Current Approach to Waste Management in the UK
Historically the majority of waste in the UK has been managed through the use of landfill.
This remains the dominant route for waste management although a significant quantity of
treatment capacity has been delivered in recent years.
The focus of waste management in the
UK is on non-hazardous wastes from
households and businesses, because
this material has a significant
putrescible content and is therefore a
generator of greenhouse gases.
Waste handled by local authorities is
also easier to regulate and control and
forms the foundation for developing
additional facilities for other waste
streams.
Waste from businesses is not
measured systematically and data on
arisings is therefore poor.

Composition of Municipal Waste
Local Authority Collected Waste (LACW) This waste stream is under the control of the
Waste Collection Authority which is the district council, or unitary council depending on the
locality. The Waste Collection Authority then passes the waste to the Waste Disposal
Authority, which is the county council in a two-tier area.

C&I Waste Management Routes
Significant amounts of C&I waste are
sold as “co-products” or back-hauled
from storage or retail outlets to be
bulked up and sold as recyclate.
This chart shows that in excess of 50% of C&I waste is
recycled or composted.
A significant quantity (23%) still requires treatment
rather than being sent to landfill.
Management of Commercial and Industrial Waste (C&I)
This is waste that is not collected by local authorities and is generated by businesses.
Information on C&I waste in the UK is of poorer quality than that for local authority collected
waste and information is only available from ad-hoc surveys. Contracts for the management
of this waste stream are short-term and flexible.
Reduction in waste to landfill has plateaued in England and
Wales

In some parts of the UK outside of the South East of England, landfill remains cheap and plentiful. It is therefore competitive with
reprocessing and recovery operations, although this is likely to change over time.
The quantity of local authority waste sent to landfill has continued to reduce. There remain opportunities to continue this reduction in the case of
C&I waste which is not reducing in the same way (source: Environment Agency data)

New investment in landfill is now
extremely uncommon in the UK and
investment is focused on the
development of facilities that retrieve
value from discarded materials. New
treatment facilities must meet the
requirements to sufficiently stabilise
the waste material so that is not
considered to be biodegradable
under the Landfill Directive.
Opportunities: Develop New Technologies in the UK
Materials collected from waste processing are currently exported from the UK in significant quantities. The data on the level of
exports is weak, but some information is available from HMRC which gives the following picture for 2009:
Glass: In 2009 there was over 2.2 million tonnes of glass waste arising of which 1.8 million tonnes was captured for recycling.
Of this, approximately 1.3 million tonnes of glass was processed in the UK and 340,000 tonnes exported. Around 40,000 tonnes is
landfilled.
Paper and Card: Approximately 12.3 million tonnes of segregated paper & card waste arises in the UK each year of which 3.6
million tonnes is captured for recycling, with two million tonnes being exported.
Plastics: Total arisings of segregated plastics were 1.46 million tonnes of which about 516,000 tonnes was recycled, including
about 390,000 tonnes which was exported for reprocessing.
Cans – Aluminium: Approximately 81,000 tonnes of segregated aluminium cans enter the waste stream of which about 50,000
tonnes are recycled. Recycling follows a complex path but the primary stage usually takes place in the UK.
Cans – Steel: Of about 670,000 tonnes of segregated waste steel cans that are estimated to arise, approximately 227,000 tonnes
are recycled in the UK and 190,000 tonnes processed abroad.
For some types of materials, reprocessing capacity in the UK is low and materials are sent abroad to be processed.
A key opportunity is the development of clean, uniform streams of feedstock from the waste stream to be processed in the UK.
High quality materials command higher prices from reprocessors.

Client: Confidential overseas thermal waste treatment
• Ricardo-AEA advised an overseas thermal waste treatment technology supplier through comprehensive UK
waste market research to inform its UK business development and market entrance strategy

 the roles and responsibilities of tiers of local government;
 issues relating to securing contracts for C&I waste;g g ;
 the nature of merchant contracts; and
 a gate fee commentary.
• We developed a regional analysis of MSW and C&I arisings and opinion on how these waste streams are treated
and current and future waste infrastructure projects at all stages of their development (pre-permission, permitted,
under construction, operational and withdrawn) and information including contractors, operator, contract start
date, contract period, technology supplier, capacity, waste type etc.
• Identified potentially suitable localities for developing EfW infrastructure within a defined capacity range.

Project Case Study:
Client: Coventry Waste Management Company
• We supported our client in developing a business case to invest in a MRF at the site of its existing EfW facility in
Coventry to increase the range of services offered to local authorities and increase recycling levels by pre-

treating waste that currently goes direct to its EfW facility.
• We undertook a regional feedstock assessment to estimate the availability of MSW and similar types of waste
from C&I sources. Support included:
 f S 0 f f Review of existing and pending MSW contracts within 50 miles of the site to identify potential opportunities
for the Company to secure local authority contracts;
 Analysis of potential C&I residual waste clients within 50 miles with focus on larger producers of waste
including universities and hospitals and clusters of smaller producers with shared infrastructure such asg p p
business parks; and
 Assessment of competing facilities in the region in operation, proposed or in development, and their
available capacity.
• The project found that residual waste procurements in the West Midlands and
surrounding regions had advanced significantly in the previous few years.
At the time, the market was almost saturated, with few procurements coming
online. However, there were two types of opportunity for CSWDC in this market:
 new contracts that will come out to tender; and
 interim treatment contracts.

(WRATE) model, to support an ISDS submission
• The WRATE model needed to represent the collection and transportation of wastes from
households and non-household locations, via intermediate transfer stations, to treatment
and final fate.
• Our experienced WRATE modelling team developed bespoke user defined processes
(UDPs) to accurately reflect contract vehicles and facilities.

from waste market. In 2014 we were appointed by a European investor looking to enter the
UK gasification market to complete market due diligence.
 To meet the a strict deadline we brought together a team of experienced consultants to
examine and provide:
 the potential UK market for municipal solid waste (MSW) and commercial and the potential UK market for municipal solid waste (MSW) and commercial and
industrial (C&I) waste arisings;
 a forecast of demand for new waste infrastructure;

 The preferred bidder (Veolia) had cited two reference facilities in France

performance standards, odour abatement and atmospheric emission control

 We were commissioned by the lead partner Caterpillar, having already undertaken waste

technology specialists, and information gathered through previous related studies
 After a horizon-scanning exercise to identify all potential technology providers, twog y p gy p ,
short-lists (AD and ACT technologies) of about 20 enterprises were developed and

materials and implement key activities associated with new scheme roll-out including:

 Produced a wide range of promotional and support materials including
householder leaflets, bin stickers, pull-up displays, contamination tags,
and posters;
 Provided guidance to the local authority officers;
 Helped with staff training; and
 Assisted in all launch activities.
 Following the campaign food waste collected by Angus Council rose to nearly twice the national average!
 The Council collected 45% of residual waste, compared to 81.6% pre-trial, with 55% being either mixed recycling
or food wasteor food waste

  • 11. 6 Current Approach to Waste Management in the UK Historically the majority of waste in the UK has been managed through the use of landfill. This remains the dominant route for waste management although a significant quantity of treatment capacity has been delivered in recent years. The focus of waste management in the UK is on non-hazardous wastes from households and businesses, because this material has a significant putrescible content and is therefore a generator of greenhouse gases. Waste handled by local authorities is also easier to regulate and control and forms the foundation for developing additional facilities for other waste streams. Waste from businesses is not measured systematically and data on arisings is therefore poor.   • 12. 7 Composition of Municipal Waste Local Authority Collected Waste (LACW) This waste stream is under the control of the Waste Collection Authority which is the district council, or unitary council depending on the locality. The Waste Collection Authority then passes the waste to the Waste Disposal Authority, which is the county council in a two-tier area. This chart shows that in excess of 50% of C&I waste is recycled or composted. A significant quantity (23%) still requires treatment rather than being sent to landfill. Management of Commercial and Industrial Waste (C&I) This is waste that is not collected by local authorities and is generated by businesses. Information on C&I waste in the UK is of poorer quality than that for local authority collected waste and information is only available from ad-hoc surveys. Contracts for the management of this waste stream are short-term and flexible.
  • 15. Reduction in waste to landfill has plateaued in England and Wales 10 In some parts of the UK outside of the South East of England, landfill remains cheap and plentiful. It is therefore competitive with reprocessing and recovery operations, although this is likely to change over time. The quantity of local authority waste sent to landfill has continued to reduce. There remain opportunities to continue this reduction in the case of C&I waste which is not reducing in the same way (source: Environment Agency data)

Waste Infrastructure 11 Disposal infrastructure This comprises a range of facilities including the following: • Material Recycling Facilities (MRFs) • Mechanical & Biological Treatment facilities (MBT) • Anaerobic Digestion facilities (AD) • In-Vessel Composting (for food waste) • Open Windrow Composting (for other green waste) • Incineration • Gasification • Pyrolysis • Landfill New investment in landfill is now extremely uncommon in the UK and investment is focused on the development of facilities that retrieve value from discarded materials. New treatment facilities must meet the requirements to sufficiently stabilise the waste material so that is not considered to be biodegradable under the Landfill Directive.
  • 17. Opportunities: Develop New Technologies in the UK Materials collected from waste processing are currently exported from the UK in significant quantities. The data on the level of exports is weak, but some information is available from HMRC which gives the following picture for 2009: Glass: In 2009 there was over 2.2 million tonnes of glass waste arising of which 1.8 million tonnes was captured for recycling. Of this, approximately 1.3 million tonnes of glass was processed in the UK and 340,000 tonnes exported. Around 40,000 tonnes is landfilled. Paper and Card: Approximately 12.3 million tonnes of segregated paper & card waste arises in the UK each year of which 3.6 million tonnes is captured for recycling, with two million tonnes being exported. Plastics: Total arisings of segregated plastics were 1.46 million tonnes of which about 516,000 tonnes was recycled, including about 390,000 tonnes which was exported for reprocessing. Cans – Aluminium: Approximately 81,000 tonnes of segregated aluminium cans enter the waste stream of which about 50,000 tonnes are recycled. Recycling follows a complex path but the primary stage usually takes place in the UK. Cans – Steel: Of about 670,000 tonnes of segregated waste steel cans that are estimated to arise, approximately 227,000 tonnes are recycled in the UK and 190,000 tonnes processed abroad. For some types of materials, reprocessing capacity in the UK is low and materials are sent abroad to be processed. A key opportunity is the development of clean, uniform streams of feedstock from the waste stream to be processed in the UK. High quality materials command higher prices from reprocessors. 12

Project Case Study: Client: Coventry Waste Management Company • We supported our client in developing a business case to invest in a MRF at the site of its existing EfW facility in Coventry to increase the range of services offered to local authorities and increase recycling levels by pre- C e t Co e t y aste a age e t Co pa y y g y g y p treating waste that currently goes direct to its EfW facility. • We undertook a regional feedstock assessment to estimate the availability of MSW and similar types of waste from C&I sources. Support included:  f S 0 f f Review of existing and pending MSW contracts within 50 miles of the site to identify potential opportunities for the Company to secure local authority contracts;  Analysis of potential C&I residual waste clients within 50 miles with focus on larger producers of waste including universities and hospitals and clusters of smaller producers with shared infrastructure such asg p p business parks; and  Assessment of competing facilities in the region in operation, proposed or in development, and their available capacity. • The project found that residual waste procurements in the West Midlands and surrounding regions had advanced significantly in the previous few years. At the time, the market was almost saturated, with few procurements coming online.
