2. What is the TIP?
• TheTIP is a staged multi-year program that prioritizes transportation
improvement projects for federal, state and local funding.
• TheTIP is also the capital improvements element of the long range
transportation plan (LRTP).TheTIP has a role in putting the LRTP into action.
3. The Citizen’s Guide to theTIP
• The 2019 to 2023Transportation Improvement Program (TIP) is a 1,425-page
document. Due to its size it is not printed but can be accessed online.
• A Citizen’s Guide to theTIP, aka the Citizen’sTIPVersion, is developed to assist
citizens into getting a overall picture of main projects, pictures and/or renderings
of upcoming projects by agency.
• The Citizen’s Guide also depicts the following two (2) appendices.
• Appendix “A” – is a compilation of Completed Projects in 2018
• Appendix “B” - lists highway projects under construction and nearing completion.
• The Citizen’sTIP has been consistently produced by theTPO for over 15 years. It
has been recognized as a Florida Best Practice by the Federal Highway
Administration (FHWA) and FederalTransit Administration (FTA).
4. Who prepares the TIP?
The TIP is prepared by the Transportation Planning Organization (TPO) in cooperation with local
transportation agencies. The TPO is the agency designated by the Governor of the State of Florida
and certified by the federal government to carry out metropolitan transportation planning. The TIP is
one of the TPO’s responsibilities.
What does the TIP include?
A prioritized listing of transportation improvement projects for the Miami-Dade County region for the
next five fiscal years.
Who must approve the TIP locally?
The Transportation Planning Organization (TPO) Governing Board must approve the TIP.
Where must approve the TIP at the State level?
The Governor of Florida, or the Governor’s delegate, approves the TIP. The Governor has
delegated the authority to the Florida Secretary of FDOT.
5. • What fiscal years does this TIP include?
• ThisTIP covers fiscal years 2019 to 2023. Fiscal years spanned are 2019, 2020, 2021, 2022, and
2023. Fiscal years, as opposed to calendar years, begin on July 1st and end on June 30th.
• Fiscal Year 2019 ----- begins July 1, 2018 and ends June 30, 2019
• Fiscal Year 2020 ----- begins July 1, 2019 and ends June 30, 2020
• Fiscal Year 2021 ----- begins July 1, 2020 and ends June 30, 2021
• Fiscal Year 2022 ----- begins July 1, 2021 and ends June 30, 2022
• FiscalY ear 2023 ----- begins July 1, 2022 and ends June 30, 2023
