Commissioning principles
• Understand victims’ needs and engage with VCSE sector to access
specialist knowledge
• Consult potential provider organisations and work with them to
set priority outcomes
• Put outcomes for service users at the heart of planning process
• Map the fullest practical range of providers and understand the
contribution they could make to delivering the outcomes
• Consider investing in the capacity of the provider base (2013/14
funding)
• Ensure contracting processes are fair and transparent
• Ensure long term contracts and risk sharing as ways of achieving
efficiency and effectiveness
• Seek feedback from service users, communities and providers in

Local Victims’ Strategy
• Victims needs are complex, dynamic and
wide ranging
• To meet these needs a partnership approach
is required
• A clearly owned partnership strategy
covering all CSP’s and HCJB to help meet the
needs of victims has been drafted by the
OPCC.
• Mindful of VCOP and EU Directive on Victims
• Currently consulting with partners.
