EXCEPTIONAL FAMILY MEMBER (EFM) PROGRAM
Navy's Exceptional Family Member program assists Sailors who have a person with a special need in their immediate family - even
if the situation is temporary, such as rehabilitation after a car accident. In fact, the special need could include any medical, dental,
mental health, developmental or educational requirement, wheelchair accessibility, adaptive equipment or assistive technology
devices and services. EFMP Coordinators are located within base medical clinics, not with Fleet and Family Support Centers. These
experts provide guidance through the enrollment process. For more information contact your local base medical clinic. Proper use of
this program and keeping the EFMP status updated with the clinic's EFMP tracking system can help avoid tremendous hassle in
negotiating and carrying out orders. Not having your EFMP status updated generates a 'hard hold' for orders negotiation within
Career Management System-Interactive Detailing (CMS-ID) system. For your sake and the sake of the family, keep it updated.
ENLISTED RETENTION BOARD- UPDATE
Based on the difficulties described by deployed Sailors in meeting previously announced conversion application deadlines, the
Chief of Naval Personnel has directed the ERB to accept all submissions received prior to the board’s convening date of August 15,
2011. This will allow Sailors to obtain test results (i.e. ASVAB, DLAB, AFCT, etc.) that can be included in their applications for
conversion. Naval Education and Training Professional Development and Technology Center (NETPDTC) grades AFCT answer
sheets multiple times per week and the enlisted master file (EMF) is updated with new AFCT scores within 24 hours of being graded.
Commands must not delay sending AFCT answer sheets to NETPDTC. Recommended delivery method is via FEDEX.
Conversion requests will now be reviewed after the ERB has selected Sailors for retention, and only those Sailors who were not
selected for retention within their rate will be considered for conversion. In doing so, ratings will be able to keep their most qualified
candidates, while still providing Sailors additional opportunity for continued service in another rate.
Final update of estimated ERB quotas for E4 and E5 will be posted to the NPC ERB website
at http://www.public.navy.mil/bupers-npc/boards/enlistedcontinuation/pages/default.aspx on 1 August 2011. Final update of estimated ERB
quotas for E6, E7, and E8 will be posted to the NPC ERB website on 1 September 2011.

Great news - Current PCS status is that everything (cost, no cost, Accessions) is authorized through November detachments!!

NAVADMIN 174/11: Late spring into early fall is one of the busiest permanent PCS periods of the year. Challenges such as
finding affordable housing, reputable schools, employment opportunities, childcare and pet care are often part of the PCS process.
Relocating to a new duty station is never easy but can be less stressful. Fleet and Family Support Center (FFSC) offers relocation

-The Defense Personal Property System (DPS) is the new web-based program that will help military personnel and DoD civilians
better manage their PCS move. Use DPS to communicate directly with your moving company. The website is available 24/7 and
provides useful tools and links for planning and executing your move www.move.mil
