INTRODUCTION
In order to supplementthe National AfforestationProgramme and
maximize coverage of forestfringe villages, it is proposed to take up 1000
villages where Central Government assisted projects under Forest
DevelopmentAgency are not under implementation. The JFM programme
includes preparations of micro plans, formation of Self Help Group’s
implementation of entry point activities with social mobilization & soil and
moisture conservation activities including water harvesting programme
involving active participation of NGOs. So also the JFM programme
includes cash prizes to the best JFMCs at state & district level under “Sant
Tukaram Yojna”. 30000 Ha. area in new 1000 villages and 7740 Ha.
Committed works in 256 old villages will be taken up for JFM activities.
Thus total Out lay of Rs. 5325.08lakhs was proposedunder this Schemes
for the year 2008-09but received approval for Rs. 750.98 lakhs including
Rs.51.51 Lakhs for "Sant Tukaram Yojana". An outlay of Rs. 40397.65lakh
was proposedforthe 11th Five Year Plan. CF JFM
In bid to institutionalize an effective managementregime for conservation
and long-term sustainability of forests,the state governmenthas now
empowered village panchayats to manage reserve and protected forests
and natural resources.This would be done with the help of micro plan or
Gram Van Yojana to be implemented by Van Vyavasthapan Samiti (forest
management committee).
The government has come out Maharashtra Village ForestRules 2014 on
March 5. They apply to part of such reserved forests (RF) or protected
forests (PF) in the village as assigned under the Indian ForestAct (IFA)
1927.These rules will not be applicable to forests acquired under
community forestrights (CFRs) and Forests Rights Act 2006.

The chief conservator of forests (CCF)of the Circle concerned,on
receiving resolution from the gram sabha that they wish to manage forest
areas within 3km as village forests,shall call for the report of the deputy
conservator.
Government/officersmay assign RF or PF to a village panchayat effectively
managed by joint forestmanagement committee and where effective
participation of people has been witnessed in prevention of encroachment,
fires, illicit grazing, felling consequentlyensuring positive rate of
regeneration during last decade.
"Priority shall be given to notifying all the JFM areas as village forests
where villages have received any prize under Sant Tukaram Gram Van
Scheme," said officials.
However, extraction of bamboo, tendu and minor forest produce in such forests
assigned to Van Vyavsthapan Samiti shall be strictly in accordance with micro plan. To
ensure conservation as well as protection of wildlife and also sustainability of
regeneration of bamboo, the assigned forest area shall be divided into three parts and
each part shall be revisited for extraction after a gap of three years.
The samiti will prepare a ten-year micro plan and an 'annual implementation plan' each
year for managing the forests and place the plan before the gram sabha for ratification
and its approval by the competent authority as per instructions of the government and
Central government from time to time.
Till now, forests are being managed by joint forest management committees (JFMCs) in
territorial forest areas and eco-development committees (EDCs) in wildlife areas.
GIVING FORESTS BACK TO PEOPLE
The samiti will manage village forests on behalf of village
panchayats.Extraction of forestproduce like bamboo,tendu, apta etc will
be accordance to micro plan approved by the department. The powers,
jurisdiction and functions for transaction of business shall be according to

provisions of Village Panchayat Act. The panchayats will prohibit damage
to forests,wildlife, poaching, stop grazing etc.
