DLRMP- ObjectivesDLRMP- Objectives
 Automatic generation and Issue of Record of Rights on demand
 Availability of Records to citizens through single window
 Online Mutation, easy maintenance & updating of land records and easy
correction in land records, if needed.
 Computerization of Khasra Girdawari, FMBs, Digitization of maps, integration of
textual & spatial data; and ultimately integrating mutation with registration
 Assurance of Data Integrity, accuracy and timeliness in Land Records
 Comprehensive scrutiny to make records tamper proof thereby reducing litigation
over land disputes.
 Use of land records information for decision making and planning at the
Tehsil/District/ State level
 Especially helpful in futuristic planned infrastructure development.
 Reducing the grievances about delays in service.
 Tackling the allegations of corruption in issuance of copy of Khatauni/fard and
mutations.

DLRMP- Historical Perspective_DLRMP- Historical Perspective_
 The DLRMP was first initiated by the Revenue Department, GNCT
of Delhi in the year 2002.
 The Project was then sponsored by MoRD, GoI
 Application Software was designed and developed by NIC, GoI &
named as Indraprastha Bhulekh.
 In 2005, Guidelines were issued by Revenue Headquarters, GNCT of
Delhi for issue of Computerized RoR/Khatauni.
 Data Entry for nearly 200 villages in Delhi was done till 2008.
 However the project could not take off because of technical glitches
in the software and more importantly because of the Amendments
needed in the Delhi Land Revenue Rules, 1962 for maintaining
computerized records.

DLRMP- A New BeginningDLRMP- A New Beginning
 Area in S-W District is pre-dominantly agrarian
comprising of Sub-Divisions of Najafgarh, Kapashera &
Dwarka with 60 RuralVillages.
 There are Complaints of deceitful entries and delay in
supplying of copies of RoR
 Therefore it was decided in June 2012 to implement the
DLRMP in South West District
 Najafgarh was selected as Pilot Sub-Division and
Kharkhari Nahar village of Najafgarh was chosen as pilot
village
 Directions were issued to update the manual Khataunis
on quadrennial basis & the project taken up with full
vigour in the year in the South West District of Delhi
 At this time legal & technical issues came to light

 In view of failure of the DLRC in the past, it was imperative to
make the appropriate changes in the Revenue Rules
 Accordingly on the proposal of S-W District, the Govt. of
NCT of Delhi made the changes in the Delhi Land Revenue
Rules, 1962 with the approval of Hon’ble LG in September,
2012
 Provided for preparation of electronic Khatauni {Rule 84A(1)}
 Provided for modified format in form P6A (Rule 83A)
 Provided for continuous updation through online mutation
instead of quadrennial khatauni updation {Rule 84A(4)}
 Technical glitches were removed by upgrading the mutation
module to allow for easy online mutation for automatic
updating of records once Khata/khatauni in electronic form is
locked.

DLRMP MODULES- KHATAUNIDLRMP MODULES- KHATAUNI
 This module is mandatory for creation of electronic khatauni
 The manual village khatauni is updated to reflect all the changes made till
date
 The data obtained from the Latest updated manual khatauni is fed into
the DLRMP application with the help ofVillage Patwari
 This data is then checked for clerical errors
 The data so updated is subjected to Padtal (Verification) by the Patwari &
field Kanungo
 The verified Khatauni is further verified by theTehsildar so as to check any
mismatch of data
 After verification is completed at Tehsildar level some Khatas are checked
randomly by the SDM & DM to ensure that there is no mismatch between
manual & electronic Khatauni
 The verified khatauni is then authenticated & data is locked by logging on
to system through Biometric ID for security of data

DLRMP MODULE-Khasra GirdawariDLRMP MODULE-Khasra Girdawari
 The Khasra Girdawari Module can be uploaded into the
DLRMP application as soon as Khatauni module is
completed
 The data into this module can be entered as per the field
verification by the field staff
 The data in this module can be updated every six months
(March & October) by the concerned field staff
 Report of Khasra Girdawari can be generated & printed
on demand within few seconds

DLRMP MODULES- MutationDLRMP MODULES- Mutation
 The data recorded in the Khatas of the electronic khatauni is
updated through due process in mutation module.
 Data to incorporate the changes effected due to
transaction/sale/succession/mortgage etc. is fed into the DLRC
application by the Patwari
 Necessary notices are issued & data is finalized if no dispute is
there over mutation so applied
 This data is then verified by the field Kanungo
 Finally the data to incorporate the changes is authenticated by the
Tehsildar
 After authentication by the Tehsildar Khata & Khatauni is updated
automatically
 The entry, verification and Authentication is done by the concerned
officials after logging into the system through biometric ID through
the Bio-metric devices attached with the computers

Khasra Girdawari Module of DLRMP and thereby making
them tamper proof and secure.
 Taking up this programme in all the Revenue Villages of
District South West and also in the remaining 10 Districts of
Delhi.
 Next Step is to integrate the computerized land records with
the Sub-Registrar offices for initiating automatic mutation
process for continuous updating of records.
 This will further reduce the problems of delay, grievances and
litigations

 Digitization of the cadastral maps of the rural villages maps/Sizra of
all the villages for better planning and records which will be
integrated with the computerized land records so that there will not
be any confusion of identifying the concerned Khasra
Number/property.
 Availability of Khatauni/RoR, Khasra Girdawari and Cadastral Map of
each Khasra number/property on the Website of Delhi Govt
 This application will be in query mode with a drop down menu
 The progress of DLRMP has been presented before the DoLR, GoI in
March, 2013, assented by CS, Delhi and funds under NLRMP were
released by the GoI to Delhi for the year 2013-14.
