Issues of Disaster Information sys
➢ It is difficult to grasp the total damage
with the closed system of each prefecture.
➢ By integrating various information,
it will be advanced information.
➢ Map information (geographic information) is
important to support the affected area.

these issues in the national program “SIP”.

• The activities from Kumamoto earthquake
(2016) were highly evaluated and became the
official activity of the Cabinet Office as “ISUT”.

• Michinoku-ALERT 2018 is the largest disaster response
training, held in the Tohoku region.
• Using SIP4D, information sharing tests were conducted with
6 prefectures in Tohoku and the SDF (Self-Defense Forces).

Connection status between SIP4D and
prefecture system
➢ Connected Prefecture with FY2019 national budget
⚫ Miyagi, Ibaraki, Saitama, Niigata, Nagano, Shizuoka, Mie,
Nara, Hiroshima, Yamaguchi, Tokushima, Ehime, Fukuoka,
Oita, Kagoshima, Okinawa (Total 16/47 Pref.)
➢ Connected with own prefecture budget
⚫ Hokkaido, Okayama, Kumamoto, Miyazaki etc.

➢ However, information sharing with activity agencies
(FD, Police, SDF) is still the exchange of paper
documents mainly.

• It was an important task to grasp the situation of isolated
settlements.
• Data flow to create the map
1. SDF and FD grasp the situation of each settlement. ⇒ memo.
2. Kumamoto pref. person creates a table to check.
3. ISUT creates maps from the table. ⇒ It takes half-day !

Why it takes so long?
• Because
they do not have a system that can connect to SIP4D!
Fire Department
➢ Of course, they have a system for daily firefighting activities.
➢ However, they do not have a dedicated disaster response system for sharing
information with support teams from other prefectures over a wide area.
Police
➢ Of course, they have a system for daily activities.
➢ However, it does not have system for the support team for disaster response.
The SDF (Self-Defense Force)
➢ They have a system.
➢ But basically, SDF info-system is for national defense, which can not be connected
internet for security.
No system to work with other agencies
in disaster response site.
⇒ No System to be connected to SIP4D.

Issues to be solved from now on
➢ Prefectural-Sys connection is progressing very well.
➢ However, information from activity agencies (FD, Police,
SDF) is still shared by paper documents mainly.
➢ They do not have appropriate system for disaster response.

Summary
➢ Disaster info-systems have been implemented for
each institution individually.
Therefore, to grasp the whole picture of the disaster,
it was necessary to manually integrate the
information.
➢ NIED plays a central role in developing SIP4D (Info-
Pipeline).
➢ Already, about half of the prefectures are connected
to SIP4D.
➢ We would like to provide an inlet system to activity
agencies (FD, police, SDF) for quick sharing
information.
