2. Introduction
- There is a strong concentration of population, economic activities and
administration in the Western Départment (metropolitan area)
- Heavy bureaucratic load
- Ineffective and inefficient work in the field
- There is a need to set up the decentralization markers as mandated by the
legislation, via a transfer of power away from the central state to the
territorial collectivities

Strengthening the capacities of municipalities through the training of
locally elected representatives and territorial managers as well as the
setting up of Technical Advisors to support city halls

conjunction with the Ministry of Planning and External Cooperation
