Background
The design, the implementation or the monitoring of any energy conservation policy in a country, at the
national or sectoral level, require relevant indicators which reflect the reality of the energy performances
of the socio-economic activities. In addition, for the developing countries in general and those of southern
of Mediterranean sea in particular, the implementation of information systems on energy conservation
indicators and their counterparts as regards greenhouse gas emissions will be a key condition for the
development of NAMAs1 within the framework of the current negotiations on climate.
For this reason the Plan Bleu, in partnership with RCREEE, launches this work on 10 south
Mediterranean countries, namely: Morocco, Algeria, Egypt, Lebanon, Syria, Jordan, Libya, Palestine, and
Tunisia. Yemen is also involved in the study as a tenth member state of RECREE.
The main objective of this work is to develop energy efficiency indicators and to interpret them for the
whole region. The indicators will be, as far as possible, similar to those developed in the European Union
countries. For this purpose, an Excel database will be prepared and filled by national experts selected in
the various partner countries.
This activity is in coherence with one of the main strategic objectives of the Plan Bleu which consists in:
to define and give information on, using indicators, a monitoring framework of energy efficiency in the
Mediterranean. In turn, the system itself conforms to the mandate that the Contracting Parties to the
Barcelona Convention gave to Plan Bleu.
The project is organized into the following main activities:
1. Organization of a kick-off workshop with the 10 country experts and the 10 national focal points
in charge of energy statistics.
2. Preparation of an Excel database for data collection
3. Data collection by the national experts at the partner countries level
4. Hotline assistance for the country experts by the project manager
5. Organization of a mid-term working workshop for the assistance of country experts and the 10
national focal points.
6. Organization of a second mid-term workshop for the validation of data and calculated indicators
7. Creation, if possible, of a web-based database allowing a user-friendly consultation of data and
elaborated indicators
8. Organization of a final seminar of findings restitution
9. Publication on the EE indicators in the Mediterranean Region.

The kick-off workshop is organized over two days, January 6-7th 2011, in Tunis.
Objective and contents of the workshop
The objective of this kick-off workshop is to develop, with the national experts, a common
vision for the methodology of project activities implementation and to prepare with them the
data collection phase in the concerned countries and their treatment.
For this purpose, the workshop will focus on, inter alia, the following aspects:
- Theoretical training of national experts on the energy conservation indicators and
their interpretation;
- Practical training of the experts on the indicators calculation tool
- Presentation of Tunisia case study in order to illustrate the indicators calculation,
which presented by the ANME representative;
- Collective validation of the choice of indicators to be developed for various countries;
- Validation of the list of data to be collected for the various countries;
- Definition of the structure and content of country reports ;
- Elaboration of the planning of intervention of country experts;
- Definition of the modalities of technical assistance to country experts.
