SSAs shall give the opportunity to put into practice new curricula and training methods to supply skills and design VET provision.

Joint curriculum delivery: Development or implementation of (innovative) methods and material to deliver VET or respond to evolving skills or targets - Implementation of credit transfer for VET, European qualification framework and any other relevant European tools.
Dissemination activities : Transnational dissemination using effective and the right mean to reach sector-specific targets or public (internet platforms, guidance services, regional or local authorities)
European Qualification Framework The European Qualifications Framework for lifelong learning (EQF) provides a common reference framework which assists in comparing the national qualifications systems, frameworks and their levels. It serves as a translation device to make qualifications more readable and understandable across different countries and systems in Europe. Any new qualification should be referenced to it.
European Quality Assurance Framework for VET Reference tool for policy-makers based on a four-stage quality cycle that includes goal setting and planning, implementation, evaluation and review. It respects the autonomy of national governments and is a voluntary system to be used by public authorities and other bodies involved in quality assurance. Member States are encouraged to use this as a "tool-box". Sector Skills Alliances should apply these quality assurance tools.
Learning Outcome Approach Learning paths that lead to a qualification should not be defined by the input anymore (hours + subject taught or trained) but by the outcome. Learning outcomes are statements of a learning achievement and are expressed in terms of what the learner is expected to know, understand and be able to do on completion of the award or module. They may also include attitudes, behaviours, values and ethics. Sector Skills Alliances should apply this approach.
European Credit System for VET An individual’s learning outcomes are assessed and validated in order to transfer units of learning outcomes from one qualification system to another, or from one learning "pathway" to another. Learners can accumulate the required learning outcomes for a given qualification over time, in different countries or in different situations. The system also allows the possibility to develop common transnational references for VET qualifications.
Projects might have different starting points, since the situation in different sectors might be different. For example, some of the sectors might not need needs analysis. Many Member States have introduced energy-efficiency regulations for buildings the requirements of which mean a new challenge for the vocational education and training of construction professionals. A Sector Skills Alliance could assess which expertise construction professionals, for example in insulation or energy management, must have and define new education and training needs. Such an Alliance could include VET schools, chambers of craft and regulatory bodies from several countries and develop an up-to-date European training module "energy-saving construction" for insulation and energy management professionals. The module would include sector-wide agreed training content based on commonly defined competence standards, facilitating cross-border certification and therefore ease professional mobility in the sector.
