The first topic will be shared mobility. This will be explored through a call for evidence and expert evidence sessions from April 2019 involving regular engagement from national, local and regional government, NGOs, business and academics from both the UK and overseas.

Study: Cycling Infrastructure Reduces Accident Risk by 14%
Between 2007 and 2014, Boston, Massachusetts rapidly expanded its bicycle infrastructure. Researchers from the Harvard T.H. Chan School of Public Health sought to assess the effects of this development on the safety of Boston cyclists. By assessing reported cycling accidents from 2009 to 2012, the researchers found that for every succeeding year within the data gathering period, the odds of cyclists getting injured in Boston streets decreased by 14 percent.

How does a region of 22 municipalities, 3,300 miles of major roadways, and 1.3 million people covering 2,900 square miles determine where to invest in sidewalks, bikeways, and greenways? This session will focus on key successes from middle Tennessee’s first regional bicycle and pedestrian study including a public involvement process that engaged nearly 2,100 participants and the creation of a unique formula-based non-motorized project evaluation process impacting MPO funding.

Metropolitan Planning Organizations and state Departments of Transportation are two examples of regional and state government where the relationship between health and transportation can be brought in to the transportation planning and project prioritization process. The Nashville Area MPO has several projects related to health and transportation. These include but are not limited to: prioritizing bicycle and pedestrian projects according to areas with populations with highest amounts of health disparities, conducting a Health Impact Assessment of a Transit Oriented Development Project, providing Safe Routes to School bicycle and pedestrian education training to P.E. teachers throughout the MPO area, and conducting a study with Vanderbilt University on energy expenditure by mode of transportation.
The Tennessee Department of Transportation will discuss state level efforts to link transportation and health including adopting language addressing the safety of bicyclists and pedestrians in the State Strategic Highway Safety Plan, adding language and a test question on non-motorized modes to the state Drivers’ License Manual and exam, adopting a rumble stripe policy that addresses the comfort and safety of bicyclists, and training law officers across the state on bicycle and pedestrian laws.
The MPO and TDOT will also discuss efforts to include transportation into the statewide plan to address obesity in Tennessee.
Behaviour Change - Smarter Choices Theory and Practice

- Note the League established the Good Roads Movement, forerunner to AAA and FHWA Only national bicycle membership group with headquarters in Washington DC
- People want good places to ride. Local community fought hard to get bike/ped access to US 17 (Cooper River bridge) in Charleston. Now DOT has to provide parking at either end for all the people using the trail; one of the few great places to ride in the area.

- North Carolina DOT study showing 9-1 ROI for bicycling improvements in the Outer Banks – and relatively modest improvements at that.
- The League has run a BFC program for several years – at first with relatively easy criteria for communities to meet. In 2002 the program was overhauled and a new, more rigorous application and review process was initiated. One important change was the creation of a four tiered award system – created with the intent of encouraging communities to continually improve.
- The rigorous application form asks a series of about a dozen questions in each of five major areas of bicycle policy and programs. To reach the higher levels of award, communities must score well across all five areas – communities that only have strong programs in one area are unlikely to be recognized. The application form is available for completion on-line.
- After a community submits the application and sends any appropriate supporting literature, the application is reviewed three ways: League staff review the applications internally An external reviewer is asked to score each application, and Local cyclists – League members, LCIs, club leaders etc., are asked to comment on the application and provide their prespective on the bicycle-friendliness of the community. This last stage of the review is important to us, and local reviewers have definitely had an impact on many of the awards – or lack of awards. Through March 2004, more than 80 communities had applied – less than half (38) have been rewarded with a designation. We are confident in the robust review process.
- The program was revised and relaunched with the generous support of the Robert Wood Johnson Foundation. Ongoing support for the program and the Policy Project is provided by Bikes Belong, and we have worked closely with the Pedestrian and Bicycle Information Center to provide technical support for the program and the communities.
