Foster youth has long been thought of as an at–risk population, often failing the educational system.
In her dissertation on foster youth and secondary education, Brenda Morton writes, "Foster children
are an invisible population. Teachers and administrators often do not know that a student is in foster
care" (p. 1). There are just under half a million foster youth currently residing in the United States,
many will fail to graduate from high school, and only a few will graduate from college. California
has the largest population of foster youth with approximately 56, 138 youth (Children's Bureau,
2014). It is estimated that foster youth high school graduation rates are near the forty sixth percentile
and college graduation rates are near two percent for former foster youth, making this at–risk

The researcher looked at a combination of qualitative and quantitative studies via an electronic
database to find research pertaining to the educational success of foster youth and former foster

The purpose of this source is to show how in California they have received costs to allow people up
to the age of twenty–one to stay in the foster care system. Extending the age to twenty–one can be in
any state, but they are not required to do so. The researchers got thoughts from others presented in
three different groups: "(1)transition–age youth, (2) child welfare workers, and (3) government
program data." (Napolitano et al., 2015) From all these groups they have come to the conclusion that
caseworkers almost half of the time do not have the same children for over one year. Thirty percent
of children have been on a caseworkers case for over two years. This wide range is due to the age of
the children. The younger children were then asked a question about staying in the system. Two–
thirds of the children showed they wanted to stay in the foster care system after they reached the age

Being a foster parent is a choice that I made with a lot of support from my family and friends. I
have always wanted to adopt but never knew I could be a foster parent at such a young age or
without
having a husband. In August of 2013 Telaunda, my close neighbor and friend, put me in contact with

Then I do the fun part, shopping, I make sure they have at least five pairs of shoes and
clothes that fit. In my house looking good is a must. You do not have to look and feel like crap.
Being a foster parent is a lot of hard work though. They have therapy once a week, doctors

The foster care system in America is incredibly corrupt. There is no denying that. America has had
issues with foster care since it began about 160 years ago. It first began completely privatized, and
as the federacy found ways to fund it, it gradually became entirely public. Yet, there has consistently
been problems with its operations. There have been multiple attempts in the government to mend the
problem, or at least help. A lot of these "solutions" have been disasters because the foster care

With the thousands of children in foster care, there is "an enormous financial and human cost"

Solution Of Foster Care
The Foster care system appears to be a no–win solution. The children are taken from their family
into the foster care system and never see their family again. Often, children are removed from their
family at an early age to never return home before the age of 18. At the age of 18, these children can
choose where to live and the majority return to the family they were taken from. This starts the
foster care process all over again. However, if the government would mandate the family to become

As of 2016 there were nearly a half million children in the foster care system, with roughly 25,000
"aging–out" each year (Ahmann, 2017). Most adolescents "age out" of the system with no one to
mentor or serve as a caring parent figure. Foster youth are in dire need of long–term adult role
models to guide them to achieve success. According to Ahmann, 50% of foster youth left "the
system" without a high–school degree, as well as with having higher rates of PTSD, and depression
(p. 43). Ahmann presented that research has proven teenagers, in general, that have quality
relationships from adults able to provide support, do better than those that do not. If research has
shown efficacy in supportive adult figures in a teen's life then one can conclude that foster youth
would also benefit. Foster children are at a disadvantage a soon as they enter "the system" so giving

The foster care system has been a public policy issue for some time. Advocates say there are six
problems that hinder foster care in the U.S. The first problem hindering foster care is that too often
group homes are the go–to. Because there are rarely enough foster families, there are more than
56,000 children that live in a group setting. Advocates argue that children who are placed in family
settings from the beginning have more success than those that were defaulted to group settings.
Group homes are also lacking in sufficient support and do not make financial sense since group
