  • 7. Chapter 1, section (1.7)
    • In Chapter 1, add a section (1.7) on the state of career development and mobility of researchers, which is necessary to emphasize local research infrastructure weaknesses in these areas
      • Transparency of employment. For open research positions mainly apply people who are educated or already work in that institution. Rarely for a job apply more than one person. Vacancies are published on the internal notice boards or on faculty or university web sites. Method of forming committees and their work is non-transparent

      • Lack of mobility. No application for FP7 People program. There is no awareness of the importance of mobility. Outgoing geographical mobility is identified with the brain drain, because there are no systematic mechanisms for the reception of researchers after their stay at a foreign institution. There is no cooperation with industry in developing curriculum for doctoral studies, as well as other forms of cooperation, related to the career development of researchers, which may be a common interest.

    • In Chapter 3, update the section "3.4.7. Improving state decision-making and affirmation of national identity. "
      • Within the priorities of research in social sciences and humanities, to predict PhD scholarships and post-doctoral studies intended only to foreign researchers in the areas of the Serbian language, culture and history, with the aim of promotion of national identity abroad

      • For research projects, financed from the budget, it is necessary to set a condition of participation of young researchers (less than 4 years experience) with significant relative representation.

      • When evaluating projects, financed from the budget, it is necessary to introduce criteria related to providing career development of young researchers.
      • Ensuring transparency of the process of employment and accessibility of information on vacancies through the mandatory publication of all open position for research jobs in the Official Gazette (or elsewhere).
      • Ensure adequate social and pension insurance for students of doctoral studies.

    • In chapter 4, update the section "4.2 Higher education and science will clear and quantitative determine the number of students financed by budget per scientific disciplines up to 2010/2011", more exactly, in paragraph related to the improvement of doctoral studies.
      • Ensure that an integral part of doctoral studies is the development of transversal skills. In this sense, defined the national agenda of transversal skills that will ensure that researchers can accept, generate and execute the transfer of knowledge, to accept project-based organization of work, to understand the importance of intellectual property, etc ..

      • Explain the impacts of possible partnership with industry in the implementation of doctoral studies, through: stay and work of researchers in industry during the study, promotion doctorate financed by industry, the participation of qualified representatives of industry in the thesis evaluation committee (and the work). Emphasize that a doctorate in partnership with industry requires different valuation due to obstacles in publishing scientific papers (intellectual property).

    • In chapter 4, update the section "4.3 System of projects evaluation and careers development must be harmonized with the priorities.
      • Clarify that the exception to the career development exist when it comes to researchers from industry, due to obstacles in publishing papers related to intellectual property emerging scientific research results.

      • Promote a transparent system of evaluation of career development, through motivating the participation of foreign senior researchers in the electoral commissions and the evaluation committee. Explain the multiple effects of this proposal, related to the promotion of international cooperation, promotion of scientific work at the international level, etc..
      • Provide greater flexibility in national legislation, in order to allow top older researchers at the end of their career to be engaged in research.

    • Add a new section (between 4.5 and 4.6) "Promotion mobility of researchers as one of the factors reducing brain drain."
      • Indicate the positive effects of the mobility of researchers in the European Research Area in general and explain the institutional framework (EURAXESS). Specify the basic information on national participation in EURAXESS initiative and expressed support for its sustainability.

  • 18. N ew section between 4.5 and 4.6
      • Emphasize the importance of FP7 PEOPLE program and expressed support for the preparation of projects in this field. Require the proponent of international projects to anticipate actions that include the mobility of researchers.
      • Ensure that there is quality information necessary to researchers who have a need for geographical and intersectoral mobility, including practical information (especially health and social security, pensions rights etc..), information on scholarships, jobs, projects, etc..

      • Promote and support the publication of the vacancies for research jobs in EURAXESS portal.
      • Provide programs for financial support for upcoming top researchers - foreigners, with the aim to form teams at the local universities. Explain the multiple effects of this proposal, related to the sustainability of these teams, primarily in international cooperation.
