Unions And The Rights Act
Unions are incentivized for mobilizing citizens to engage in politics. Some join unions to gain
employment. Most union members do not have prior political experience. Once they become a
member, this begins to change as the union will teach the members political skills. Unions attempt
to change the political identities of their members. One way they do this is by exposing their
members to pro–labor situations. (Kerrissey, J., & Schofer, E., 2013) Unions are a partisan interest
group that is in cooperation with the Democratic Party. This is as a result of the fact that Democrats
are pro–labor and labor is the most important part of a union.

Roughly 44%, a plurality; are appointed officials. The diversity of the rules within each state's
special district is indicative of the district system and not the statewide system. A special district
includes a school, library and fire and water departments. Property taxing policy is a factor that
plays in the equation. For the research's purposes all districts that claimed to have the legal authority
to tax a property were included regardless of the fact that the districts produced revenues using this
mechanism. The research indicates, there is a positive relationship between the two. There can be no
serious debate that restricting voting to certain groups decreases turnout as some are not even
eligible to vote. The franchise is something that has been extended to more and more people over
time. Special district elections are only available for property owners. This threshold is only for
special district elections. That being said, those who live in these special districts may be
discouraged from voting for other elections that they are otherwise eligible to vote in. (Bauroth, N,
2007)

Problems in America Education
America is in the midst of one its greatest crises. This problem is affecting all fifty states and all
levels of society. This current crisis is America's failing education system. The United States has
fallen behind many other developed nations when it comes to the quality of our children's education.
A good, strong education had been a crucial part of the American dream, so then why is that this
problem is being ignored and allowed to continually worsen? School districts across the county are
dealing with problems like lack of funding, low teacher salary, teachers unions, increasing class
sizes, and failing test scores. A solution to these problems will not be easy. It will require the
cooperation of federal, state, and local ... Show more content on Helpwriting.net ...
Many states across the country are experiencing teacher shortages. Without enough teachers, we can
not successfully educate our children. According to Glori Chaika "Forty–two states issue emergency
credentials to people who have taken no education courses and have not taught a day in their lives.
Many teachers are hired based solely on their experience leading church or camping groups."
(Chaika) Due to the shortages, States are allowing those who are not even qualified to teach. One
can not believe that children are being educated as best as they can be, if those teaching them have
no experience or training before hand. Another problem is that teachers are not being place in the
fields were they can perform at their best, Glori Chaika also states that "One–fourth of new teachers
–– if they are licensed –– are not licensed to teach in the field they are teaching." (Chaika) Many
teachers have very little knowledge on the subject they are teaching, "About 55 percent of students
taking physics in the United States, for example, are taught by someone who never majored or
minored in the subject." ( Asimov) As a result of the current teacher shortage, the quality of
America's educational system has gone down. People are being hired with no teaching experience
and teachers are being forced to teacher subjects that they are not familiar with. Adding to the
current teacher shortage is the problem of teacher

The Local School Board Just Raised Taxes For The Fourth Year
The local school board just raised taxes for the fourth year in a row, what do you do? If you do not
like the actions of your local school board, you can vote against your local school board member in
the next election. This is democracy at work. Understanding that there is no such thing as a one size
fits all education, it is necessary for a local government control of education with minimal state
control because unions still need to have the power to protect their members, every school district is
different and has different needs, and democracy is necessary in our society. The teachers union has
been around for many years. The first union was founded in, "1857: The National Education
Association (NEA) is founded in Philadelphia by 43 educators" (Mader, 2012). With a local school
board in charge of a district's education, teachers unions can have a greater ability to bargain,
educate, and protect their members. School boards are there to help be an in–between for the tax
payers and the schools.
School systems sometimes make promises they have no intention of keeping. Other times, they can
deliver a world of opportunities to our neediest children. They may or may not want to listen to
parents or even teachers, but school systems always attend to the demands of the most powerful
individuals and institutions in their communities. (Koonce, 2016, p. 204).
Having a good relationship between the school board and teachers union is a very big deal. A bad

A Teacher Unions Essay
Teacher Unions have evolved over time and have been essential in education equality and reform.
Some now question the motivation behind these unions and whether or not they are now a barrier to
reform, rather than a assistant. This paper will explore the evolvement of not only Teacher Unions,
but the purpose and motivation behind said unions. Two of the most predominately known unions
are American Federation of Teachers (AFT) and the National Education Association, NEA.
History (Purpose) NEA was established in 1857 in order to unite teachers under one voice of service
in public education. Prior to this establishment, teachers were known to work in isolation with
insufficient school supplies, little to no public support and salaries of less that $100 per year.
Teachers were even known to be paid in food and room.
Minorities and Women When the Civil War ended in 1865, the hard work of Reconstruction began
for the nation and for its educators. Black and White teachers worked to teach high numbers of
newly freed slaves of all ages. Literacy and education was linked to freedom, which caused NEA to
seek federal aid to support state schools. Another won with the Federal government was the
successful lobbying of Congress that established a federal Department of Education (1867).
NEA's Department of Indian Education (1899) produced research on how the government's policy
of isolating and assimilating the American Indian nations negatively impacted their education.

The Ideas Of Union : The Goal Of The Michigan Education Union
Now with the boilerplate language out of the way, I would like to clearly explain the reason a life
long union supporter would want to walk away from being a part of this particular union.
As a child, I grew up as a pro–union son of a United Auto Worker who worked 28 years in an iron
foundry as a millwright. My father was also a UAW shop steward just like his father had been
before he took over that position. Often I found myself sitting around my families' kitchen table at
meetings between my dad and various union members as they worked to improve their work
conditions and to provide a livable wage to its employees. This union was a family who had
everyone's backs to improve everyone and was always willing to fight to get it. The UAW ... Show

I was hoping that the union would organize and try to do something to get attention to the problems
with this law. I feel you have done nothing to organize the workers' voices in Lansing. Instead of
doing the business of a union, I see nothing but a fleecing of our membership going on in the form
on endless solicitations from 3rd party vendors and an overpriced health care product in MESSA. I
held out for four years hoping the MEA or even the NEA would gain some traction on the many that
concern teachers and students but instead I see nothing but offers for loans and trumped up
discounts for consumer garbage I can find anywhere for less. My last hope was some organization
came with the fight over our pensions. What we got was a YouTube video explaining how we should
resist. This poorly done video is not what I would call a mustering to arms against our profession.
So yet again I saw the easy passage of another anti–teacher bill this summer with hardly a whisper
from our collective voice. It is at this point I have decided I have had enough with this organization.
"Insanity is doing the same thing over and over again, but expecting different results." – Unknown
At this time it would be insanity to keep sending the MEA money to watch it not being used to

What Are The Main Features Of Local Government Act 1979
Provincial Local Government Ordinance 1979
This period marked the 'second wave' of local government reform a military regime. The system of
local government introduced in 1979 by General Zia–ul–Haq was the most representative in nature
since independence. For the first time in the history of Pakistan, elections to all local councils in
both rural and urban areas were held simultaneously on the basis of adult franchise and under the
aegis of independent provincial election authorities.
Features of Provincial Local Government Ordinance:
The special features of the 1979 local government system can be described as follows:
Local government laws relating to rural and urban areas were unified and harmonized.
Local governments ... Show more content on Helpwriting.net ...
Planning, development and maintenance of public roads and bridges.
Installation and maintenance of street–lights.
Optional Functions:
Planning, development and maintenance of playgrounds, parks, graveyards and gardens.
Procurement, allocation and regulation of grants, loans and other assistance.
Planning, development and maintenance of public welfare centers, orphan houses and organizations.
Analysis:
The local bodies were made independent from the bureaucracy under the Local Government
Ordinance of 1979.
The local bodies were vested with administrative, judicial and financial powers to make them
effective institutions.
They were authorized to get loans from national and international Banks to complete their plans for
the people's development.
The elections of local governments were held on non–party basis.
The local governments were dependent upon the provinces from senior appointments to the request
for more resources or permission to increase taxes and rates.
The budgets of the local governments were also to be approved by the provincial governments. It
would not be unfair to say that the provinces used to control the local governments

The Issue Of Children Born Into Poverty
Draft Paper (thesis)
The debate whether children born into poverty are able to transcend poverty? Is a problem this
country has tried to solve since public schools were established. Inexperienced teachers are part of
the problem for the high drop out rate.
A government who fails to fund and implement correct methods in education. "U.S. Commissioner
of education Francis Keppel 48 years ago, wrote equality of educational opportunity throughout the
nation continues today for the many to be more of a myth than a reality" this statement is true today
as then ( Kozol, 83).
At risk students learn in a hostile environment. "More than one in three people in Newark lived
below the poverty line. The violent crime rate was so consistently high that a 1996 Times Magazine
article dubbed Newark the most dangerous city in America. The public high school rate was below
60 percent". Why would we let our children go to school or live in an area where no business or
politician would work? If these children are not educated the future of this country work force is in
doubt.
The decline of the educational system will involve even more problems for the deprived. There are
steps which can be taken, but are we willing to take these steps? There are few who leave their
poverty background. A change in our educational system must take place so the under privileged can
advance. Poor in America do not suffer the amount of suffering as the poor in Yemen and other parts
of the world. In America most

Banned Books On The American School System
Banned Books in the American School System
Literary works are the foundation for education and are crucial for multiple reasons, some of which
include that literature obtains a large variety of information that is at times not accessible to students
by computers and teachers alone. Another advantage is adults and children alike improve their
understanding and knowledge of certain topics whilst improving their intelligence of the language
itself. Banning literary pieces of work is unjustifiable and proves to students that if something is not
agreeable within a book, shielding its contents is the next honorary thing to do in order to prevent
disruption. High schools should not ban books due to their excessive profanity, violence, sexual
content and unagreeable topics because this restriction prevents young readers from developing a
better understanding of the society they live in, and could counter act a new change and lessons to
be learned. The Island Trees School District vs Pico was a court case that traveled all the way to the
supreme court due to the violation of the students first amendment rights. In 1975, the Parents of
New York United, an organization known for their conservative ideals, hosted a conference in which
they discussed a list of thirty–three, "objectionable books", that should be prohibited due to its
inappropriate content. The inappropriate material that was protested included sexual references and
political comments that went against Parents of New

Nation At Risk Gave Rise To Two Major Education Reform
Nation at Risk gave rise to two major education reform movements; accountability and school
choice. Federal government started thinking about testing, and standardization, which resulted in No
Child Left Behind (NCLB), and Race to the Top. McGuinn's No Child Left Behind (NCLB),
describes the politics of accountability as setting a standard for teachers, testing students to see if the
schools meet the set standards, and then holding the schools and teachers accountable for not
achieving those standards by creating consequences. George W. Bush, a Republican made NCBL a

M. Freedman's idea was to apply the free market to the education system and allow the schools to
compete for the kids' business. Unlike accountability, which was watered down after collaborating
work with unions, charters are rarely unionized. School choice got its impetus from the poor
minorities because they wanted better schools, while accountability was supported by businesses.
In Milwaukie during 1990s, local leaders mobilized disgruntled parents that were dissatisfied with
their education system resulting in the adoption school choice. When accountability was adopted,
there was a coalition of support, however choice was opposed on all fronts by the teachers' unions,
NAACP, and Democrats. Unlike accountability adopted nationwide, choice was disproportionately
opposed at the state and local level. Reformers where up against teachers' unions and districts who
avidly opposed choice. When opposition could not stop choice, they would try to help created the
structure by implementing ceilings/caps, making sure that charters did not get as much money as
public schools, and forcing charters to build their own buildings. Unions oppose choice because it
creates competition and the current system creates a consistent supply of kids whether the school is
good or bad. Choice allows kids to leave bad schools forcing the teachers' to perform better, and
potentially putting teachers' jobs at risk. The districts opposed choice

Over the years unions have provided many benefits to union workers through collective bargaining.
One of the biggest union forces in the United States is the teachers union. With almost close to 5
million members nationwide, the teachers union is one of the most powerful unions. Through
collective bargaining, problems have been created for the public school system which takes place at
local school districts; rules have been imposed to create ineffective forms of organization at schools.
The rules that are currently in place by collective bargaining are also creating a big disconnection
with many public schools, that being the interest of the children. The teachers union is one main role

The Education Of The School Essay
Introduction There is nothing more important to the future of the students than their current
education. Many times, this process becomes difficult when the proper funding of the schools is
hard to find. While there is federal and state funding to assist the schools to achieve this mission, it
only covers a small portion of a school's operating budget. The schools must then turn to the
community for their help, usually in the form of a levy. With most household's financial budgets
being depleted from all directions, levies continue to get harder to win approval by the voters in
many locations such as in River View Local Schools. The Levy fell to an eighty percent against vote
on August 2, 2016. I propose that they evaluate a plan to move the seventh and eighth grade with the
high school students in the high school building and renovate the current junior high to house the
students of the four deteriorating elementary buildings. My proposal does not come without
objections and obstacles, but with proper "selling" to the community it would be a viable option to
continue the wonderful education that our children are receiving from an amazing, but challenged
district.
Background
River View Local Schools consist of four elementary building, one junior high, and one high school

The Pros And Cons Of Collective Bargaining
In many ways the idea of collective bargaining is a democratic process. Collective bargaining, a
process of negotiation where employment conditions are decided between the union and education
officials, is a major tool teachers unions have use to shape how schools are run. Union members
pool their collective resources and democratic voice to influence and improve their workplace
conditions. These negotiations allow teachers unions to obtain benefits that are written into labor
contracts which can have very serious implications for how schools are run. For example, labor
contracts may include restrictions on how many hours teachers are allowed to work. If teachers were
not allowed to bargain collectively, they would lose most of their bargaining power and would be
unable to shield themselves from political budget cuts and austerity measures that often plague the
teaching profession. Teachers are constantly under pressure to produce high achievement levels,
while balancing pressure from education officials seeking to make government more efficient by
cutting "teaching jobs, compensation, and benefits" (Tucker 2012).
Teachers are citizens who have the right to influence the rules and regulations of their own
workplace. Before the formation of teachers unions, teachers increasingly found themselves cut out
of school boards and replaced by education professionals telling teachers how best to run their own
classrooms (Kirst 2004). Collective bargaining gave teachers a

Super Rugby Research Paper
Rugby Union is a sport that has been a key part of Australian culture for hundreds of years. It began
as a modest competition between a few clubs but slowly went through many changes over the last
century. In this paper, I will discuss the history and outcomes of the gradual commercialization of
Rugby Union and relate it to my experience at a Super Rugby game. By the turn of the 20th century,
Rugby Union was already undergoing a significant change. Popular clubs were being disbanded in
favor of creating 'district clubs'. Although it was met with criticism 100 years ago, I believe this was
a step in the right direction, as we learned the importance of linking a club to its community in our
studies of Rugby League. After a brief period of a ... Show more content on Helpwriting.net ...
First and foremost, a game that was once played and viewed for fun now requires fans to purchase
tickets to enter. Also, they were playing in a stadium sponsored by the insurance company Allianz,
and that was only the beginning of the advertisements I saw. All over the stadium were billboards
advertising various companies. The jerseys that the players wore even had advertisements on them,
as did the ones being sold to adoring fans. Furthermore, concession stands sold average food and
beverages at relatively high prices. This certainly does not mean I did not enjoy my experience at
the game–far from it, in fact. The matchup and game itself was a far more exciting experience than I
had at the Rugby League game, and the blatant commercialization did not take away from the event.
Nonetheless, it was quite obvious that the franchises try to nickel and dime the fans at every turn,
but this is something I have come to expect after years of attending sporting events. All in all, it is
easy to see how and why Rugby Union has become commercialized over the years. The sport had to
make changes to survive, and it ended up working out well for the sport and its fans. Even if it now
costs money to attend an event that was somewhat recently free to watch, I am happy to pay money
to the cause if it means keeping these teams

Summary: The Local Control Accountability Plan
LCFF, LCAP and Change Agents
The Local Control Accountability Plan (LCAP) is an integral part of Local Control Funding
Formula (LCFF) and in California it has been the golden ticket for many districts. In 2013 Governor
Jerry Brown signed LCFF into law changing not only how schools are funded, but it is also leveling
the playing field in California's Public Schools by giving students in lower socio–economic areas
equal access while holding schools accountable by assuring that they perform and show growth
annually.
California is in the 3rd year of the LCFF. In the El Monte Union High School District (EMUHSD),
the approach to the LCAP process has always been a collaborative and transparent process. This
means from the time the district rolled ... Show more content on Helpwriting.net ...
But since the board was involved in drafting the new statement their approval should not be that

since Nov. 2011; the last time it was revised was in June of 2013. The current LCAP is in alignment
with the current vision. When you look at the district is funding programs and personnel it does
ensure that the students are empowered to be ethical productive successful contributing members of
our global society. Echeverria says, "The vision is being financially backed". The district is at 93%

Political Contexts And Constituents
Chapter 6 – Political Contexts and Constituents This chapter discusses the topic of politics and
reviews the reasons a superintendent must become "political." According to Johnson (1996),
"Politics is central to the work of today's superintendents, who cannot succeed as educational leaders
without also being active political leaders. They must build coalitions, negotiate agreements, and
force concessions when necessary all without hitting political land mines that may cost them
ground" (p. 153). Proper funding is vital to the existence of any district. Superintendents are often
required to rally for funding and support. In districts where the majority of the taxpaying population
does not have children and/or grandchildren in the school ... Show more content on Helpwriting.net

The primary reason is that I have grown very weary of the day–to–day politics that I see in our
country. I have been very distrustful of all politicians, particularly in the area of education. I wanted
my superintendent, elected or appointed, to be as far away from the political circus as possible. After
reading this section, I realize that is impossible. As much as it saddens me, school districts have no
choice but to play in the political arena. Based upon this, I will lend my future support to leaders
like Cronin. Since my district still elects the superintendent, I will look for a candidate who is adept
at maneuvering through political situations with the best interests of the district at the forefront of
his or her mind. Also, I now realize I will have to become more "political" myself if I ever desire to

The Importance Of Local Control In Education
In the matter of education policy trends and public preferences, control of educational issues
belongs to local officials. The often–rapid changes in education assume that everyone prefers
increased state and federal control. As legislators on the federal level debate Common Core State
Standards and officials on the state level debate the reauthorization of No Child Left Behind, it
comes down the food chain to the local leadership and school boards to interpret and apply the
mandates. "Our local public school systems, assisted and encouraged by state and federal
governments, should have basic control of what goes on in all of our public schools. Local control
must always remain solely in the public domain and solidly anchored in the will of the citizens of
our local communities" (Clinchy, 2013, p.27). Proponents of local control believe power belongs at
the district level through management of school boards and teacher unions. Opponents of local
control believe administration power belongs to state departments and political offices. The
disagreement in how each of the groups operates is based on a discrepancy of values. Local school
boards are shaped by the rules and policies that regulate their membership, compensation, the nature
of meetings, and so forth. "Nationally, 62.3 percent of board members report that they receive no
salary, while 14.3 percent receive an annual salary of $5,000 or more and 2 percent earn a salary of
more than $15,000 per year" (Hess & Meeks, 2010,

The Collective Bargaining And Negotiation Process
Almost everyone employed by a school district may participate in a collective bargaining unit or an
organized group of job positions represented by an association. The association then participates in a
joint decision–making process, involving direct negotiations to determine wages, hours of work or
other terms and conditions of employment for all employees in that unit. The collective bargaining
process between a board of education and any association of united teachers, service personnel or
administrators can have a wide–range of effects for everyone involved in that district and
community, especially the students. The regional school district being utilized for this review is that
of a large regional school district, serving about 7,000 students in grades 9 through 12, in the largest
county in the state. It is an affluent community of parents and community members from eight
municipalities who recognize the value of education and actively support the schools. Historically,
teachers, parents and administrators within the district have enjoyed a good, working relationship.
As a result of this ongoing positive relationship, the collective bargaining and negotiation processes
between the four associations in the district are relatively downplayed and quiet. Several
associations negotiate collective bargaining agreements with the regional the local teacher's

School Of Choice Is The Most Important For Children Education
School of choice is the most important to children education. School of choice may mean better
education, environment, and quality of teachers. However, some parents have time to drive their
children to a better school district based on where the children parent's employer is located or
educational institution on the parents morning commute. The environment plays a key role in
children education. Therefore, all parents want their children in a clean and healthy environment far
as the classrooms, lunchroom, and bathrooms. Some neighborhoods school doesn't provide a clean
and healthy environment for our children.
Therefore, the quality of children education and also being a successful student is limited at their
local school district; where the family weren't able to make the school of choice. For instances the
family that may have a gifted child, is stuck in a poor quality school district for their child.
Therefore, the parents weren't able to obtain a positive school district for their child. Instead the
student attending the local school district which, has a negative impact on the student, and their
educational growth is delayed in the school system that isn't fitting the child's need. A student that
attends a gifted school the student is around students that share the same intellect. All students are at
the top of their class. However, the teacher that wants to achieve the student educational goals, along

Essay on Public School Choice Improves Student Achievement
School Choice Improves Student Achievement
In his new budget, President Obama proposed to substantially increase federal spending to improve
public schools. Yet steady spending increases of the last three decades resulted in little change in the
poor achievement of students that worries many citizens. Much research, however, shows that what
works well is parental choice among schools fairly competing for students as in the case of
traditional, tuition–based private schools. Rigorous studies comparing students randomly selected or
not to oversubscribed private and charter schools as well as large, statistically controlled surveys
show that these schools excel in achievement and parental satisfaction.
Surveys show the majority of ... Show more content on Helpwriting.net ...
Viewing charter schools as competitors to the schools they run directly and under teachers union
pressures, district school boards further restrict charter schools. Viewing them as competitors, they
impose dysfunctional regulations on charter schools and deny applications for new ones. For these
reasons, the numbers of charter schools have stopped growing at their initial fast pace.
Unions, public school authorities, and legislators have even more successfully resisted even
successful school vouchers that provide scholarships for parents to send their children to
independent or parochial schools. The advantages of vouchers are that they largely bypass the
dysfunctional regulations and practices of the public sector and allow parents to choose the schools
most suitable for their children, which they best know and care about.
Large–scale studies, moreover, show that the higher the percentage of students attending private and
charter schools within states, the higher the average achievement of all students. Studies of countries
show the same pattern; the greater the percentage of students attending private schools, the higher
the country's achievement. As shown in comparisons of public and private provision of services in
many industries, private competition works well for consumers, allows successful contenders to
thrive, and causes failing organizations to change or close.
The next logical step in school choice is for–profit

Education Is The Implementation Of A Standard Curriculum
Introduction One of the most significant and prevalent changes seen in education is the
implementation of a standard curriculum. Prior to this effort there were many ineffective practices
that occurred within the nation's schools. According to Girod, G.R., & Girod, M (n.d.), there was a
time that students were measured on such things as a spelling test. If you spelled a certain number of
words correctly you were considered a good speller, but did that mean you actually understood the
context of the word or was it just memorization? Although there is much debate as to whether or not
standard curriculum is fair to all students given different learning styles and aptitudes, in this paper I
will go over the some of the important factors and benefits in implementing a standard curriculum. I
will also go over how one district in Tempe does exactly this. The Importance of Curriculum at the
District Level District frameworks are those that are developed at a local or regional district level. If
possible a curriculum committee will be established at the local level to help address the issues
coming from a higher level, according to Berkas, N., Pattison, C. (2000). The benefit of such district
level leadership is that it coordinates and aligns the curriculum and assessment to ensure alignment
with the state and district standards. A further benefit is that teachers are trained and prepared to
meet the higher expectations of the state and district and to deliver a shared

Principle Ten: Labor Relations Maintaining strong employee relations is vital to the success of any
business. Many of the Supreme Court cases in the textbook discuss collective bargaining and union
participation. These cases were intriguing because they reiterate employees' rights to express their
opinions and join organizations designed to better their lives. Ultimately, administrators and
employees must put the student at the heart of their employee relations decisions. If students are
successful, the school will be success. Working towards a common goal can be one vehicle to drive
achievement. When unions, non–union members, and administration have open lines of

Student achievement is the goal and having clear communication with all leaders can help achieve
this. Chicago Teachers Union v. Hudson, 475 U.S. 292 (1986) Facts: The majority of the teachers of

finance collective bargain and union administration. Non–members received the benefit of this
financial effort. A policy was enacted to deduct dues for service from non–members. The non–
members could object and there was a three–step process for review. Issues: Were non–members'
First Amendment right to expression and association violated? Were non–members' Fourteenth
Amendment right to due process violated? Ruling: The United States Supreme Court said the
decision to collect fees in this manner was unconstitutional. Rationale: In some states, it is legal to

Teacher Housing Research Paper
The topic of teacher housing has been circulating around Mills High School recently. With the polls,

board's new proposal to allow teachers to live on campus has already been shot down by many
students for countless reasons. They intend on building 140 housing units and rearranging sports
facilities to accommodate the staff. There are numerous cons to the idea and hardly any benefits.

Imagine going to school everyday and enjoying learning. Then think of how you would feel if you
found out that your beloved school would be sold. To receive enough money to execute the plan to
build on–campus houses, the San Mateo Union High School District intends on selling Peninsula
High School, the only alternative school in the district. This school has been especially designed
students who need accommodations for their educational, behavioral, or medical needs. If over two
hundred of these students are displaced, they will suddenly have no school to attend. Their education
will be affected as they will be forced to transfer to a school with a traditional environment that does
not meet their needs. Students who are having a difficult time at school may no longer be able to
appreciate learning and going to school, making it harder for them to succeed. If the district were to
sell Peninsula High regardless of using profit to build housing, the money could go towards better
causes that benefit students such as adding more electives, purchasing lab equipment needed in the
science department, and improving the school's technology. It is simply illogical and senseless to
take money away from students' education in order to assist teachers with commute and

Workforce Engagement At The Bunker Elementary
Workforce Engagement
Workforce engagement is the feeling of emotional connection someone has to their workplace. An
engaged employee feels satisfied and enthusiastic about their work. They feel valued, driven, and
that they belong to part of a team. This is the way a school should feel for its employees. When
teachers and staff of a school are engaged in fulfilling the work of the school they show higher
levels of performance and thereby increase the achievement of students. Principals should know the
engagement level of their staff and also any events or feelings that may impact that engagement
level.
Assess Workforce Engagement
The following information was gathered from an interview with Andrea Williams, principal of
Theresa Bunker Elementary. Mrs. Williams first shared the fact that this is a small school helps her
stay close with the workforce and keep a close eye on the engagement level of the workforce at this
school. This school only has sixteen teachers and a handful of support staff. She is able to have daily
informal interaction with each member of the staff which helps her determine if anything is
impacting their engagement. Because she knows each person and their family she is able to know of
someone in the family is ill or if other family stress may be impacting engagement. She gets to

Relations Between The United States And The Europe

US– EU relations
Introduction
Relations between the United States and the Europe dates back as far to 1950. Back in those days
the U.S dealt with the ECSC, European Coal and Steel Community. The ECSC was created in the
wake of WWII, established by the Treaty of Paris, with the sole purpose of uniting Europe which
had been hammered by three increasingly destructive wars. The ECSC's objective of unity was
forged through the creation of a free trade area for several key economic and military resources:
coal, coke, steel, scrap, and iron ore. The plan for trade area was proposed by the French foreign
minister Robert Schuman, one of the Founding father of the European Union. The ECSC was one of

Teachers Union History
Abstract
Unions in America and globally are facing declining numbers compared to thirty years ago.
Specifically, the teacher's union are losing members due to work trends changing and political
agendas. For unions to maintain their members they must adapt to current issues and partner
strategically. Working conditions are not what they once were and now corporations are doing
everything in their power to avoid employees seeking union representation. In this paper, we will
discuss the teacher's union, present day union issues, and the future of unions.

School Voucher Essay
I propose a school voucher program that would be widespread throughout the state of Connecticut
with special consideration to the Hartford school district. Each student in the state will receive a
voucher equivalent to 65 percent of the per–pupil cost of the public school in their district. The
remaining 35 percent of spending would remain with the school to pay for fixed–costs (with a few
exceptions). School who take in out of district would receive the money that follows the child. For
example, a Ellington student would receive a voucher of about $4,982 (65 percent of per–pupil
spending) and that child could spend that money on any participating public or non–religious private
school in the state. Schools have the choice to participate in the program. However, if public schools
choose not to participate then state funding will be reduced and reallocated to participating schools.
However, a few school districts are exceptions. I recommend abolished traditional public schools in
Hartford, East Hartford, Bloomfield, and Manchester. The current performance of students is
unacceptable in those district that have high minority and poverty levels. You should close the
public schools and instead allow private, magnet, and charter schools take control over the district.
You should carefully select which schools are allowed in the district to ensure diversity in
educational opportunities. Some schools should target students in specific categories like math,
science, and the arts;

Rights Act And Unions Protecting Workers Political Engagement

  • 1. Unions And The Rights Act Unions are incentivized for mobilizing citizens to engage in politics. Some join unions to gain employment. Most union members do not have prior political experience. Once they become a member, this begins to change as the union will teach the members political skills. Unions attempt to change the political identities of their members. One way they do this is by exposing their members to pro–labor situations. (Kerrissey, J., & Schofer, E., 2013) Unions are a partisan interest group that is in cooperation with the Democratic Party. This is as a result of the fact that Democrats are pro–labor and labor is the most important part of a union. Even after the signing of the 1965 voting rights act, which was intended to help African Americans and ... Show more content on Helpwriting.net ... Roughly 44%, a plurality; are appointed officials. The diversity of the rules within each state's special district is indicative of the district system and not the statewide system. A special district includes a school, library and fire and water departments. Property taxing policy is a factor that plays in the equation. For the research's purposes all districts that claimed to have the legal authority to tax a property were included regardless of the fact that the districts produced revenues using this mechanism. The research indicates, there is a positive relationship between the two. There can be no serious debate that restricting voting to certain groups decreases turnout as some are not even eligible to vote. The franchise is something that has been extended to more and more people over time. Special district elections are only available for property owners. This threshold is only for special district elections. That being said, those who live in these special districts may be discouraged from voting for other elections that they are otherwise eligible to vote in. (Bauroth, N, 2007) Technology has helped us in a lot of ways including when we vote. This is not without glitches though. In the 2000 presidential election, the voting machines were bought even ... • 3. Problems in America Education America is in the midst of one its greatest crises. This problem is affecting all fifty states and all levels of society. This current crisis is America's failing education system. The United States has fallen behind many other developed nations when it comes to the quality of our children's education. A good, strong education had been a crucial part of the American dream, so then why is that this problem is being ignored and allowed to continually worsen? School districts across the county are dealing with problems like lack of funding, low teacher salary, teachers unions, increasing class sizes, and failing test scores. A solution to these problems will not be easy. It will require the cooperation of federal, state, and local ... Show more content on Helpwriting.net ... Many states across the country are experiencing teacher shortages. Without enough teachers, we can not successfully educate our children. According to Glori Chaika "Forty–two states issue emergency credentials to people who have taken no education courses and have not taught a day in their lives. Many teachers are hired based solely on their experience leading church or camping groups." (Chaika) Due to the shortages, States are allowing those who are not even qualified to teach. One can not believe that children are being educated as best as they can be, if those teaching them have no experience or training before hand. Another problem is that teachers are not being place in the fields were they can perform at their best, Glori Chaika also states that "One–fourth of new teachers –– if they are licensed –– are not licensed to teach in the field they are teaching." (Chaika) Many teachers have very little knowledge on the subject they are teaching, "About 55 percent of students taking physics in the United States, for example, are taught by someone who never majored or minored in the subject." ( Asimov) As a result of the current teacher shortage, the quality of America's educational system has gone down. People are being hired with no teaching experience and teachers are being forced to teacher subjects that they are not familiar with. • 5. The Local School Board Just Raised Taxes For The Fourth Year The local school board just raised taxes for the fourth year in a row, what do you do? If you do not like the actions of your local school board, you can vote against your local school board member in the next election. This is democracy at work. Understanding that there is no such thing as a one size fits all education, it is necessary for a local government control of education with minimal state control because unions still need to have the power to protect their members, every school district is different and has different needs, and democracy is necessary in our society. The teachers union has been around for many years. The first union was founded in, "1857: The National Education Association (NEA) is founded in Philadelphia by 43 educators" (Mader, 2012). With a local school board in charge of a district's education, teachers unions can have a greater ability to bargain, educate, and protect their members. School boards are there to help be an in–between for the tax payers and the schools. School systems sometimes make promises they have no intention of keeping. Other times, they can deliver a world of opportunities to our neediest children. They may or may not want to listen to parents or even teachers, but school systems always attend to the demands of the most powerful individuals and institutions in their communities. (Koonce, 2016, p. 204). Having a good relationship between the school board and teachers union is a very big deal. A bad relationship ... Get more on HelpWriting.net ...

  • 7. A Teacher Unions Essay Teacher Unions have evolved over time and have been essential in education equality and reform. Some now question the motivation behind these unions and whether or not they are now a barrier to reform, rather than a assistant. This paper will explore the evolvement of not only Teacher Unions, but the purpose and motivation behind said unions. Two of the most predominately known unions are American Federation of Teachers (AFT) and the National Education Association, NEA. History (Purpose) NEA was established in 1857 in order to unite teachers under one voice of service in public education. Prior to this establishment, teachers were known to work in isolation with insufficient school supplies, little to no public support and salaries of less that $100 per year. Teachers were even known to be paid in food and room. Minorities and Women When the Civil War ended in 1865, the hard work of Reconstruction began for the nation and for its educators. Black and White teachers worked to teach high numbers of newly freed slaves of all ages. Literacy and education was linked to freedom, which caused NEA to seek federal aid to support state schools. Another won with the Federal government was the successful lobbying of Congress that established a federal Department of Education (1867). NEA's Department of Indian Education (1899) produced research on how the government's policy of isolating and assimilating the American Indian nations negatively impacted their education. Indian ... • 9. The Ideas Of Union : The Goal Of The Michigan Education Union Now with the boilerplate language out of the way, I would like to clearly explain the reason a life long union supporter would want to walk away from being a part of this particular union. As a child, I grew up as a pro–union son of a United Auto Worker who worked 28 years in an iron foundry as a millwright. My father was also a UAW shop steward just like his father had been before he took over that position. Often I found myself sitting around my families' kitchen table at meetings between my dad and various union members as they worked to improve their work conditions and to provide a livable wage to its employees. This union was a family who had everyone's backs to improve everyone and was always willing to fight to get it. The UAW ... Show more content on Helpwriting.net ... I was hoping that the union would organize and try to do something to get attention to the problems with this law. I feel you have done nothing to organize the workers' voices in Lansing. Instead of doing the business of a union, I see nothing but a fleecing of our membership going on in the form on endless solicitations from 3rd party vendors and an overpriced health care product in MESSA. I held out for four years hoping the MEA or even the NEA would gain some traction on the many that concern teachers and students but instead I see nothing but offers for loans and trumped up discounts for consumer garbage I can find anywhere for less. My last hope was some organization came with the fight over our pensions. What we got was a YouTube video explaining how we should resist. This poorly done video is not what I would call a mustering to arms against our profession. So yet again I saw the easy passage of another anti–teacher bill this summer with hardly a whisper from our collective voice. It is at this point I have decided I have had enough with this organization. "Insanity is doing the same thing over and over again, but expecting different results." – Unknown At this time it would be insanity to keep sending the MEA money to watch it not being used to benefit either teaching ... • 11. What Are The Main Features Of Local Government Act 1979 Provincial Local Government Ordinance 1979 This period marked the 'second wave' of local government reform a military regime. The system of local government introduced in 1979 by General Zia–ul–Haq was the most representative in nature since independence. For the first time in the history of Pakistan, elections to all local councils in both rural and urban areas were held simultaneously on the basis of adult franchise and under the aegis of independent provincial election authorities. Features of Provincial Local Government Ordinance: The special features of the 1979 local government system can be described as follows: Local government laws relating to rural and urban areas were unified and harmonized. Analysis: The local bodies were made independent from the bureaucracy under the Local Government Ordinance of 1979. The local bodies were vested with administrative, judicial and financial powers to make them effective institutions. They were authorized to get loans from national and international Banks to complete their plans for the people's development. The elections of local governments were held on non–party basis. The local governments were dependent upon the provinces from senior appointments to the request for more resources or permission to increase taxes and rates. • 13. The Issue Of Children Born Into Poverty Draft Paper (thesis) The debate whether children born into poverty are able to transcend poverty? Is a problem this country has tried to solve since public schools were established. Inexperienced teachers are part of the problem for the high drop out rate. A government who fails to fund and implement correct methods in education. "U.S. Commissioner of education Francis Keppel 48 years ago, wrote equality of educational opportunity throughout the nation continues today for the many to be more of a myth than a reality" this statement is true today as then ( Kozol, 83). At risk students learn in a hostile environment. "More than one in three people in Newark lived below the poverty line. The violent crime rate was so consistently high that a 1996 Times Magazine article dubbed Newark the most dangerous city in America. The public high school rate was below 60 percent". Why would we let our children go to school or live in an area where no business or politician would work? If these children are not educated the future of this country work force is in doubt. The decline of the educational system will involve even more problems for the deprived. There are steps which can be taken, but are we willing to take these steps? There are few who leave their poverty background. A change in our educational system must take place so the under privileged can advance. • 15. Banned Books On The American School System Banned Books in the American School System Literary works are the foundation for education and are crucial for multiple reasons, some of which include that literature obtains a large variety of information that is at times not accessible to students by computers and teachers alone. Another advantage is adults and children alike improve their understanding and knowledge of certain topics whilst improving their intelligence of the language itself. Banning literary pieces of work is unjustifiable and proves to students that if something is not agreeable within a book, shielding its contents is the next honorary thing to do in order to prevent disruption. High schools should not ban books due to their excessive profanity, violence, sexual content and unagreeable topics because this restriction prevents young readers from developing a better understanding of the society they live in, and could counter act a new change and lessons to be learned. The Island Trees School District vs Pico was a court case that traveled all the way to the supreme court due to the violation of the students first amendment rights. In 1975, the Parents of New York United, an organization known for their conservative ideals, hosted a conference in which they discussed a list of thirty–three, "objectionable books", that should be prohibited due to its inappropriate content. Federal government started thinking about testing, and standardization, which resulted in No Child Left Behind (NCLB), and Race to the Top. McGuinn's No Child Left Behind (NCLB), describes the politics of accountability as setting a standard for teachers, testing students to see if the schools meet the set standards, and then holding the schools and teachers accountable for not achieving those standards by creating consequences. M. Freedman's idea was to apply the free market to the education system and allow the schools to compete for the kids' business. Unlike accountability, which was watered down after collaborating work with unions, charters are rarely unionized. School choice got its impetus from the poor minorities because they wanted better schools, while accountability was supported by businesses. In Milwaukie during 1990s, local leaders mobilized disgruntled parents that were dissatisfied with their education system resulting in the adoption school choice. When accountability was adopted, there was a coalition of support, however choice was opposed on all fronts by the teachers' unions, NAACP, and Democrats. Unlike accountability adopted nationwide, choice was disproportionately opposed at the state and local level. Reformers where up against teachers' unions and districts who avidly opposed choice. When opposition could not stop choice, they would try to help created the structure by implementing ceilings/caps, making sure that charters did not get as much money as public schools, and forcing charters to build their own buildings. One of the biggest union forces in the United States is the teachers union. With almost close to 5 million members nationwide, the teachers union is one of the most powerful unions. Through collective bargaining, problems have been created for the public school system which takes place at local school districts; rules have been imposed to create ineffective forms of organization at schools. The rules that are currently in place by collective bargaining are also creating a big disconnection with many public schools, that being the interest of the children. I, for one, have a collection of hats that I change on a regular basis, which I now find an exhausting and draining task. I admit, I joined the education profession out of necessity, needing a real job out of college. It was my first salaried position with full benefits; at twenty–two, I thought I was rich! After only one year, I demonstrated high student achievement gains and was asked to join the leadership team (more hats). I became an effective school and district leader at a low– performing school (ninety–three percent of the student population was on free lunch), but I started to understand the phrase, "overworked and underpaid." After five years, the district implemented a new evaluation system. Although I was already disgruntled with the lack of compensation for all the extra roles I filled at my school, now I had to reexamine my role in the classroom and link my performance to my students' performance in a new evaluation system. • 35. The Education Of The School Essay Introduction There is nothing more important to the future of the students than their current education. Many times, this process becomes difficult when the proper funding of the schools is hard to find. While there is federal and state funding to assist the schools to achieve this mission, it only covers a small portion of a school's operating budget. The schools must then turn to the community for their help, usually in the form of a levy. With most household's financial budgets being depleted from all directions, levies continue to get harder to win approval by the voters in many locations such as in River View Local Schools. The Levy fell to an eighty percent against vote on August 2, 2016. I propose that they evaluate a plan to move the seventh and eighth grade with the high school students in the high school building and renovate the current junior high to house the students of the four deteriorating elementary buildings. My proposal does not come without objections and obstacles, but with proper "selling" to the community it would be a viable option to continue the wonderful education that our children are receiving from an amazing, but challenged district. Background River View Local Schools consist of four elementary building, one junior high, and one high school that covers 376 square miles and currently has an enrollment of approximately 2,100 students in the district. • 39. The Pros And Cons Of Collective Bargaining In many ways the idea of collective bargaining is a democratic process. Collective bargaining, a process of negotiation where employment conditions are decided between the union and education officials, is a major tool teachers unions have use to shape how schools are run. Union members pool their collective resources and democratic voice to influence and improve their workplace conditions. These negotiations allow teachers unions to obtain benefits that are written into labor contracts which can have very serious implications for how schools are run. For example, labor contracts may include restrictions on how many hours teachers are allowed to work. If teachers were not allowed to bargain collectively, they would lose most of their bargaining power and would be unable to shield themselves from political budget cuts and austerity measures that often plague the teaching profession. Teachers are constantly under pressure to produce high achievement levels, while balancing pressure from education officials seeking to make government more efficient by cutting "teaching jobs, compensation, and benefits" (Tucker 2012). Teachers are citizens who have the right to influence the rules and regulations of their own workplace. Before the formation of teachers unions, teachers increasingly found themselves cut out of school boards and replaced by education professionals telling teachers how best to run their own classrooms (Kirst 2004). Collective bargaining gave teachers a ... Get more on HelpWriting.net ...

It began as a modest competition between a few clubs but slowly went through many changes over the last century. In this paper, I will discuss the history and outcomes of the gradual commercialization of Rugby Union and relate it to my experience at a Super Rugby game. By the turn of the 20th century, Rugby Union was already undergoing a significant change. Popular clubs were being disbanded in favor of creating 'district clubs'. Furthermore, concession stands sold average food and beverages at relatively high prices. This certainly does not mean I did not enjoy my experience at the game–far from it, in fact. The matchup and game itself was a far more exciting experience than I had at the Rugby League game, and the blatant commercialization did not take away from the event. Nonetheless, it was quite obvious that the franchises try to nickel and dime the fans at every turn, but this is something I have come to expect after years of attending sporting events. • 47. The Importance Of Local Control In Education In the matter of education policy trends and public preferences, control of educational issues belongs to local officials. The often–rapid changes in education assume that everyone prefers increased state and federal control. As legislators on the federal level debate Common Core State Standards and officials on the state level debate the reauthorization of No Child Left Behind, it comes down the food chain to the local leadership and school boards to interpret and apply the mandates. "Our local public school systems, assisted and encouraged by state and federal governments, should have basic control of what goes on in all of our public schools. Local control must always remain solely in the public domain and solidly anchored in the will of the citizens of our local communities" (Clinchy, 2013, p.27). Proponents of local control believe power belongs at the district level through management of school boards and teacher unions. Opponents of local control believe administration power belongs to state departments and political offices. The disagreement in how each of the groups operates is based on a discrepancy of values. The Collective Bargaining And Negotiation Process Almost everyone employed by a school district may participate in a collective bargaining unit or an organized group of job positions represented by an association. The association then participates in a joint decision–making process, involving direct negotiations to determine wages, hours of work or other terms and conditions of employment for all employees in that unit. The collective bargaining process between a board of education and any association of united teachers, service personnel or administrators can have a wide–range of effects for everyone involved in that district and community, especially the students. Yet steady spending increases of the last three decades resulted in little change in the poor achievement of students that worries many citizens. Much research, however, shows that what works well is parental choice among schools fairly competing for students as in the case of traditional, tuition–based private schools. Viewing charter schools as competitors to the schools they run directly and under teachers union pressures, district school boards further restrict charter schools. Viewing them as competitors, they impose dysfunctional regulations on charter schools and deny applications for new ones. For these reasons, the numbers of charter schools have stopped growing at their initial fast pace. Unions, public school authorities, and legislators have even more successfully resisted even successful school vouchers that provide scholarships for parents to send their children to independent or parochial schools. The advantages of vouchers are that they largely bypass the dysfunctional regulations and practices of the public sector and allow parents to choose the schools most suitable for their children, which they best know and care about. Large–scale studies, moreover, show that the higher the percentage of students attending private and charter schools within states, the higher the average achievement of all students. Studies of countries show the same pattern; the greater the percentage of students attending private schools, the higher the country's achievement. • 57. Education Is The Implementation Of A Standard Curriculum Introduction One of the most significant and prevalent changes seen in education is the implementation of a standard curriculum. Prior to this effort there were many ineffective practices that occurred within the nation's schools. According to Girod, G.R., & Girod, M (n.d.), there was a time that students were measured on such things as a spelling test. If you spelled a certain number of words correctly you were considered a good speller, but did that mean you actually understood the context of the word or was it just memorization? Although there is much debate as to whether or not standard curriculum is fair to all students given different learning styles and aptitudes, in this paper I will go over the some of the important factors and benefits in implementing a standard curriculum. I will also go over how one district in Tempe does exactly this. The Importance of Curriculum at the District Level District frameworks are those that are developed at a local or regional district level. If possible a curriculum committee will be established at the local level to help address the issues coming from a higher level, according to Berkas, N., Pattison, C. (2000). The benefit of such district level leadership is that it coordinates and aligns the curriculum and assessment to ensure alignment with the state and district standards. A further benefit is that teachers are trained and prepared to meet the higher expectations of the state and district and to deliver a shared ... Get more on HelpWriting.net ...

  • 77. School Voucher Essay I propose a school voucher program that would be widespread throughout the state of Connecticut with special consideration to the Hartford school district. Each student in the state will receive a voucher equivalent to 65 percent of the per–pupil cost of the public school in their district. The remaining 35 percent of spending would remain with the school to pay for fixed–costs (with a few exceptions). School who take in out of district would receive the money that follows the child. For example, a Ellington student would receive a voucher of about $4,982 (65 percent of per–pupil spending) and that child could spend that money on any participating public or non–religious private school in the state. Schools have the choice to participate in the program. However, if public schools choose not to participate then state funding will be reduced and reallocated to participating schools. However, a few school districts are exceptions. I recommend abolished traditional public schools in Hartford, East Hartford, Bloomfield, and Manchester. The current performance of students is unacceptable in those district that have high minority and poverty levels. You should carefully select which schools are allowed in the district to ensure diversity in educational opportunities. Some schools should target students in specific categories like math, science, and the arts; ... Get more on HelpWriting.net ...
