This document summarizes a presentation on assessing and communicating risks associated with spent nuclear fuel and high-level radioactive waste. It outlines the current need to manage this waste, changes since a 2011 report, and insights for effective risk communication. The key points are: (1) eventually a long-term storage facility will be needed; (2) communities must consent to hosting such facilities; (3) fear of cancer and distrust of industry make waste disposal difficult.

The public engagement, education and outreach for CCS Webinar Series kicked off this September with a stellar opportunity to join three international public engagement experts, as they reflected on the key research findings and lessons learned from over 10 years of social research and project engagement experience.
World-renowned social researcher and IEAGHG Social Research Network Chair Peta Ashworth started the discussion by setting out her key lessons learned, and what future challenges and opportunities she perceives for public engagement with CCS.
An expert panel made up of Sarah Wade, Environmental Regulation and Policy Consultant and Coordinator of the Outreach Working Group for the US Department of Energy Regional Carbon Sequestration Partnership Initiative, and Norm Sacuta, Communication Manager at the Petroleum Technology Research Centre and Director of Communications for the IEAGHG Weyburn-Midale CO2 Monitoring and Storage Project, then discussed these conclusions and their own experiences of engaging the public, before opening the Webinar up to questions from the audience.

Education has long been recognised as a critical component in understanding how science, society, and adaptation influence thinking about issues impacting our climate. As an emerging technology with an important role to play in shaping our low carbon energy future, CCS plays a role in our teaching around these topics in both developed and developing countries.
In this webinar, geochemist and renowned CCS education professional Sallie Greenberg, PhD, was joined by the Stakeholder Engagement Team from the South African Centre for Carbon Capture & Storage (SACCCS) to discuss the key learnings and experiences highlighted in, CCS education in developing countries a recent guidance paper for the Global CCS Institute.
Drawing on learning from existing CCS education initiatives and good practice from the wider education literature, Dr Greenberg highlighted areas of universal approach while facing particular challenges when working in the context of a developing country. Ms Polly Modiko, the Head of Stakeholder Engagement at SACCCS, then introduced the comprehensive program of education and outreach activities that the SACCCS team have been developing to support exploration of opportunities for an onshore Pilot CO2 Storage Project (PCSP) in South Africa.

To highlight the research and achievements of Australian researchers, the Global CCS Institute together with ANLEC R&D will hold a series of webinars throughout 2016 and 2017. Each webinar will highlight a specific ANLEC R&D research project and the relevant report found on the Institute’s website. This is the sixth webinar of the series and presented the results of chemical and mechanical changes that carbon dioxide (CO2) may have at a prospective storage complex in the Surat Basin, Queensland, Australia.
Earth Sciences and Chemical Engineering researchers at the University of Queensland have been investigating the effects of supercritical CO2 injection on reservoir properties in the near wellbore region as a result of geochemical reactions since 2011. The near wellbore area is critical for CO2 injection into deep geological formations as most of the resistance to flow occurs in this region. Any changes to the permeability can have significant economic impact in terms of well utilisation efficiency and compression costs. In the far field, away from the well, the affected reservoir is much larger and changes to permeability through blocking or enhancement have relatively low impact.
This webinar was presented by Prof Sue Golding and Dr Grant Dawson and will provide an overview of the findings of the research to assist understanding of the beneficial effects and commercial consequences of near wellbore injectivity enhancement as a result of geochemical reactions.

Following decades of studies, scrutiny and debate, the U.S. EPA updated its TCE’s toxicity profile in the IRIS database, dramatically lowering the toxicity value. For transactional due diligence, this more stringent limit has important implications, including markedly more extensive and expensive cleanup processes. Given the focus on vapor migration in the new ASTM Phase I ESA standard, environmental professionals need to be increasingly cautious when making REC determinations and recommendations to clients.
Adding to the confusion is the significant variability in how regulators are using the updated TCE toxicity profile when making closure decisions at contaminated properties. For instance, U.S. EPA Regions 9, 10 and states like Minnesota, Indiana and Massachusetts (among others) have implemented profoundly different approaches to address TCE risk at contaminated sites. Thus, it is critical for environmental professionals to stay abreast of the how TCE guidance is being interpreted and applied across the country. In the latest development, the Agency for Toxic Substances & Disease Registry is proposing a dramatic change to its TCE toxicity profile for the first time in 18 years. The comment period ended on March 16, 2015, and if the update is finalized in its current form, there will be more intense scrutiny on exposure risks which will further complicate transactional due diligence.

The development of clean, affordable nuclear power options is a key element of the Department of Energy’s Office of Nuclear Energy (DOE-NE) Nuclear Energy Research and Development Roadmap. As a part of this strategy, a high priority of the Department has been to help accelerate the timelines for the commercialization and deployment of small modular reactor (SMR) technologies through the SMR Licensing Technical Support program. Begun in FY12, the DOE Office of Nuclear Energy’s Small Modular Reactor Licensing Technical Support program will advance the certification and licensing of domestic SMR designs that are relatively mature and can be deployed in the next decade.

This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. Through concrete examples, we demonstrate the potential of epistemic interaction to significantly advance human-computer interaction by leveraging intuitive human communication strategies to inform system design and functionality, offering a novel pathway for enriching user-system engagements.

The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

• Current need for and approach to managing spent
reactor fuel and high-level waste

3. Is a facility needed?
• Quick answer – One will be needed eventually.
• More considered answer – Water reactors and dry cask
storage work well, so we should not let waste
management concerns push us to a nuclear power
system that is not economic or technically mature.
• Need to get spent fuel off sites where power reactors are
closed – this could be done by moving spent fuel to
operating reactor sites or to a central storage facility.
• Need to continue to convert DOE wastes to stable waste
forms.
4. What should the process to develop a
US disposal system look like?
• Selection of a site with local support worked at
WIPP; nuclear waste negotiator efforts to find
volunteer HLW site did not.
• Progress in Finland and Sweden is cited, but
differences in culture (small homogeneous
populations) and political systems (absence of
strong state governments) appear to limit the
analogy.
5. What has changed since the Blue Ribbon
Commission (BRC) report?*
• The BRC concluded that the conflict from the siting approach
defined in the 1987 waste Act Amendments as “a policy that
has been troubled for decades and has now all but completely
broken down.”
• The first (of 8) strategy elements recommended by the BRC is
“A new, consent-based approach to siting future nuclear waste
management facilities.”
