State Facility EV Charging Policy
•SB 536
A state agency may install or have installed
devices or facilities that deliver electricity to
the public for motor vehicles
Contract with a vendor that will make
available services
The agency may not subsidize the operations
of a private entity or the cost of electricity
Substantially exceed the costs to the state of
making the electricity available to the public

ODOE will establish by rule loan terms and interest rates

Qualified Plug-in Electric
Drive Motor Vehicle Credit
•Vehicle must have at least 4 wheels
• That is propelled by significant extent by an electric
motor
• Draws electricity from a battery of at least 4 kWh
• Capable of charging from an external source
• Has a gross vehicle weight of under 14,000 lbs
• Credit is $2,500 plus $417 per additional
kWh above 4 kWh. The total amount of credit
allowed is limited to $7,500
•Use IRS Form 8936
Qualified Plug-in Electric and
Electric Vehicle Credit
•For two or three wheeled electric vehicles with at
least 2.5 kWh of battery
• Low-speed 4 wheeled plug-in electric vehicles with
at least 4 kWh of battery
•That is propelled by significant extent by an electric
motor
• Credit is $2,500 or 10 percent of the cost, which
ever is lowest
•Use IRS Form 8834 Credit sunsets December 31, 2013

• Business
Credit is 30 percent of the cost up to $30,000
• Personal
Credit is 30 percent of the cost up to $1,000
• Use IRS Form 8911
• If the purchaser is a tax exempt organization,
government unit or a foreign person the seller
can take the credit
Credit sunsets December 31, 2013
