ABSTRACT / INTRODUCTION
A3byComp can be used to implement competency-based management systems in social
organisations in order to enhance users' quality of life.
It is necessary solve the problem of establishing a competency-based organisational
framework aligned with the organisation's mission and the achievement of personal
goals
The concept of disability is interrelated with changes in social and employment practices
in social organisations aimed at meeting the needs of people with that condition

CONSTRUCTION OF A3byCOMP
According to Dalziel et al. (1996) , cited by Pereira et al. (2008) and Medina (2014),
there are 4 elements that constitute the proposed model:
a) analysis, diagnosis and strategic planning;
b) identification and standardisation of competencies;
c) competency-based skills building and training; and
d) assessment and certification of competencies.

COMPETENCY-BASED SKILLS BUILDING AND TRAINING
A3byCOMP makes possible to identify the person's suitability for the position they
currently hold or any other they may hold (career or succession plan), and their
functional and competency profile, individually identifying the competencies and tasks
that can be improved with regard to how demanding they are, as established through an
assessment process carried out for that purpose.
In accordance with Gallego (2012), comparing the worker's profile with the position's
requirements through an assessment process reveals the need for specific development
and training for each area, process or person.

COMPETENCY ASSESSMENT
AND CERTIFICATION
A3byComp aids the process of assessing and
certifying competencies by combining quantitative
and qualitative techniques: a) with regard to the
former, it uses the widely-used survey model and
enables easy comparison of data; b) with regard to
the latter, 360º feedback is used, which allows data
to be recorded from different viewpoints (self-
assessment, assessment by colleagues and by
superiors.

CONCLUSIONS
A3byComp not only makes it possible to meet organisations' needs regarding definition of
competencies, associated behaviours, determining professional profiles and establishing
an assessment methodology related to all these aspects. It also makes it easier to align the
competency-based management system with the personal care model based on enhancing
their quality of life.
It will be of great interest, in later studies, to examine in greater depth A3byComp users'
perception of its usefulness and its actual applicability within organisations,
