2. EASE OF LIVING INDEX
• The index was conceived by Ministry of Housing and Urban Affairs in June 2017.
• It aims to help cities assess their livability through global and national benchmarks and
encourage them to move towards ‘outcome-based’ approach to urban planning and
management.
• It was launched to rank 116 cities that are smart city contenders, capital cities and cities with
population of 1 million plus based on the livability parameters.
• The first edition of index released in January 2018 had ranked 111 Indian cities and was
topped by Pune.
• It captures quality of life based on data from urban local bodies on four parameters, which
were further broken down into 15 categories.

19. Ease of doing business index
• The ease of doing business index is an index created by Simeon Djankov, an
economist at the Central and Eastern Europe sector of the World Bank Group
• 10 parameters used for calculating the Ease of Doing Busines Rank (Score)
• Ease of starting a business.
• Dealing with construction permits.
• Getting electricity for the same.
• Registering your property.
• Getting credit for your business.
• Protecting minority investors.
• Paying taxes.
• Trading across border
• Enforcing contract
• Resolving insolvency
20. • It ranks countries on the basis of Distance to Frontier (DTF) score that highlights the
gap of an economy with respect to the global best practice.
• For example, a score of 75 means an economy was 25 percentage points away from
the frontier constructed from the best performances across all economies and across
time.
• Higher rankings (a low numerical value) indicate better, usually simpler, regulations
for businesses and stronger protections of property rights
• The World Bank recently released its Ease of Doing Business Report,
2020. According to the report, New Zealand retained
its 1st position whereas Somalia was ranked at 190th spot.
• India was placed at 63rd position this time (2019) out of 190 countries marking
an improvement of 14 places from its 77th position in 2018.
