labour market facts
1. Population: 1 426 156
2. Unemployment rate 19,7 % including
- the long-term unemployed 51,7%
- persons over 50 years of age 21,8%
5. Key problems:
1. Receivers of the model (the unemployed):
health problems, psychical and social problems which hamper their
entrance into the labour market and employment maintenence
2. Users of the model ( labour market institutions):
low efficiency of the traditional methods and tools used in
vocational activation of the long-term unemployed
3. Key stakeholders (employers):
prejudiced against employing the long-term unemployed over 45
years of age and the disabled
6. Vocational support must be related to healthcare,
psychological, emotional and social assistance
INNOVATIVE EMPLOYMENT MODEL is predominantly based on:
1.The way a problem is diagnosed: multi-profile, interdisciplinary diagnosis of
resources and deficits as well as deep evaluation of needs and aspirations within the
three areas: health, psychical and social issues, vocational aspects.
2.Application of hitherto used tools in new contexts: job training, job coaching and
life coaching.
3.Implementing new tools for vocational activation: work monitoring within the
working environment.
4.Individual and constant cooperation between a job coach and an unemployed
person and an employer
7. Main objective:
Elaboration of an innovative model for employment and employment
retention for the long-term unemployed persons over 45 years of age
Detailed objectives:
1.Increased efficiency of the services provided by the labour market
institutions (…) due to testing and implementation of a new form of
support for the unemployed over 45 years of age
2.Increased vocational attractiveness of 32 long-term unemployed
persons (including 22 women) over 45 years of age, taking advantage
of the Supported Employment Model.
3.Breaking the barriers among 30 employers based within the Warmian
and Mazurian Province and encourage them to employ persons over 45
years of age.
