  3. 3. 3 APPROACH 1.Continue to develop relationships with existing major foreign space and satellite companies already based in the UK to encourage them to deepen their presence in the UK. 2.Identify those global companies without a UK presence that could match future growth opportunities and develop relationships through Post to encourage them to invest. 3.Identify countries with potential as sources of space investment, but where we are not working strategically on space FDI and invest resources to help develop relationships and thus a pipeline. 4.Develop market-specific marketing and event plans to support our FDI efforts. FDI Outline Strategy AIM To attract High Value FDI to support the UK Government and Industry ambition to grow the UK Space Industry to £40bn by 2030 (10% of global market)
  4. 4. 4 DIT Space FDI Campaigns • Growing pipeline of active projects built over past three years • Target of 11 FDI wins (compared to 7 in 2016/17). We expect this activity to continue to grow in future years. • DIT leading the SGP’s FDI workstream Running 2 FDI campaigns in FY2017/18 covering (i) the US and (ii) The ‘Mediterranean Region’. Sector Team, Investment Services Team, and overseas colleagues operate as ‘One Team’. Focus is on High and Good Value investment. Illustrative only * Only illustrative. Space - The commercial benefits of innovating in the UK DIT support continued • International Trade and Investment services can: • Assist companies in the UK wanting to export. • Look for UK projects requiring investment to develop. • Build the UK’s space offering to assist growth. • Look for foreign companies with ambitions to expand into the UK or Europe, to match them with suitable areas, universities, companies, skillsets, investment. • DIT now offering ODI support 6

Space - The commercial benefits of innovating in the UK Inward Investment Recommendations New Vision DIT should target 20 new space FDI companies/opportunities per year by 2021, which will result in an additional estimated investment in the UK of £3BN by 2021, with the potential for the actual figure to be significantly more than this in future years. Recommendations: Targeting ministerial and senior civil servant engagement : establishing a powerful UK presence on the international stage Marketing the UK as an investment location and a global hub for space innovation : working with Harwell and the proposed regional clusters to attract businesses Working with the sector to develop high profile, ambitious initiatives : building on the experience of the LaunchUK initiative to accelerate investment Increase DIT and UKSA teams and structures to support and help land this new investment into the UK : ensuring entry into the UK is as smooth as possible 7

Space - The commercial benefits of innovating in the UK Recommendations 2 Adequately resourcing and coordinating investment support : connecting businesses to the support offered by the UK from both the public sector and private investors (e.g. via the Satellite Finance Network) Ensuring that the UK has a global, competitive and progressive regulatory regime : maximizing the attractiveness of operation in the UK, particularly in emerging technologies & services Establish the International Space Trade Programme : deepening our partnerships around the world and allowing the UK to build bi-directional trade and investment relationships Ability to attract overseas entrepreneurs to set-up in the UK : working with the entrepreneurial initiatives to engage with businesses of any size or maturity Further Research - DIT/UKSA should commission specific detailed research that takes a deep look at the FDI opportunity, especially connected with downstream markets. 8
