• Accelerate the adoption of lower carbon emission vehicles for low and
moderate income Portlanders
• 8% loans for EVs, PHEVs, hybrids and e-bikes for up to $12,000 not based on
credit score
• Provide financial coaching to all borrowers
• Provide up to $5000 down payment incentive
• Help participants navigate federal rebate eligibility and process
• Provide EV education

Portland Electric Ways to Work Program
• $12K loan +$5K incentive + $4K federal rebate = required $500 down payment = $21,500
towards a used electric vehicle
• A borrower would pay $284 a month for a 50 month 8% loan.
Uber and Lyft vehicle rental
• Lyft Express Drive program costs $104-$229/wk for an EV depending on ride numbers
• Uber weekly rentals cost a minimum of $260/wk
