 Fiscal space analysis for health inLiberia (two consultancies: one
in 2014 and 2015), identifying need for such analysis, and
identifying a number of specific ideas for expanding fiscal space
through (1) expanding the government’s general revenue budget as
well as the allocation to the health sector, (2) researching and
designing alternative formulae as resource allocation methods to
improve equity in government funding of health services, (3)

Performance Assessment of Health Sector Reform Goals of
the Ministry of Health, for Release of Health Sector Budget
Support from the EU:
 International Technical Consultant (ITC) on 3-person team
performing a program assessment of implementation of the
Health Reform Strategy of the Department of Health (DOH)
(2011-2016). Release of third fixed tranche and second
performance-based tranche of EU budget support (5-year total of

Health Insurance in Kenya:

Health Insurance in Romania to Align with the European
Union’s Rules (Team Leader of two-person team):
 Tasked to assist the Ministry of Health and the Insurance
Supervisory Commission to write mutually agreeable
