Saturation project
Supply and erection of GBT , Infrastructure as a Service Provider (IaaSP) for supply,
installation of Infrastructure Items and subsequent O&M for 5 years extendable to 5
more years in the uncovered villages of India under 4G Saturation Project
Introduction – 4G Saturation Project
 4G Saturation Projects: 4G provisioning at 24,680 Uncovered villages across India
 Upgradation to 4G service of existing 2G/3G sites at 6,279 villages (5,461 BSNL + 818 other
TSP)
 Provision of 20% extra sites so that villages which are uncovered through 4G services but are
not identified at present.

Load requirement
Total power consumption is expected at each site is 1.5 KW including eNode-B, Transmission equipment (optical
Termination/ Microwave/ VSAT), CCTV Camera and other associated equipment
 The bidder has to supply, install and commission 40/20 Meter GBT, Power Plant/CCU/Solar panels, Engine Alternator, CCTV Camera
for taking care of load for 24 hours backup time for new sites as well as existing sites.
 IaaSP has to carry out the work of site development and Fencing, Civil work for making plinth at workable up to sufficient height to
get away from rain water and installation of BBU , batteries and CCU/Power plants.
 IaaSP has to provide power infrastructure for the proposed power consumption mentioned in the scope of this tender. IaaSP has to
maintain the power supply to electronics equipment via Lithium ion battery at all sites in the respective cluster. IaaSP will supply,
install and commission 1X800 AH Lithium ion batteries at all the sites.
 At IP-1 location , no upgradation of infrastructure is required at these sites, only 2 CCTV cameras are to be installed.
 IaaSP is responsible for Diesel/ consumable items charges for sites where the infrastructure has been provided by IaaSP. No infra
and consumable items are to be supplied at IP sites by the IaaSP. The IaaSP will be paid Rs. 5000 per site per month of the IP sites.
 IaaSP has to replace full battery sets with new Lithium ion battery sets after 4 years i.e. after 4 years of operations. The full battery
set replacement is proposed only in the first 5 year period.
 IaaSP has to install CCTV Camera at all sites (2 camera at each site) with 360o view with 50 meter range. The Cameras shall have
Full HD quality (1920 x 1080 p) or better, with night vision. The Cameras shall be integrated with centralized NMS to facilitate
centralized monitoring. Necessary SIM cards with appropriate data plan (under BSNL service connection category) will be provided
by BSNL. Bidders have to ensure safety of SIM cards , so that there is no misuse of these SIM cards .

Operation & Maintenance
Bidder shall have the comprehensive responsibility for maintenance of 4G eNode-B sites, MW media, VSAT backhaul, which
will include maintenance of all the Infra items and associated works like diesel, house-keeping and security including
energy management, preventive and shut-down maintenance, annual maintenance of equipment supplied by them and
site status monitoring etc. BSNL Infra items under bidder’s scope for management include battery, power plant, engine
alternator set, infra alarm panel, fire extinguisher, electrical connections and fittings, earthing, lightning arrestor, aviation
lamp, grid supply / meters, alarms, CCTV cameras and associated systems, Solar Power System including battery,
photovoltaic modules, charging control unit, OFC media, In nutshell the successful bidder will act as Infrastructure as
Service provider (IaaSP).
The IaaSP will Operate and Maintain 98.5% uptime of 4G service under this agreement. The details of activities that are
expected to be performed include:

 The IaaSP has to carry out work of housekeeping and security of the site. Digital modes of security surveillance like CCTV
cameras etc. will be used. BSNL will not reimburse any cost of manpower for deployment of guards by IaaSP.
 Any consumable required during the Maintenance & Operation period shall be the responsibility of IaaSP.
 The bidder has to replace batteries, carry out the tower maintenance work including tower tightening & overhauling of
Engine alternator after 4 years of commissioning.
 It will be the responsibility of IaaSP to coordinate liaison with BSNL authority to build end to end link between RAN
equipment and satellite earth station to Core location. However, BSNL will arrange the media for these sites at its cost.
The media planning of these sites may be changed based on available reliable media, IaaSP is bound to support in this
regard.
 It shall be the obligation of the IaaSP, to procure at its expense and keeping in force for the entire period of the agreement
comprehensive insurance cover against all kinds of risks inter alia risks arising from theft, fire, lightening, flood, air strike,
terrorist/extremist activities
 During the O&M period, the Successful IaaSP shall put into operation the set of maintenance procedures, periodic test
schedules, Traffic Report generation & analysis and remedial measures to be taken in each occasion, Extraction of
performance statistics from the various OSS/ OMCs and other network elements

 OFC maintenance/ backhaul to nearest exchange
 Site manning / caretaking: manning of sites to ensure controlled access to site. Providing a security guard is not mandatory.
Use of technology is allowed as deemed appropriate by IaaSP without compromising on security
 Diesel filling: supply of diesel to the site depending upon schedule of consumption. Includes activities such as purchase of
diesel and transportation to site, loading/unloading and filling of diesel in DG sets
 Preventive / shutdown maintenance: periodic testing and maintenance of various passive equipment at site including
battery, AC, alarms, power plant and DG set, AMF panel, LT panel, Compound lighting, lightening conductors, MCBs and
switches etc.
 Annual Maintenance, overhaul, and spares: Annual maintenance of all passive equipment and maintenance of required
inventory of spares. Responsibility for all minor and major Page 24 of 153 BSNLCO-MMT/14(11)/21/2022-MMT
I/285170/2022 overhaul of equipment such as DG and AC basis the run hours of the equipment
 Energy management: deployment of energy conservation equipment / processes at sites which may involve minor or major
CAPEX or operating discipline. This exercise is not mandatory and shall be deployed as deemed appropriate by IaaS, to the
extent that agreed SLAs are delivered by IaaSP, as agreed here in.
 Coordination: Coordination with site landlords for smooth operation of the site which will include obtaining required consent
from the landlords for addition / removal of tenancies and assisting in renewal of contracts with BSNL (paperwork, rent
negotiation, local authority clearances wherever applicable, etc.

Operation & Maintenance
 Maintenance of site status alarms: The IaaSP will maintain the alarm panel and wiring of the site status alarms so that they
reach the OSS of the Active Equipment of BSNL, and of other TSPs sharing the tower
 Electricity charges: The electricity consumption charges are to be paid by the bidder at all sites under its scope of works. a.
Wherever EB supply will be available and feasible, installation cost will be borne by BSNL. However Bidder has to coordinate
with the concerned electricity agency and the actual amount incurred will be paid by BSNL on production of original receipt.
The average expenditure shall not be more than INR 5 lakh per site in a State/ UT in EB connection. The electric connection is
to be taken in the name of BSNL. b. The consumption charges of the electricity is to be paid by the bidder at new as well as
existing sites. c. In case of existing sites, wherever grid power supply is available and the power consumption charges for
running of services under its scope of IaaSP, will be paid by IaaSP proportionally. d. Normally the bills of electricity
consumption will be paid by BSNL directly. The charges on account of IaaSP electricity consumption will be deducted from the
O&M payment. e. It may also be possible that BSNL is not able to pay the electricity consumption charges timely, in that case
IaaSP may deposit the charges to the concerned power company so as to meet the desired SLA. The decision in this regard by
BSNL is binding.
 Rent of sites: BSNL will pay the rent of the sites wherever is applicable.
 Rent for IP sites: BSNL will pay the IP fee to IP-1 provider directly as being paid presently.
 Replacement of Batteries Bidder has to replace batteries, carry out the tower maintenance work including tower tightening &
overhauling of Engine alternator after 4 years of commissioning.

Maintenance of Optical Fiber Cable (OFC) Network
Some of the sites are connected through OFC media at the back end and these OFC routes are required to be maintained.
The successful IaaSP shall maintain the OFC Network of around average 2 Km per site in each cluster. The bidder shall quote
the price as per KM. The quoted price will be taken into consideration during evaluation of the tender. BSNL will hand over
the optical fiber cable system in working condition. IaaSP will be responsible only for the specified section of the OF network
system which will be handed over to the IaaSP.
However, the payment will be made as per actual length of maintenance of Optical fiber cable. But the cap is there on total
payment i.e. shall not exceed for the quantities mentioned Page 25 of 153 BSNLCO-MMT/14(11)/21/2022-MMT
I/285170/2022 in the financial bid. BSNL will pay for the actual length of maintenance of the specified section of the OF
network system which will be handed over to the IaaSP. For example:
(i) if a site does not have any OFC to connect for its backhaul media , then no payment will be made for that site.
(ii) if a site is connected with OFC on end link or interim link, then payment will be made for actual length maintained by
the IaaSP subject to total capping.

  • 34.  The bidder has to supply, install and commission 40/20 Meter GBT, Power Plant/CCU/Solar panels, Engine Alternator, CCTV Camera for taking care of load for 24 hours backup time for new sites as well as existing sites.  IaaSP has to carry out the work of site development and Fencing, Civil work for making plinth at workable up to sufficient height to get away from rain water and installation of BBU , batteries and CCU/Power plants.  IaaSP has to provide power infrastructure for the proposed power consumption mentioned in the scope of this tender. IaaSP has to maintain the power supply to electronics equipment via Lithium ion battery at all sites in the respective cluster. IaaSP will supply, install and commission 1X800 AH Lithium ion batteries at all the sites.  At IP-1 location , no upgradation of infrastructure is required at these sites, only 2 CCTV cameras are to be installed.  IaaSP is responsible for Diesel/ consumable items charges for sites where the infrastructure has been provided by IaaSP. No infra and consumable items are to be supplied at IP sites by the IaaSP. The IaaSP will be paid Rs. 5000 per site per month of the IP sites.  IaaSP has to replace full battery sets with new Lithium ion battery sets after 4 years i.e. after 4 years of operations. The full battery set replacement is proposed only in the first 5 year period.  IaaSP has to install CCTV Camera at all sites (2 camera at each site) with 360o view with 50 meter range. The Cameras shall have Full HD quality (1920 x 1080 p) or better, with night vision. The Cameras shall be integrated with centralized NMS to facilitate centralized monitoring. Necessary SIM cards with appropriate data plan (under BSNL service connection category) will be provided by BSNL. Bidders have to ensure safety of SIM cards , so that there is no misuse of these SIM cards . Supply & Installation
  • 35. ©2021 Pace Groupof Companies Operation & Maintenance Bidder shall have the comprehensive responsibility for maintenance of 4G eNode-B sites, MW media, VSAT backhaul, which will include maintenance of all the Infra items and associated works like diesel, house-keeping and security including energy management, preventive and shut-down maintenance, annual maintenance of equipment supplied by them and site status monitoring etc. BSNL Infra items under bidder’s scope for management include battery, power plant, engine alternator set, infra alarm panel, fire extinguisher, electrical connections and fittings, earthing, lightning arrestor, aviation lamp, grid supply / meters, alarms, CCTV cameras and associated systems, Solar Power System including battery, photovoltaic modules, charging control unit, OFC media, In nutshell the successful bidder will act as Infrastructure as Service provider (IaaSP). The IaaSP will Operate and Maintain 98.5% uptime of 4G service under this agreement. The details of activities that are expected to be performed include:
  • 36. ©2021 Pace Groupof Companies Operation & Maintenance  The IaaSP has to carry out work of housekeeping and security of the site. Digital modes of security surveillance like CCTV cameras etc. will be used. BSNL will not reimburse any cost of manpower for deployment of guards by IaaSP.  Any consumable required during the Maintenance & Operation period shall be the responsibility of IaaSP.  The bidder has to replace batteries, carry out the tower maintenance work including tower tightening & overhauling of Engine alternator after 4 years of commissioning.  It will be the responsibility of IaaSP to coordinate liaison with BSNL authority to build end to end link between RAN equipment and satellite earth station to Core location. However, BSNL will arrange the media for these sites at its cost. The media planning of these sites may be changed based on available reliable media, IaaSP is bound to support in this regard.  It shall be the obligation of the IaaSP, to procure at its expense and keeping in force for the entire period of the agreement comprehensive insurance cover against all kinds of risks inter alia risks arising from theft, fire, lightening, flood, air strike, terrorist/extremist activities  During the O&M period, the Successful IaaSP shall put into operation the set of maintenance procedures, periodic test schedules, Traffic Report generation & analysis and remedial measures to be taken in each occasion, Extraction of performance statistics from the various OSS/ OMCs and other network elements  During the O&M period, the Successful IaaSP shall put into operation the set of maintenance procedures, periodic test schedules, Traffic Report generation & analysis and remedial measures to be taken in each occasion, Extraction of performance statistics from the various OSS/ OMCs and other network elements

Includes activities such as purchase of diesel and transportation to site, loading/unloading and filling of diesel in DG sets  Preventive / shutdown maintenance: periodic testing and maintenance of various passive equipment at site including battery, AC, alarms, power plant and DG set, AMF panel, LT panel, Compound lighting, lightening conductors, MCBs and switches etc.  Annual Maintenance, overhaul, and spares: Annual maintenance of all passive equipment and maintenance of required inventory of spares. Responsibility for all minor and major Page 24 of 153 BSNLCO-MMT/14(11)/21/2022-MMT I/285170/2022 overhaul of equipment such as DG and AC basis the run hours of the equipment  Energy management: deployment of energy conservation equipment / processes at sites which may involve minor or major CAPEX or operating discipline. This exercise is not mandatory and shall be deployed as deemed appropriate by IaaS, to the extent that agreed SLAs are delivered by IaaSP, as agreed here in.  Coordination: Coordination with site landlords for smooth operation of the site which will include obtaining required consent from the landlords for addition / removal of tenancies and assisting in renewal of contracts with BSNL (paperwork, rent negotiation, local authority clearances wherever applicable, etc.
  • 38. ©2021 Pace Groupof Companies Operation & Maintenance  Maintenance of site status alarms: The IaaSP will maintain the alarm panel and wiring of the site status alarms so that they reach the OSS of the Active Equipment of BSNL, and of other TSPs sharing the tower  Electricity charges: The electricity consumption charges are to be paid by the bidder at all sites under its scope of works. a. Wherever EB supply will be available and feasible, installation cost will be borne by BSNL. However Bidder has to coordinate with the concerned electricity agency and the actual amount incurred will be paid by BSNL on production of original receipt. The average expenditure shall not be more than INR 5 lakh per site in a State/ UT in EB connection. The electric connection is to be taken in the name of BSNL. b. The consumption charges of the electricity is to be paid by the bidder at new as well as existing sites. c. In case of existing sites, wherever grid power supply is available and the power consumption charges for running of services under its scope of IaaSP, will be paid by IaaSP proportionally. d. Normally the bills of electricity consumption will be paid by BSNL directly. The charges on account of IaaSP electricity consumption will be deducted from the O&M payment. e. It may also be possible that BSNL is not able to pay the electricity consumption charges timely, in that case IaaSP may deposit the charges to the concerned power company so as to meet the desired SLA. The decision in this regard by BSNL is binding.  Rent of sites: BSNL will pay the rent of the sites wherever is applicable.  Rent for IP sites: BSNL will pay the IP fee to IP-1 provider directly as being paid presently.  Replacement of Batteries Bidder has to replace batteries, carry out the tower maintenance work including tower tightening & overhauling of Engine alternator after 4 years of commissioning.
  • 39. ©2021 Pace Groupof Companies Maintenance of Optical Fiber Cable (OFC) Network Some of the sites are connected through OFC media at the back end and these OFC routes are required to be maintained. The successful IaaSP shall maintain the OFC Network of around average 2 Km per site in each cluster. The bidder shall quote the price as per KM. The quoted price will be taken into consideration during evaluation of the tender. BSNL will hand over the optical fiber cable system in working condition. IaaSP will be responsible only for the specified section of the OF network system which will be handed over to the IaaSP. However, the payment will be made as per actual length of maintenance of Optical fiber cable. But the cap is there on total payment i.e. shall not exceed for the quantities mentioned Page 25 of 153 BSNLCO-MMT/14(11)/21/2022-MMT I/285170/2022 in the financial bid. BSNL will pay for the actual length of maintenance of the specified section of the OF network system which will be handed over to the IaaSP. For example: (i) if a site does not have any OFC to connect for its backhaul media , then no payment will be made for that site. (ii) if a site is connected with OFC on end link or interim link, then payment will be made for actual length maintained by the IaaSP subject to total capping.
