Professional Experience
Mr. Duplessis is in his fourth year with PSI’s Engineering Construction Services group. At PSI, his
experience has ranged from large scale municipal projects to residential and commercial developments .
His testing experience includes, but is not limited to, asphalt, structural masonry, spray-applied fireproofing
and reinforced concrete. He is responsible for performing field and laboratory testing of various construction
materials under ASTM, ACI, ANSI, AASHTO, and various building codes. Mr. Duplessis has performed
special inspections of subgrade soils, fill and backfill placement, and foundation evaluations. He has also
provided special inspections of reinforced concrete and structural masonry on and various industrial, public,
and commercial projects. His current role as Field Coordinator includes managing 35+ field and lab
technicians in relation to placing the qualified personnel on the proper projects. Also, his responsibilities
include training technicians on variety of testing procedures and compiling training records for each
technician. He manages the office company vehicles which includes inspecting the vehicles for required
maintenance, correct paperwork, and cleanliness. He also manages the technician’s equipment, monitoring
the condition and calibration status frequently. Mr. Duplessis performs project manager duties in our
construction services department. His responsibilities include preparing proposals, project set up and
closeout, reviewing field and lab reports, invoicing, and communicating with clients for testing requirements
and duties.

Representative Project Experience
Permanent Canal Closures and Pump Stations, New Orleans, LA - The U.S. Army Corps of Engineers
implemented the hurricane and storm damage risk reduction system to reduce flooding risks faced by the
city and surrounding communities. The final piece is the $614 million permanent canal closures and pumps
design-build project. There are three main drainage outfall canals in the City of New Orleans – 17th Street,
Orleans Avenue, and London Avenue. These canals are a critical element of the flood control system,
serving as drainage conduits for much of the city providing a long term solution for reducing risk from a 100
year storm event. Mr. Duplessis provided assistance setting up a satellite office storing a fully functional
lab. He also trained personnel to perform QC Site Inspection.
District 10 Street Panel Replacements, Mandeville, LA – St. Tammany Parish – St. Tammany Parish
has received government funding from FEMA to repair all damage street panels in Mandeville, Louisiana.
Mr. Duplessis was the project manager for PSI during construction of the $3 million project. In this role, he
verified compliance with the concrete specifications and project plans. He also evaluated, reviewed, and
distributed reports to the designated clients in a timely manner.
Carrollton Levee Enlargement; New Orleans, LA - The U.S. Army Corps of Engineers, New Orleans
District awarded a $3,799,212 construction contract to Cycle Construction for raising the Carrollton reach
of the Mississippi River levee in Orleans Parish. This work will raise 10,000 feet of river levee approximately
one to two feet along the east bank of the river between the Orleans/Jefferson Parish line and Audubon
Park Riverview. Mr. Duplessis was responsible for monitoring soil placement and verifying compaction
using sand cone method and nuclear methods with a Troxler Density Gauge. He also performed Asphalt
field observations.
New University Medical Center, New Orleans, LA – The New UMC will replace the Medical Center of
Louisiana at New Orleans, which closed after sustaining serious flood damage during Hurricane Katrina.
Located on Canal Street in downtown New Orleans, the 424-bed medical center will be the cornerstone of
an expanding medical district that will attract the world’s top medical professionals while delivering high-
quality care and advanced research. As the only Level One Trauma Center in Southeast Louisiana, UMC
will serve as an important referral center for both severely injured patients and community hospitals
throughout the region. Mr. Duplessis was one of the lead technicians performing field observation and
testing to project standards and specifications, including special inspections of reinforcing steel prior to
concrete placement, oversight of the field sampling and testing of other technicians, special inspection of
structural masonry operations, monitoring of pile installation, and performing Floor Flatness testing.
New Veterans Memorial Hospital, New Orleans, LA - The project includes the construction of a new VA
hospital complex encompassing about 30 acres of land bounded by Canal Street, South Galvez Street,
Tulane Avenue and South Rocheblave Street in New Orleans, Louisiana. The total footprint of the buildings
will be approximately 470,000 square feet with the number of floors ranging between three and ten. Mr.
Duplessis was one of the lead technicians performing field observation and testing to project standards and
specifications, including special inspections of reinforcing steel prior to concrete placement, oversight of
the field sampling and testing of other technicians, special inspection of structural masonry operations,
monitoring of pile installation, and performing Floor Flatness testing.
Consolidated Car Rental Facility, Kenner, Louisiana – Construction of four-story parking garage and
rental car facility for the MSY Louis Armstrong New Orleans International Airport. Mr. Duplessis was
responsible for the inspection of the concrete reinforcement steel as well as the observation and testing
during concrete placements. He also monitored soil placement and verified compaction using nuclear

reported results of stressing of the tendons.
John C. Stennis Space Center, Bay St. Louis, Mississippi – Rolls-Royce North America expands their
Jet Engine Test Facility by building another test stand, an investment of $50 Million dollars. Mr. Duplessis
was responsible for monitoring field concrete placement and performing anchor bolt testing to assure the
beams of the test stands can hold the torque of the jet engines during testing.
Gretna Water Treatment Plant, Gretna, Louisiana – Jefferson Parish completely remodeled the interior
of the water treatment facility by draining all the water, recoating the walls and floor with a thick chemical
paint, and restoring clean water to the facility to restart the process. Mr. Duplessis was responsible for
performing coating inspection by checking the thickness and consistency of the paint with an Elcometer.
He also performed Holiday Tests on the walls to detect unacceptable discontinuities such as pinholes and
voids.
Orleans Parish Criminal Sheriff Office – New Intake Processing Center – The new Intake Processing
Center facility is the second building of a new, safer, more secure and efficient jail complex for Orleans
Parish. Mr. Duplessis’s role on this project involved being one of the lead technicians responsible for
providing field observation and testing to project standards and specifications, including special inspections
of reinforcing steel prior to concrete placement, oversight of the field sampling and testing of other
technicians, special inspection of structural masonry operations, monitoring of pile installation and oversight
of technicians monitoring vibrations during pile driving activity. As lead technician he acted as liaison
between the owner’s representative and PSI’s office staff, coordinating the project testing activities with
field technicians, project managers, and the design team.

three-story, 163,885 square-foot modern structure will meet or exceed the standards and codes of the
American Correctional Association. Mr. Duplessis’s role on this project involved being one of the full time
lead technicians. He was responsible for providing continuous field inspection and testing to project
standards and specifications, including special inspections of reinforcing steel prior to concrete placement,
oversight of the field sampling and testing of other technicians, special inspection of structural masonry
operations, monitoring of pile installation and oversight of technicians monitoring vibrations during pile
driving activity. As lead technician he acted as liaison between the owner’s representative and PSI’s office
staff, coordinating the project testing activities with technicians, project managers, and the design team.
Nucor Steel Plant, Convent, LA – Nucor Corporation constructs a $750 million dollar iron making facility
which making it the largest iron plant in the state. It will be able to produce 2.5 million tons of iron in a year.
Mr. Duplessis responsibilities were to monitor concrete placement and monitor soil placement and verify
compaction using nuclear methods with a Troxler Density Gauge.
Jefferson Parish Submerged Roads, Jefferson Parish, LA – A $100 Million dollar project to repair
streets throughout Jefferson parish. It is broken down in districts and will be over a 5 year span. Mr.
Duplessis responsibilities included monitoring field concrete placement in a variety of locations, observed
asphalt roadway placements, and performed field compaction test.
St. Bernard Parish Gravity Sewer Repairs, St. Bernard, LA – A St. Bernard Parish Government project
repairing sanitary sewer lines throughout the entire parish. The $7 million dollar construction involves
breaking up the existing paving, repairing or replacing sewer pipes and drains, inserting fill material over
the pipes and placing asphalt and concrete over repair locations. Mr. Duplessis responsibilities were to
