lift stay by single bench
RCA ELECTIONS

and Justice VK Bhar-

High Court on Monday
refused to lift the stay
on the RCA elections
ordered by a single
bench, saying that the
petitioners should place
their objections before
the single bench.
The division bench
has now posted the next
hearing on the appeal
after a week. But now
the hearing will proba-
bly take place only after
Diwali vacation.
Hearing the appeal of
RCA, the division bench
said that the single
bench will hear the mat-
ter on October 11, in
which case the appel-
lant should present its
side in the single bench.
In the appeal, RCA
said that the single
bench has stayed the
RCA after the election
process started.
Whereas once the elec-
tion process starts, it
cannot be stopped.
Also, the district un-
ions can approach the
Ombudsman and the
arbitrator with their
objections.
However, no allega-
tions have been made
directly against the
election officer. There-
fore, the order of the
single bench should be
quashed.

MSY CHANGED UP’S POLITICAL CONTOUR
amajwadi Par-
ty patriarch
Mulayam Singh
Yadav, who
passed away at
the age of 82, will always be
remembered for his astute-
ness which changed the
political landscape of Uttar
Pradesh. The wrestler
from Saifai, his village in
Etawah, spearheaded the
movement to bring back-
ward classes into the main-
stream of state politics in
the Nineties. When the
Ram Janmabhoomi move-
ment began to peak he took
the BJP head-on and went
to the extent of ordering
police firing on kar sevaks
gathered in Ayodhya in
1990 in which several were
killed. That single incident
led to the gradual margin-
alisation of Congress and
rise of the BJP in the Hindi
heartland as caste and reli-
gious politics took root.
The Ayodhya movement
gave Mulayam the politi-
cal opportunity to endear
himself to Muslims as
their protector and well-
wisher. His socialist image
and Muslim-Yadav combi-
nation helped him become
the chief minister of UP
three times beginning in
1989 when Congress was
voted out.
Mulayam Singh Yadav
was a politician of the old
school and maintained cor-

Ironically

he demise of Mulayam
Singh Yadav is the end of
an era of politics. He was a
genuine person with a very
kind heart. I believe this,
understandingthewarmth
of a relationship, he was a
rare person to take care of
the relationship diligently
.
I do not remember when I
first met him, but from the
early days of politics, I had
a close relationship with
him.Lateron,thisrelation-
ship deepened and went on
getting absorbed in deep
meanings of love and re-
spect. We may have always
been separate under the
political parties, but the af-
fectionandloveandrespect
that he gave, can never be
forgotten. I remember he
also suffered a lot during
the emergency and was put
in jail. After the formation
of Bharatiya Janata Party
,
the National Democratic
Front of BJP and Lok Dal
was formed in Uttar
Pradesh. Its President was
Mulayam Singh Yadav and
I was the General Secre-
tary
. We worked together
on many levels. While in
politics, I also felt closely
that not only did he have a
geographicalandsocialun-
derstanding of Uttar
Pradesh, but his political
vision was also very broad.
I also saw an attachment in
his mind for the workers
from the very beginning.
Even during elections, he
used to interact with them
everynowandthenanddur-
ing this discussion new av-
enueswerealwaysopened.I
also constantly felt his deep
attachment to nationalism.
Many times I used to jok-
ingly tell him that you
should have been in our
party
, and he used to laugh.
Hedidnotsayanything,but
I know that on many levels
his vision was related to the
cultural concerns of the na-
tion and society
.
There are very few grass-
roots leaders in politics at
this time, and hence they
are remembered even more
in such times. He was a tru-
ly grassroots leader who
connected with the masses.
Not everyone called him
‘Netaji’fornothing,theybe-
lieved he had amazing lead-
ership qualities and took
everyonealong.Thatiswhy
everyone was also ready to
work under his leadership.
Remember,whenMayawati
ji was the Chief Minister in
Uttar Pradesh, I used to be
the Minister of Public
Works Department there at
thattime.InEtawah,wegot
the buildings made by the
Public Works Department.
In those days an All India
Conference of the Sama-
jwadi Party was going to be
heldthere.Hehadcalledme
and requested to provide
those buildings to the peo-
ple coming to the confer-
ence and make some other
minorarrangements.There
was no question of not ac-
cepting his request. I per-
sonally went there and
made arrangements imme-
diately after asking my
principal secretary
. I re-
member whenever he met,
he used to mention it. Al-
thoughitwasnotsuchabig
deal,butitwashispersonal-
ity that if anyone cooperat-
ed at some level, he would
never forget it.

were far from the truth. I
too had resigned then for
the sake of my reputation.
I remember Mulayam Sin-
ghjicalledmeimmediately
and said that I should not
have resigned directly on
this matter. He also repri-
manded the MLA of his
party in strong words. He
publicly said that talking
like this about Kalraj ji is
against the dignity of a
chaste person like him.
He was very much above
party politics and for peo-
ple who were close to him,
he would not think twice
before doing anything,
even if it was beyond the
party line. There are many
other such incidents with
him in which I gave him
some advice politically
and he accepted it without
thinking. Rather, at times
he used to discuss with me,
even when he had to make
some big decisions under
his own team. I remember
that he never even forgot
my birthday! Wherever I
would have been, but he
would not take rest until
he found me on the phone
and congratulated me. I
wonder, where is the per-
son who maintains such
relationships and under-
stands the dignity of rela-
tionships! I also accept
thatwhenhewastheChief
Minister, whenever he was
told any kind of work, he
did it immediately and he
accepted my opinion, my
words even at such levels
which no one can think of.
He was deeply interested
in the development of vil-
lages and in the upliftment
of the poor. Along with the
expansionof basicfacilities
in the villages, he was also
closely engrossed with the
traditional life there. Per-
sonally
, his relations with
thepeopleweresodeepthat
even if his party leaders
joined any party later, they
never broke ties with him.
So many memories and an-
ecdotes of him are still
flashing in my mind at this
time. I believe that the inti-
macy and affinity that re-
mained with him is an in-
valuable asset of my life.
Hisdemisehasleftavoid
which can never be filled.
His merging into infinity
means going away of a per-
son who has followed the
principles and dignity of
relationships. His absence
is a personal void that will
never be filled.

New Delhi: Arvind Ke-
jriwal once staged a
road dharna in front of
Rail Bhawan in Lu-
tyens’ Delhi. He had
been on a dharna in
front of Rail Bhavan
with his party leaders
during the night in cold
weather. Then he called
himself an anarchist.
However, later his atti-
tude changed after con-
testing elections, win-
ning and forming the
government in Delhi.
He had stopped calling
himself an anarchist
and started talking
about the system of the
constitution. Now again
he has started a bid to
create chaos and not
only is he making state-
ments indiscriminately
,
at the same time he and
other leaders of her
party have also started
ignoring the Constitu-
tion and the traditions
of democratic politics.
Recently there have
been two incidents in
which he and his party
insulted the President
by not following the pro-
tocol attached to the
President. As per tradi-
tion, on October 2, on
Gandhi Jayanti, the
Chief Minister and
Lieutenant Governor of
Delhi have to be present
and welcome the Presi-
dent. This time Kejriwal
was absent from the
program. His Deputy
Chief Minister Manish
Sisodia did arrive but
he also did not stop to
welcome the President.
When the Lieutenant
Governor wrote a letter
about this, Kejriwal did
not feel the need to reply
to the metter.
The second incident
is from Chandigarh,
where President Drau-
padi Murmu had ar-
rived to take part in the
parade on the occasion
of Air Force Day. The
President was to be wel-
comed before the Air
Force parade, for which
Chief Minister Bhag-
want Mann was invited
from the Raj Bhavan. He
also accepted the invita-
tion but he did not come
to attend the ceremony
.
Instead he went to Guja-
rat to campaign for his
party. On October 2, on
the occasion of Gandhi
Jayanti, Kejriwal had
gone to Gujarat for cam-
paigning. Moreover, the
kind of language Kejri-
wal has used for the
Lieutenant Governor of
Delhi and opposition
parties is also no less
objectionable.
Is ‘petty politics’ the new political ideology of Kejriwal?

POSTAL REG NO. JPC/004/2022-24
Rajendra Chhabra
Jaipur: It has been
seen that young IAS,
who have been appoint-
ed first or second time
Collector of a district
are full of enthusiasm,
are highly motivated
and look to undertake a
new step for better-
ment. With this ‘new
thinking’, they carve a
niche for themselves in
the bureaucracy and
polity alike. One such
young IAS is the 2016
batch officer Ravindra
Goswami, who has been
appointed as Bundi Col-
lector, for the first time.
He has taken up a
new project to better
the handwriting of pri-
mary class students. He
believes that since
handwriting is suffer-
ing in the early age, due
to this, ultimately aca-
demic outcomes suffer.
He believes that bad
handwriting is a hurdle
to development.
Primary class stu-
dents of government
schools sit on the floor
and write in their copies
by placing them on their
laps, as they are devoid
of tables and desks re-
sulting in unequal dis-
tribution of force on the
pencil and notebook,
which damages the
hand writing. Goswa-
mi’s project revolves
around providing desks
to school kids and ar-
rangements are made
through donations. One
desk of steel and iron
costs an average of Rs
900 and one desk can
accommodate 5 chil-
dren.
There are total 1,200
primary schools in
Bundi and among these,
6,000 desks have been
provided in 400 schools.
Goswami says that by
January 2023, the pro-
ject would be imple-
mented in all 1,200
schools as local
‘Bhamashahs’ have
come forward to sup-
port the project.
Goswami is excited
that a positive result of
the project has come
forward and in reality
the handwriting of chil-
dren has improved
manifolds. It has mere-
ly been 4 months since
Goswami took over the
reins of Bundi Collec-
tor and apart from the
handwriting improve-
ment project, he is also
working on two more
missions - ‘Coffee with
Collector’ and ‘Behta-
reen Bundi’.
Coffee with Collector
means an informal con-
versation with people
wherein, people from
different walks of life
and communities are
called in groups and
are given a chance to
say what they want to
without any worry. As
a result, people also
share their opinions
and advices.
In the ‘Behtareen Bun-
di’ mission, the people
of the city are made to
realise that their city is
their home. Whatsapp
groups have been creat-
ed details of all prob-
lems, including cleanli-
ness related issues, are
noted. The monitoring
of thisaspectisassigned
to officers are worked
upon.Themissionisget-
ting peoples’ support in
every possible manner.
Goswami, who be-
came IAS after leaving
post-graduation study
of Surgery, is a native
of Jaipur. Before head-
ing to Bundi, he has
served on the important
position of Joint Secre-
tary in DoP from July
2020 to July 2022 in the
State Secretariat.
Bundi Collector’s new initiatives resonate with locals!

RAJE TO CONDUCT AERIAL SURVEY TODAY
Raje said that on one hand, the State is lagging
behind in the race for development, while on
the other, the ministers and MLAs of the Congress
government are in the race to become the CM. All
the blame for its failures is being put on the Modi
government, which in the country, established new
records of development that are discussed not only
in the country, but the entire world.
Jhalawar: Vasundhara Raje will conduct an aerial
survey today regarding crop damage due to rains.
She will land land on parade ground at 12:30 pm and
discuss the crop damage with the District Collector
and party workers. She will return to Jaipur in the
evening, said District BJP President Sanjay Tau.
Our Rajasthan has lost its sight.
Farmers are repenting. Where
our fight should be against

Jaipur: The Winter

jasthan Housing Board
at Shiprapath in Mansa-
rovar, will start on Octo-
ber 14. RHB Commis-

It is noteworthy that
the Board had fulfilled

permanent market by
allotting 266 shops of
this market to the Ti-

leadership of Union

Arora at Awas Bhawan
on Monday. The union
officials apprised the
Commissioner that all
the 266 Tibetan shop-
keepers have a lot of
enthusiasm to operate
the shop in the perma-
nent market.
Union officials said
that for the last 40
years, they have been
coming to Jaipur for
the business of woolen
garments. They said
that all the allottees be-
longing to the Union
would operate shops in
Shri Jhulelal Tibetan
Market only and
claimed that the Union
has nothing to do with
the Tibetan market be-
ing set up on Kalwar
Road. No shopkeeper
belonging to the Union
is setting up shop there,
they said.

MSY CHANGED UP’S POLITICAL CONTOUR amajwadi Par- ty patriarch Mulayam Singh Yadav, who passed away at the age of 82, will always be remembered for his astute- ness which changed the political landscape of Uttar Pradesh. The wrestler from Saifai, his village in Etawah, spearheaded the movement to bring back- ward classes into the main- stream of state politics in the Nineties. When the Ram Janmabhoomi move- ment began to peak he took the BJP head-on and went to the extent of ordering police firing on kar sevaks gathered in Ayodhya in 1990 in which several were killed. That single incident led to the gradual margin- alisation of Congress and rise of the BJP in the Hindi heartland as caste and reli- gious politics took root. The Ayodhya movement gave Mulayam the politi- cal opportunity to endear himself to Muslims as their protector and well- wisher. His socialist image and Muslim-Yadav combi- nation helped him become the chief minister of UP three times beginning in 1989 when Congress was voted out. Mulayam Singh Yadav was a politician of the old school and maintained cor- dialrelationswithhispoliti- cal rivals across the aisle. Ironically , Bahujan Samaj PartyleaderMayawatiprob- ably became the only excep- tion to the rule. In 1991 Mu- layam had helped Kanshi Ram win the Lok Sabha by- electionfromEtawahforthe Dalit leader’s foray in na- tional politics for a future OBC—Dalit—Muslim com- bination. Editor-In-Chief: Dr Jagdeesh Chandra Editor: Anita Hada Sangwan responsible for selection of news under the PRB Act he demise of Mulayam Singh Yadav is the end of an era of politics. He was a genuine person with a very kind heart. I believe this, understandingthewarmth of a relationship, he was a rare person to take care of the relationship diligently . I do not remember when I first met him, but from the early days of politics, I had a close relationship with him.Lateron,thisrelation- ship deepened and went on getting absorbed in deep meanings of love and re- spect. We may have always been separate under the political parties, but the af- fectionandloveandrespect that he gave, can never be forgotten. I remember he also suffered a lot during the emergency and was put in jail. After the formation of Bharatiya Janata Party , the National Democratic Front of BJP and Lok Dal was formed in Uttar Pradesh. Its President was Mulayam Singh Yadav and I was the General Secre- tary . We worked together on many levels. While in politics, I also felt closely that not only did he have a geographicalandsocialun- derstanding of Uttar Pradesh, but his political vision was also very broad. I also saw an attachment in his mind for the workers from the very beginning. Even during elections, he used to interact with them everynowandthenanddur- ing this discussion new av- enueswerealwaysopened.I also constantly felt his deep attachment to nationalism. Many times I used to jok- ingly tell him that you should have been in our party , and he used to laugh. Hedidnotsayanything, but I know that on many levels his vision was related to the cultural concerns of the na- tion and society . There are very few grass- roots leaders in politics at this time, and hence they are remembered even more in such times. He was a tru- ly grassroots leader who connected with the masses. Not everyone called him ‘Netaji’fornothing,theybe- lieved he had amazing lead- ership qualities and took everyonealong.Thatiswhy everyone was also ready to work under his leadership. Remember, whenMayawati ji was the Chief Minister in Uttar Pradesh, I used to be the Minister of Public Works Department there at thattime.InEtawah, wegot the buildings made by the Public Works Department. In those days an All India Conference of the Sama- jwadi Party was going to be heldthere.Hehadcalledme and requested to provide those buildings to the peo- ple coming to the confer- ence and make some other minorarrangements. There was no question of not ac- cepting his request. I per- sonally went there and made arrangements imme- diately after asking my principal secretary . I re- member whenever he met, he used to mention it. Al- thoughitwasnotsuchabig deal,butitwashispersonal- ity that if anyone cooperat- ed at some level, he would never forget it. In Uttar Pradesh, when I wasaministerinthePublic Works Department, once duringthebudgetspeechin the House, a Samajwadi Party MLA spoke some rudewordsaboutmewhich were far from the truth. I too had resigned then for the sake of my reputation. I remember Mulayam Sin- ghjicalledmeimmediately and said that I should not have resigned directly on this matter. He also repri- manded the MLA of his party in strong words. He publicly said that talking like this about Kalraj ji is against the dignity of a chaste person like him. He was very much above party politics and for peo- ple who were close to him, he would not think twice before doing anything, even if it was beyond the party line. There are many other such incidents with him in which I gave him some advice politically and he accepted it without thinking. Rather, at times he used to discuss with me, even when he had to make some big decisions under his own team. I remember that he never even forgot my birthday! Wherever I would have been, but he would not take rest until he found me on the phone and congratulated me. I wonder, where is the per- son who maintains such relationships and under- stands the dignity of rela- tionships! I also accept thatwhenhewastheChief Minister, whenever he was told any kind of work, he did it immediately and he accepted my opinion, my words even at such levels which no one can think of. He was deeply interested in the development of vil- lages and in the upliftment of the poor. Along with the expansionof basicfacilities in the villages, he was also closely engrossed with the traditional life there. Per- sonally , his relations with thepeopleweresodeepthat even if his party leaders joined any party later, they never broke ties with him. So many memories and an- ecdotes of him are still flashing in my mind at this time. I believe that the inti- macy and affinity that re- mained with him is an in- valuable asset of my life. Hisdemisehasleftavoid which can never be filled. His merging into infinity means going away of a per- son who has followed the principles and dignity of relationships. His absence is a personal void that will never be filled. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL In UP, when I was a minister in PWD, once during budget speech in House, a SP MLA spoke some rude words about me which were far from the truth. He had been on a dharna in front of Rail Bhavan with his party leaders during the night in cold weather. Then he called himself an anarchist. However, later his atti- tude changed after con- testing elections, win- ning and forming the government in Delhi. He had stopped calling himself an anarchist and started talking about the system of the constitution. Now again he has started a bid to create chaos and not only is he making state- ments indiscriminately , at the same time he and other leaders of her party have also started ignoring the Constitu- tion and the traditions of democratic politics. Recently there have been two incidents in which he and his party insulted the President by not following the pro- tocol attached to the President. As per tradi- tion, on October 2, on Gandhi Jayanti, the Chief Minister and Lieutenant Governor of Delhi have to be present and welcome the Presi- dent. This time Kejriwal was absent from the program. His Deputy Chief Minister Manish Sisodia did arrive but he also did not stop to welcome the President. When the Lieutenant Governor wrote a letter about this, Kejriwal did not feel the need to reply to the metter. The second incident is from Chandigarh, where President Drau- padi Murmu had ar- rived to take part in the parade on the occasion of Air Force Day. The President was to be wel- comed before the Air Force parade, for which Chief Minister Bhag- want Mann was invited from the Raj Bhavan. He also accepted the invita- tion but he did not come to attend the ceremony . Instead he went to Guja- rat to campaign for his party. On October 2, on the occasion of Gandhi Jayanti, Kejriwal had gone to Gujarat for cam- paigning. Moreover, the kind of language Kejri- wal has used for the Lieutenant Governor of Delhi and opposition parties is also no less objectionable. Is ‘petty politics’ the new political ideology of Kejriwal? New Delhi (Agencies): Asnewsof passingaway of Samajwadi Party founder Mulayam Singh Yadav broke, condolenc- es poured in from all quarters. • 9. Today we know more than any previous generation, but also less about what it truly means to be human. —Dr Jagdeesh Chandra, CEO Editor-in-Chief, First India JAIPUR | TUESDAY, OCTOBER 11, 2022 www.firstindia.co.in I https://firstindia.co.in/epapers/jaipur I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia 08 2NDFRONT POSTAL REG NO. JPC/004/2022-24 Rajendra Chhabra Jaipur: It has been seen that young IAS, who have been appoint- ed first or second time Collector of a district are full of enthusiasm, are highly motivated and look to undertake a new step for better- ment. With this ‘new thinking’, they carve a niche for themselves in the bureaucracy and polity alike. One such young IAS is the 2016 batch officer Ravindra Goswami, who has been appointed as Bundi Col- lector, for the first time. He has taken up a new project to better the handwriting of pri- mary class students. He believes that since handwriting is suffer- ing in the early age, due to this, ultimately aca- demic outcomes suffer. He believes that bad handwriting is a hurdle to development. Primary class stu- dents of government schools sit on the floor and write in their copies by placing them on their laps, as they are devoid of tables and desks re- sulting in unequal dis- tribution of force on the pencil and notebook, which damages the hand writing. Goswa- mi’s project revolves around providing desks to school kids and ar- rangements are made through donations. One desk of steel and iron costs an average of Rs 900 and one desk can accommodate 5 chil- dren. There are total 1,200 primary schools in Bundi and among these, 6,000 desks have been provided in 400 schools. Goswami says that by January 2023, the pro- ject would be imple- mented in all 1,200 schools as local ‘Bhamashahs’ have come forward to sup- port the project. Goswami is excited that a positive result of the project has come forward and in reality the handwriting of chil- dren has improved manifolds. It has mere- ly been 4 months since Goswami took over the reins of Bundi Collec- tor and apart from the handwriting improve- ment project, he is also working on two more missions - ‘Coffee with Collector’ and ‘Behta- reen Bundi’. Coffee with Collector means an informal con- versation with people wherein, people from different walks of life and communities are called in groups and are given a chance to say what they want to without any worry. As a result, people also share their opinions and advices. In the ‘Behtareen Bun- di’ mission, the people of the city are made to realise that their city is their home. Whatsapp groups have been creat- ed details of all prob- lems, including cleanli- ness related issues, are noted. The monitoring of thisaspectisassigned to officers are worked upon.Themissionisget- ting peoples’ support in every possible manner. Goswami, who be- came IAS after leaving post-graduation study of Surgery, is a native of Jaipur.
