                                              ENLISTED RETENTION BOARD UPDATE
  Enlisted Retention Board Quotas for E4-E8 were updated on 8 August and are posted on the NPC website. ERB Phase I begins on 22 August, with
 the Board convening to review E4-E5 personnel. Final quotas for E6-E8 personnel will be released 1 September and the last day to submit
 correspondence for consideration is 6 September. For those Sailors who submitted conversion packages, good luck and if additional
 documentation needs to be added to them (e.g. submarine physical, updated AFCT qualifying scores); paperwork can be added to the package up to
 1 October.
  Competition will be keen and we will lose some good Sailors, but it is our hope we will retain even better Sailors. For those Sailors not up for this
 upcoming ERB but looking at the future with concern, the best way to be prepared for anything ahead is to have sustained superior performance,
 meet qualification deadlines ahead of time, study for advancement, and work on off-duty education. In other words, make yourself the most
 competitive you can be. And if you’re facing a tough road ahead due to your rating being overmanned, consider conversion to an undermanned
 rate. Conversion will offer you greater advancement potential and you gain a new skill set for the future. Be flexible to win in the end!

                                     ENLISTED EARLY CAREER TRANSITION PROGRAM
 Active duty and Full-Time Support (FTS) Sailors who want to pursue reserve options have a new opportunity to do so with the Early Career
 Transition Program (ECTP). Eligible Sailors may submit requests up to 15 months prior, but no later than three months prior to desired transition
 date. When approved, members will incur mandatory drilling reserve obligation equal to the remaining active portion of their current contract. The
 minimum obligation will be for one year if remaining in rate or four years if converting to a different rate. Eligible Sailors are those currently
 serving in AC or FTS CREO 2 or 3 ratings and requesting to serve in a SELRES CREO 1 or 2 rating. The Career Transition Office is available to
 assist Sailors with selecting a Navy Operational Support Center (NOSC), provide details on reserve component programs and benefits and
 complete all required paperwork. Benefits of reserve affiliation can include a two-year deferment from individual mobilization, affiliation bonus,
 TRICARE low cost medical and dental coverage, reserve retirement benefits, continued exchange and commissary privileges, flexible drill
 opportunities and Montgomery GI Bill benefits.

                                          MINIMALIST FOOTWEARNOW AUTHORIZED
   For those athletes or just fans of minimalist footwear for PT and PFA, it is now authorized in accordance with NAVADMIN 238/11
 This NAVADMIN authorizes the wearing of minimalist footwear with the navy physical training uniform (PTU) during command/unit directed
 physical training (PT), individual PT, and activities to include the semi-annual physical fitness assessment (PFA).
  Minimalist footwear is defined as shoes that allow the foot to function naturally without providing additional support or cushioning. Any shoe that
 is marketed as minimalist or barefoot-like footwear (current types such as the - VIBRAM five fingers, NIKE free shoes, vivo barefoot shoes, inov-8
 shoe, and FEELMAX) are authorized for wear with the PTU.

                                      NAVY EXCEPTIONAL FAMILY MEMBER PROGRAM
  The Navy's Exceptional Family Member Program (EFMP) is designed to assist sailors by addressing the special needs of their exceptional family
 members (EFM) during the assignment process. Special needs include any special medical, dental, mental health, developmental or educational
 requirement, wheelchair accessibility, adaptive equipment or assistive technology devices and services. In the Navy EFM Program, the primary
 function is the PERSONNEL FUNCTION. The Navy EFMP Coordinators serve both Personnel and Family Support functions, but with an
 emphasis on the Personnel function. The goal of the EFMP is to ensure the special needs of the EFM can be met at a new assignment location.
 EFMP enrollment information enables Navy detailers to proactively consider a family member's special need requirements during the assignment
 process and to pinpoint the assignment to a location with appropriate resources that address the special needs.
  EFMP enrollment is mandatory and required immediately upon identification of a special need. DD Form 2792, Exceptional Family Member
 Medical and Educational Summary and DD Form 2792-1, Exceptional Family Member Special Education/Early Intervention Summary are used
 for enrollment. Command points of contact and Navy medical treatment facility (MTF) EFMP coordinators can assist service and family members
 with the enrollment process. Sailors may be reluctant to enroll because of misconceptions that EFMP enrollment may limit assignments and career
 advancement, or preclude family members from accompanying sponsors on overseas tours. These negative perceptions are not supported by fact.
 Sailors enrolled in the EFMP have always received equal consideration for accompanied assignments and for promotions. Please contact your local
 MTF Coordinator for assistance with enrollment.

 And on Aug 12th, 1958 - USS NAUTILUS (SSN-571) arrived in Portland, England completing first submerged under ice cruise from the
 Pacific to Atlantic Oceans.

NPC FORCM WEEKLY 8–12 August 2011 Career progression, community management, personnel matters, and general information from the desk of the Navy Personnel Command, Force Master Chief, FORCM Jon Port ENLISTED RETENTION BOARD UPDATE Enlisted Retention Board Quotas for E4-E8 were updated on 8 August and are posted on the NPC website. ERB Phase I begins on 22 August, with the Board convening to review E4-E5 personnel. Final quotas for E6-E8 personnel will be released 1 September and the last day to submit correspondence for consideration is 6 September. For those Sailors who submitted conversion packages, good luck and if additional documentation needs to be added to them (e.g. submarine physical, updated AFCT qualifying scores); paperwork can be added to the package up to 1 October. Competition will be keen and we will lose some good Sailors, but it is our hope we will retain even better Sailors. For those Sailors not up for this upcoming ERB but looking at the future with concern, the best way to be prepared for anything ahead is to have sustained superior performance, meet qualification deadlines ahead of time, study for advancement, and work on off-duty education. In other words, make yourself the most competitive you can be. And if you’re facing a tough road ahead due to your rating being overmanned, consider conversion to an undermanned rate. Conversion will offer you greater advancement potential and you gain a new skill set for the future. Be flexible to win in the end! ENLISTED EARLY CAREER TRANSITION PROGRAM Active duty and Full-Time Support (FTS) Sailors who want to pursue reserve options have a new opportunity to do so with the Early Career Transition Program (ECTP). Eligible Sailors may submit requests up to 15 months prior, but no later than three months prior to desired transition date. When approved, members will incur mandatory drilling reserve obligation equal to the remaining active portion of their current contract. The minimum obligation will be for one year if remaining in rate or four years if converting to a different rate. Eligible Sailors are those currently serving in AC or FTS CREO 2 or 3 ratings and requesting to serve in a SELRES CREO 1 or 2 rating. The Career Transition Office is available to assist Sailors with selecting a Navy Operational Support Center (NOSC), provide details on reserve component programs and benefits and complete all required paperwork. Benefits of reserve affiliation can include a two-year deferment from individual mobilization, affiliation bonus, TRICARE low cost medical and dental coverage, reserve retirement benefits, continued exchange and commissary privileges, flexible drill opportunities and Montgomery GI Bill benefits. MINIMALIST FOOTWEARNOW AUTHORIZED For those athletes or just fans of minimalist footwear for PT and PFA, it is now authorized in accordance with NAVADMIN 238/11 This NAVADMIN authorizes the wearing of minimalist footwear with the navy physical training uniform (PTU) during command/unit directed physical training (PT), individual PT, and activities to include the semi-annual physical fitness assessment (PFA). Minimalist footwear is defined as shoes that allow the foot to function naturally without providing additional support or cushioning. Any shoe that is marketed as minimalist or barefoot-like footwear (current types such as the - VIBRAM five fingers, NIKE free shoes, vivo barefoot shoes, inov-8 shoe, and FEELMAX) are authorized for wear with the PTU. NAVY EXCEPTIONAL FAMILY MEMBER PROGRAM The Navy's Exceptional Family Member Program (EFMP) is designed to assist sailors by addressing the special needs of their exceptional family members (EFM) during the assignment process. Special needs include any special medical, dental, mental health, developmental or educational requirement, wheelchair accessibility, adaptive equipment or assistive technology devices and services. In the Navy EFM Program, the primary function is the PERSONNEL FUNCTION. The Navy EFMP Coordinators serve both Personnel and Family Support functions, but with an emphasis on the Personnel function. The goal of the EFMP is to ensure the special needs of the EFM can be met at a new assignment location. EFMP enrollment information enables Navy detailers to proactively consider a family member's special need requirements during the assignment process and to pinpoint the assignment to a location with appropriate resources that address the special needs. EFMP enrollment is mandatory and required immediately upon identification of a special need. DD Form 2792, Exceptional Family Member Medical and Educational Summary and DD Form 2792-1, Exceptional Family Member Special Education/Early Intervention Summary are used for enrollment. Command points of contact and Navy medical treatment facility (MTF) EFMP coordinators can assist service and family members with the enrollment process. Sailors may be reluctant to enroll because of misconceptions that EFMP enrollment may limit assignments and career advancement, or preclude family members from accompanying sponsors on overseas tours. These negative perceptions are not supported by fact. Sailors enrolled in the EFMP have always received equal consideration for accompanied assignments and for promotions. Please contact your local MTF Coordinator for assistance with enrollment.
