As a part of my project work, I did my side of research on Google's Project Penguin and have put down the pointers in this presentation. Hope this helps!
2. Google’s Penguin project came in
2012, a year after its Panda algorithm
The company now wanted to focus on SEO as a long term
process. So no shortcuts and no Black-Hat tricks.
Aimed at devaluing sites which had artificial back-links or
that violate its Webmaster guidelines

3.
To stop Red-Hat SEO, Google updates its algorithm in
a major way and it gives it a name
Penguin is Google’s algorithm to keep its search engine
free of spammers and spamdexers
The original Penguin (2012) affected 3% and its update
in 2013 affected 1% of Google search results

4. Penguin stops rewarding and penalizes over
optimized websites, that may have:
built unnatural links
built a high proportion of links with the
same anchor text
a higher keyword density
a lower number of site pages
keyword matching domains

5.
Updating Content frequently on the web pages
Sharing on Social networks is complementary to SEO.
Use of social sharing buttons on the website is advised.
Improving the Usability of your website (Navigation)
Maintaining a balance in organic links pointing to you
which are optimised vs non optimised (Back links)
Avoiding over Optimization
Still, If your rankings have been negatively affected by
Penguin, you can submit this form to Google for
reconsideration
