Virginia is developing a plan to attract the autonomous vehicle industry by designating a 70 mile area for testing, including roads and a simulated suburban environment, in an effort to alleviate traffic congestion. Michigan's plan includes a 32-acre testing field that has attracted 15 companies to commit over $1 million each for testing. Florida aims to eliminate legal ambiguity around self-driving cars through new legislation and is constructing its own testing area incorporating urban elements like toll booths.

The World Eagerly Anticipates Self-Driving Cars
Self-driving cars are reaching their final stages of development, and at this point, it only
seems like a matter of time until self-driving cars are ubiquitous in our society. This is an
extremely exciting time to be alive, because self-driving cars could one day…
Reduce injuries
Help us save on fuel
Eliminate traffic
Allow us to work on the road
… But consumers aren’t the only ones anxious to start putting self-driving cars on the road.

Lawmakers Want the Autonomous Car Industry in Their States
When a large manufacturing industry moves to a new town, it brings a flood of new jobs and
tax revenue with it, so it’s no surprise that many state lawmakers are trying to attract industry
leaders to their state.
Three states in particular have been making big moves to bring self-driving cars to their state:
Florida, Texas, and Virginia. These states have been very busy creating a good atmosphere
for testing self-driving cars, complete with fake suburbs for testing and research centers.
The cherry on top? Lax regulations, allowing pioneering businesses in this emerging industry
the freedom they need to innovate.
It’s estimated that over the next five years, $20 billion will be spent on the development of
autonomous cars, motivating states across the country to attract this new and exciting
industry.

Virginia’s Plan
Virginia is fighting to bring the autonomous
automotive industry to their state to help
alleviate their famously clogged highways.
These inconvenient roads will make self-
driving cars seem like a better buying option
– people who sit in traffic on a regular basis
would likely be more willing to upgrade to a
self-driving vehicle.
The state has already designated a 70 mile
area for testing, including asphalt roads and
a suburb of building facades.

Michigan’s Plan
Michigan’s plan of action is very similar to
Virginia’s, but it’s a little more ambitious, and a
little further along.
The state has enjoyed automotive success in
the past, and when state officials unveiled a
massive 32-acre testing field in Ann Arbor, they
immediately caught the interest of 15 different
companies including Ford, Honda, GM, and
Toyota.
Each of these 15 companies have committed
to spending at least $1 million each on testing
and research.

Florida’s Plan
While other states have focused on building a testing area for self-driving vehicles, Florida
has taken an approach that may prove effective. By introducing legislation that addresses
self-driving cars specifically, Florida officials have eliminated the legal grey area that
manufacturers work so hard to avoid, although we’ll have to wait and see how effective this
approach is.
Florida is also constructing a testing area, and their testing area might bring a little something
extra to the table: toll booths, intersections, and other urban driving elements. Florida’s
testing area is still in its design phase, so the plans are still being developed.
Florida’s law regrading self-driving cars is simple: the person behind the wheel of an
autonomous car must be able to take control at a moment’s notice, and they must be
licensed.

Legal Exceptions for Self-Driving Cars?
Each state that has passed legislation to address self-driving cars has been able to create
their own set of rules. It’s too early for there to be a standard, and many industry analysts
have theories about how the laws that will apply to self-driving cars could differ from our
current system.
One theory says that drivers may be allowed to watch a movie or entertain themselves while
the self-driving vehicle is in control. Why? To keep them alert in case the system needs them
to take over control. Simply monitoring a technological interface could be too boring for
drivers.
Another theory suggests manufacturers do away with side view mirrors and lawmakers adjust
the rules to accommodate this change. Side view mirrors interfere with a vehicle’s
aerodynamic flow, lowering efficiency and costing the driver fuel. Self-driving cars might not
need these at all.
