LAUNCHING OF THE
As the highlight of the event, DepEd Undersecretary and Chief
of Staff Atty. Nepomuceno A. Malaluan, Honorable Senator
Sherwin T. Gatchalian, and Planning Service Director Roger B.
Masapol jointly with Executive Director Lovelaine Basillote of
Philippines Business Education (PBEd), and Mr. Behzad Noubary
of the United Nations Children’s Fund (UNICEF) officially
unveiled the BEDP 2030.
To uphold the goals set in the basic education, DepEd together
with key stakeholders and partners pledged their commitment
to continuously upgrade the state of basic education for the
benefit of millions of Filipino learners until 2030 and beyond.
I. EXECUTIVE SUMMARY
On June 03, 2022, the Department of Education (DepEd)
launched the Basic Education Development Plan (BEDP) 2030.
The BEDP 2030 is the first long-term plan for basic education
covering formal education from 5 to 18 years old and non-
formal education for youth and adults. It serves as a strategic
roadmap for improving the quality of basic education as well
as the learners’ experiences in the basic education learning
environment.
Education Secretary Leonor Magtolis Briones stated that the
BEDP 2030 is part of the administration’s efforts to ensure that
the call for improving the access and quality of basic
education will continue as these are the challenges that were
identified by various researches. BEDP 2030 was anchored on
the Sulong Edukalidad framework to harmonize the strategies
within DepEd.
The launch was attended by key DepEd officials, Education
Forum for Quality Education (Educ Forum) representatives, civil
society organizations, private partners, and development
partners, including the Philippine Business for Education (PBEd),
UNICEF, and SEAMEO INNOTECH.
II. BACKGROUND
The Basic Education Development Plan (BEDP) 2030 is rooted in
DepEd’s aspirations and priorities, national government
development agenda, international commitment, and global
trends in education. It describes linkages to the relevant
agencies in the early childhood, higher, and technical and
vocational education sectors. It is anchored on the goal of the
Department that all Filipinos can realize their full potential and
contribute meaningfully to a cohesive nation through the
protection and promotion of their right to education.
The BEDP 2030 serves as a strategic roadmap for the
Department of Education to improve the delivery and quality of
basic education and the experience of learners in the basic
education learning environment. With the issuance of DepEd
Order No. 024, s. 2022, the Department adopts the BEDP 2030 as
the long-term plan for the DepEd covering all formal education
from Kindergarten, Elementary, Junior High School. Senior High
School, as well as non-formal education through Alternative
Learning System.

and key education partners, the
BEDP provides a roadmap to
improve the delivery and quality
of basic education into the
medium term, and serves as
framework and parameter for the
formulation of policies and yearly
programs and budgets for basic
education."

The Launching of the Basic
Education Development Plan
(BEDP) 2030 formally started at
1:35 PM with 39 Educ Forum
member organizations present,
and the launching was graced
by the presence of Honorable
Senator Sherwin Gatchalian.

partners from bilateral and
multilateral organizations,
members, and partners of the

workers in the department for
extending their support to
improve the quality of basic
education.

In his closing message, he shared that Phase 1 of the BEDP
implementing strategy is the post-COVID-19 recovery and transition to
the new normal. With this, the Department will submit to the incoming
DepEd leadership a Learning Recovery and Continuity Plan Towards the
New Normal for SY 2022-2023 to supersede the BE-LCP. The Learning
Recovery and Continuity Plan will focus on mitigating the negative
impacts of pure distance learning and bridging the learning gaps
caused by the COVID-19 disruption, while deepening the innovations
and learning gains compelled by COVID-19.
Usec. Malaluan explained that the BEDP 2030 is a progression and
enhanced forward projection of the reforms under previous
administrations as well as the present administration, emphasizing the
continuity of the education reform process. This will serve as a living
document that will be subjected to the continuing review and
refinements of the incoming DepEd leadership.

To set a direction, a high-level
visioning and direction-setting
workshop was conducted with
Secretary Briones, the
Executive Committee, the
Regional Office directors, and
Central Office directors.
Separate sessions with
children and youth were also
conducted to elicit learners'
views about the future
planning and direction for
education.
Based on the result of the
sector analysis and high-level
visioning, the BEDP results
framework was formulated.
Outlining the priorities of
DepEd in terms of addressing
the immediate and long-term
challenges, confronting basic
education, particularly the
impact of COVID-19.
The DepEd development
process commenced in 2017. A
series of consultations with
DepEd key officials and
various external partners were
undertaken to discuss
expectations and
collaboration points.
An inclusive and highly
consultative process of sector
analysis was undertaken
which yielded the prevailing
issues and challenges in basic
education along participation,
completion, quality, and
education delivery.
The Education forum was
utilized in engaging partners
and stakeholders.
These are reflected in the
intermediate outcomes spelling
out what the organization
endeavors the learners to have
through the four pillars: access,
equity, quality, and resilience and
well-being supported by the
enabling mechanism under
governance. Using the four pillars,
strategies were then formulated
aimed to specifically address the
issues identified in sector analysis
which shall serve as the
springboard for DepEd’s policies,
system, programs, and projects.
A simulation model was
developed to test the financial
sustainability of policy options
and come up with a realistic
estimate of basic education
investment requirements.
After the final draft of BEDP was
circulated to the key officials and
Education Forum members, it was
finalized and presented to the
Secretary. The draft was accepted
by the Secretary and endorsed by
the Education Forum and the
National Economic and
Development Authority (NEDA)
Social Development Committee
(SDC) Technical Board.
Development
of BEDP 2030
As ways forward, the BEDP
shall be implemented in two
phases. Phase 1 shall focus on
addressing the impact of
COVID-19 on learning delivery,
issues with reading and
numeracy skills, and
decentralization of projects,
programs, and activities
(PPAs). Phase 2 shall focus on
sustaining gains, the
institutionalization of
education futures initiatives,
and developing emerging
education technologies and
innovation.
DepEd thanked everyone for
the cooperation during the
development process and
hopes to continue to support
the BEDP in its implementation
phase as DepEd continues to
address the challenges and
improve the quality of basic
education in the Philippines.
Secretary Briones delivered her
inspiring message in launching
the BEDP 2030. She expressed
her sincerest gratitude to all
those who have contributed to
the various stages of the
formulation of the BEDP 2030.

that the Department's mission is
to protect and promote the right
of every Filipino to quality,
equitable, culture-based, and
complete basic education where
our students learn in a child-
friendly, gender-sensitive, safe,
and motivating environment.

problems with quality, to

sustain and enhance
relevant programs, and
use innovations in
fostering resiliency and
embedding the rights of
the children and youth in
education.
Secretary Briones also added that the quality of education is a
crucial factor in contributing to building a meaningful nation. She
mentioned that the objectives of BEDP 2030 are to address the
cause of problems in quality education, to close the gaps to
sustain and enhance relevant programs, and to introduce
innovations in fostering resiliency and embedding the rights of
children and the youth in education. The co-creation of learning
space will also help to cope with fast-changing global education
imperatives. She shared that the Department aims for learners to
be globally competitive, resilient, and productive nation-loving
citizens. Additionally, she strives for learners to acquire the
competencies defined in the plan, for them to be able to achieve
and apply them in real-life situations.

Filipino who hopes to have a quality, accessible, relevant, and
liberating basic education for all.

Mr. Noubary narrated the early stages of
the formulation of BEDP 2030. He stated
that the discussions with DepEd leaders on
the need to conduct the sector analysis
and create the basic education plan
started in 2018. They worked closely with
DepEd in preparing an initial analysis of the
basic education sector in the Philippines
and together with UNESCO, they provided
support in capacity building on the
simulation model.

The Formulation
of BEDP 2030
In 2020, DepEd decided to apply for
the GPE Education Sector
Development Grant and UNICEF was
chosen as the grant agent with the
endorsement of the Education
Forum. Despite the pandemic, a
participatory consultation process
was conducted and the basic
education sector analysis.
In the first months of 2022, the
membership of the Philippines was
officialized and the presentation of
the BEDP 2030 is its key milestone. At
the same time, this will give access
for the Philippines to new GPE grants
to accelerate the implementation of
the BEDP and build capacities in the
education sector system.
One of the key areas UNICEF is
working with DepEd is the
development of the education
futures unit, an innovative and
promising initiative proposed by Sec.
Briones which is crucial in the sector
planning process.
In September 2022, heads of state,
worldwide will participate in the
Transforming Education Summit in
New York, followed by the General
Assembly. BEDP 2030 could be a
springboard the Philippines will be
putting forth in September as on the
sidelines of the general assembly.
The upcoming Transforming
Education Summit is a unique
opportunity to give attention to the
implementation of the BEDP
nationwide to reach all children of
the Philippines especially those at the
disadvantaged and in difficult
situations and whose hopes to
transform the future rely on quality
and equitable education.

sources of hope and takeaways
from the development of BEDP: 1)
Education reforms start from
honest to goodness assessment
and looking at the problem
squarely in the face; 2)
Education is multi-sectoral and
necessitates interdisciplinary
approaches; and 3) The focus
should be the learners enabling
them to reach their full potential
and aspirations.
She explained that BEDP also
takes into account the national
and international development
commitments. The BEDP draws
from the fields of economics,
health, public policy, finance,
and education. It was also
developed multi-sectorally.
To end her message, PBEd will
continue to stay committed to
the Department of Education
and Education Forum in
improving Philippine Education
so that all Filipinos may lead
productive lives and contribute
to the national development.
Honorable Senator Sherwin T.
Gatchalian greeted the DepEd
Officials and stakeholders and
expressed his gratitude for the
support received during the
campaign period. He believes
that the challenges can be
overcome by strengthening the
foundation of the educational
system through long-term
planning.
The next administration values
education highly, appointing the
incoming Vice President, the
second-highest official of the
land, to lead the Department of
Education. He emphasized that
political capital is vital in
reforms, and it must be exploited
to launch the reforms specified
in the BEDP 2030.

Senator Pia Cayetano was delighted that her own efforts in bettering and
future-proofing education in the Philippines are being complemented by
DepEd in crafting and implementing the BEDP 2030 which will serve as a
guide towards a holistic and comprehensive approach to improving the
education sector.
The senator narrated the 18th Congress as being the Chair for the
Sustainable Development Goals (SDG) and innovation futures thinking – the
first futures thinking in the country which paves the way to opening a
discussion on what goal futures thinking can play on legislation and
policymaking. In her committee report, she emphasized the use of strategic
foresight in preparing for the future we want. Learners must have the ability
to adapt, embrace change, and constantly upgrade their skills. It is also a
necessity that learners learn both hard skills like digital literacy, robotics,
encoding, etc., and soft skills such as leadership, adaptability, creativity, and
empathy to prepare them for the job of the future.
She emphasized that the foresees are important. Critical thinking,
collaboration, and creativity are some things that needed to be focused on
by our learners to thrive in the 21st century. To support this, the DepEd’s
futures office is hard at work already.
Senator Cayetano stated her support for these initiatives through the
national budget to be able to support BEDP 2030 for the years to come.

Dr. Inciong expressed their commitment to being with DepEd in the
conduct of the next steps of BEDP as this is crucial to the Filipino
children. She also discussed the benefits of the articulation of BEDP to
the ECCD Council as they shall be able to conduct advocacy and
social mobilization in their major programs and projects for children
and teachers.

Secretary Lapeña noted the significance of quality education and
training to the effectiveness and efficiency of delivering essential
services that help guarantee rapid national development and

consideration the issues and challenges in the basic education
sector, bringing everyone closer to realizing the aspirations of
Ambisyon Natin 2040 and the vision of the Philippine Development
Plan. TESDA expressed its support for the implementation of the
BEDP 2030.

Secretary Dominguez commended the Department of Education for the
initiatives by putting together the Basic Education Plan 2030 and wishes the
execution of the most tremendous success. He shared that the BEDP 2030 is
a sound roadmap to rebuild our education system and prepare the next
generation for a competitive and inclusive economy through this planning
phase, the education system can keep up with the fast-changing
environment by leveraging technology to equip Filipino children with
necessary skills and competencies up to par with Global standards.

Dr. Bacani is hopeful that the incoming administration will fully adopt the
BEDP. Given the Vice President’s strong mandate and enormous political

The BEDP, therefore, provides a useful guide to the incoming administration
in terms of priorities and programs to be implemented.

The challenges and opportunities of the learner's recovery and continuity
amidst the post-pandemic scenario are critical considering that education
is the major component of the Philippine Development Plan Ambition 2040.

quality, and governance to redefine the immediate outcomes to include

the basic education sector that is detailed, evidence-based, and
nimble to the ever-changing circumstances of the global

rounded, and outstanding members of society.

contribution of the current administration of DepEd, a part of a

into the future of education for innovation and continuous
improvement which necessitates simultaneous support of all parts
of governance, entailing everyone to embark on a journey far more
intricate than before. USec. Cabral supports the BEDP 2030 that
encourages consistent, holistic, and collaborative efforts to
achieve delivering quality basic education to every Filipino learner.

Assistant Secretary Alma Ruby Torio stated that education through the
pandemic has given a great picture of the Department's resiliency,
resourcefulness, and proactive strength. With the schools transitioning
from traditional learning to distance learning, this time may have
added challenges, but the Department is set forward to the future. She
also added that BEDP anticipates future challenges beyond 2030 thus
for Curriculum Instruction, BEDP is designed to address the future
challenges in the achievement of quality basic education by
strategically laying down the curriculum, learning delivery, learning
resources and assessment that will support the development of the
necessary skills and attributes of the learners.

implementation of the enhanced Alternative Learning System (ALS)
basic development education curriculum will be further strengthened to
ensure Filipino out-of-school children in special cases, and youth; have
the opportunity to have mastery competencies that they will need to
thrive in a global environment and have unhindered access to quality
education that recognizes their unique circumstances and equips them
with life skills to be conducive and responsible contributors for the
nation-building.
She added that with BEDP, the mandate of Rep Act 11510 or the ALS Act to
promote and provide a lifelong learning opportunity for the vulnerable
and marginalized members of the society will be fully supported by
DepEd and its many stakeholders even beyond the current
administration.

The Department of Education has taken the pandemic as a
transformative opportunity to transition nimbly towards the call of
the future. A national education system capable of responding not
only to the diversity of the community context and learners but
also both to the growing demand for education futures and the
threat of future crises of this magnitude thus, the BEDP 2022-2030
came into being. Dir. Areola congratulated Secretary Briones,
Director Masapol of Planning Service, and Chief of Staff, USec.
Malaluan, for crafting the Department’s first development plan. The
BEDP 2030 is not just the Secretary’s legacy but the
administration’s gift to the Filipino children and the nation.

The DRRMS (Disaster Risk Reduction and Management Service)
which has actively participated in the development of the BEDP
and has led the resiliency intermediate outcome commits itself to
ensuring the implementation and monitoring of the indicators

Director Jocelyn D.R. Andaya strongly expressed their support for
the BEDP as a translation of DepEd’s mission, vision, and core
values for the generation of learners. With the 21st century skills as
fundamental in the BEDP and the K-12 curriculum documents, a
renewed action is in place to prepare learners for the four exits of
basic education: employment, higher education, middle-level skills
development, and entrepreneurship. She encouraged all to rally
behind this plan that puts learners first in all our educational
endeavors.

Development
Director Uytico emphasized that the Department of Education
should be cohesive in thinking of a plan to address the challenges
that confront basic education. The Basic Education Development
Plan will somehow put a premium on accountability for what the
Department does, and workable strategies that focused on the
Filipino learners' competencies and aspirations are called for, if all
these are maximized in the Basic Education Development Plan,
quality and accessible education for the learners is expected.
Director Bayocot highlighted that the identification of the
challenges in access, efficiency, quality, and governance
through the BESA is a wise and strategic action that the
Department can pursue. With the identified priority
development areas, the BEDP 2030 directs its way to success.
As the Central Office formulates the policies and crafts the
agency’s plans, the Regional Office contextualizes, monitors,
evaluates, and assures quality. However, the school districts
and School Division Offices are the implementing levels of
governance where actions are taking place and where their
support is primordial.

  • 2. As the highlight of the event, DepEd Undersecretary and Chief of Staff Atty. Nepomuceno A. Malaluan, Honorable Senator Sherwin T. Gatchalian, and Planning Service Director Roger B. Masapol jointly with Executive Director Lovelaine Basillote of Philippines Business Education (PBEd), and Mr. Behzad Noubary of the United Nations Children’s Fund (UNICEF) officially unveiled the BEDP 2030. To uphold the goals set in the basic education, DepEd together with key stakeholders and partners pledged their commitment to continuously upgrade the state of basic education for the benefit of millions of Filipino learners until 2030 and beyond. I. EXECUTIVE SUMMARY On June 03, 2022, the Department of Education (DepEd) launched the Basic Education Development Plan (BEDP) 2030. The BEDP 2030 is the first long-term plan for basic education covering formal education from 5 to 18 years old and non- formal education for youth and adults. It serves as a strategic roadmap for improving the quality of basic education as well as the learners’ experiences in the basic education learning environment. Education Secretary Leonor Magtolis Briones stated that the BEDP 2030 is part of the administration’s efforts to ensure that the call for improving the access and quality of basic education will continue as these are the challenges that were identified by various researches. BEDP 2030 was anchored on the Sulong Edukalidad framework to harmonize the strategies within DepEd. The launch was attended by key DepEd officials, Education Forum for Quality Education (Educ Forum) representatives, civil society organizations, private partners, and development partners, including the Philippine Business for Education (PBEd), UNICEF, and SEAMEO INNOTECH.

BACKGROUND The Basic Education Development Plan (BEDP) 2030 is rooted in DepEd’s aspirations and priorities, national government development agenda, international commitment, and global trends in education. It describes linkages to the relevant agencies in the early childhood, higher, and technical and vocational education sectors. It is anchored on the goal of the Department that all Filipinos can realize their full potential and contribute meaningfully to a cohesive nation through the protection and promotion of their right to education. The BEDP 2030 serves as a strategic roadmap for the Department of Education to improve the delivery and quality of basic education and the experience of learners in the basic education learning environment. With the issuance of DepEd Order No. 024, s. 2022, the Department adopts the BEDP 2030 as the long-term plan for the DepEd covering all formal education from Kindergarten, Elementary, Junior High School.   • 13. Today, not just DepEd but all of us are launching the Basic Education Development Plan or BEDP 2030. Crafted through an inclusive process involving DepEd and key education partners, the BEDP provides a roadmap to improve the delivery and quality of basic education into the medium term, and serves as framework and parameter for the formulation of policies and yearly programs and budgets for basic education." OPENING The Launching of the Basic Education Development Plan (BEDP) 2030 formally started at 1:35 PM with 39 Educ Forum member organizations present, and the launching was graced by the presence of Honorable Senator Sherwin Gatchalian. Usec. Malaluan expressed his utmost appreciation to Sen. Sherwin Gatchalian, Sen. Pia Cayetano, Rep. Roman Romulo, partners from bilateral and multilateral organizations, members, and partners of the Philippine Forum for Inclusive Quality Basic Education or Educ Forum, colleagues and co- workers in the department for extending their support to improve the quality of basic education.   • 14. In his closing message, he shared that Phase 1 of the BEDP implementing strategy is the post-COVID-19 recovery and transition to the new normal. With this, the Department will submit to the incoming DepEd leadership a Learning Recovery and Continuity Plan Towards the New Normal for SY 2022-2023 to supersede the BE-LCP. The Learning Recovery and Continuity Plan will focus on mitigating the negative impacts of pure distance learning and bridging the learning gaps caused by the COVID-19 disruption, while deepening the innovations and learning gains compelled by COVID-19. Usec. Malaluan explained that the BEDP 2030 is a progression and enhanced forward projection of the reforms under previous administrations as well as the present administration, emphasizing the continuity of the education reform process. This will serve as a living document that will be subjected to the continuing review and refinements of the incoming DepEd leadership. OPENING ...Phase 1 of the BEDP implementing strategy is the post-COVID-19 recovery and transition to the new normal.
  • 15. Development of BEDP 2030 ROGER B. MASAPOL Director IV, Planning Service To set a direction, a high-level visioning and direction-setting workshop was conducted with Secretary Briones, the Executive Committee, the Regional Office directors, and Central Office directors. Separate sessions with children and youth were also conducted to elicit learners' views about the future planning and direction for education. Based on the result of the sector analysis and high-level visioning, the BEDP results framework was formulated. Outlining the priorities of DepEd in terms of addressing the immediate and long-term challenges, confronting basic education, particularly the impact of COVID-19. The DepEd development process commenced in 2017. A series of consultations with DepEd key officials and various external partners were undertaken to discuss expectations and collaboration points. An inclusive and highly consultative process of sector analysis was undertaken which yielded the prevailing issues and challenges in basic education along participation, completion, quality, and education delivery. The Education forum was utilized in engaging partners and stakeholders.

These are reflected in the intermediate outcomes spelling out what the organization endeavors the learners to have through the four pillars: access, equity, quality, and resilience and well-being supported by the enabling mechanism under governance. Using the four pillars, strategies were then formulated aimed to specifically address the issues identified in sector analysis which shall serve as the springboard for DepEd’s policies, system, programs, and projects. A simulation model was developed to test the financial sustainability of policy options and come up with a realistic estimate of basic education investment requirements. After the final draft of BEDP was circulated to the key officials and Education Forum members, it was finalized and presented to the Secretary. The draft was accepted by the Secretary and endorsed by the Education Forum and the National Economic and Development Authority (NEDA) Social Development Committee (SDC) Technical Board. Development of BEDP 2030 As ways forward, the BEDP shall be implemented in two phases. Phase 1 shall focus on addressing the impact of COVID-19 on learning delivery, issues with reading and numeracy skills, and decentralization of projects, programs, and activities (PPAs). Phase 2 shall focus on sustaining gains, the institutionalization of education futures initiatives, and developing emerging education technologies and innovation. DepEd thanked everyone for the cooperation during the development process and hopes to continue to support the BEDP in its implementation phase as DepEd continues to address the challenges and improve the quality of basic education in the Philippines.
  • 17. Secretary Briones delivered her inspiring message in launching the BEDP 2030. She expressed her sincerest gratitude to all those who have contributed to the various stages of the formulation of the BEDP 2030. Secretary Briones emphasized that the Department's mission is to protect and promote the right of every Filipino to quality, equitable, culture-based, and complete basic education where our students learn in a child- friendly, gender-sensitive, safe, and motivating environment. SEC. LEONOR MAGTOLIS BRIONES Secretary of Education Message from the Secretary This will be the first time an outgoing administration will hand over a well-crafted education plan to the incoming administration. The BEDP 2030 seeks to address the cause of problems with quality, to close the access gaps, sustain and enhance relevant programs, and use innovations in fostering resiliency and embedding the rights of the children and youth in education.
  • 18. Secretary Briones also added that the quality of education is a crucial factor in contributing to building a meaningful nation. She mentioned that the objectives of BEDP 2030 are to address the cause of problems in quality education, to close the gaps to sustain and enhance relevant programs, and to introduce innovations in fostering resiliency and embedding the rights of children and the youth in education. The co-creation of learning space will also help to cope with fast-changing global education imperatives. She shared that the Department aims for learners to be globally competitive, resilient, and productive nation-loving citizens. Additionally, she strives for learners to acquire the competencies defined in the plan, for them to be able to achieve and apply them in real-life situations. Secretary Briones stated that the education plan offers to every Filipino who hopes to have a quality, accessible, relevant, and liberating basic education for all. Message from the Secretary

The Formulation of BEDP 2030 Undersecretary Malaluan and Honorable Senator Gatchalian with Executive Director Lovelaine Basillote of Philippines Business Education (PBEd), Mr. Behzad Noubary of the United Nations Children’s Fund (UNICEF) and Director Masapol officially unveiled the BEDP 2030. Mr. Noubary narrated the early stages of the formulation of BEDP 2030. He stated that the discussions with DepEd leaders on the need to conduct the sector analysis and create the basic education plan started in 2018. They worked closely with DepEd in preparing an initial analysis of the basic education sector in the Philippines and together with UNESCO, they provided support in capacity building on the simulation model. The Formulation of BEDP 2030 In 2020, DepEd decided to apply for the GPE Education Sector Development Grant and UNICEF was chosen as the grant agent with the endorsement of the Education Forum. Despite the pandemic, a participatory consultation process was conducted and the basic education sector analysis. In the first months of 2022, the membership of the Philippines was officialized and the presentation of the BEDP 2030 is its key milestone. At the same time, this will give access for the Philippines to new GPE grants to accelerate the implementation of the BEDP and build capacities in the education sector system. One of the key areas UNICEF is working with DepEd is the development of the education futures unit, an innovative and promising initiative proposed by Sec. Briones which is crucial in the sector planning process. In September 2022, heads of state, worldwide will participate in the Transforming Education Summit in New York, followed by the General Assembly. BEDP 2030 could be a springboard the Philippines will be putting forth in September as on the sidelines of the general assembly. The upcoming Transforming Education Summit is a unique opportunity to give attention to the implementation of the BEDP nationwide to reach all children of the Philippines especially those at the disadvantaged and in difficult situations and whose hopes to transform the future rely on quality and equitable education.

LOVELAINE BASILLOTE Executive Director, Philippines Business for Education (PBEd) Executive Director Lovelaine Basillote shared her three sources of hope and takeaways from the development of BEDP: 1) Education reforms start from honest to goodness assessment and looking at the problem squarely in the face; 2) Education is multi-sectoral and necessitates interdisciplinary approaches; and 3) The focus should be the learners enabling them to reach their full potential and aspirations. She explained that BEDP also takes into account the national and international development commitments. The BEDP draws from the fields of economics, health, public policy, finance, and education. It was also developed multi-sectorally. To end her message, PBEd will continue to stay committed to the Department of Education and Education Forum in improving Philippine Education so that all Filipinos may lead productive lives and contribute to the national development.

He believes that the challenges can be overcome by strengthening the foundation of the educational system through long-term planning. The next administration values education highly, appointing the incoming Vice President, the second-highest official of the land, to lead the Department of Education. He emphasized that political capital is vital in reforms, and it must be exploited to launch the reforms specified in the BEDP 2030. SEN. SHERWIN T. Senator Pia Cayetano was delighted that her own efforts in bettering and future-proofing education in the Philippines are being complemented by DepEd in crafting and implementing the BEDP 2030 which will serve as a guide towards a holistic and comprehensive approach to improving the education sector. The senator narrated the 18th Congress as being the Chair for the Sustainable Development Goals (SDG) and innovation futures thinking – the first futures thinking in the country which paves the way to opening a discussion on what goal futures thinking can play on legislation and policymaking. In her committee report, she emphasized the use of strategic foresight in preparing for the future we want. Learners must have the ability to adapt, embrace change, and constantly upgrade their skills. It is also a necessity that learners learn both hard skills like digital literacy, robotics, encoding, etc., and soft skills such as leadership, adaptability, creativity, and empathy to prepare them for the job of the future. She emphasized that the foresees are important. Critical thinking, collaboration, and creativity are some things that needed to be focused on by our learners to thrive in the 21st century. To support this, the DepEd’s futures office is hard at work already. ROMAN ROMULO District Representative of Pasig City Committee Chairperson of Basic Education and Culture Representative Roman Romulo understands BEDP 2030 will address the challenges the education system is facing today. He believes that BEDP 2030 will act and solve the issues on access, efficiency, quality, and governance by focusing on key fundamental and priority areas. Rep. Romulo will give his unwavering support for the improvement, attainment, and implementation of quality education that is accessible to all people. This is very timely as we in Congress have recently passed the law on calling for an educational summit in order to discuss the various challenges and obstacles facing our education community. We hope that the DepEd family, especially the framers of the BEDP 2030 takes an active part in this education summit in order that the government, proivate sector, and the whole nation will have a clear understanding of how our education system stands and steps to be taken to improve access and quality.
  • 26. DR. TERESITA G. INCIONG Dr. Inciong expressed their commitment to being with DepEd in the conduct of the next steps of BEDP as this is crucial to the Filipino children. She also discussed the benefits of the articulation of BEDP to the ECCD Council as they shall be able to conduct advocacy and social mobilization in their major programs and projects for children and teachers. LAPEÑA TESDA Director General Secretary Lapeña noted the significance of quality education and training to the effectiveness and efficiency of delivering essential services that help guarantee rapid national development and economic stability. With this, he stated that BEDP takes into consideration the issues and challenges in the basic education sector, bringing everyone closer to realizing the aspirations of Ambisyon Natin 2040 and the vision of the Philippine Development Plan. TESDA expressed its support for the implementation of the BEDP 2030.

The BEDP, therefore, provides a useful guide to the incoming administration in terms of priorities and programs to be implemented. RITA E. The challenges and opportunities of the learner's recovery and continuity amidst the post-pandemic scenario are critical considering that education is the major component of the Philippine Development Plan Ambition 2040. Ms. Riddle shared that the BEDP has successfully turned the focus on appropriately identifying the challenges and issues in access, efficiency, quality, and governance to redefine the immediate outcomes to include resiliency and well-being of the learners. It also provides cohesive accountability as it cascades to the grassroots.

Annalyn Sevilla emphasized that BEDP 2030 is a road map for the basic education sector that is detailed, evidence-based, and nimble to the ever-changing circumstances of the global landscape. Cabral stated that BEDP 2030 is a major and significant contribution of the current administration of DepEd, a part of a legacy, with a vision shaped by the Department’s foresight and experience. Furthermore, Usec. Cabral accentuated that this initiative is looking into the future of education for innovation and continuous improvement which necessitates simultaneous support of all parts of governance, entailing everyone to embark on a journey far more intricate than before. TORIO Assistant Secretary Alma Ruby Torio stated that education through the pandemic has given a great picture of the Department's resiliency, resourcefulness, and proactive strength. With the schools transitioning from traditional learning to distance learning, this time may have added challenges, but the Department is set forward to the future. She also added that BEDP anticipates future challenges beyond 2030 thus for Curriculum Instruction, BEDP is designed to address the future challenges in the achievement of quality basic education by strategically laying down the curriculum, learning delivery, learning resources and assessment that will support the development of the necessary skills and attributes of the learners. Assistant Secretary for Curriculum and Instruction Assistant Secretary Ambat emphasized that with the BEDP, the implementation of the enhanced Alternative Learning System (ALS) basic development education curriculum will be further strengthened to ensure Filipino out-of-school children in special cases, and youth; have the opportunity to have mastery competencies that they will need to thrive in a global environment and have unhindered access to quality education that recognizes their unique circumstances and equips them with life skills to be conducive and responsible contributors for the nation-building. She added that with BEDP, the mandate of Rep Act 11510 or the ALS Act to promote and provide a lifelong learning opportunity for the vulnerable and marginalized members of the society will be fully supported by DepEd and its many stakeholders even beyond the current administration.   • 32. Director Jocelyn D.R. Andaya strongly expressed their support for the BEDP as a translation of DepEd’s mission, vision, and core values for the generation of learners. With the 21st century skills as fundamental in the BEDP and the K-12 curriculum documents, a renewed action is in place to prepare learners for the four exits of basic education: employment, higher education, middle-level skills development, and entrepreneurship. The Basic Education Development Plan will somehow put a premium on accountability for what the Department does, and workable strategies that focused on the Filipino learners' competencies and aspirations are called for, if all these are maximized in the Basic Education Development Plan, quality and accessible education for the learners is expected.

Director Bayocot highlighted that the identification of the challenges in access, efficiency, quality, and governance through the BESA is a wise and strategic action that the Department can pursue. With the identified priority development areas, the BEDP 2030 directs its way to success. As the Central Office formulates the policies and crafts the agency’s plans, the Regional Office contextualizes, monitors, evaluates, and assures quality.
