed? Far from coincidence,
these instances of eerily ac-
curate advertising provide
glimpses into the behind-the-
scenes mechanisms that feed
an item you search for on
Google, “like” on social me-
dia or come across while
browsing into custom adver-
tising on social media.
Those mechanisms are in-
creasingly being used for
more nefarious purposes
than aggressive advertising.
The threat is in how this tar-
geted advertising interacts
with today’s extremely divi-
sive political landscape. As a
social media researcher, I see
how people seeking to radi-
calize others use targeted ad-
vertising to readily move
people to extreme views.
ADVERTISING TO AN
AUDIENCE OF ONE
Advertising is clearly power-
ful. The right ad campaign
can help shape or create de-
mand for a new product or
rehabilitate the image of an
older product or even of an
entire company or brand. Po-
litical campaigns use similar
strategies to push candidates
and ideas, and historically
countries have used them to
wage propaganda wars.
Advertising in mass media
is powerful, but mass media
has a built-in moderating
force. When trying to move
many people in one direc-
tion, mass media can only
move them as fast as the mid-
dle will tolerate. If it moves
too far or too fast, people in
the middle may be alienated.
BREADCRUMBS
TO THE EXTREME
One important part of the an-
swer is that people associated
with foreign governments,
without admitting who they
are, take extreme positions in
social media posts with the
deliberate goal of sparking
division and conflict. These
extreme posts take advantage
of the social media algo-
rithms, which are designed to
heighten engagement, mean-
ing they reward content that
provokes a response.
Another important part of
the answer is that people
seeking to radicalize others
lay out trails of breadcrumbs
to more and more extreme
positions.
HOW TO PROTECT
YOURSELF
First, I recommend a huge
dose of skepticism about so-
cial media recommenda-
tions. Most people have gone
to social media looking for
something in particular and
then found themselves look-
ing up from their phones an
hour or more later having lit-
tle idea how or why they read
or watched what they just
did. It is designed to be addic-
tive.
I’ve been trying to chart a
more deliberate path to the
information I want and ac-
tively trying to avoid just
clicking on whatever is rec-
ommended to me. If I do read
or watch what is suggested, I
ask myself “How might this
information be in someone
else’s best interest, not
mine?”
Second, consider support-
ing efforts to require social
media platforms to offer us-
ers a choice of algorithms for
recommendations and feed
curation, including ones
based on simple-to-explain
rules.
Third, and most impor-
tant, I recommend investing
more time in interacting
with friends and family off
of social media. If I find my-
self needing to forward a link
to make a point, I treat that as
a warning bell that I do not
actually understand the is-
sue well enough myself. If so,
perhaps I have found myself
following a constructed trail
toward extreme content rath-
er than consuming materials
that are actually helping me
better understand the world.

visible to the public
with their own eyes, and
without giving adver-
tisements, the public
will not even know
about them. However,
there are reports from
all around that the Elec-
tion Commission has
started strictness and it
s on ECI’s instructions
that the hoardings are
being removed.
The question is that
why is the responsibili-
ty not put on the parties
or their governments
putting up hoardings,
that they should remove
all their posters and
hoardings within 24
hours of the implemen-
tation of the election
code of conduct, other-

against them? Why will
the Election Commis-
sion get this work done?
When governments get
such big hoardings,
posters, banners, cut-
outs etc. installed
through advertising
agencies, then why is an
agreement not made
with them at the same

continue ‘influencing’
people and carry on the
work till the time it falls

ly worrying trend has
emerged which is in-
creasing rapidly
wherein IAS, IPS or
state service officers
are leaving govern-
ment jobs and jump-
ing directly into the
election fray. This
trend needs to be con-
trolled as this will af-
fect the quality of gov-
ernment service now
and politics will also
be affected.
There are a number
of control measures
in the service condi-
tions of government
officials. For exam-
ple, to leave govern-
ment service and join
a private company im-
mediately, officers
have to go through a
cooling-off period. In
some cases, the gov-
ernment even waives
off the cooling
off period, but
for that too a
process has to
be passed. A simi-
lar arrangement
should be put in
place for offi-
cials contest-
ing elections
a l s o .

provision for cooling
off, officials resign
immediately before
the election or take
voluntary retirement
and jump into the
polls.
This is perhaps
what has hap-
pened in the
case of
R a j e s h w a r
Singh and

With no peri-
od to cool
off, there

danger that the officer
may enter compromise
during his service. pe-
riod and hold a differ-
ent attitude towards
the party he/she wants
to contest elections
from. They may com-
promise in work to im-
prove his relations
with the leader of the
said party. The second
danger is that they
may share government
secrets with the party
they belong to. There-
fore, there should be a
provision that wheth-
er the officer resigns,
takes VRS or retires
from service, he/she
will not be able to
contest elections
for two years or
three years.

Chandigarh: Haryana Sports and Youth Affairs Depart-
ment Director Pankaj Nain on Sunday said that Padma Shri
awardee, speech and hearing impaired wrestler Virender
Singh, who had reiterated his demand to the Haryana govt
to recognize him as a para-athlete, has already been given
1.20 crore of cash award by the state govt and offered him
a job which he refused to take. “Virender has already been
given 1.20 cr of cash award by govt, which is highest in the
country. He is already working in the sports dept, Haryana.
He was offered a group B post on par with Paralympians,
which he refused to take,” the Director tweeted.

GROWING
CONCERN
Worldwide, there is a growing
concern about the negative
effects of infectious medical waste
produced during the COVID-19
pandemic and the contamination
risks associated with waste
management. In India, both
Central and state governments
have emphasised vaccination and
following Corona protocol amidst
a steep rise in Corona cases, but
medical waste in hospitals is a
matter of concern in several
places. The COVID-19 pandemic
and governmental policies to
contain the spread of virus have
caused a global economic
recession and have also generated
an enormous amount of medical
waste. It is being observed that
hospitals are unable to dispose
medical waste, which could
become the cause of the spread of
infection. There is a procedure to
dispose of medical waste. It is
reported that due to a large
amount of medical waste being
generated, the agencies hired for
disposing it of have not been
following proper procedures. In
hospitals, where the probability of
infections is always high, medical
waste can damage the efforts of
the government to control the
situation. The composition was
greatly influenced by disposable
plastic-based personal protective
equipment (PPE) and single-use
plastics by online shopping for
most of the basic necessity. The
use of PPEs and single-use
plastics during the pandemic not
only increases the quantity of
medical waste but also alters the
average density of the medical

NCPCR ASKS UP GOVT TO PROBE
DARUL ULOOM DEOBAND PORTAL
New Delhi: The Nation-
al Commission for Pro-
tection of Child Rights
(NCPCR) has asked the
UP government to probe
Islamic seminary Darul
Uloom Deoband’s web-
site for allegedly pub-
lishing unlawful and
misleading fatwas. The
apex child rights body
on Saturday also asked
the state’s chief secre-
tary to block access to
the website until such
content is removed.
The NCPCR said it is
acting on a complaint
which alleged that the
website carries a list of
fatwas that are against
the provisions provided
under the country’s law.
Taking cognizance of
the complaint u/s 13 (1)
(j) of the Commissions
for Protection of Child
Rights Act, after pursu-
ing the complaint and
examining the website,
it was observed that the
explanation and an-
swers provided in re-
sponse to issues raised
by the individuals do
not align with the Laws
and Acts in the country
,
the NCPCR stated in the
letter to the state’s chief
secretary. It said such
statements were con-
trary to the rights of
children  open access
to the website was
harmful for them.
Therefore, it is re-
quested that the website
of thisorganisationmay
be thoroughly exam-
ined, investigated and
any such content should
be immediately re-
moved, the letter stated.
Further, access to
such website may be
prevented until the re-
moval of such content
for avoiding spread and
recurrence of unlawful
statements and conse-
quently preventing in-
cidents of violence,
abuse, neglect, harass-
ment, discrimination
against children, the

police personnel are
facing a problem be-
cause of ‘EPIC’ (Elec-
toral Photo Identity
Card) number. In Agra,
orders have been given
to the police personnel
that if the number is
not given within two
days, then their salary
will be stopped.
These orders have
been issued by the SSP
Agra. As police person-
nel posted outside their
native place can only
cast postal vote
through EPIC number,
many are considering
it as a politically moti-
vated order.
During elections,
many police personnel
are not able to cast their
voteastheycannotleave
election duty to travel to
their native place.
However, only a few
policemen have used
the postal ballot to cast
their vote in the past
elections. Purportedly
to ensure that the po-
lice personnel do cast
their votes, orders have
been issued at the dis-
trict level that the po-
licemen have to give
information about
their EPIC number.
The SSP has ordered
that whoever does not
give his or her EPIC
number, one-month’s
salary will be stopped

Police sources said

daughter of a farmer
under Chandinagar

was raped by a
45-year-old elderly
man of the same vil-
lage. He dragged her
to a secluded area
and raped her. Hear-
ing the girl’s scream,
family members of
the victim and other
villagers rushed to
the spot. The accused
also attacked the fa-
ther and severely in-
jured him and later
managed to escape
from the crime scene
after threatening the
villagers. Police
have sent the victim
to a hospital for treat-
ment. Family mem-
bers alleged that po-

action against the
accused while police
said that complaint
was filed for brawl
and rape was not

their daughter to death.

chief Jayant Chaud-
hary on Sunday said the
BJP is driving a “one-
gear car” that is headed
backwards, and assert-
ed that the anti-Muslim
rhetoric will not work
as people are fed up of
such politics.
The 43-year-old lead-
er, whose party has tied
up with the Akhilesh
Yadav-led Samajwadi
Party, also said he will
not contest the upcom-
ing polls in UP and
would instead focus on
campaigning. In an in-
terview, Chaudhary
said the quitting of
leaders from the ruling
BJP in UP to join the
SP-RLD alliance ahead
of polls shows that they
were peaking at the
right time and are an
“attractive, viable alter-
native” that wants to
represent the grass-
roots. Accusing the BJP
of indulging in polari-
sation in the run-up to
the polls, Chaudhary

sues in the polls would
be farmers’ distress

It was all started when I got
the golden opportunity to
work as a background artist
in the movie Housefull 4.
That was the turning point in
my life, which made me real-
ise that I have a thing for act-
ing in my nerve. After that, I
started taking up shoots.
When I was a child My moth-
er used to say “Meri beti badi
hokr heroine banegi”. And I
started modelling and In 2018
I bagged the title Miss attrac-
tive girl 2018. Initially, it was
for leisure time and without
any seriousness but lately,
the response was overwhelm-
ing because of which I am
here today and yet have to
achieve more.
What are your future
plans? Where do you see
yourself in the future?
Currently, I am in a quest to
more about myself, being a
spiritual person I want to
heal myself and want a
peaceful life. But at the same
time, I want to challenge my-
self and I need to adventur-
ous life full of fun. Becoming
a successful actress in the
Bollywood industry is my Ul-
timate goal.
What is your greatest
source of inspiration?
My parents are my ultimate
source of energy and biggest
inspiration. I want to make
them proud and that is why I

seem to mind it, except
when the Chinese man-
ja used to fly these kites takes the
life of and injures so many of
their friends and family mem-
bers. They now live in fear in
their own home. And it isn’t fair!
The Chinese manja is made of
nylon or synthetic thread and is
treated with glass and metal to
make it sharper. This can be dead-
ly for humans and birds alike. Yet
people use it. One of the high-
lights of such birds treatment
camps is that they garner the in-
terest of the youth who come for-
ward to volunteer. These organi-
sations, conduct Bird Rescue
Camps, in which many people
take part as volunteers. These vol-
unteers come to these camps for
free and work with these organi-
sations to learn things like bird
handling, first aid, etc. City First
ran an extensive interview with
people taking part in these camps.

about them since I
was a child. But after
experiencing the damage our
joy is inflicting on our feath-
ered neighbours. I restricted
myself from flying and started
helping in bird rescues with
Raksha NGO based in Jaipur.
Resident as well as migratory
birds both are being injured
from manjha as dec to mar is
migration time for birds from
Russia and Africa.

as a volunteer for
five years now and I
can confidently say
that this is one of the most
rewarding things that I have
done. Knowing that I helped
someone in need brings me
peace and makes me sleep
better. It’s sad to see how
often and badly these birds
get hurt but I also know that
many people are working hard
to cntain or fix the damage. I
think everyone should do it.

Getting calls from
all over the city for
injured birds was a
little overwhelming. I can’t
believe how many of them
get hurt. Our camp alone
rescued over 100 birds and
to know that there are more
camps like us getting similar
calls is just so sad. Working

but it is not for the faint of
heart. I definitiely recom-
mend doing it though.

the chief guest Indian
folk singer Pad-
mashree Malini
Awasthi.
All the camp artists
and art lovers of the
city were present on
this occasion.
The camp coordina-
tor, Bhupendra Kumar
Asthana, said that in
this four-day art camp,
national artists, hon-
oured with the coun-
try’s highest honour
Padma Shri and na-
tional honours and
awards, created 17
works of art.
These paintings
were created with
acrylic, watercolour,
print art, and natural
colours.
A wonderful experi-
ment was shown in the
paintings at the exhi-
bition in which the an-
cient Indian tradi-
tions, styles, tribal
arts and contempo-
rary art were present-
ed together on one
platform.

tion work will be done
by marking all the
crowded areas of the
city. Intensive sanitiza-

Less than 1% Covid patients in Lko in hospital First India Bureau Lucknow: Chief Minis- ter Yogi Adityanath on Sunday chaired a meet- ing to review the COV- ID situation, wherein it was decided that in view of the surge in COVID-19 cases, all schools and colleges will remain closed till January 23. On January 5, the Ut- tar Pradesh govern- ment had ordered to close all government and private schools for students up to Class 10 till January 16. Later in the day, CM Yogi inspected arrange- ments related to COV- ID-19 management at King George’s Medical University (KGMU) in Lucknow. After the in- spection, CM Yogi spoke to reporters and in- formed that the state has about 1.03 lakh ac- tive cases. “Lucknow has reported 2,300 posi- tive cases today, active cases stand at 16,300. Less than 1 percent pa- tients are admitted to hospital,” he said of the patients in Lucknow. “Vaccination drive has been so well done that the third wave hasn’t impacted us as much. All schools, colleges to remain closed till January 23 First India Bureau Lucknow: Even as recent defections to Samajwadi Party have shaken up the BJP’s caste-based calculations in Uttar Pradesh, the party seems to have adopt- ed a ‘Hindu First’ ap- proach to contain the damage and mount a counter offensive. It was projected to rise to 90.6 percent in 2021. By March-end it had increased by 21.1 percent. The IMF pre- dicted its decline to 88.8 per- cent in 2022 to finally settle at 85.2 percent in 2026. This rise in external debt adds to the debt liability of every citizen of the country . The disillusionment of youth is linked to their being without jobs. The unemploy- ment rate in the country rose to 7.9 percent at the end of December 2021. The CMIE data showed that on January 14, 2022 it was marginally lower at 7.6 percent. Manag- ing the youth will be a chal- lenge that the government must tackle in 2022. It can be done through investments in the MSME sector. The MSME sector has its wish list ready for the Budget. Prime Minis- ter Narendra Modi has un- derlined the sector’s impor- tance from time to time. He recently inaugurated the MSME Ministry’s Technolo- gy Centre in Puducherry a few days’ back. The centre will train 20,000 youth and incubate 200 start-ups. DISILLUSIONED YOUTH A BIG CHALLENGE Managing the youth will be a challenge that the govt must tackle in 2022. Far from coincidence, these instances of eerily ac- curate advertising provide glimpses into the behind-the- scenes mechanisms that feed an item you search for on Google, “like” on social me- dia or come across while browsing into custom adver- tising on social media. Those mechanisms are in- creasingly being used for more nefarious purposes than aggressive advertising. The threat is in how this tar- geted advertising interacts with today’s extremely divi- sive political landscape. As a social media researcher, I see how people seeking to radi- calize others use targeted ad- vertising to readily move people to extreme views. ADVERTISING TO AN AUDIENCE OF ONE Advertising is clearly power- ful. The right ad campaign can help shape or create de- mand for a new product or rehabilitate the image of an older product or even of an entire company or brand. Po- litical campaigns use similar strategies to push candidates and ideas, and historically countries have used them to wage propaganda wars. Advertising in mass media is powerful, but mass media has a built-in moderating force. When trying to move many people in one direc- tion, mass media can only move them as fast as the mid- dle will tolerate. If it moves too far or too fast, people in the middle may be alienated. BREADCRUMBS TO THE EXTREME One important part of the an- swer is that people associated with foreign governments, without admitting who they are, take extreme positions in social media posts with the deliberate goal of sparking division and conflict. These extreme posts take advantage of the social media algo- rithms, which are designed to heighten engagement, mean- ing they reward content that provokes a response. Another important part of the answer is that people seeking to radicalize others lay out trails of breadcrumbs to more and more extreme positions. HOW TO PROTECT YOURSELF First, I recommend a huge dose of skepticism about so- cial media recommenda- tions. Most people have gone to social media looking for something in particular and then found themselves look- ing up from their phones an hour or more later having lit- tle idea how or why they read or watched what they just did. It is designed to be addic- tive. I’ve been trying to chart a more deliberate path to the information I want and ac- tively trying to avoid just clicking on whatever is rec- ommended to me. If I do read or watch what is suggested, I ask myself “How might this information be in someone else’s best interest, not mine?” Second, consider support- ing efforts to require social media platforms to offer us- ers a choice of algorithms for recommendations and feed curation, including ones based on simple-to-explain rules. Third, and most impor- tant, I recommend investing more time in interacting with friends and family off of social media. If I find my- self needing to forward a link to make a point, I treat that as a warning bell that I do not actually understand the is- sue well enough myself. If so, perhaps I have found myself following a constructed trail toward extreme content rath- er than consuming materials that are actually helping me better understand the world. Sharat K Verma New Delhi: Over the course of past few elections, an extreme- ly worrying trend has emerged which is in- creasing rapidly wherein IAS, IPS or state service officers are leaving govern- ment jobs and jump- ing directly into the election fray. This trend needs to be con- trolled as this will af- fect the quality of gov- ernment service now and politics will also be affected. There are a number of control measures in the service condi- tions of government officials. For exam- ple, to leave govern- ment service and join a private company im- mediately, officers have to go through a cooling-off period. In some cases, the gov- ernment even waives off the cooling off period, but for that too a process has to be passed. A simi- lar arrangement should be put in place for offi- cials contest- ing elections a l s o . W i t h n o provision for cooling off, officials resign immediately before the election or take voluntary retirement and jump into the polls. This is perhaps what has hap- pened in the case of R a j e s h w a r Singh and Aseem Arun right now. With no peri- od to cool off, there is a danger that the officer may enter compromise during his service. pe- riod and hold a differ- ent attitude towards the party he/she wants to contest elections from. District BJP chief Pradeep Singh said he has got information about the matter and it is being investigated. —PTI MEDICAL WASTE IN HOSPITALS A GROWING CONCERN Worldwide, there is a growing concern about the negative effects of infectious medical waste produced during the COVID-19 pandemic and the contamination risks associated with waste management. In India, both Central and state governments have emphasised vaccination and following Corona protocol amidst a steep rise in Corona cases, but medical waste in hospitals is a matter of concern in several places. The COVID-19 pandemic and governmental policies to contain the spread of virus have caused a global economic recession and have also generated an enormous amount of medical waste. It is being observed that hospitals are unable to dispose medical waste, which could become the cause of the spread of infection. There is a procedure to dispose of medical waste. It is reported that due to a large amount of medical waste being generated, the agencies hired for disposing it of have not been following proper procedures. In hospitals, where the probability of infections is always high, medical waste can damage the efforts of the government to control the situation. The composition was greatly influenced by disposable plastic-based personal protective equipment (PPE) and single-use plastics by online shopping for most of the basic necessity. The use of PPEs and single-use plastics during the pandemic not only increases the quantity of medical waste but also alters the average density of the medical waste. —Janardan Misra NCPCR ASKS UP GOVT TO PROBE DARUL ULOOM DEOBAND PORTAL New Delhi: The Nation- al Commission for Pro- tection of Child Rights (NCPCR) has asked the UP government to probe Islamic seminary Darul Uloom Deoband’s web- site for allegedly pub- lishing unlawful and misleading fatwas. The apex child rights body on Saturday also asked the state’s chief secre- tary to block access to the website until such content is removed. The NCPCR said it is acting on a complaint which alleged that the website carries a list of fatwas that are against the provisions provided under the country’s law. Taking cognizance of the complaint u/s 13 (1) (j) of the Commissions for Protection of Child Rights Act, after pursu- ing the complaint and examining the website, it was observed that the explanation and an- swers provided in re- sponse to issues raised by the individuals do not align with the Laws and Acts in the country , the NCPCR stated in the letter to the state’s chief secretary. It said such statements were con- trary to the rights of children open access to the website was harmful for them. Therefore, it is re- quested that the website of thisorganisationmay be thoroughly exam- ined, investigated and any such content should be immediately re- moved, the letter stated. As police person- nel posted outside their native place can only cast postal vote through EPIC number, many are considering it as a politically moti- vated order. All the camp artists and art lovers of the city were present on this occasion. The camp coordina- tor, Bhupendra Kumar Asthana, said that in this four-day art camp, national artists, hon- oured with the coun- try’s highest honour Padma Shri and na- tional honours and awards, created 17 works of art. These paintings were created with acrylic, watercolour, print art, and natural colours. A wonderful experi- ment was shown in the paintings at the exhi- bition in which the an- cient Indian tradi- tions, styles, tribal arts and contempo- rary art were present- ed together on one platform. Artists have estab- lished a new dimen- sion through this me- dium. An amazing view of nature and culture was witnessed at the event. Curator Dr Vandana Sehgal mentioned that a beautiful accompani- ment of senior and young artists from dif- ferent provinces was formed in the camp. Padmashree Vijay Sharma is practising and continuously pro- moting the traditional art of the Pahari style of miniature painting. He is a renowned re- searcher, and a teacher of the Pahari style of miniatures whose paintings have nature dyes, and colours made from mineral extracts. Padmashree Bhuri Bai is a Pithora picture of the Bhil tribe. She breaks the domi- nation of her patriar- chy and creates art- works with her sub- jects. She works in acrylic medium. The work of Padmashree Bhajju Shyam as we all knowisabsorbedinthe traditional Gond art. The motifs, style, etc are from the older ones but their interpreta- tion and expression are almost contempo- rary in their timeli- ness, issues, context and themes. The work of Prasanta Kalita from Assam Dheeraj Yadav from Uttar Pradesh, Anil Bodwal from New Delhi, Akhil Mohan from Kerala, Srinivas Mehetre from Maharashtra and Kalyan Joshi Phad from Rajasthan was presented at the camp.
