2. Background
A stimulus package of Rs. 15,000 crore for setting
up as Animal Husbandry Infrastructure
Development Fund (AHIDF) has been recently
announced under Prime Minister’s AtmaNirbhar
Bharat Abhiyan .
AHIDF scheme has been announced for
incentivizing investments to establish (i) dairy
processing & product diversification infrastructure
(ii) meat processing & product diversification
infrastructure and (iii) Animal Feed Plant.
The fund will be implemented by Department of
Animal Husbandry and Dairying, Ministry of
Fisheries, Animal Husbandry and Dairying.
The scheme is implemented in all States & UTs and
has been implemented within 3 Years from FY 2020-
21 to FY 2023-24.
Objectives
To help increasing of milk and meat processing capacity
and product diversification thereby providing greater
access for unorganized rural milk and meat producers
to organized milk and meat market
To make available increased price realization for
producer
To make available quality milk and meat products for
the domestic consumer
To fulfill the objective of protein enriched quality food
requirement of the growing population of the country
and prevent malnutrition in one of the highest
malnourished children population in the world
Develop entrepreneurship and generate employment
To promote exports and increase the export
contribution in the milk and meat sector.

4. Eligible Activities
Category Description
Dairy Processing under the Dairy Processing infrastructure the EE can avail benefit for
establishment of new units and Strengthening of existing dairy Processing
Units with quality and hygienic milk processing facilities, packaging facilities or
any other activities related to dairy processing.
Value added product
manufacturing
The EE can also avail loan for establishment of new units and strengthening on
existing manufacturing units for value addition of the following milk products :
Ice Cream unit
Cheese manufacturing unit
Ultra High Temperature (UHT) Milk processing unit with tetra packaging
facilities
Flavoured Milk manufacturing unit
Milk Powder manufacturing unit
Whey powder manufacturing unit
Any other milk products and value addition manufacturing unit.
5. Eligible Activities
Meat processing Establishment of new meat processing unit and strengthening of existing rural meat
processing facilities for sheep/goat/ poultry can be processed.
Establishment of new meat processing unit and strengthening of existing meat
processing unit in semi urban areas for sheep/goat/ poultry can be processed.
Establishment of new meat processing unit and strengthening of existing meat
processing unit in urban areas for sheep/goat/ poultry can be processed.
Large scale integrated meat processing facilities/ plant/ unit.
Export oriented integrated buffalo meat processing facilities/ plant/ unit
Integrated Poultry meat processing facilities/unit
Pork processing facilities/unit
Value added product
manufacturing
Meat products like Sausage, nuggets, ham, salami, bacon making or any other value
addition unit can also be established as an integral part of the meat processing unit.
Stand alone proposals for setting up of meat value addition unit can also be proposed
under AHIDF in the existing unit or new units.
The project cost of each meat processing plant should compulsorily include Effluent
Treatment Plant (ETP), Meat Microbiological Testing Laboratory, Residue Testing
laboratory, Cold storage for holding the offals, skin/ hide processing areas and their
preservation and refrigeration facilities for holding the chilled products and value
added products for minimum of 24 hours.
6. Eligible Activities
Animal Feed Plant EE can avail benefit for establishment of Animal Feed manufacturing and
strengthening of existing units/ plant of the following categories :
Establishment of Mini, Medium and Large Animal Feed Plant
Total Mixed Ration Block Making Unit
By pass protein unit
Mineral Mixture Plant
Enrich Silage making unit
Animal Feed Testing Laboratory to be attached with the Medium to Large
feed plant or the EE can avail benefit for establishment of Animal Feed
Testing Laboratory in the existing Feed Plant to ensure quality feed.
7. Key Features of Scheme
Loan up to 90% of the estimated / actual project cost from the Scheduled Bank based on submission of
viable projects by eligible beneficiaries.
Maximum repayment Period : 8 years inclusive of moratorium of 2 years on principal amount.
Interest subvention of 3% for all Eligible Entities
Credit Guarantee :
a) Credit Guarantee fund of Rs. 750 Crore will be established. The Fund will be managed by NABARD.
b) Credit Guarantee will be provided only for those projects which are viable and are covered under MSME
defined ceilings and the guarantee coverage would be up to 25% of credit facility available to borrower.
c) The liability of the Credit Guarantee Fund will be limited to the amount available in the corpus.
The entire amount of AHIDF of Rs. 15000 cr. will be disbursed by the Scheduled Bank starting from 2020-
21 within next 3 years.
8. Complete Process for availing Loan
The EE will apply the
loan application form
on
ahidf.udyamimitra.in
and upload the
required documents.
After successful submission
of LAF, lender will pick LAF
from portal. Then Lender
will approve loan after
examining the project /
documents submitted by
applicant and complete
their internal diligent
process. Further, Lender
will upload the sanction
letter on the portal.
Ministry will approve
Interest subvention based
on the sanction letter
provided by lenders and
will mark approval of
Interest subvention on
portal.
After approval
from ministry &
compliance of
terms and
conditions
mentioned in the
sanction letter,
lender will
disburse the loan
amount.
9. Online Loan Application Portal

(DAHD) has collaborated with
Small Industries Development
Bank of India (SIDBI) as the
implementing partner of the
scheme and to increase the
effectiveness of the scheme.
SIDBI has created an online
loan application portal
(https://ahidf.udyamimitra.in)
for applicants for online
submission of loan application
form along with required
documents. Further, the
application can be fetched by
lenders directly from the
portal.
10. Online Loan Application Journey
Step 1
Applicant can start its journey of
online loan application form
through “Apply for Loan” and
“Login” buttons available on
homepage.
Step 2
Applicant may register itself
through its Mobile number.
Verification of Mobile Number
shall be done through OTP.
Step 3
After successful registration
through Mobile No., applicant
shall start filling its online loan
application form.
11. Online Loan Application Journey
Step 4
After filling the application form,
Applicant shall upload the
applicable documents on the
portal.
Step 5
After uploading documents, applicant
shall get an option to submit its loan
application to a Preferred lender or to
Market Place. After the selection,
application will be submitted.
Step 6
After successful submission of
online loan application form,
applicant shall move to application
status window where it can check
the status of its application.
