Descon had a difficult
start to the project (TRIR
of 0.245) with a spike in
work related injuries but
committed early to
continuous/sustainable
improvement to project
completion (final TRIR
of 0.129) with good
results.

• An HSE undertaking form was developed and
each one of Descon’s employees signed for
commitment. The form states that each
employee is responsible for his or her own
safety.
• All new employees took this oath in the host
country prior to mobilisation.
• The undertaking is recorded in the personnel
file of employees and referred to in case of non
compliance or in case of an incident.
• This was also linked to the employees annual
performance appraisal.

1. Discipline Manager’s Personal Leadership Plan
• Line managers analysed their safety leadership responsibilities
• Descon management regularly reviewed the status of these plans
• Highly effective driver for sustained improved safety performance
2. Alignment Workshop
• In Dec-2012, team building was facilitated through a 3rd party consultant
• Issues were tabulated in an action plan
• A fun calendar was
made for the year’s
(2013) key targets

• Task programme including daily, weekly and monthly targets and
activities
• Focus areas included Task Instruction (TSTI) reviews, Permit to Work
(PTW) assessment, Method Statement / Job Safety Analysis (MS / JSA)
reviews, unsafe act / condition reporting, etc.
• Programme was dynamic and adjusted based on site conditions and
proved to be highly effective in driving improvement

subcontractor in the project
• Changes started with key organisation changes followed by sustained
actions to drive improvement
