2. INTRODUCTION
This approach has been adopted by the
Government of Orissa for building, managing and
maintaining healthcare services in the state.

3. Healthcare Sector of Orissa
& Its Difficult Areas
Orissa has the worst
record of vital statistics. It
has persistent highest
figure of Infant Mortality
Rate (IMR) year after year;
The Maternal Mortality
Rate (MMR) is also
high.
The life expectancy at birth is low.
The killer disease Malaria is so rampant and
endemic.
4. Healthcare Sector Difficult Areas:
Lack of manpower in
contracting our primary health
center most of the time;
Urban health centers for slum
population;
Malaria control program;
Transport of pregnant women
for institutional delivery.
5. INSTITUTIONAL ARRANGEMENT FOR PPP POLICY
The government of Orissa has made a
provision.
High Level Clearance Authority (HLCA)
headed by the Chief Minister
The state shall constitute Empowered
Committee on Infrastructure (ECI)
6. Provision to recognize the
requirement for an effective
and efficient institutional
mechanism and thereby
constitutes the requisites
committees and empowered
groups for giving effect to the
objectives of the Policy.
7. It shall be constituted in respect
of all infrastructure projects
being undertaken in PPP mode.
All PPP projects having
investment of over Rs. 500 crore
will require approval of HLCA.
8. The Empowered Committee on
Infrastructure (ECI) is consists
of a group of Secretaries under
the chairmanship of the Chief
Secretary, Government of
Orissa, & Special Secretary.
PPP shall be the member -
convener of ECI.
9. Projects Identification, Approval Process,
Preparation of Detailed Project Report
& Selection of Developers
State Government departments or agencies, in
consultation with PPP Cell shall identify and
conceptualize infrastructure projects to be
developed in the state and place before ECI through
PPP Cell.
After the approval of ECI, the respective state
Government department or agency shall prepare a
Detailed Project Report (DPR). If the DPR is to be
prepared by the project developer, then the
departments or agencies will launch the competitive
bidding process for selection of developers.
10. Technical Secretariat
It shall assist government
departments or agencies in
selection of the project
developer and the entire
selection and bidding process.
11. STATE SUPPORT FOR PPP POLICY
The state Government will
formulate sector specific
policies...
State support would include necessary
legislative, administrative and financial
supports in the shape of concession
12. policies for providing specific
incentives and establishing
mechanisms for tariff setting,
pricing, arbitration, safety and
operational standard to
envisage coordination across
infrastructure sectors and
dovetailing of sectoral plan.
13. CONCLUDING REMARKS
The target of the PPP policy in
healthcare sector are definitely desired
but these are difficult areas that have
been reached by conventional
healthcare administration.This sector is also
enthusiastic to implement the
