9. A. EARLY CHILDHOOD EDUCATION (ECE)
- the first crucial step in enhancing pupil
learning and school retention, especially in the early
grade of elementary education.
- Republic Act 8980 known as ECCD Act
10. For the medium term the following
shall be fulfilled:
Preschool as a prerequisite to Grade 1;
Provide ECE services to barangay day care centers;
Expand the coverage of ECCD programs to reach all five-year-
old children;
LGUs and NGOs develop an effective standardized day care
instruction;
Adopt ECCD Checklist and School Readiness Tool;
ECCD Law to be further reviewed and amended;
ECE in Teachers Education curriculum; and
Expand health and nutrition programs in the public day care
center.

19. The Plan’s specific programs shall also be fleshed out in
more detail with the publication of Strategic Planning
Matrices which shall define the responsible agencies and
targets, the rolling medium-term public investment program,
beginning with the 2005-2007 MTPIP which is a listing of the
projects and their costs, and the Regional Development
Plans/Investment Programs.
The successful implementation of the Plan rests on the
support of all sectors of society - the Legislative, the
Judiciary, the local government units, the business
community, responsive civil organizations, the media, and all
sectors of society. The government urges everyone to share
responsibility in moving this Plan and the country forward.
