Mr. Ruebling has 32 years of progressive professional engineering
experience in multi-million dollar process and power equipment. His
experience includes the following job functions: Mechanical/Piping
Senior Design Engineer, and Generation Division Manager. He has
experience in engineering design, pipe stress analysis, specification of
equipment, review of vendor bids, construction support, field
engineering, rotating equipment, project management, supervision,

Experience
Conoco Phillips Alaska, Inc. (CPAI), Various Projects, Anchorage,
AK (Supervising Discipline Engineer). Responsible Engineer for the
Mechanical/Piping Design effort in the AECOM Anchorage, Alaska,
Office. Oversee the work of eight Mechanical Engineers and
13 Piping/Mechanical Designers. Provide front-end engineering
development (FEED) input to define project scopes and budgets. Work
with the AECOM offices in Houston and Denver to deliver Alaska North
Slope Oil and Gas projects. Work with CPAI to coordinate the
engineering effort and resolve design issues with the CPAI Project Leads
and Technical Authority (TA) engineers. Projects have varied from
defining design requirements for a dehydration unit, pipeline change of
service design requirements, U.S. Department of Transportation (DOT)
pipeline modifications, defining standby generator requirements, to
preliminary pipe stress analysis. Coordination on a wide range of

Chevron Corporation. Cook Inlet rlaUorms. AK (2008-2011
(F~cility Engineer). Learned to use the Chevron Project Execution
Programs. Responsible for the execution of mechanical engineering work
on Grayling and King Salmon Platforms. Provided technical scope
development on a variety of engineering projects. Pressure safety valve
(PSV) audit coordination, preparation of tank inspection work packages,
technical specifications, budgets. Retrofitted a separator with a cyclonic
inlet of our own design. Installation of ice breakers on the platform legs.
Developed design changes to utilize some gas lift compressors for gas
well compressor boost. Coordinated with engineering companies and
equipment vendors. Directly worked with operations to solve gas quality
issues and liquid carryover problems. Worked with the inspections group
to define inspection requirements and make sure they were carried out.

(Lead Mechanical Engineer). Responsible for the execution of
mechanical engineering work at ASRC. Oversaw 11 mechanical
engineers. Provided technical scope development on a variety of
engineering projects. This work included development of new green field
sites on the North Slope of Alaska. Development of new specifications
for piping and heating equipment. Coordination with other disciplines,
vendors, regulatory agencies, and clients on projects. Peer review of
other engineers' work. Mentoring of new mechanical engineers.
Coordination with other engineering companies. Technical work included
use of a Boiler & Pressure Vessel Code (BPVC) analysis program to
recertify the ASRC test vessel at the fabrication shop.
Anchorage Municipal Light & power (ML&P). Anchorage. AK (2003-

(Generation Manager). Managed ML&P's Generation/Power
Management Division. Oversaw the operation and maintenance of
ML&P's generation equipmenUpersonnel (eight gas and steam turbines,
two hydro turbines, and 71 employees). Coordination with requlatory
agencies, the Municipality of Anchorage, union representatives, and
other utilities. Evaluated load growth and current equipment condition
and developed plans to either repair or phase out old equipment and
phase in new equipment. Looked for opportunities to increase efficiency
and reduce cost and implement these projects where feasible.
Developed budgets for maintenance and equipment replacement up to
and including gas turbine equipment. Looked for opportunities to work
with other utilities on joint projects where possible. Provided technical
support for the Bradley Lake hydro project.

BP Gas Cap Water Injection Project, Pipeline Layout. Technical
evaluation of new designs and increased support spacing to reduce cost,
pipeline stress analysis, procurement of long-lead materials, design of
tie-ins to existing systems, Design of pipeline supports and anchors.
Preparation of material requisitions, review of bids. (2001)
SP Northstar (Alyeska Pipeline Service Company [APSC)) Pump
Station No.1 Tie-in. Work consisted of the following: Pipeline design
work, valve specification and procurement, pipe stress analysis, branch
connection design, metering skid design and procurement, and piping
and piping component procurement. ASME 831.4 and 831.8 piping code
conformance reviews. (2000-2001)
APSC Berth Loading Arm Overhaul, Valdez Marine Terminal.
Prepared engineering design packages for the loading arm overhaul.
Coordinated with vendors in France during construction of the new arms.
Prepared specifications for a new air compressor to convert a valve
control system from hydraulic to pneumatic. Performed pipe stress
analysis. (2000)
APSC Pump Station 4. (Facility Engineer). Mr. Ruebling was the
Principal Engineer during the design and plan to install a 26-inch yard
check valve during a 24-hour shutdown at PS04. This included defining a
draindown plan, installing hot taps prior to the shutdown, developing a
pumping plan to evacuate the lines where the new valve was to be
installed, and positioning storage tanks to hold crude oil while parts of
the PS04 systems were disabled. Supported numerous station-
engineering activities while the valve replacement was being planned.
Anchor designs of propane lines into the Remote Gate Valve (RGV)
buildings. Developed a conceptual study of liquid waste incinerator
options. (1999-2000)
ARCO Point Mac EOR Project (Lisburne, Alaska). Piping design
inside a compressor module. Included pipe stress analysis up to a
compressor, relief valve system-piping design in adherence to
ASME 831.8 piping code. Designed the heating, ventilation, and air
conditioning (HVAC) system for the processing room, electrical control
room, and the variable frequency drive (VFD) module. Designed the
piping connecting the new chiller and module to the existing building.
Specified expansion loops and spring hangers for the system. During
conceptual engineering, Mr. Ruebling was involved in selecting
centrifugal scrubbers over conventional knockout drums, resulting in
significant cost and weight savings without sacrificing performance.
(1998-1999)
Prior to 1998, Mr. Ruebling was in the project engineering department.
Most of the projects were at the Valdez Marine Terminal. The tasks he
performed included the following:

(Field Engineer). Mr. Ruebling was the technical representative for
General Electric. The tasks he performed included the following:
Installation of new gas turbines
Maintenance of gas and steam turbines
Project planning and implementation
Emergency outage problem solving
He was the start-up engineer responsible for initial start-up of new
systems and existing systems after overhaul and supervised craft labor
on mechanical and electrical tasks during overhauls.
He interfaced with plant managers on schedules and problems and
prepared written reports when they were required.
Mr. Ruebling discovered and implemented cost-saving options during
installations.
He obtained experience on a variety of systems and applications,
including mechanical drives, electric power generation, and pressure
reducing steam turbines. He also obtained experience on a variety of
control systems, including digital, analog, mechanical, and hydraulic.
MCDonnell Douglas Aircraft Company. st. Louis. MO l1982-1991)
(Propulsion Engineer). Mr. Ruebling was a propulsion engineer for
McDonnell Douglas, working primarily on the Harrier Jump Jet. The
propulsion team was responsible for integrating the jet engine into the
aircraft. The integration included inlet effects, connection of controls. and
performance verifications. Mr. Ruebling became the primary McDonnell
Douglas propulsion representative at test sites in the United States and
Great Britain. The tasks he performed included:
