Iceland has topped the World Economic Forum's Global Gender Gap index for the last eight years due to women's strong political position, high levels of education, and good access to healthcare. Iceland has comprehensive legislation on parental leave that ensures equal rights for mothers and fathers. Since 2013 there has been a law on gender ratios for company boards. Eighty percent of women participate in the labor market, though 34% work part-time. Women make up over two-thirds of university students and their numbers as university teachers are growing rapidly. Women comprise 48% of members of parliament and 48% of local governments.
OECD Regional Outlook 2016 and related research
The document summarizes key points from the OECD Regional Outlook 2016 report and related research. It finds that simply compensating lagging regions does not promote development and creates dependency. Instead, place-based policies should focus on using regional assets, complementarities among sectoral policies, and multi-level governance. Open approaches to OER impact research
In this session the work of OER Research Hub is outlined and the merits of open approaches to understanding impact are discussed. OER Research Hub(funded by the William and Flora Hewlett Foundation) works internationally in collaboration with a range of research partners to assess impact across different education profiles. This often requires rethinking methodological assumptions or working in adaptive and responsive ways in order to facilitate sharing of impact data. OER Research Hub thus uses open methods to investigate the impact of OER on education and learning. Open forms of dissemination employed include open access publication, blogging, open release of research data and research tools, open online courses and the OER Impact Map, which draws together data relating to our research hypotheses and shows how a plurality of content can be brought together through data visualisation and graphical mapping. In addition to discussing how some of these techniques might be used to assess impact in other areas I will present some of the headline findings from the project.

The presentation called for discussion on an OER implementation strategy to accelerate mainstream adoption.

Case sStudy
This study evaluated the impact of an information literacy course on preservice teachers' skills. It compared a treatment group of 16 students who took the course to a comparison group of 10 students who did not. Both groups completed a questionnaire and thinking-aloud tasks involving finding articles, evaluating websites, and selecting Web 2.0 tools. Results showed the treatment group performed better on skills tests and demonstrated more familiarity with resources. However, neither group excellently completed all tasks. The study concluded that while the course helped, an enhanced long-term instruction program is needed to fully develop teachers' twenty-first century information literacy abilities.

This document discusses testing and improving research data management (RDM) maturity levels using tools created by the SIM4RDM project. Four use cases involving researchers in different disciplines and countries used a questionnaire to assess RDM maturity levels and provide recommendations. Main findings include that terminology created a barrier, one-size-fits-all did not work, and linking tools to examples and monitoring would help improve RDM. Addressing all RDM features systematically helped initiate practical improvement steps. Future steps include demonstrating maturity levels with examples and raising broader RDM awareness.

Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.
