1. VACANCY ANNOUNCEMENT:
POST-CONFLICT RECONSTRUCTION AND DEVELOPMENT OFFICER
Under the direct supervision of the Head of the Post-Conflict and Reconstruction
Unit/Division, the Officer shall coordinate AU’s post conflict reconstruction and
development/peace-building efforts in the context of the partnership between KfW and
the AU in support of the Common Market for Eastern and Southern Africa (COMESA)
‘Trading for Peace’ programme

DUTY STATION: Addis Ababa
2. MAJOR DUTIES AND RESPONSIBILITIES
The Officer shall be responsible for the following:
Ensure the effective implementation of the programme in support for COMESA’s
Trading for Peace as laid out in the project document;
Timely preparation of reports and analytical background information on the
implementation of the programme, with emphasis on the cross-border issues;
Review and monitor implementation of the programme and prepare reports;
Compile and document lessons learned in post-conflict reconstruction programme
implementation;
Liaise with all the international partners/organizations to identify and plan an
appropriate and coordinated responses to post-conflict challenges in the COMESA
and other areas/sub-regions;

2. Organizing workshops, meetings, and other relevant activities on post-conflict
reconstruction within the mandate of the programme;
Devise and coordinate follow-up PCRD programs within the framework of PCRD
policy, including the African solidarity Initiative (ASI) for post-conflict reconstruction
and development;
Perform any other project related duties as may be assigned by the Head of the
PCRD Unit/Division from time-to-time
3. EDUCATION QUALIFICATIONS REQUIRED:
The Officer should have:
Must have Masters University degree in either Management, Peace/Conflict and
Development Studies, or Political Science and International Relations, and other
fields related to Conflict Resolution and Reconstruction;
At least Seven-Ten (7-10) years’ experience working in the area of
programme/project management, UN or UN Agencies or any other international
or regional organization; governmental or non-governmental organizations;
Must have excellent speaking or drafting skills and excellent knowledge of
current political, social and economic developments in Africa in general and the
COMESA sub-region in particular;
Must have the ability to manage and control a team of professional staff and
capacity for creativity and initiative as well as capacity to work under pressure;
Given the linguistic diversity of the area covered by the programme, candidates
must have command of one of the AU working languages and proficiency in a
second language of the AU. Perfectly bilingual candidates will be given priority.
4. WORK EXPERIENCE:
A minimum of five (5) years progressive work experience in administrative
and/project management work in major AUC-led projects involving multi-
stakeholders such as Regional Economic Communities, Member States and
development partners. An additional experience in office management will be an
advantage.
3. 5. OTHER RELEVANT SKILL REQUIRED:
The Officer must have the ability to take initiative and be a team player. He/she must be
computer literate and versed in the use of Power Point, Excel and Word. He/she must
be fluent in English and French or at least a good working knowledge of the other
language. He/she must have excellent writing, negotiating, analytical and
communication skills.
Terms and Conditions of service:
The post is tenable on a one year contract term with possibility of renewal upon
satisfactory performance.
6. LANGUAGE REQUIREMENT:
Proficiency in one of the African Union working languages (English, Arabic, French and
Portuguese) is required. Knowledge of other working languages would be an added
advantage.
7. AGE REQUIREMENT:
Candidates should preferably be between 35 and 50 years old.
8. TENURE OF APPOINTMENT:
The appointment shall be for an initial period of one (1) year, the first three (3) months
of which shall be on probationary period. It shall be renewable, subject to satisfactory
performance and availability of funds.

4. 10.Remuneration
The salary attached to the position is an annual lump sum of US$ 95,508.24 inclusive of
all allowances for internationally recruited staff, and US$ 83,902.99 inclusive of all
allowances for locally recruited staff of the Commission.
