SC to hear Jain’s plea against HC order today
New Delhi (PTI): The
Supreme Court Monday
said it will hear on
Tuesday a plea filed by
Delhi minister Satyen-
dar Jain challenging
the Delhi High Court
verdict dismissing his
petition against a lower
court order to transfer
the money laundering
case, in which he is un-
der arrest, to another
court.
The matter was men-
tioned for urgent listing
before a bench of Chief
Justice U U Lalit and
Justice S R Bhat, which
said it will be heard to-
morrow. On October 1,
the high court had dis-
missed Jain’s plea, say-
ing all facts were duly
considered by the Prin-
cipal District and Ses-
sions Judge while
transferring the case,
which is being probed
by the Enforcement Di-
rectorate (ED), and it
cannot be held that the
decision suffered from
any illegality or needed
interference. Jain had
moved the high court
challenging the Septem-
ber 23 order of Princi-
pal District and Ses-
sions Judge Vinay Ku-
mar Gupta transferring
the money laundering
case to another judge
over alleged bias.

New Delhi: CM Arvind Kejriwal on Monday claimed that
minister Satyendar Jain has been implicated in false cases
after the High Court closed proceedings against Jain under
the amended benami transactions law in consonance with
a Supreme Court ruling. The HC order came while hearing
a batch of petitions by Jain and others against the initiation
of proceedings under the Benami Transactions (Prohibition)
Amendment Act, 2016. In August, SC had held that the
2016 Act did not have retrospective application and the
authorities cannot initiate or continue criminal prosecution
or confiscation proceedings for transactions entered into
prior to the coming into force of the legislation.

Prime Minister Narendra Modi on Tuesday will inaugu-
rate the first phase expansion and revamp of the ancient
Mahakaleshwar temple in Madhya Pradesh’s Ujjain, a
popular pilgrimage place, officials said. It has been de-
veloped with a cost of ₹351 crore. The corridor provides
a glimpse of sanatan dharma where 76 big idols of 18 to
nine feet and about 110 small idols have been installed.
President Vladimir Putin said Monday that
Russia’s response to any further Ukrainian at-
tacks would be “severe”, after Moscow’s forces
carried out retaliatory missile strikes across
Ukraine. “The response from Russia will be se-
vere and correspond to level of threat,” he said.
India has a substantial inventory of Soviet
and Russian-origin weapons because the

brought the mercury
down on Monday morn-
ing with the minimum
temperature settling at
19.2 degrees Celsius,
two notches below the
season’s average, even
as traffic snarls were re-
ported from across the
national capital due to
waterlogging.

A sustained spell of

has recorded 121.7 mm
of rainfall in the first
10 days of October,
the second highest in
the month in the last
16 years, according
to India Meteorologi-
cal Department data.
The rainfall so far this
month is around three
times the precipitation
recorded (41.6 mm) in
August, which is the
wettest month of the
monsoon season. The
national capital received
122.5 mm of rainfall in
October last year. Nor-
mally, it records 28 mm
of rainfall in October.
The city did not receive
any rain in October
2020, 2018 and 2017
and logged 47.3 mm of
rainfall in October 2019.
The rainfall over the
last three days is the
second prolonged spell
within three weeks. The
capital had logged a late
spell of monsoon rains
from September 21 to
September 24 due to an
interaction between a
cyclonic circulation and
a low-pressure system.
However, the current
rains in Delhi are not
monsoon showers,
which receded from
the city on September
29 after giving 516.9
mm of rainfall against
a normal of 653.6
mm, the IMD said. The
incessant rains also
helped meet the yearly
quota (774.4 mm) of
precipitation. Delhi has
received 790 mm of
rainfall so far this year.

purportedly made by

conference at the BJP

day, party spokesper-
son Sambit Patra said
the kind of language
used by the Aam Aad-
mi Party (AAP) for

poses AAP and shows
what is their inten-
tion.” Asserting that
no Prime Minister
can be called “neech
admi”, as “all Prime
Ministers are demo-
cratically elected.
And calling them

BJP spokesman Sambit Patra said the kind of language used
by the AAP for PM shows their intentions.
New Delhi (PTI): The AAP has alleged that
the BJP-led Municipal Corporation of Delhi
has sent notices to shopkeepers in the city's
industrial areas asking them to pay unjusti-
fied conversion charge, failing which their
establishments will be sealed and penalties
imposed. This is an attempt by the BJP to ex-
tort money from businessmen, Aam Aadmi
Party (AAP) leader Durgesh Pathak told a
press conference. Thousands of such notices
have been sent to businessmen across Delhi
demanding payment of conversion charge
which ranges from ₹ 1-5 crore, he said and
showed a copy of a notice served by the
Municipal Corporation of Delhi (MCD) on the
owner of a furniture shop. For the past one
week, BJP leaders and their officers (MCD
officials) are threatening businessmen with
sealing of shops and penalties if they do not
pay conversion charge, the MLA from Rajen-
dra Nagar alleged and warned the BJP that
if you seal any of shop, you will have to face
a lot of difficulties. There was no immediate
reaction from the BJP or the MCD to the AAP
leader's claims and allegations.

leader Daljit Singh
Cheema said it was
shocking that Kejriwal
was claiming in Guja-
rat that the AAP gov-
ernment in Punjab was
giving minimum sup-
port price on five crops
and that the same for-
mula would be replicat-
ed in Gujarat.

central government is
procuring wheat and
paddy on MSP in Punjab
through the Food Corpo-

bills till December 31.
He also said 85 mil-
lion gallons of sew-
age from Keshopur
and Najafgarh will be
cleaned before it
flows into the Najaf-
garh drain.
This, according to
the CM, is expected to
reduce the pollution
load in the Yamuna
by 30%.The govern-
ment has taken a big
decision to provide
relief to the people of
Delhi from the out-
standing water bills.

standing water bills
will be waived 100 per
cent till December 31,
2022, Kejriwal said
in a series of tweets
in Hindi.

ing, Kejriwal said that
there used to be a step
motherly treatment to
east Delhi area in terms
of development works,
but in the last seven
years the AAP govern-
ment has ended that
trend. “We have ended
this step motherly treat-
ment to east Delhi. Now,
equal number of devel-
opment works are tak-
ing place in east Delhi
as are in other parts of
the city
.

New Delhi: Delhi re-
ported as many as 321
cases of dengue last
week, a reduction of 91
since last week when
412 cases were report-
ed, according to offi-
cials of the MCD Mon-
day. Municipal Corpo-
ration of Delhi offi-
cials said while the
number of dengue
cases has gone down, it
cannot be said they
have reached a peak.
“We cannot say any-
thing at the moment
and it there are condi-
tions for breeding cases
but for now a plateau of
cases can also be seen
from next month,” said
an MCD official.
According to MCD
officials, with the tem-
perature going down
because of the rain,
the cases are unlikely
to rise. “There are
three important fac-
tors for the breeding—
rainfall, temperature
and humidity. Since
humidity is not there
because of the rain
cooling down the envi-
ronment, the breeding
is expected to de-
crease,” said a senior
MCD official.
According to the civ-
ic body’s report, other
than the 321 cases re-
ported last week, 99
were acquired from
other states and in 120
cases, hospitals did not
provide the address of
the patients.

Tushar has been work-
ing with Mukul since
2020 and gets paid 12,000
per month.

pletely banning the

bursting of all types of
crackers in Delhi till

building that collapsed

death toll in the incident
to three, police said on
Monday
.
The two-storey build-
ing collapsed on Sunday
evening. While the body
of a 4-year-old girl was
recovered on Sunday,
two more bodies were
pulled out later. The de-
ceased were identified
as Khushi (4), Suleman
(75) and Shagufta (70),
police said.
“It was a two-storey
buildingwhichwasvery
old. Due to incessant
rainfall, the upper por-
tion of the building col-
lapsedleadingtofurther
damagetotherestof the
building which led to its
collapse,” a senior po-
lice officer said.
“We have registered a
case under sections 336
(act endangering life or
personal safety of oth-
ers), 337 (causing hurt
by an act which endan-
gers human life, etc.),
338 (causing grievous
hurt by act endangering
life or personal safety of
others) and 304 A (caus-
ing death by negligence)
of IPC against unidenti-
fied persons. Further
investigation is under-
way

New Delhi (PTI): The Vishva Hindu Parishad in
a protest meet here demanded compensation of
Rs 1 crore for the kin of a 21-year-old man who
was stabbed to death by a group of men recently
in northeast Delhi. According to a statement
released by VHP's Delhi unit president Kapil
Khanna on Sunday, the RSS-affiliate submit-
ted a six-point memorandum to LG VK Saxena,
demanding security and a job for a member of
the victim's family. The VHP also threatened to
launch a big movement if its demands were not
met. According to the police, Manish was stabbed
to death by a group of men in full public view in
northeast Delhi's Sunder Nagri area on October
1. The police arrested three people the next day
and said Manish was killed following an old rivalry
with the accused that arose out of a past criminal
case. A year ago, Manish had got an FIR regis-
tered against them and two of them were arrested
and sent to jail, a senior police officer had said.
In a tweet on October 2, the Delhi Police also said
the matter was not communal and had appealed
to the public to not give credence to rumours,
noting that some people were spreading mislead-
ing facts on social media. Family of late Manish
should be immediately given a compensation of
Rs 1 crore and arrangements should be made to
provide a job to any one member of his family,
the VHP demanded in its memorandum to the LG.
It also demanded that Manish's family members
be provided security. The Hindu Mahasabha
(protest meet) was organised at the Ramleela
ground in Janta Flats GTB Nagar in protest against
murder of Manish on October 1, the Delhi VHP
said in its statement.

the age of 82, will always be
remembered for his astute-
ness which changed the
political landscape of Uttar
Pradesh. The wrestler
from Saifai, his village in
Etawah, spearheaded the
movement to bring back-
ward classes into the main-
stream of state politics in
the Nineties. When the
Ram Janmabhoomi move-
ment began to peak he took
the BJP head-on and went
to the extent of ordering
police firing on kar sevaks
gathered in Ayodhya in
1990 in which several were
killed. That single incident
led to the gradual margin-
alisation of Congress and
rise of the BJP in the Hindi
heartland as caste and reli-
gious politics took root.
The Ayodhya movement
gave Mulayam the politi-
cal opportunity to endear
himself to Muslims as
their protector and well-
wisher. His socialist image
and Muslim-Yadav combi-
nation helped him become
the chief minister of UP
three times beginning in
1989 when Congress was
voted out.

an era of politics. He was a
genuine person with a very
kind heart. I believe this,
understandingthewarmth
of a relationship, he was a
rare person to take care of
the relationship diligently
.
I do not remember when I
first met him, but from the
early days of politics, I had
a close relationship with
him.Lateron,thisrelation-
ship deepened and went on
getting absorbed in deep
meanings of love and re-
spect. We may have always
been separate under the
political parties, but the af-
fectionandloveandrespect
that he gave, can never be
forgotten. I remember he
also suffered a lot during
the emergency and was put
in jail. After the formation
of Bharatiya Janata Party
,
the National Democratic
Front of BJP and Lok Dal
was formed in Uttar
Pradesh. Its President was
Mulayam Singh Yadav and
I was the General Secre-
tary
. We worked together
on many levels. While in
politics, I also felt closely
that not only did he have a
geographicalandsocialun-
derstanding of Uttar
Pradesh, but his political
vision was also very broad.
I also saw an attachment in
his mind for the workers
from the very beginning.
Even during elections, he
used to interact with them
everynowandthenanddur-
ing this discussion new av-
enueswerealwaysopened.I
also constantly felt his deep
attachment to nationalism.
Many times I used to jok-
ingly tell him that you
should have been in our
party
, and he used to laugh.
Hedidnotsayanything,but
I know that on many levels
his vision was related to the
cultural concerns of the na-
tion and society
.
There are very few grass-
roots leaders in politics at
this time, and hence they
are remembered even more
in such times. He was a tru-
ly grassroots leader who
connected with the masses.
Not everyone called him
‘Netaji’fornothing,theybe-
lieved he had amazing lead-
ership qualities and took
everyonealong.Thatiswhy
everyone was also ready to
work under his leadership.
Remember,whenMayawati
ji was the Chief Minister in
Uttar Pradesh, I used to be
the Minister of Public
Works Department there at
thattime.InEtawah,wegot
the buildings made by the
Public Works Department.
In those days an All India
Conference of the Sama-
jwadi Party was going to be
heldthere.Hehadcalledme
and requested to provide
those buildings to the peo-
ple coming to the confer-
ence and make some other
minorarrangements.There
was no question of not ac-
cepting his request. I per-
sonally went there and
made arrangements imme-
diately after asking my
principal secretary
. I re-
member whenever he met,
he used to mention it. Al-
thoughitwasnotsuchabig
deal,butitwashispersonal-
ity that if anyone cooperat-
ed at some level, he would
never forget it.
In Uttar Pradesh, when I
wasaministerinthePublic
Works Department, once
duringthebudgetspeechin
the House, a Samajwadi
Party MLA spoke some
rudewordsaboutmewhich
were far from the truth. I
too had resigned then for
the sake of my reputation.
I remember Mulayam Sin-
ghjicalledmeimmediately
and said that I should not
have resigned directly on
this matter. He also repri-
manded the MLA of his
party in strong words. He
publicly said that talking
like this about Kalraj ji is
against the dignity of a
chaste person like him.
He was very much above
party politics and for peo-
ple who were close to him,
he would not think twice
before doing anything,
even if it was beyond the
party line. There are many
other such incidents with
him in which I gave him
some advice politically
and he accepted it without
thinking. Rather, at times
he used to discuss with me,
even when he had to make
some big decisions under
his own team. I remember
that he never even forgot
my birthday! Wherever I
would have been, but he
would not take rest until
he found me on the phone
and congratulated me. I
wonder, where is the per-
son who maintains such
relationships and under-
stands the dignity of rela-
tionships! I also accept
thatwhenhewastheChief
Minister, whenever he was
told any kind of work, he
did it immediately and he
accepted my opinion, my
words even at such levels
which no one can think of.
He was deeply interested
in the development of vil-
lages and in the upliftment
of the poor. Along with the
expansionof basicfacilities
in the villages, he was also
closely engrossed with the
traditional life there. Per-
sonally
, his relations with
thepeopleweresodeepthat
even if his party leaders
joined any party later, they
never broke ties with him.
So many memories and an-
ecdotes of him are still
flashing in my mind at this
time. I believe that the inti-
macy and affinity that re-
mained with him is an in-
valuable asset of my life.
Hisdemisehasleftavoid
which can never be filled.
His merging into infinity
means going away of a per-
son who has followed the
principles and dignity of
relationships. His absence
is a personal void that will
never be filled.

been on a dharna in

with his party leaders
during the night in cold
weather. Then he called
himself an anarchist.
However, later his atti-
tude changed after con-
testing elections, win-
ning and forming the
government in Delhi.
He had stopped calling
himself an anarchist
and started talking
about the system of the
constitution. Now again
he has started a bid to
create chaos and not
only is he making state-
ments indiscriminately

other leaders of her
party have also started
ignoring the Constitu-
tion and the traditions
of democratic politics.
Recently there have
been two incidents in
which he and his party
insulted the President
by not following the pro-
tocol attached to the
President. As per tradi-
tion, on October 2, on
Gandhi Jayanti, the
Chief Minister and
Lieutenant Governor of
Delhi have to be present
and welcome the Presi-
dent. This time Kejriwal
was absent from the
program. His Deputy
Chief Minister Manish
Sisodia did arrive but
he also did not stop to
welcome the President.
When the Lieutenant
Governor wrote a letter
about this, Kejriwal did
not feel the need to reply
to the metter.
The second incident
is from Chandigarh,
where President Drau-
padi Murmu had ar-
rived to take part in the
parade on the occasion
of Air Force Day. The
President was to be wel-
comed before the Air
Force parade, for which
Chief Minister Bhag-
want Mann was invited
from the Raj Bhavan. He
also accepted the invita-
tion but he did not come
to attend the ceremony
.
Instead he went to Guja-
rat to campaign for his
party. On October 2, on
the occasion of Gandhi
Jayanti, Kejriwal had
gone to Gujarat for cam-
paigning. Moreover, the
kind of language Kejri-
wal has used for the
Lieutenant Governor of

objectionable.

that an FIR copy and

tion, the activist has sought
contempt action against

New Delhi: The Supreme Court on Monday junked a plea
seeking a direction to the Election Commission to ensure
that all political parties publish details regarding criminal
cases of candidates along with the reason for their selec-
tion on the home page of their official websites. A bench
asked the petitioner to approach the Election Commission
with his plea. The plea claimed that the petition was filed
after Samajwadi Party, which is a registered and recog-
nised political party, fielded alleged gangster Nahid Hasan
from Kairana assembly in Uttar Pradesh.
New Delhi: The Supreme Court on Monday agreed to hear
a petition filed by the Enforcement Directorate (ED), which
has sought transfer of the trial in the gold smuggling case
from Kerala to Karnataka, claiming a “free and fair trial” in
the case is not possible in the state. A bench comprising
Chief Justice U U Lalit and Justice S R Bhat issued notice
to the state of Kerala seeking its response to the Enforce-
ment Directorate’s plea and posted the matter for hearing
on October 20. The bench also allowed the application filed
by the Kerala govt seeking impleadment in the matter.

launched ‘Football for
All’ initiative to pro-
mote the sport among
school children in the
state.
Under the pro-
gramme, sponsored by
FIFA in partnership
with institutes KIIT 
KISS, the state will dis-
tribute at least 43,000
footballs among chil-
dren of around 2,000
schools, an official said.
This is the “first such
programme by FIFA in
the country”, with an
aim to promote football
among school children,
the sports department
official said. Noting
that football is the
“most popular game
that brings people to-
gether across the
globe”, Patnaik said the
initiative will help gen-
erate more interest
about the game.
“We are quite focused
on development of foot-
ball, especially women’s
football. We will have
good infrastructure and
coaching programmes
to improve performanc-
es,” he said.
Expressing happi-
ness over the launch of
the programme, the CM
thanked FIFA for choos-
ing Odisha for this pro-
gramme. Sports Minis-
ter TK Behera said that
the state is investing
heavily in building in-
frastructure for promo-

Kolkata (Agencies): Large gatherings of five or more
people have been banned in Kolkatas Ekbalpore area af-
ter violent clashes between two communities on Sunday
night. Section 144 of the Code of Criminal Procedure
has been imposed for three days in the area from today
till October 12. As per the order, any assembly of five or
more people with any lethal or other dangerous weapons
will call for immediate arrest.

Pincus will acquire a ma-
jority stake in non-banking
finance firm Vistaar Fi-
nance, the company said
on Monday. The global pri-
vate equity firm focused on
growth investments has
entered into an agreement
to acquire a majority stake
in Vistaar Finance which is
engaged in lending to Mi-
cro, Small and Medium En-
terprises in India. The
company, however, did not
disclose the financial de-

has set up a solar-pow-
ered charging station for
electric vehicles in the
Ladakh region. “CESL, a
wholly owned subsidiary
of Energy Efficiency Ser-
vices Ltd (EESL) under the
Ministry of Power has es-
tablished a first-of-its-kind
solar-powered charging
plaza for electric vehicles
in the Ladakh region,” it
said in a release on Mon-
day. The integrated car-
port was inaugurated by

pared most of its initial
losses and settled 4 paise
lower at a fresh lifetime
low of 82.34 (provisional)
against the US dollar on
Monday, weighed down by
as risk-averse sentiment
among investors.
Moreover, a negative
trend in domestic equities
and a firm greenback over-
seas sapped investor appe-
tite, forex traders said.
At the interbank foreign
exchange market, the local
currency opened at 82.68,
then fell further to an all-
time intra-day low of 82.69.
According to forex trad-
ers, the local unit pared
initia losses on possible
central bank intervention
and finally settled for the
day at an all-time low of
82.34 against the American
currency
, down 4 paise over
its previous close.
On Friday, the rupee had
depreciated by 13 paise to
close at 82.30.
“The Indian rupee pared
opening losses on possible
central bank intervention
and corporate inflows...
lower crude oil prices also
supported the rupee in to-
day’s session,” said Dilip
Parmar, Research Analyst,
HDFC Securities.
However, the directional
trend remains bearish for
the rupee amid tighter li-
quidity conditions and
risk-averse sentiments,
Parmar said, adding, “Spot
USD-INR is having near-
term resistance at 82.90
and support at 81.95.”
Meanwhile, the dollar
index, which gauges the
greenback’s strength
against a basket of six cur-
rencies, advanced 0.23 per
cent to 113.05.
Global oil benchmark
Brent crude futures fell
0.71 per cent to USD 97.22
per barrel.
On the domestic equity
market front, the 30-share
BSE Sensex dropped 200.18
points or 0.34 per cent to
end at 57,991.11, while the
broader NSE Nifty fell 73.65
points or 0.43 per cent to

Record 5.4 lakh
vehicles sold during
Navratri: FADA
New Delhi(PTI): India’s
vehicle retail sales rose
57% during the Navratri
festival this year, recording
sales of almost 5.4 lakh
units, said Federation of
Automobile Dealers Asso-
ciations on Monday
.
As per the FADA state-
ment, the total vehicle re-
tail sales between Septem-
ber 26 and October 5, 2022,
stood at 5,39,227 units as
compared to 3,42,459 units
sold during Navratri last
year. The sales registered
this year were also a re-
cord, bettering the previ-
ous best of 4,66,128 units in
Navratri of 2019, it added.
Navratri sales show that
customers are back in
showrooms after a gap of
three years, FADA Presi-
dent Manish Raj Singha-
nia said.
Two-wheeler retail sales
in this year’s Navratri
stood at 3,69,020 units
against 2,42,213 units dur-
ing the festive period last
year, showing a growth of
52.35%. Compared to
3,55,851 units clocked in the
Navratri of the pre-Covid
year 2019 the two-wheeler
sales growth was 3.7%.
“Two-wheeler category,
which was continuously
showing weakness when
compared to pre-Covid
months, also registered
single-digit growth,” PTI
quoted Singhania as say-
ing. Passenger vehicle
sales during this year’s
Navratri stood at 1,10,521
units against 64,850 units
last year, a growth of
70.43%, FADA said.

discussions” about the future of
their alliance, adding that Nissan
was considering investing in
Renault’s future electric vehicle
unit.“The companies continue to
drive structural improvements
to ensure sustainable Alliance
operations and governance. Any
further communication will be
done in due course by the Alli-
ance members,” added Renault
and Nissan in a joint statement
on Monday. A source familiar
with the matter said Nissan was
pressing its French partner to
cut its stake in the Japanese
automaker as much as possible,
ideally to 15%, and may consider
raising funds to buy back the
shares. Renault shares were
up 5% in early session trading,
making the stock the best per-
former on France’s benchmark

said the new details shared with India

Large Indian lenders are
reluctant to process direct
rupee trade transactions
with Russia months after
the mechanism was put in
place for fear of becoming
the target of sanctions by
the United States and Eu-
rope over the invasion of
Ukraine, sources said.
Two smaller lenders
have moved to adopt the
system after the Reserve
Bank of India (RBI) said in
July that it had set up an
arrangement for interna-
tional trade settlements in
rupees with immediate ef-
fect. But bigger lenders
with more exposure to the
international financial sys-
tem, and in particular the
dollar, are worried their
businesses could be dis-
rupted if targeted by sanc-
tions.
Western sanctions to
punish Russia for its inva-
sion of Ukraine are trying
to limit Moscow’s access to
foreign exchange, particu-
larly the dollar. India has
deep trade ties with Russia,
and the rupee mechanism
can help bypass the US dol-
lar and the euro for settle-
ments.
An Indian diplomat in
Russia said Russian banks
had reached out to eight
large Indian counterparts
to set up rupee trade settle-
ments, but the Indian
banks had not responded.

On the other hand,

SC to hear Jain’s plea against HC order today New Delhi (PTI): The Supreme Court Monday said it will hear on Tuesday a plea filed by Delhi minister Satyen- dar Jain challenging the Delhi High Court verdict dismissing his petition against a lower court order to transfer the money laundering case, in which he is un- der arrest, to another court. The matter was men- tioned for urgent listing before a bench of Chief Justice U U Lalit and Justice S R Bhat, which said it will be heard to- morrow. The rainfall so far this month is around three times the precipitation recorded (41.6 mm) in August, which is the wettest month of the monsoon season. The national capital received 122.5 mm of rainfall in October last year. Nor- mally, it records 28 mm of rainfall in October. The city did not receive any rain in October 2020, 2018 and 2017 and logged 47.3 mm of rainfall in October 2019. The rainfall over the last three days is the second prolonged spell within three weeks. The capital had logged a late spell of monsoon rains from September 21 to September 24 due to an interaction between a cyclonic circulation and a low-pressure system. However, the current rains in Delhi are not monsoon showers, which receded from the city on September 29 after giving 516.9 mm of rainfall against a normal of 653.6 mm, the IMD said. The incessant rains also helped meet the yearly quota (774.4 mm) of precipitation. Delhi has received 790 mm of rainfall so far this year. New Delhi (PTI): The AAP has alleged that the BJP-led Municipal Corporation of Delhi has sent notices to shopkeepers in the city's industrial areas asking them to pay unjusti- fied conversion charge, failing which their establishments will be sealed and penalties imposed. This is an attempt by the BJP to ex- tort money from businessmen, Aam Aadmi Party (AAP) leader Durgesh Pathak told a press conference. Thousands of such notices have been sent to businessmen across Delhi demanding payment of conversion charge which ranges from ₹ 1-5 crore, he said and showed a copy of a notice served by the Municipal Corporation of Delhi (MCD) on the owner of a furniture shop. This, according to the CM, is expected to reduce the pollution load in the Yamuna by 30%.The govern- ment has taken a big decision to provide relief to the people of Delhi from the out- standing water bills. Latefee(latepayment surcharge) on out- standing water bills will be waived 100 per cent till December 31, 2022, Kejriwal said in a series of tweets in Hindi. Sewage pumping stations of 55 MGD cumulative capacity will be built on Badli, Nigam Bodh and Mori Gate drains. The dirty water of these drains will not go into the Yamuna, he said. The Yamuna enters Delhi at Palla in the north and leaves at Jaitpur in the south, traversing a length of 48 km. Twenty-two drains carrying domestic wastewater and in- dustrial effluent fall into the Yamuna be- tween Wazirabad and Okhla. Though the 22-km stretch is less than 2 per cent of the river length, it ac- counts for about 80 per cent of the pollu- tion in the river. Municipal Corpo- ration of Delhi offi- cials said while the number of dengue cases has gone down, it cannot be said they have reached a peak. “We cannot say any- thing at the moment and it there are condi- tions for breeding cases but for now a plateau of cases can also be seen from next month,” said an MCD official. According to MCD officials, with the tem- perature going down because of the rain, the cases are unlikely to rise. “There are three important fac- tors for the breeding— rainfall, temperature and humidity. Since humidity is not there because of the rain cooling down the envi- ronment, the breeding is expected to de- crease,” said a senior MCD official. According to the civ- ic body’s report, other than the 321 cases re- ported last week, 99 were acquired from other states and in 120 cases, hospitals did not provide the address of the patients. The highest number of cases were reported from South District with 28 patients. As many as 1,258 dengue cases have been report- ed this year, so far. To tackle mosquito breeding, the munici- pal corporation has formed WhatsApp groups for the redres- sal of complaints. A year ago, Manish had got an FIR regis- tered against them and two of them were arrested and sent to jail, a senior police officer had said. In a tweet on October 2, the Delhi Police also said the matter was not communal and had appealed to the public to not give credence to rumours, noting that some people were spreading mislead- ing facts on social media. We may have always been separate under the political parties, but the af- fectionandloveandrespect that he gave, can never be forgotten. I remember he also suffered a lot during the emergency and was put in jail. After the formation of Bharatiya Janata Party , the National Democratic Front of BJP and Lok Dal was formed in Uttar Pradesh. Its President was Mulayam Singh Yadav and I was the General Secre- tary . We worked together on many levels. While in politics, I also felt closely that not only did he have a geographicalandsocialun- derstanding of Uttar Pradesh, but his political vision was also very broad. I also saw an attachment in his mind for the workers from the very beginning. Even during elections, he used to interact with them everynowandthenanddur- ing this discussion new av- enueswerealwaysopened.I also constantly felt his deep attachment to nationalism. Many times I used to jok- ingly tell him that you should have been in our party , and he used to laugh. Hedidnotsayanything,but I know that on many levels his vision was related to the cultural concerns of the na- tion and society . There are very few grass- roots leaders in politics at this time, and hence they are remembered even more in such times. He was a tru- ly grassroots leader who connected with the masses. Not everyone called him ‘Netaji’fornothing,theybe- lieved he had amazing lead- ership qualities and took everyonealong.Thatiswhy everyone was also ready to work under his leadership. Remember,whenMayawati ji was the Chief Minister in Uttar Pradesh, I used to be the Minister of Public Works Department there at thattime.InEtawah,wegot the buildings made by the Public Works Department. In those days an All India Conference of the Sama- jwadi Party was going to be heldthere.Hehadcalledme and requested to provide those buildings to the peo- ple coming to the confer- ence and make some other minorarrangements.There was no question of not ac- cepting his request. I per- sonally went there and made arrangements imme- diately after asking my principal secretary . I re- member whenever he met, he used to mention it. Al- thoughitwasnotsuchabig deal,butitwashispersonal- ity that if anyone cooperat- ed at some level, he would never forget it. In Uttar Pradesh, when I wasaministerinthePublic Works Department, once duringthebudgetspeechin the House, a Samajwadi Party MLA spoke some rudewordsaboutmewhich were far from the truth. I too had resigned then for the sake of my reputation. I remember Mulayam Sin- ghjicalledmeimmediately and said that I should not have resigned directly on this matter. He also repri- manded the MLA of his party in strong words. He publicly said that talking like this about Kalraj ji is against the dignity of a chaste person like him. He was very much above party politics and for peo- ple who were close to him, he would not think twice before doing anything, even if it was beyond the party line. There are many other such incidents with him in which I gave him some advice politically and he accepted it without thinking. Rather, at times he used to discuss with me, even when he had to make some big decisions under his own team. I remember that he never even forgot my birthday! Wherever I would have been, but he would not take rest until he found me on the phone and congratulated me. I wonder, where is the per- son who maintains such relationships and under- stands the dignity of rela- tionships! I also accept thatwhenhewastheChief Minister, whenever he was told any kind of work, he did it immediately and he accepted my opinion, my words even at such levels which no one can think of. He was deeply interested in the development of vil- lages and in the upliftment of the poor. Along with the expansionof basicfacilities in the villages, he was also closely engrossed with the traditional life there. Per- sonally , his relations with thepeopleweresodeepthat even if his party leaders joined any party later, they never broke ties with him. So many memories and an- ecdotes of him are still flashing in my mind at this time. I believe that the inti- macy and affinity that re- mained with him is an in- valuable asset of my life. Hisdemisehasleftavoid which can never be filled. His merging into infinity means going away of a per- son who has followed the principles and dignity of relationships. His absence is a personal void that will never be filled. New Delhi (ANI): The National Investi- gation Agency (NIA) on Monday informed the Delhi High Court that an FIR copy and an arresting memo have been served to thepetitioner/alleged associate of Popular Front of India (PFI). The Bench of Jus- tice Anoop Kumar Mendiratta on Mon- day was also in- formed by the law- yers of the petitioner that the remand ap- plication copy has still not been served to the petitioner. Af- ter noting the sub- missions, the Delhi High Court ad- journed the matter to November. The court also noted the sub- missions that the NIA will produce sev- eral accused in the case before the trial court today itself. The petitioner Mo- hammed Yusuff al- leged that PFI associ- ate along with others arrested by NIA dur- ing the multiple raids conducted on September 22 this year. In his peti- tion, the activist has sought contempt action against senior police officials for not taking any steps in the issue, according to the guidelines laid down to curb hate speeches and lynching. New Delhi: The Supreme Court on Monday junked a plea seeking a direction to the Election Commission to ensure that all political parties publish details regarding criminal cases of candidates along with the reason for their selec- tion on the home page of their official websites. A bench asked the petitioner to approach the Election Commission with his plea. The plea claimed that the petition was filed after Samajwadi Party, which is a registered and recog- nised political party, fielded alleged gangster Nahid Hasan from Kairana assembly in Uttar Pradesh. New Delhi: The Supreme Court on Monday agreed to hear a petition filed by the Enforcement Directorate (ED), which has sought transfer of the trial in the gold smuggling case from Kerala to Karnataka, claiming a “free and fair trial” in the case is not possible in the state. A bench comprising Chief Justice U U Lalit and Justice S R Bhat issued notice to the state of Kerala seeking its response to the Enforce- ment Directorate’s plea and posted the matter for hearing on October 20. The bench also allowed the application filed by the Kerala govt seeking impleadment in the matter. New Delhi: The Supreme Court on Monday sought responses from the Centre and others to a plea seek- ing to declare all forms of “unilateral and extrajudi- cial” divorce among Mus- lims including ‘Talaq-e-Ki- naya’ and ‘Talaq-e-Bain’ as void and unconstitutional. Under the pro- gramme, sponsored by FIFA in partnership with institutes KIIT KISS, the state will dis- tribute at least 43,000 footballs among chil- dren of around 2,000 schools, an official said. This is the “first such programme by FIFA in the country”, with an aim to promote football among school children, the sports department official said. At the interbank foreign exchange market, the local currency opened at 82.68, then fell further to an all- time intra-day low of 82.69. According to forex trad- ers, the local unit pared initia losses on possible central bank intervention and finally settled for the day at an all-time low of 82.34 against the American currency , down 4 paise over its previous close. On Friday, the rupee had depreciated by 13 paise to close at 82.30. “The Indian rupee pared opening losses on possible central bank intervention and corporate inflows... lower crude oil prices also supported the rupee in to- day’s session,” said Dilip Parmar, Research Analyst, HDFC Securities. However, the directional trend remains bearish for the rupee amid tighter li- quidity conditions and risk-averse sentiments, Parmar said, adding, “Spot USD-INR is having near- term resistance at 82.90 and support at 81.95.” Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six cur- rencies, advanced 0.23 per cent to 113.05. Global oil benchmark Brent crude futures fell 0.71 per cent to USD 97.22 per barrel. Record 5.4 lakh vehicles sold during Navratri: FADA New Delhi(PTI): India’s vehicle retail sales rose 57% during the Navratri festival this year, recording sales of almost 5.4 lakh units, said Federation of Automobile Dealers Asso- ciations on Monday . As per the FADA state- ment, the total vehicle re- tail sales between Septem- ber 26 and October 5, 2022, stood at 5,39,227 units as compared to 3,42,459 units sold during Navratri last year. The sales registered this year were also a re- cord, bettering the previ- ous best of 4,66,128 units in Navratri of 2019, it added. Navratri sales show that customers are back in showrooms after a gap of three years, FADA Presi- dent Manish Raj Singha- nia said. Two-wheeler retail sales in this year’s Navratri stood at 3,69,020 units against 2,42,213 units dur- ing the festive period last year, showing a growth of 52.35%. Compared to 3,55,851 units clocked in the Navratri of the pre-Covid year 2019 the two-wheeler sales growth was 3.7%. “Two-wheeler category, which was continuously showing weakness when compared to pre-Covid months, also registered single-digit growth,” PTI quoted Singhania as say- ing. Passenger vehicle sales during this year’s Navratri stood at 1,10,521 units against 64,850 units last year, a growth of 70.43%, FADA said. INDIA GETS 4TH SET OF SWISS BANK ACCOUNT DETAILS UNDER AUTOMATIC INFO EXCHANGE New Delhi: India has received the fourth set of Swiss bank account details of its nationals and organisations as part of an annual automatic information exchange under which Switzerland has shared particulars of nearly 34 lakh finan- cial accounts with 101 countries. Officials said the new details shared with India pertain to “hundreds of financial accounts”, including many cases of multiple accounts associated with some individuals, corporates and trusts. India’s space economy is likely to be worth nearly $13 billion by 2025, with the satellite launch services segment set to witness the fastest growth spurred by increasing private partici- pation, according to a re- port released by ISpA and Ernst and Young. AGAINST U.S. DOLLAR LARGE INDIAN LENDERS SHUN RUPEE MECHANISM IN RUSSIA TRADE Mumbai (Agencies): Large Indian lenders are reluctant to process direct rupee trade transactions with Russia months after the mechanism was put in place for fear of becoming the target of sanctions by the United States and Eu- rope over the invasion of Ukraine, sources said. Two smaller lenders have moved to adopt the system after the Reserve Bank of India (RBI) said in July that it had set up an arrangement for interna- tional trade settlements in rupees with immediate ef- fect. But bigger lenders with more exposure to the international financial sys- tem, and in particular the dollar, are worried their businesses could be dis- rupted if targeted by sanc- tions. Western sanctions to punish Russia for its inva- sion of Ukraine are trying to limit Moscow’s access to foreign exchange, particu- larly the dollar. India has deep trade ties with Russia, and the rupee mechanism can help bypass the US dol- lar and the euro for settle- ments. An Indian diplomat in Russia said Russian banks had reached out to eight large Indian counterparts to set up rupee trade settle- ments, but the Indian banks had not responded. MARKETS SETTLE LOWER AMID WEAK TRENDS IN GLOBAL MARKETS Mumbai (PTI): Equity benchmark indices Sensex and Nifty ended lower on Monday amid a weak trend in global markets. The 30-share BSE Sensex declined 200.18 points or 0.34 per cent to settle at 57,991.11. During the day, it tum- bled 825.61 points or 1.41 per cent to 57,365.68. The broader NSE Nif- ty fell 73.65 points or 0.43 per cent to end at 17,241. Among the 30-share Sensex pack, Asian Paints, ITC, Titan, Reli- ance Industries, HDFC, Nestle and HDFC Bank were the biggest lag- gards. On the other hand, Axis Bank, TCS, Maruti, Wipro, Tech Mahindra and HCL Technologies were among the gainers. Elsewhere in Asia, markets in Shanghai and Hong Kong ended in the negative territory . Stock exchanges in Europe were also trading mostly lower in mid-ses- sion deals.

Gautam, who was the Minister for Social Welfare, SC and ST, Registrar of Co-op- erative Societies and Gurudwara Elections, said he is resigning as minister as he does not want his leader or AAP to be in trouble because of him. Gautam’s successor too would be from the Dalit community. Ambedkar Nagar MLA Ajay Dutt, Kondli legis- lator Kuldeep Kumar, and Karol Bagh MLA Vishesh Ravi are the frontrunners among the leaders being con- sidered for the post. New Delhi (PTI): The BR Ambedkar University Delhi (AUD) has opened the online applica- tion portal for reg- istration to its vari- ous postgraduate programmes. The university will admit students in 27 PG pro- grammes this aca- demic year. Out of these, admission to 20 PG programmes will be through the Common Universi- ty Entrance Test (CUET) and admis- sions to seven PG programmes will be through the en- trance exams con- ducted by the uni- versity.
