PSC was contracted by Williams Energy – Northwest
Pipeline Corp. (NWP) to provide remediation and
construction services associated with a natural gas
capacity replacement project geographically located
along the I-5 corridor in western Washington, from the
Canadian border to Portland, Oregon. The project
consisted of remediation and construction activities at 25
sites, with critical tasks occurring simultaneously at
various sites. PSC managed and implemented the
project utilizing numerous PSC offices for remediation,
consulting, transportation, and disposal services.
The project required considerable project management
for successful implementation, with up to three field
crews working simultaneously at different sites
throughout the state.
Lead Project Manager, Ron Radford of the Deer Park,
TX office, contacted Tom King of the Kelso, WA office
in late 2005 to coordinate resources with the groups in
Washington. Together, Ron and Tom assembled a team
from various PSC offices. Tom supplied personnel and
vacuum equipment for the project. Bret Leavitt from the
Bellingham, WA office provided Ron office space, as
well as personnel and vacuum equipment. Mike
Uhlendorf from the Kent, WA office coordinated the
waste disposal resources, while Shawn Estrada and
Roger McAtee from Tacoma, WA office managed the
waste transportation for the soils and liquids. George
Hensley and Paul Anderson of the Columbia, IL office
completed the EHS, audit, air monitoring, QA/QC, and
reporting. Supervisors and field crews from the
Houston, TX office rounded out the remainder of the
crew.
Williams Energy was extremely pleased with the team’s
performance, and PSC is in a good position to continue
the program beginning in the second quarter of 2007,
with over 1,000 sites left to investigate. Project goals
were completed with no recordable injuries
(approximately 50,000 man hours) under extreme
working conditions. Since all offices who participated
shared in the return, it was a win/win effort for all
involved.

Seattle area, the PSC Remediation group

Transportation group in Tacoma, and the PSC
TSDF in Kent, as well as three vendor landfill
facilities.”
