• Objective- To understand and improve the regulatory
environment for businesses around the World.
• Measure regulations directly affecting businesses.
• Investors have a comparable template to make comparisons
among cross border investment decisions.
• First published in 2003, covered 5 parameters and 133
economies.
• In today’s date, it is 11 parameters and 190 economies.
• All parameters have equal weightage.
3. Why Ease of Doing Business is important to India
• It is significant for countries like India, where foreign investors and
Governments look at investor friendly measures and this index is considered
to be the one which reflects the ground reality.
• In today’s capitalistic society (market economy with safeguards for
vulnerable sections), this assumes significance as FDI flows are considered
necessary for growth of emerging economies.
• Multilateral lending institutions like World Bank, IMF look at these
parameters and suggest measures for improvement before giving financial
help to the emerging economies/under developed countries.
• Simplifying FDI process by abolishing FIPB (Foreign Investment Promotion
Board) as a result, more than 90% of FDI inflows are now through automatic
route.

10. JAMMU AND KASHMIR (Low performing state)
For the purpose of State Reform Action Plan 2019, Jammu & Kashmir has been
evaluated as a State since the reforms have been implemented jointly. However,
from next exercise onward, Jammu & Kashmir and Ladakh will be considered as
separate Union Territories.

taken, procedures, comprehensive list of documents required.
