This document summarizes key amendments made by Republic Act No. 9293 to the Philippine Teacher Professionalization Act of 1994 (RA 7836). It updates the qualification requirements for pre-school, elementary, secondary, and vocational teachers. It also requires all teachers to be registered professionals with valid certificates and licenses, and allows for special permits for individuals with international recognition in their field. sections or R.A. 7836 otherwise known as
the "Philippine Teacher Professionalization
Act 1994.”

Qualification Requirements of Applicants
1.Pre-School Teachers
Bachelors Degree in early childhood
education (BECED) or its equivalent.
2. Elementary Teachers
Bachelors Degree Elementary education
(BSED) or its equivalent.
4. 3. Secondary Teachers
Bachelors Degree in Education or its equivalent
with a major or minor or a Bachelor's Degree in
Arts and Sciences with at least 18 units in
Prof.Ed.
5. 4. Vocational Teachers & 2 Year Technical
Courses
Bachelors Degree in the field of
Specialization or its Equivalent with at
least 18 units in Prof.Ed.
6. Sec. 26. Registration and Exception
No person shall engage in teaching unless
the person is a duly registered professional
Teacher, holder of valid certificate and valid
license or holder of valid special/temporary
permit.
7. The certificate of registration and professional
license as professional teacher is issued without
examination as required in this act to a qualified
applicant, who is:
a) Holder of certificate of Eligibility as a teacher
issued by the Civil Service Commission and
(DECS);or
b) A Registered Professional Teacher with the
National Board for Teacher under the DepEd,
DECS, pursuant to the presidential Decree
No.1006.
8. Professional teacher who have not practice their
profession for the past five(5) years shall take at least
12 units of Education Courses, consisting of at least
six (6) pedagogy and six(6) content courses
Those who failed the examination with a rating of
not lower than five percent points from the passing
average rating shall be eligible for Para-Teacher
Special permit given to person who excelled and
gained International Recognition and is expert in
their chosen field of specialization
9. Sec. 3: Section 31of the same act
Section 31 Transitory Provision
Special permit with a validity
of 3-5 years issued to Para-teacher by the Board of
of Professional Teachers before the effectivity of this
act shall be allowed to expire based on the period
granted therein: Provided, that the only permits
with a validity of (3) years maybe renewed upon
expiration for a non-extendible period of (2) years.
10. Sec. 4: Reference of the Term
Department of Education, Culture and Sports
(DECS) in section 4(a) and section 25, and the
term “DECS” in section 20, of the same act is
hereby amended to read as “Department of
Education” and “DepEd,” respectively.
11. R.A 10533: Enhanced Basic
Education Act of 2013
Graduates of Degree Courses with shortage
qualified LET applicants to teach their in their
specialized subjects in the Elementary and
Secondary Education
Provided, that they pass the LET within five (5) after
their date of hiring; provided further that if such
graduates are willing to teach in part time basis, the
provision of LET shall no longer be required.
12. Graduates of Technical Vocational Courses to teach
in their specialized subjects in the secondary
education
Faculty of HEI’s be allowed to teach in their General
Education or Subjects Specialties in the secondary
education
The DepEd and Private Institutions may hire
practitioners, with expertise in the specialized
learning areas offered by the Basic Education
Curriculum to teach in Secondary Level.
