Rome was founded in 753 BC on seven hills and saw its greatest urban development under the Roman Empire. After the fall of the Holy Roman Empire, Rome declined as its population decreased and many inhabitants abandoned the city, concentrating near the river banks. In the 15th-17th centuries, Rome regained prominence thanks to the papacy, as many popes engaged in urban improvements to demonstrate their power.
