  5. 5. Key problems:1. Receivers of the model (the unemployed):health problems, psychical and social problems which hamper theirentrance into the labour market and employment maintenence2. Users of the model ( labour market institutions):low efficiency of the traditional methods and tools used invocational activation of the long-term unemployed3. Key stakeholders (employers):prejudiced against employing the long-term unemployed over 45years of age and the disabled

Vocational support must be related to healthcare, psychological, emotional and social assistance INNOVATIVE EMPLOYMENT MODEL is predominantly based on:1.The way a problem is diagnosed: multi-profile, interdisciplinary diagnosis ofresources and deficits as well as deep evaluation of needs and aspirations within thethree areas: health, psychical and social issues, vocational aspects.2.Application of hitherto used tools in new contexts: job training, job coaching andlife coaching.3.Implementing new tools for vocational activation: work monitoring within theworking environment.4.Individual and constant cooperation between a job coach and an unemployedperson and an employer

Main objective:Elaboration of an innovative model for employment and employmentretention for the long-term unemployed persons over 45 years of ageDetailed objectives:1.Increased efficiency of the services provided by the labour marketinstitutions (…) due to testing and implementation of a new form ofsupport for the unemployed over 45 years of age2.Increased vocational attractiveness of 32 long-term unemployedpersons (including 22 women) over 45 years of age, taking advantageof the Supported Employment Model.3.Breaking the barriers among 30 employers based within the Warmianand Mazurian Province and encourage them to employ persons over 45years of age.

Employment efficiency for theunemployed with the use of standardlabour market tools 42.60 %**Average efficiency measured in the projects implemented within the Operational Programme Human Capital in the Warmian and Mazurian Province. Refers to unemployer persons aged 18 to 64 regardless of the unemployment duration, disability or education.Employment efficiency achieved in the MODEL 78.57 %

Training and counselling support for public and non- public labour market institutions: ERKON Warmian and Mazurian University – postgraduate studies Special programme financed by the Polish System activities for public government - Ministry of labour services MODEL Labour and Social Policy Financing from the means of European Social Fund approx 19 million PLN ( approx. 5 million Euro) Strategic criterion for the call for proposals in 2013: application of a model in vocational activationWhy will it work ?1.Response to customised client’s needs of the 45 +2.Increased effectiveness of public and non-gov. employment services3.Changes in the image of the employment sertvices
