WELCOME REFUGEES SEMINAR
Huesca, from 22nd to 28th October, 2017
INTRODUCTION
It is deeply sad to realize about the normalization of the dramatic and absolutely unacceptable situations that
refugees from the war in Syria (and from any other place and reason) bear at the EU borders. Instead of finding
asylum in our countries (apart from being an acquired commitment by some EU countries is a right recognized by
the universal declaration of human rights) refugees are often approached as criminals. The EUropean civil
society's average response to this situation and the immobile attitude of governments is very far from what we
consider to be “expectable” from a humanitarian society.
THE SEMINAR
Welcome Refugees Seminar idea was born with the main aim of giving visibility to the emergency situation of
refugees and gain in citizen awareness in our local communities, that encourage a higher involvement and
participation of civil society in our local communities, and also brings recognition and institutional support to non-
governmental organizations, as well as a higher, real and effective political commitment. For participants, the
Seminar is aimed, on the one hand, to serve to renew their motivation and nourish them with energy and
inspiration and, on the other hand, that the forum and the platform that the seminar means helps to obtain
support, advice and cooperation, not just during the Seminar dates, but hopefully also a posteriori. In the long
term we expect this event contributes to the improvement of the process of welcome, hosting and
accompaniment of refugees in our communities.
Centro de Cultura Popular, spanish association settled in Huesca and working mainly on youth, culture and social
spheres is the organization leading the project. Our partners are 6 organizations coming from 5 different
EUropean countries and all of them have experience on the topic, with different approaches (see following page
“Participants”)
Each country lives its own reality: more or less distance to the conflict, more or less openness or closed-
mindedness from governments to get involved, more or less awareness or resistance in the civil society, etc.
Seminar will offer, in this sense, an opportunity to get to know part of the EUropean scenario, and to get to
understand it better.
As organizations involved in different manners on the Refugees topic, the seminar partners will present their
taken and /or planned actions, the main difficulties found, the needs to respond at, and will explore together if
there are any supporting-each-other possibilities according to the participants experiences.
A “good-practices and increasing-awareness-resources bag” is expected to be created along the Seminar.
Welcome Refugees Seminar will be held in Huesca, from 23d to 27th October. Participants from partner
organizations will arrive on the 22nd and will live on the 28th (October). There are 2 placements per partner
organization plus 6 placements for hosting organization. Centro de Cultura Popular will share these 6 placements
with other organizations in Huesca working in the field to use also Seminar as an opportunity to create a network
not just in an international level but also in a local level.
2
1. Objetives
The main purposes of this seminar are:
- to make an event that gives visibility to the emergency situation of Refugees and help local, regional, national
and international campaigns to be seen and known;
- to gather all entities that act in the town of Huesca and others from different countries and obtain a push,
inspiration, motivation, strength, ideas, supports, knowledge on good practices and resources of all kinds that can
create a “support-each-other network” after the Seminar;
- to create a space for sharing and caring for the human part of any activist who is often forgotten: burn out
moments, being exhausted or hopeless times, etc;
- to create a network of good practices that inspires and encourages all organizations;
- to shake civil society towards encouragement, empowerment to act in the civil possible ways;
- to serve as a platform from which international cooperation in terms of refugees between the partners
organizations could be a next step.
2. Dates and venue
Arrival: 22nd october, 2017
Departure: 28th october, 2017
Huesca is a small city in north-eastern Spain, within the
autonomous community or Aragon. It is located between
the Ebro valley and the last foothills in the Pyrenees.
Huesca has a typical Mediterranean climate for a
mountainous area. The winters are cold and summers not
unpleasantly hot apart from the higher areas where
temperatures are more extreme both in summer and winter.
It snows and rains moderately from autumn to spring.
You can check the weather in Huesca in this link
some days before your arrival:
www.aemet.es.huesca
3. Participants
The seminar participants come from 7 different organizations from 5 Programme Countries. Each organization
will send 2 participants (except from CCP that will provide 4 + 2 facilitators)
• Austria: Plattform Rechsberatung
• Cyprus: Youth Dynamics
• Danemark: Crossing Borders
• Greece: Inter Alia (Athens)
• “ Inhilates Tou Fotos (Trikala)
• Spain: Centro de Cultura Popular - CCP-(Huesca)

3
- Participants Profile
This seminar is aimed to participants
- over 18 years
- coming form or directly linked with one of our partner organizations
- males and females who make a balance group in terms of gender
- actively working on the refugees topic, either as volunteers, workers, activists, etc.
Different profiles are welcome but it is a must to be straightly involved in any way in the work with refugees.
4. Program
The program of the Seminar is organized on several principles:
- Participation: On the one hand, every day one or two of the participant organizations will take their turns to
raise their voices presenting their country situation, their organization: actions, plans, results, good practices held
in their country, main faced difficulties, main supports found, etc.
On the other hand, the Seminar will take part also in local actions on the topic held in Huesca during the week of
the activity.
- Act Local: Visiting local and regional experiences, groups and projects. Getting to know the reality of the
hosting place and giving the opportunity to locals to get to know our experiences as well.
- Non Formal Education: Practical workshops, dynamics, cine Forum, study visit, etc.
- Informal Moments: Free evening in the middle of the week, free time in Huesca after evaluation (last day) and
intercultural evening (second day). There are several spaces not programmed after dinner in order to facilitate
participants to attend some show of their interest in Periferias festival.
Have a look to the Program PDF (please take into account that some changes in the program may be
introduced)
5. Previous Tasks
Presentations
It’s a fundamental part of the seminar that the organizations make a previous work, consisting in the preparation
of the time in which they will present the situation of Refugees in their country. Every organization will have 2
hours time. Homework for the participants before the seminar will be to gather and to prepare the presentation (all
type of presentations are welcome: lecture, workshop, power point, dynamic or interactive presentations, etc.)
Each presentation will have 2 aspects: country situation and organization and its actions presentation. With the
idea of having a similar structure and giving participants some clues about how to do it, we suggest the following
structure:
Regugees topic Situation in the country*
- Macro Data Profile
- Central government position
- Main actions taken and by who (government, local and regional administrations, NGO’s, etc.)
- Civil Society average attitudes and beliefs towards the matter
- Weak and strong points towards the Refugees topic
- Near future prospects
*(In cases of 2 organizations coming form the same country you are expected to work together on this part or at least talk about it and
agree on distributing the presentation into two parts deciding who is doing what)
4
Organization presentation
- Presentation summarizing the activity of our organization, goals, historic, major projects
implemented, actors profiles, public adressed, etc.
- In-depth analysis of chosen project/s, framed on refugees issues (possibility to exhibit some videos,
to visit websites, etc.).
- Main difficulties faced
- Main supports found
- If we were experts on something that would be… in that sense we could create a debate on…
Each entity will decide the format of the session; expository, workshop, group dynamics, etc.. We need each
organization to send us by 12th October a brief summary of what they will do and the needs to perform it
(laptop, flip chart, paper rolls, a special space...)
International evening
As we are going to have an international evening we would like to ask you to bring some typical snacks or
drinks… that could represent your country, so that the other participants will have the opportunity to taste
something that is typical. The idea is to have an international dinner and a nice time together. In case, you would
like to bring something that needs to be kept in cold, we will ask the hostel kitchen for a space in the fridge. And
in case your dish needs to be heated up please tell us, and we’ll try to get a microwave-oven (but if possible
preferably cold dishes)
You can also bring some music, booklet, brochures, flags or anything else, that can present your country and
help us to create real international atmosphere. It will be nice if you think about a game or dance typical from your
country that all participants can learn, to have a funny and special intercultural soirée.
6. Accommodation
You will be accommodated in Hostal El Centro which is the city center, just 8 minutes walk from the train & bus
station. Participants will be hosted in shared rooms (3 and 4 placements rooms). There is wifi zone in whole hotel.
5
How to get to the hostel
When you go out form the bus / train station (Estación Intermodal) you are in Jose Gil Cávez Street
- > from this point (exit from Station) you take right
- > the first street crossing is calle Zaragoza, you take it to your left
- > you continue straight ahead calle Zaragoza - Plaza de Navarra - Porches de Galicia until you get to crossing
pedestrian street: Coso Alto to your left and Coso bajo to your right
- > you take right: COSO BAJO
- > you continue in this street (Coso Bajo) until you see in your right Street Sancho Ramírez (the forth street to
your right since you are in Coso Bajo).
- > You take this street (calle Sancho Ramírez) and here you will already see the Hostel.

7. Transport
Arrival Airport
The nearest airport to Huesca is Zaragoza. This would be the best option, but we are aware of the limited
connections to this airport, as it is a small one. Nevertheless, have a look to the international connections you
can find to Zaragoza, and check if you could make a transfer to any of these airports from your home airport (in
brackets you’ll find the name of the company flying to Zaragoza from that place):
Brussels Charleroi (Ryan Air)
Bucarest (WizzAir)
Cluj Napoca (WizzAir)
London Stansted (Ryan Air)
Milan Bergamo (Ryan Air)
Milan Malpensa (Ryan Air)
Paris Beauvais (Ryan Air)
From Zaragoza airport you can take a bus to Zaragoza Delicias (Central Station). From there you have
plenty of trains and buses connections to Huesca (every half an hour). The trip is one hour. If you don’t find a
good connection to Zaragoza, then, either Madrid or Barcelona Airports can be possible options.
For those who decide to land in Madrid: they first need to go out the airport and catch the “Airport Express”
a bus to Madrid city center. They will get off in Atocha railway Station Stop. In Atocha Railway station you can
take a straight train to Huesca which is 2 hours 20minutes. There are just a few trains a day, so please check it
here and buy your ticket in advance in order to book a sit and to get a lower price. www.renfe.es
From Terminal 4 in Madrid airport there is also a bus going to Zaragoza during the whole day. Trip is round 3 and
a half hours. www.alsa.es
Once in Zaragoza, at the same bus station you can take a bus to Huesca. If you choose this option, just keep in
mind last bus to Huesca is at 22.15h (make sure you have a connection). www.alosa.es
For those who decide to land in Barcelona: they first need to take the train to Barcelona Sants (train from
the airport). They will get off in Barcelona Sants Station Stop. In Sants station they will need to go out of the
station to find the bus stop for Huesca’s bus. The bus trip is around 3 and a half hours. Timetables & fares:
www.alosa.es
Centro de Cultura Popular has prepared an specific document about travelling with the purpose to facilitate you
the most your trip. Please check Transport From Airport to Huesca document.

Welcome to Huesca
Huesca is a small city in north Spain of a rather small
size in terms of population (52,000 inhabitants). It
belongs to Aragon Autonomous Community and it’s the
capital of its northest province which holds the same
name: Huesca province. Main source of work is the
services sector, being tourism very important, specially
in the area of the Pyrenees, in the north, where also
Santiago’s Pilgrimage Route crosses along and many
heritage buildings and monuments can be visited around.
Industrial sector is the 2nd one, and finally agriculture with
plenty of cereal crops around the city.
Despite its small size, Huesca has all the services and
facilities to offer a pleasant and diverse stay, and, above all a
lot of cultural events are held along the year:
Periferias performing arts Festival (october), Fotography Yearly Seminar and
Exhibitions (november), handicrafts

made by Women Show (march),
Yearly Digital Journalism Congress
(march), International Films Festival
(june), winter theater season,
permanent concerts program,
flamenco spring season,
International Theater and Dance
Fair (september), etc.
Concerning connections with other cities, Huesca is very well connected with Zaragoza (buses every 30min),
several buses a day to Barcelona, and from one to three direct trains a day to Madrid.
Huesca Province, due to its frontier location, is
historically linked to Refugees and clandestine
escapes stories.
During the Spanish Civil War (1936 – 1939)
hundreds of people scaped Spain through the
Pyrenees Mountains to become refugees in
France. Still during Franco Dicatorship (1939 -
1975) Pyrenees where scenario of succesfull and
failed attempts of scaping form franco’s fascism.
During World War II despite the permanent
surveillance by nazies from one side of the
Pyrenees and franco soldiers from the other side, thousands of Jewish achieved crossing the Pyrenees and
escape from nazism (Spain had remained “neutral”, later from Spain they continued their escape to South
America, helped by allies secret networks working in Spain).

Welcome Refugees Seminar in Huesca

  • 1. 1 WELCOME REFUGEES SEMINAR Huesca, from 22nd to 28th October, 2017 INTRODUCTION It is deeply sad to realize about the normalization of the dramatic and absolutely unacceptable situations that refugees from the war in Syria (and from any other place and reason) bear at the EU borders. Instead of finding asylum in our countries (apart from being an acquired commitment by some EU countries is a right recognized by the universal declaration of human rights) refugees are often approached as criminals. The EUropean civil society's average response to this situation and the immobile attitude of governments is very far from what we consider to be “expectable” from a humanitarian society. THE SEMINAR Welcome Refugees Seminar idea was born with the main aim of giving visibility to the emergency situation of refugees and gain in citizen awareness in our local communities, that encourage a higher involvement and participation of civil society in our local communities, and also brings recognition and institutional support to non- governmental organizations, as well as a higher, real and effective political commitment. For participants, the Seminar is aimed, on the one hand, to serve to renew their motivation and nourish them with energy and inspiration and, on the other hand, that the forum and the platform that the seminar means helps to obtain support, advice and cooperation, not just during the Seminar dates, but hopefully also a posteriori. In the long term we expect this event contributes to the improvement of the process of welcome, hosting and accompaniment of refugees in our communities. Centro de Cultura Popular, spanish association settled in Huesca and working mainly on youth, culture and social spheres is the organization leading the project. Our partners are 6 organizations coming from 5 different EUropean countries and all of them have experience on the topic, with different approaches (see following page “Participants”) Each country lives its own reality: more or less distance to the conflict, more or less openness or closed- mindedness from governments to get involved, more or less awareness or resistance in the civil society, etc. Seminar will offer, in this sense, an opportunity to get to know part of the EUropean scenario, and to get to understand it better. As organizations involved in different manners on the Refugees topic, the seminar partners will present their taken and /or planned actions, the main difficulties found, the needs to respond at, and will explore together if there are any supporting-each-other possibilities according to the participants experiences. A “good-practices and increasing-awareness-resources bag” is expected to be created along the Seminar. Welcome Refugees Seminar will be held in Huesca, from 23d to 27th October. Participants from partner organizations will arrive on the 22nd and will live on the 28th (October). There are 2 placements per partner organization plus 6 placements for hosting organization. Centro de Cultura Popular will share these 6 placements with other organizations in Huesca working in the field to use also Seminar as an opportunity to create a network not just in an international level but also in a local level.
  • 2. 2 1. Objetives The main purposes of this seminar are: - to make an event that gives visibility to the emergency situation of Refugees and help local, regional, national and international campaigns to be seen and known; - to gather all entities that act in the town of Huesca and others from different countries and obtain a push, inspiration, motivation, strength, ideas, supports, knowledge on good practices and resources of all kinds that can create a “support-each-other network” after the Seminar; - to create a space for sharing and caring for the human part of any activist who is often forgotten: burn out moments, being exhausted or hopeless times, etc; - to create a network of good practices that inspires and encourages all organizations; - to shake civil society towards encouragement, empowerment to act in the civil possible ways; - to serve as a platform from which international cooperation in terms of refugees between the partners organizations could be a next step. 2. Dates and venue Arrival: 22nd october, 2017 Departure: 28th october, 2017 Huesca is a small city in north-eastern Spain, within the autonomous community or Aragon. It is located between the Ebro valley and the last foothills in the Pyrenees. Huesca has a typical Mediterranean climate for a mountainous area. The winters are cold and summers not unpleasantly hot apart from the higher areas where temperatures are more extreme both in summer and winter. It snows and rains moderately from autumn to spring. You can check the weather in Huesca in this link some days before your arrival: www.aemet.es.huesca 3. Participants The seminar participants come from 7 different organizations from 5 Programme Countries. Each organization will send 2 participants (except from CCP that will provide 4 + 2 facilitators) • Austria: Plattform Rechsberatung • Cyprus: Youth Dynamics • Danemark: Crossing Borders • Greece: Inter Alia (Athens) • “ Inhilates Tou Fotos (Trikala) • Spain: Centro de Cultura Popular - CCP-(Huesca) • “ Asociación Projuven (Málaga)
  • 3. 3 - Participants Profile This seminar is aimed to participants - over 18 years - coming form or directly linked with one of our partner organizations - males and females who make a balance group in terms of gender - actively working on the refugees topic, either as volunteers, workers, activists, etc. Different profiles are welcome but it is a must to be straightly involved in any way in the work with refugees. 4. Program The program of the Seminar is organized on several principles: - Participation: On the one hand, every day one or two of the participant organizations will take their turns to raise their voices presenting their country situation, their organization: actions, plans, results, good practices held in their country, main faced difficulties, main supports found, etc. On the other hand, the Seminar will take part also in local actions on the topic held in Huesca during the week of the activity. - Act Local: Visiting local and regional experiences, groups and projects. Getting to know the reality of the hosting place and giving the opportunity to locals to get to know our experiences as well. - Non Formal Education: Practical workshops, dynamics, cine Forum, study visit, etc. - Informal Moments: Free evening in the middle of the week, free time in Huesca after evaluation (last day) and intercultural evening (second day). There are several spaces not programmed after dinner in order to facilitate participants to attend some show of their interest in Periferias festival. Have a look to the Program PDF (please take into account that some changes in the program may be introduced) 5. Previous Tasks Presentations It’s a fundamental part of the seminar that the organizations make a previous work, consisting in the preparation of the time in which they will present the situation of Refugees in their country. Every organization will have 2 hours time. Homework for the participants before the seminar will be to gather and to prepare the presentation (all type of presentations are welcome: lecture, workshop, power point, dynamic or interactive presentations, etc.) Each presentation will have 2 aspects: country situation and organization and its actions presentation. With the idea of having a similar structure and giving participants some clues about how to do it, we suggest the following structure: Regugees topic Situation in the country* - Macro Data Profile - Central government position - Main actions taken and by who (government, local and regional administrations, NGO’s, etc.) - Civil Society average attitudes and beliefs towards the matter - Weak and strong points towards the Refugees topic - Near future prospects *(In cases of 2 organizations coming form the same country you are expected to work together on this part or at least talk about it and agree on distributing the presentation into two parts deciding who is doing what)
  • 4. 4 Organization presentation - Presentation summarizing the activity of our organization, goals, historic, major projects implemented, actors profiles, public adressed, etc. - In-depth analysis of chosen project/s, framed on refugees issues (possibility to exhibit some videos, to visit websites, etc.). - Main difficulties faced - Main supports found - If we were experts on something that would be… in that sense we could create a debate on… Each entity will decide the format of the session; expository, workshop, group dynamics, etc.. We need each organization to send us by 12th October a brief summary of what they will do and the needs to perform it (laptop, flip chart, paper rolls, a special space...) International evening As we are going to have an international evening we would like to ask you to bring some typical snacks or drinks… that could represent your country, so that the other participants will have the opportunity to taste something that is typical. The idea is to have an international dinner and a nice time together. In case, you would like to bring something that needs to be kept in cold, we will ask the hostel kitchen for a space in the fridge. And in case your dish needs to be heated up please tell us, and we’ll try to get a microwave-oven (but if possible preferably cold dishes) You can also bring some music, booklet, brochures, flags or anything else, that can present your country and help us to create real international atmosphere. It will be nice if you think about a game or dance typical from your country that all participants can learn, to have a funny and special intercultural soirée. 6. Accommodation You will be accommodated in Hostal El Centro which is the city center, just 8 minutes walk from the train & bus station. Participants will be hosted in shared rooms (3 and 4 placements rooms). There is wifi zone in whole hotel.
  • 5. 5 How to get to the hostel When you go out form the bus / train station (Estación Intermodal) you are in Jose Gil Cávez Street - > from this point (exit from Station) you take right - > the first street crossing is calle Zaragoza, you take it to your left - > you continue straight ahead calle Zaragoza - Plaza de Navarra - Porches de Galicia until you get to crossing pedestrian street: Coso Alto to your left and Coso bajo to your right - > you take right: COSO BAJO - > you continue in this street (Coso Bajo) until you see in your right Street Sancho Ramírez (the forth street to your right since you are in Coso Bajo). - > You take this street (calle Sancho Ramírez) and here you will already see the Hostel.
  • 6. 6 7. Transport Arrival Airport The nearest airport to Huesca is Zaragoza. This would be the best option, but we are aware of the limited connections to this airport, as it is a small one. Nevertheless, have a look to the international connections you can find to Zaragoza, and check if you could make a transfer to any of these airports from your home airport (in brackets you’ll find the name of the company flying to Zaragoza from that place): Brussels Charleroi (Ryan Air) Bucarest (WizzAir) Cluj Napoca (WizzAir) London Stansted (Ryan Air) Milan Bergamo (Ryan Air) Milan Malpensa (Ryan Air) Paris Beauvais (Ryan Air) From Zaragoza airport you can take a bus to Zaragoza Delicias (Central Station). From there you have plenty of trains and buses connections to Huesca (every half an hour). The trip is one hour. If you don’t find a good connection to Zaragoza, then, either Madrid or Barcelona Airports can be possible options. For those who decide to land in Madrid: they first need to go out the airport and catch the “Airport Express” a bus to Madrid city center. They will get off in Atocha railway Station Stop. In Atocha Railway station you can take a straight train to Huesca which is 2 hours 20minutes. There are just a few trains a day, so please check it here and buy your ticket in advance in order to book a sit and to get a lower price. www.renfe.es From Terminal 4 in Madrid airport there is also a bus going to Zaragoza during the whole day. Trip is round 3 and a half hours. www.alsa.es Once in Zaragoza, at the same bus station you can take a bus to Huesca. • 8. 8 HuescawithSierradeGuarainthebackground Periferias Festival Poster 2017 Casino.ModernistArchitecture. Welcome to Huesca Huesca is a small city in north Spain of a rather small size in terms of population (52,000 inhabitants). It belongs to Aragon Autonomous Community and it’s the capital of its northest province which holds the same name: Huesca province. Main source of work is the services sector, being tourism very important, specially in the area of the Pyrenees, in the north, where also Santiago’s Pilgrimage Route crosses along and many heritage buildings and monuments can be visited around. Industrial sector is the 2nd one, and finally agriculture with plenty of cereal crops around the city. Despite its small size, Huesca has all the services and facilities to offer a pleasant and diverse stay, and, above all a lot of cultural events are held along the year: Periferias performing arts Festival (october), Fotography Yearly Seminar and Exhibitions (november), handicrafts fair (december and January), Films made by Women Show (march), Yearly Digital Journalism Congress (march), International Films Festival (june), winter theater season, permanent concerts program, flamenco spring season, International Theater and Dance Fair (september), etc. Concerning connections with other cities, Huesca is very well connected with Zaragoza (buses every 30min), several buses a day to Barcelona, and from one to three direct trains a day to Madrid. Huesca Province, due to its frontier location, is historically linked to Refugees and clandestine escapes stories. During the Spanish Civil War (1936 – 1939) hundreds of people scaped Spain through the Pyrenees Mountains to become refugees in France. Still during Franco Dicatorship (1939 - 1975) Pyrenees where scenario of succesfull and failed attempts of scaping form franco’s fascism. During World War II despite the permanent surveillance by nazies from one side of the Pyrenees and franco soldiers from the other side, thousands of Jewish achieved crossing the Pyrenees and escape from nazism (Spain had remained “neutral”, later from Spain they continued their escape to South America, helped by allies secret networks working in Spain).
