The opening keynote session took the form of two short presentations from Sally Meecham at the Centre for Digital Public Services and Sam Hall, the Chief Digital Officer for Local Government. Both were asked to discuss their current work and to highlight the potential of libraries and the information profession to contribute to it in Wales.

7. What are we going to do?
In the discovery Phase we
will:
Identify a shared issue
impacting the front-door
of Adult Social Care in
Blaenau Gwent, Torfaen,
and Neath Port Talbot
In the Alpha Phase we will:
design and test a
potential solution to
reduce 'avoidable
contact' at the Front Door
and improve
users’ experience of
accessing Adult Social
Care, and enable staff to
focus on the relational
aspects of care
In the Beta Phase we will:
Improve outcomes by
• Better experience for residents
• ASC staff spending more time supporting adults
and less time on admin
• Reduction in demand on the service
Improve service by
• Seen as a digital service, not a website owned by IT:
service teams are excited about digital
transformation
• Opportunities to apply the product to other
services
Product development by
• Easily iterated with modern tech stack
• Built with LA IT teams to ensure sustainability
• Treated as a ‘product’ not project
