2. BACKGROUND OF STUDY
Constituency Development Fund (CDF) in Kenya has been hailed as one of the most innovative creations of the
National Alliance Rainbow Coalition (NARC) administration (2003- 2007). This fund was created by the
Constituencies Development Fund Act, 2003 with the main objective of addressing poverty at grassroots level
by dedicating a minimum of 2.5% of the Government’s ordinary revenue to grassroots development and the
reduction of poverty. It has since created local consume’ demand through various projects, funding other local
needs including education, health and infrastructure (Constituency Development Fund, 2012). The
Government has been working hard to cultivate an image of transparency and inclusiveness for good
governance in Kenya by implementing E-Governance services and hence creating better relations between
citizens and those in power. ICT has been exploited in this relationship to help transform the accessibility,
quality and cost-effectiveness of public services. Introduction of web-based Internet applications and other
information technologies combined with processes that implement these technologies to enhance access to
and delivery of Government information and services to the public, other agencies and other Government
entities have been put in place in the recent past.

• This is achieved since with paper work evidence can be destroyed.
• Cost
• Over the years applicants have been experiencing hard time in traveling from various places of residence to
CDF offices in order to fetch the application forms. This has subjected the applicants to many expenses
including transport, food and a times accommodation due to delay in the process.
• Notification of application process
• For the past years, there have been a problem of notification to the public about the ongoing application
processes in the CDF offices which has resulted to many people in remote areas having no information
about the open applications. The system will help in online notification of application period.
• Time wastage
• For a long period of time, applicants have been leaving their daily activities pending just to make themselves
available in the CDF offices for application process, therefore leading to procrastinations of their daily chores
hence ending up wasting a lot of their time. The system will provide online applications whereby it will be
accessible by just use of computer and availability of internet connection which will be more time saving.
4. PROBLEM STATEMENT
According to our research we noted that most CDF processes involve a
lot of paper work. There is also embezzlement of funds, overcrowding
in CDF offices, transport cost to and from CDF offices, and time taken to
move to and from CDF offices which could be used to do other
activities. Companies also take a lot of time in applying for tenders
since they have to go to the CDF offices to be secure the application
forms.
5. MAIN OBJECTIVE
• The main aim of this project is to design, develop and implement
secure and reliable online CDF management system for the citizens’
application with familiar graphical user interface that may not need
prior user training before use for ease of data entry and retrieval.
6. SPECIFIC OBJECTIVES
• To investigate and identify the problem associated with the existing
manual system.
• Design an efficient online CDF management system to solve the
problem
• To develop and implement the new system
• To test and validate the new CDF management system development.
