• Index created by the World Bank.
• Objective- To understand and improve the regulatory
environment for businesses around the World.
• Measure regulations directly affecting businesses.
• Investors have a comparable template to make comparisons
among cross border investment decisions.
• First published in 2003, covered 5 parameters and 133
economies.
• In today’s date, it is 11 parameters and 190 economies.
• All parameters have equal weightage.

3. Why Ease of Doing Business is important to India
• It is significant for countries like India, where foreign investors and
Governments look at investor friendly measures and this index is considered
to be the one which reflects the ground reality.
• In today’s capitalistic society (market economy with safeguards for
vulnerable sections), this assumes significance as FDI flows are considered
necessary for growth of emerging economies.
• Multilateral lending institutions like World Bank, IMF look at these
parameters and suggest measures for improvement before giving financial
help to the emerging economies/under developed countries.
• Simplifying FDI process by abolishing FIPB (Foreign Investment Promotion
Board) as a result, more than 90% of FDI inflows are now through automatic
route.

6. KARNATAKA (High performing state)
• Karnataka is a leader in the ease of doing business. Its business friendly
environment, transparent processes, and simplified government rules and
regulations have made it easier not just for large companies but also for
MSMEs and startups.
• Karnataka aims to see an increase in economic growth and job
opportunities with an improvement in ease of doing business and by
bringing Bengaluru to the forefront in ease of doing business index.
• Has collaborated with the New Zealand High Commission for improving
their rankings in Ease of Doing Business.

• DPMS (Development Planning Management System),enabled a conducive
ecosystem for approval of plans required for construction and setting up of
industries

10. JAMMU AND KASHMIR (Low performing state)
For the purpose of State Reform Action Plan 2019, Jammu & Kashmir has been
evaluated as a State since the reforms have been implemented jointly. However,
from next exercise onward, Jammu & Kashmir and Ladakh will be considered as
separate Union Territories.
• Due to non-performance on the part of several key departments despite climbing
up nine positions last year in the ranking
• Total 18 departments in J&K were set as a target to bring in 372 reforms, of
which only around 270 could be achieved

11. Reforms taken by Government in 2018
• Access to Information and Transparency Enablers- an online information
wizard providing comprehensive list of licenses, registrations required, links
to online application forms for licenses/ NOCs required, details such as time
taken, procedures, comprehensive list of documents required.
• "landmark initiative" has been approved to ease flow of investment through
business ventures in the state.
• Land mark Initiative is aimed at comprehensive and unprecedented
overhaul of the outdated processes and procedures involved in setting up
and operation of businesses in the state
• All services from pre-establishment, pre-operation to renewals are provided
at the single window portal by online mode which is initiated in 12
departments.
• online submission of application, eliminating physical touch-point for
document submission and verification, track status of application online
